This pertains to the Certificate of Competency which is a mandatory requirement of the R.A.9514 or Fire Code of the Philippines to all Suppliers / Manufacturer of Fire Fighting Apparatus (Fire Extinguishers) with the following provision of the code: DIVISION 3. MANUFACTURE AND SALE OF FIRE EXTINGUISHERS SECTION 10.5.3.2 MANUFACTURE AND SALES No person shall engage in the manufacture, sale or servicing of extinguishers unless a permit or license is first obtained from the Department of Trade and Industry (DTI). A Fire Safety Inspection Certificate (FSIC) to be issued by the City/Municipal Fire Marshal having jurisdiction shall be prerequisite before the grant of a license to manufacturer by the DTI. FSIC shall be issued only upon payment of two per centum (2 %) of the manufacturers/dealers/servicing firms gross sales. SECTION 10.5.3.4 CERTIFICATE OF COMPETENCY A. No person shall engage in the manufacture, sale or servicing of fire extinguishers without a certificate of competency issued by the BFP; B. All salesmen shall possess working knowledge on the following matters, among others, as a requirement for the issuance of certificate of competency; 1. Principles of Firefighting; 2. Types of Extinguishers and their capabilities;

3. Selection and matching the extinguishers to the hazard, the environment and the users capability; 4. Number and distribution of extinguishers for a particular hazard; 5. Operation and maintenance of extinguishers; and 6. Health and operational safety considerations. C. All technicians engaged in the manufacturer, sale or servicing of fire extinguishers shall possess, in addition to those required of salesmen per para B above, working knowledge on standards in the following: 1. Hydrostatic testing; 2. Sale, filling and charging procedures; 3. Testing and rating procedures; 4. The various chemicals and formulation of extinguishing and their properties; 5. When and how to destroy any extinguisher container; and 6. Retrieval and disposal of prohibited or banned fire extinguishers. Relative to this, request be informed that the Office of the City Fire Marshal, Angeles City Fire Station had issued Cedrtificate of Competency to the following manufacturers after conducting seminar to their technicians and testing the effectiveness of their chemical / product and subsequent complying with the above cited provisions of the Fire Code of the Philippines: 1. Nelsan Enterprises, Sta Teresita, Angeles City 2. SF Allied Industrial Products, Pulung Maragul, A.C. 3. EAG Firex Enterprise, Sto Cristo, A.C. 4. Palmer-Asia Inc., Cutcut, Angeles City 5. Fornax Industrial Sales & Services, Salapungan, A.C. Moreover, the Bureau of Fire Protection do not ACCREDIT any one of the above listed manufacturer, no more than the Department of Trade and Industry accredits a manufacturer of Fire Extinguishers. On the other hand, manufacturer / suppliers outside Angeles City can supply fire fighting apparatus within the city provided they possess the necessary updated licenses particularly the Certificate of Competency issued by any BFP offices nationwide.
