Consideration of Resolution authorizing the establishment of a cooperative purchasing agreement with the County of San Luis Obispo for a stencil paint truck; awarding a purchase agreement to Mullahey Ford for the purchase of a stencil paint truck in an amount not to exceed $94,000 and declaring the existing paint truck as surplus.

Description: Purchase of a new paint truck is an approved capital outlay for FY 2012-13 in the amount of $95,000. A cooperative purchase agreement based on the competitive bid process conducted by the County of San Luis Obispo in January 2013 provides the City of Carmel with an efficient, cost effective method to purchase this piece of equipment. The County bid process resulted in a low bid of $85,456.36 from Mullahey Ford. The cost to the City will also be about $88,000 for modifications, plus sales tax, for a cost not to exceed $95,000. Overall Cost: $95,000 Staff Recommendation: Staff recommends Council approval of the Resolution. Important Considerations: This capital outlay will replace the current 1994 stencil paint truck and allows staff to stripe and paint City streets and parking lots. Decision Record: N/A Reviewed by:

CITY OF CARMEL-BY-THE-SEA CITY COUNCIL RESOLUTION NO. 2013A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARMEL-BY-THESEA ESTABLISHING A COOPERATIVE AGREEMENT WITH THE COUNTY OF SAN LUIS OBISPO; AUTHORIZING THE EXECUTION OF A PURCHASE AGREEMENT WITH MULLAHEY FORD FOR THE PURCHASE OF A NEW STENCIL PAINTING TRUCK AND AUTHORIZING THE SALE OR TRADE-IN OF THE CURRENT 1994 PAINT TRUCK
WHEREAS, the adopted FY 2013-14 budget includes $95,000 for a paint truck; and WHEREAS, the City is able to take advantage of a cooperative purchasing agreement, as allowed per Municipal Code Section 3.12.170, because the County of San Luis Obispo, California, conducted a competitive bid process for a Ford F450 Super Duty Stencil Painting Truck in January 2013 and declared Mullahey Ford the low bidder; and WHEREAS, the City wishes to sell the existing paint truck and Municipal Code Section 3.16.040 requires Council approval for sale of City property with a value in excess of $500. NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF CARMEL-BY-THE-SEA DOES: 1. Authorize the City Administrator to execute a purchase agreement with Mullahey Ford for a Ford F450 Stencil Truck in an amount not-to-exceed $95,000. 2. Declare the 1994 paint truck as a surplus vehicle and authorize its sale or trade-in at the dealership and deposit any sale proceeds to General Fund account 01-46801-0003.
