PROCEDURAL STEPS
Preliminary Survey and Route Approval
3.1.1
Obtain service reservation details and existing services drawings from the Concerned Authorities in coordination with the Client/Consultant according to the scope of work. Survey shall be carried out on the proposed route to obtain cable length, final cable route and to determine the feasibility or further proceedings. The detailed route survey report shall be submitted to the Client/Consultant including discrepancy or obstructions for the further clarifications and necessary instructions and approval. A detailed work execution program for the aforesaid work shall be submitted indicating intended period/time of execution and agreed with the Client.

Prior to start of any excavation, the area shall be checked for existing services/ Utilities by obtaining the approvals and relevant drawings. All services/obstruction discovered and shall be reported to the main contractor
Before proceeding with all the site activities NOCs / Permit to Work and other necessary approvals from all concerned authorities shall be secured for the whole cable route.

The necessary excavation activities shall start only after getting the Notice of intent and approvals from the concerned dept/ Client/ Consultant Excavation for trial pits shall be proceeding manually as per the size indicated in the approved drawings up to the required level and length. In open area, excavation shall be proceeding by using machineries. The exact location of each trench and pit shall be subject to the approval of the Client/ Consultant. Manual excavation will be carried out to expose the existing utilities if any, which has to be identified. While doing the trench excavation, it shall not be less than 1.5m deep, 2.5m Wide
and perfect compaction shall be executed up to 95%.

It shall ensure that no more than 1,200 meters of excavated trench is kept open at any time and a watchman shall be provided for every 600 m. of open trench. The trenches shall be kept dry during cable installation operation. <COMPANY> shall deal with and dispose of water so as to prevent any risk to the cables and other materials. <COMPANY> shall provide suitable dewatering methods while performing the works according to the scope of work. The selection of machineries and Methods shall decide according the approvals/Permission from clients/Consultants.

3.2.10 The required control measures shall be develop and implement while performing the works and more importance will be given for public safety and environmental issues. 3.2.11 The necessary safety barricades and warning signs/ lights shall be provided/ fixed on site according to the company policy and Local regulation requirements. 3.2.12 While performing the work, the trenches shall be straight, free from any sharp material / edges likely to injure the cable or accessories and filled with soft and sieved sand to form

CABLE LAYING
3.3.1. Cables shall be laid directly in the ground with protection covers, drawn into pipes and ducts, laid directly in troughs or in concrete trenches, or on racks, or supported on trays or cleats as may be required by the Engineer. 3.3.2. A drawing must be provided which will show the cross section of cable trench of single / double circuit. The cable trench for single circuit shall be as under: 40 cm wide at bottom and 80 cm deep for LV Cable; and 50 cm wide at bottom and 100 cm deep for 11 KV Cable. 3.3.3. The cable shall be laid straight in the centre of the trench. Where more than one cable are laid in the same trench, the distance between the adjacent power cables shall not be less than 40 cm between centre. 3.3.4. The width of cable trench shall be increased accordingly for each additional circuit. 3.3.5. The trench shall be filled with a 10 cm. layer of sieved soft sand before the cables are laid 3.3.6. A uniform compact layer of 10 cm. of soft sieved sand shall be built over the cable before placing the protective cable covering slab. The slab shall be laid lengthwise on the cable in such a way that the cable is in centre of the slab. 3.3.7. The trench shall be then back filled carefully. The first layer of back fill shall be placed manually and compacted by hand punning until a thickness of 150 mm. over the cable cover tiles is reached. 3.3.8. A warning tape shall then be laid. The subsequent layers of soft sand may be placed and compacted with mechanical equipment. Consolidation should be obtained by compaction in layers of 150 mm. thickness. 3.3.9. At the terminations, cables are to be laid with just sufficient length for proper termination with minimum of cable wastage. Wastage in excess of half a meter at any termination will be charged to the <COMPANY>. 3.3.10. At the joint location, cables are to be laid with their Ends over lapping for a length not exceeding one meter. 3.3.11. Any excess length will be charged to the <COMPANY>. Cables should as far as possible laid direct from the drums. When pulling through trench, cable rollers shall be placed at the bottom spaced as close as possible to avoid abrasion to the cable serving.

CABLE PULLING
3.4.1
3.4.1.1 Before the cable pulling work commences, the whole trench / pit / tunnel / trough is to be inspected. 3.4.1.2 Sand bedding of special thermal backfill for cables should be filled smoothly and any objects as the stones / gravel, which has fallen from the ground to the surface of bedding layer should be removed.

3.4.2.1 Before the cable pulling work commences, the pipe ducts for road crossing, etc. are to be checked to ensure that they are correctly aligned and to be cleaned. The cleaning brush having suitable size for pipe ducts should be passed through the pipe ducts and to remove any obstacles in the pipes.
3.4.3
3.4.3.1 The cable pulling winch is to be fixed firmly so that it can stand against the pulling force. The anchoring and plug supporting will be considered in each place separately and will depend on the local conditions and pulling forces expected. All manufacturers recommendations and provisions will be respected, followed and used. In any case the kinks in the wire rope will not be allowed. 3.4.3.2 The winch is to be capable of changeable pulling speed in the range of 0 10 meters per minute. The winch should be equipped with a tension meter so as to control the cable pulling tension. The winch will be fitted with overload cutout and chart recorders. Chart records will be used to record the pulling tension and drum of cable pulling wire should be appropriately positioned in order to roll up the wire rope easily. 3.4.4 Setting the cable drum on cable drum jack or cable drum trailer
The cable drum transported to the construction site is to be set on the cable drum jack or cable drum trailer at the approved point. The drum and the cable drum jack or trailer should be settled at the appropriate position for cable pulling.
3.4.5
3.4.5.1 Outer surface of the cable is to be inspected visually for any damages.
3.4.6
Setting cable rollers / curve rollers Cable rollers are to be disposed at proper position into the trench / pit / tunnel. The intervals of the rollers are to be kept approximately 2 meters.
3.4.6.1 The rollers are to be maintained so as to rotate smoothly. If the cable is planned to be pulled
through curvature, curved rollers should be set at proper position in order to keep the suitable cable bending radius. The bell mouths with guide rollers shall be installed at ducts in the road crossing or other service crossings. The key rollers will be secured by bracings supported to the trench walls.
3.4.7
The cable guide rollers are settled at the appropriate position between cable drum and trench / pit / tunnel in order to guide the cable from cable drum to the trench / pit / tunnel smoothly. 3.4.8 Setting portable telephone (Walkie-Talkie) along the cable route
After the facilities and the equipment were properly set, the portable telephones are to be located on the drum side, leading end of the cable and the winch side. They are utilized to control the cable pulling speed and other communication.
3.4.9
Laying of cable pulling wire in cable route The cable pulling wire should have four times as much safety factor as the calculated maximum value of pulling tension it is important that the wire is to be handled in such a manner that it is not twisted, or kinked.
3.4.10 Connection of the cable pulling wire to cable Pulling eye hook that is fixed at a top of the cable is connected to the cable pulling wire through a swivel and shackles. Swivel and shackles should have the proper size for cable pulling.
3.4.12 Cable Pulling Operation with Labor Deployment Each pulling section will have a drawing / sketch clearly showing the positions of winch and drum, and calculated pulling forces and side wall pressures at each change. Cable pulling is to be started gradually. An experienced foreman is to be used to observe the leading end of the cable. He should walk along the trench and closely monitor the cable being pulled. Place 2-4 persons to walk with the cable end, a drum operator and at least 3 persons at drum point for the breaking, labors at every 20 meters to guide the cable along the cable route, winch operator with 2 labors at winch and one labor at duct bank. Start pulling. Keep the cable speed and tension in view of the requirement and keep manufacturers representative informed all the time during pulling and take their advice. If any problems arise during the pulling will be stopped immediately and started only after the problem has been cleared. After cabling is finished, take out the printer record sheet of pulling from the electronic recorder and preserve. The rotating speed of the drum has to correspond to that of the pulling speed, if necessary, the rotating speed is controlled with a simple wooden brake. The pulling speed shall be controlled. During the cable pulling, indication of the tension meter is to be observed. Special care must be taken when the top of the cable approaches to the terminating point (jointing position) at the winch side and tail end of the cable is just going off the drum if the cable remains on drum when the top of the cable reaches the termination point at winch side, the pulling must be continued to make a stage where the tail end of cable is just going off the drum.
3.4.13 Cable Pulling in Pipe Duct Cable will have to be pulled through pipe ducts at road crossing locations. Ducts will be cleaned prior to pulling of cables by either passing a brush or a sponge ball of appropriate size. Bell mouths will guide rollers, supports, are installed at / near pipe duct entrance. Cable pulling lubricant is applied around cable to reduce the friction between the cable and the ducts.
3.4.14 Cable Pulling Inside Substations Cable will be directly buried in the ground or will be laid in built up concrete cable trenches and clamped. Inside hand tools will be used unless otherwise, authorized. The nose pulling method will be applied for power cable installation. For cable laying inside substation, the pulling direction will be decided based on cable pulling tension and
3.4.15 Cable Arrangement After cable pulling all equipment are to be dismantled and put out of the trench. Particular care is to be taken to avoid cable damage and laborers must not step on the cables. Surplus of Cables will be organized according to snaking method at both sides of the joint bay. Phases transposition to be done as per approved drawing. Colored tapes (red, yellow and blue) will be wrapped around the cables for phase identification at both ends of the cable. Cables will be then arranged in the joint bay and protected by covering them with sandbags/plywood. If required cables will be cut and ends will be protected using heat shrinkable caps to prevent ingress of moisture. Keep the cable ends pointing upwards as an additional safety precaution against the ingress of moisture in case substation yard, as per approved drawing of Cable Routing inside Substation. The cables can be pulled up to the final locations by hand or motorized cable pushers and will be placed in trenches in Substation yard. Power Cable shall be installed on cable supporting structures as per approved drawing of cable arrangement at terminations. The works may be performed in live substation yards and in certain proximity of live conductors. Therefore, it must be ensured that there is enough clearance from the working area to all live parts according to the present voltage. The safe working restricted area will be marked and barricaded suitably.

Each cable circuit shall be laid at minimum depth of 1 M, below the road level or the level approved by client/ consultant, the levels and relative particulars being ascertained by the Contractor from the concerned authorities. The final survey shall be conducted for the additional details and informations for the preparation of As Built drawing.

Cable Preparation
3.6.1.1 Cut the existing cable. Align the new cable with existing cable with an overlap of 300mm. 3.6.1.2 Mark a reference point to a distance of 1000 mm from the center point. 3.6.1.3 Strip outer sheath to a length of 500 mm from the reference point. 3.6.1.4 Remove the outer insulation to a distance of 650 mm from the reference point. 3.6.1.5 Tear off the first water- swelling tape to a distance of 650 mm the reference point. 3.6.1.6 Bend back copper wires. 3.6.1.7 Tear off the second water- swelling tape to a distance of 810 mm the reference point. 3.6.1.8 Expose the conductor to a distance of 55mm. 3.6.1.9 Make step less transition zone at the end of the inner insulation. 3.6.1.10 Tear off the second water- swelling tape. 3.6.1.11 Complete the joint.

JOINT INSTALLATION
Wrap PVC tape around the edge of the conductor on each cable side. Insert and park aside the heat shrink tubes. Fit the inner conductor connector, crimp starting from the middle of the connector towards ends according manufacture instructions. Remove any burrs and clean the crimped area. Using the semi conductive tape, fill in the gaps between core insulation and connector edges, and continue wrapping till you reach and fill the other gap. Clean the inner insulation surface with the agent solvent. Apply heat on the first heat shrink tube to cover the water the area around the connector and overlap the water-swelling tape by 10mm. Wrap the 3M insulation tape in one layer and 50 % over lap to cover the first heat shrink tube. Return back the copper wires in groups as 5 wires per one group.

3.8.1.1 Concrete Cable Covers shall be carefully centered over each cable, all being closely interlocked with the adjacent covers throughout the length of the cables. The cable covers shall be supplied and installed by the Contractor (See Specification of Cable Cover Tiles). 3.8.1.2 After the cables have been laid and until all the cables in the trench have been covered with their protection covers, no sharp tools such as spades, pick-axes or fencing stakes shall be used in the trench or shall be placed in such a position that they may fall into the trench. 3.8.2 Warning Tape

After energizing, Bentonite filling material will be applied between gaps of cable and PVC pipe. This will prevent foreign materials going through the gaps.
3.11.1 Filling-in of trenches shall not be commenced until inspected and approved the cables and accessories at site by client/ Consultant representative. Such inspection shall not unreasonably delay. After the cables are laid, the Contractor shall backfill the trench with selected and sieved soil in 0.15 m layers, the earth in each layer being well compacted, watered if necessary, and consolidated.
3.11.2 Concrete cable covering slab shall be placed after the first layer. The slab shall be laid lengthwise on the cable in such a way that the cable is in the centre of the slab.
3.11.3 Each refilled trench shall be maintained in a thoroughly safe condition by the Contractor at his expense until such time as he can carry out permanent reinstatement of the upper level and surface so as to restore these to their original condition or to the level of the surrounding curved stones whichever is higher.
3.12.1 Ducts shall be laid at road crossing as per instructions of the Authority's Site Engineer and in accordance with the drawing for underground ducts attached to this specification. Road crossing ducts shall be installed at a depth of 90 cm. from center line of top ducts to the finished road top as per the drawing provided.
3.12.2 Ducts shall be laid level and in straight line and where specified shall have concrete cover of 10 cm. minimum. The concrete mix shall be in the ratio of 1:2:4, which is one part of cement, two part of fine aggregate and four parts of coarse aggregate. The space from the top of the duct block to the road level shall be filled with concrete.

QUALITY CONTROL
Contractor Quality Control Inspector is responsible to verify all the construction activities as per approved QCPs and ITPs in coordination with the Contractor representative in a timely manner. Quality records shall be maintained to each stage of the work and documented as defined in the QCP till the completion of the works.

Regular HSE meetings at various levels, at all locations are to be held to ensure the communication and feedback to HSE issues. The safety officer observes and make sure that the working environment is safe and all the running activities are safe. Prior to commencement of any activities, the work force will be briefed about the project and safety requirements.

Flooding of excavations
Prevent entering trench while flooding. Use dewatering system and support sides.

Activities: Loading/Unloading Cable Drums. Check crane capacity, check ground inclination. Check rating of rigging components for intended loads. SWL to be clearly indicated. Mobile cranes to be securely footed; outriggers to be checked; supporting plates to be used when the ground is loose. Clear the loading area, Barricaded well and ensure the Sign Boards. And ensure the PPE also. Cranes to be inspected & tested by approved third party. All lifting gear and operator to be certified by 3rd party Safe working load (SWL) should be clearly marked on crane and lifting gear. One banks man/ signalman, training, direct eye contact.
