2013-010 CREATING THE WORKING COMMITTEES FOR THE CELEBRATION OF THE BIRTH ANNIVERSARY OF THE LATE DILG SECRETARY JESSE M. ROBREDO, NATIONAL FLAG DAYS, 115TH PROCLAMATION OF PHILIPPINE INDEPENDENCE, 65TH NAGA CITY CHARTER ANNIVERSARY, AND 152ND BIRTH ANNIVERSARY OF DR. JOSE RIZAL:WHEREAS, the City of Naga will observe the Birth Anniversary of the late DILG Secretary Jesse Robredo on 27 May 2013; WHEREAS, as mandated by Republic Act 8491, all Filipinos are encouraged to display the Philippine flag in all offices, agencies and instruments of government, business establishments, schools and homes from from May 28, to commemorate the date when the Philippine flag was first unfurled after the Philippine Revolutionary Army defeated the Spanish forces in the Battle of Alapan in 1898, until June 12, Philippine Independence Day; WHEREAS, it has become a tradition for the Filipino people to celebrate yearly the Philippine Independence Day to bring to the awareness of our people that freedom is a most precious gift and only those who fight for their freedom deserve to be free; WHEREAS, this year, the City of Naga will be commemorating its 65th Charter Anniversary on 18 June 2013; WHEREAS, as way of honoring the countrys beloved National Hero, the City of Naga will likewise commemorate Dr. Jose Rizals 152nd Birth Anniversary; WHEREAS, to effectively carry out and implement activities in relation with the above celebrations, there is a need to create and organize working committees to include local government departments and offices, private sector organizations and individuals, non-government institutions, and socio-civic groups; NOW THEREFORE, I, JOHN G. BONGAT, Mayor of the City of Naga, by virtue of the powers vested in me by law, do hereby order the following: Section 1. Section 2. Functions. The Committees shall perform the following functions: a. To plan and ensure the smooth coordination of programs, events and activities; b. To find ways and means to support the effective implementation of programs, events and activities during the celebration; c. Perform such other acts which are necessary to effectively and meaningfully carry out their mandated functions. Section 3. Funding. Funding for the celebration, operating requirements and such other expenses to be incurred in connection with the above celebrations shall be sourced mainly from the budget provided by the City Government for this purpose and may be augmented by private sector sponsorships. All other departments and offices are authorized to allocate such amounts as may be necessary to defray expenses of this celebration subject to the usual government accounting and auditing rules and regulations.
