P500-M road project in Southern Leyte pushed


MAASIN CITY The provincial government of Southern Leyte is pushing for the P500 million concreting project of three provincial roads that would enhance transport access in six municipalities.
Southern Leyte Governor Roger Mercado said they hope to realize the plan within the next three years, following the recent completion of feasibility studies. The proposed road upgrading projects are the Maasin Bontoc Rorad, Saint Bernard Hinunangan Road and Liloan San Ricardo Road. Mercado said these provincial roads are just sand and gravel and they are pushing for concreting of these vital links to facilitate economic progress. These projects will largely be funded by the provincial government but we will also seek assistance from the Department of Public Works and Highways if they have extra funds to finance local roads construction, Mercado added. The governor believes that upgrading of provincial roads will increase Southern Leytes chance to attain poverty reduction targets under the Millennium Development Goals. As of first semester last year, 36.4 percent of the population in the province were poor, according to the National Statistical Coordination Board. Poverty incidence jumped from 28.3 percent in 2009. Leyte-PNP focuses on drugs cases


TACLOBAN CITY As challenged by Leyte Governor Leopoldo Dominico Petilla, the provincial PNP is now focused on the intensifying drug cases in the region. The governor had asked us to pay more attention on the cases of drug using, dealing and pushing in Region 8. It has been found out that these cases have increased after elections, Senior Supt. Brigido Unay, PNP-Leyte director, said. He revealed that they have lost track in these drug cases because PNP had a lot of things to attend to before. But he assures that the headquarters will be doing its job to lessen the prevalent cases. As of the first quarter this year, PNP-8 already conducted 20 operations and arrested 29 persons. Meanwhile, there were 11 operations conducted and 15 persons arrested during the month of July. The police force is primarily eyeing on the small-time drug pushers since it serves as the cause of the occurrence of illegal drugs in the community and at the same time, they are identifying the sources of these drugs. The number of these drug pushers in the street level is alarming. But, we have to consider them as victims. All we have to do is to trace the drug suppliers and the people behind this business who are providing monetary assistance, Unay added. Gandaras Carabao Festival wins Samar Day festival competition


C AT BA L O G A N CITY- Samar Governor Sharee Ann Tan said that she is serious in pushing the tourism industry of her province. Tan made this vow on Sunday during the Samar Day celebration wherein several towns of the province showcase their respective local festivals in a competition dubbed as festival of festivals held at the grounds of the provincial capitol building. Let us all have some fun and enjoy the celebration but at the same time, hope this will start promote our tourism industry and even development here in our province of Samar, she said. Tourism Regional Director Karina Rosa Tiopes, who was the guest of honor during the celebration, said that she is happy that no less than the governor of the province is spearheading in promoting Samar as a tourism destination. She said that the holding of the festival of festivals is no longer a mere playground demonstration but rather this showcases the culture and way of life of the people across Samar. It shows who we are and gives us pride of ourselves, Tiopes said. Gov. Tan, who just won for her second term, said that Samar is blessed with several natural assets that could draw in tourists. She added that she is targeting local tourists, for a start, as part of her tourism promotion. We dont have to start big. What I am thinking is to attract backpacker kind of tourists considering our limited facilities like hotels or inns, she said. The governor said that she would allocate funding needed to improve tourism-related facilities like road construction leading to tourist destinations. We can charge them under our MOOE (maintenance, operating and other expenses) or from our 20 percent development fund under our budget, she said. Last year, out of the more than 30,000 tourists who visited Samar to see its various tourism destinations notably the Sohoton Caves in Basey and the Langun-Gobingob Cave in Calbiga. Meantime, contingents from Gandara town won the grand prize of P250,000 during the festival of festivals competition. Its festival was known as Carabao Festival. Last years grand winner, the Mayaw-Mayaw Festival of Pinabacdao only emerged as a runner-up this time. It was learned that the Carabao Festival of Gandara would join next years Pintados-Kasadyaan Festival of Festivals in Tacloban City. Aside from Gandara and Pinabacdao, festivals from the towns of Paranas, Sta. Rita, Villareal and Catbalogan City joined this years festival of festivals of Samar.

Pawikan found, released


TACLOBAN CITY A leatherback turtle or pawikan was found nesting in Camp Picardo Beach in Dolores, Samar on August 5, 2013. Ricardo Amparo, a resident of Camp Picardo Beach, has found the big pawikan laying eggs at the back of their house at 7:00 oclock in the evening. He waited for it at first to come out of its hole and tied it up to safeguard it against interested individuals. Amparo then reported the matter to town Mayor Emiliana Villacarillo. In response to the matter, the DENR CENRO personnel headed by Protected Areas Wildlife and Coastal Zone Management Service focal person, forester Leandro Ostrea, were deployed to immediately mark the area, tag the pawikans left flipper with tag no. PH 02891 and release it back to the sea. CENR officer Delia Abobo-Benitez reported that the pawikan measures 6.4 feet long and 3 feet wide. It has been found out that the big pawikan in Dolores is the second recorded nesting in the country. The nesting occurrence in Dolores has captured the attention of the DENR Protected Areas Wildlife Bureau Central Office in Quezon City and according to Ostrea, the PAWB Central Office personnel are set to come and keep an eye to its eggs. He added that the eggs are soon to hatch between 45 to 75 days. DENR-8 public affairs officer Purificacion Daloos, emphasizes on the importance of pawikan in our environment because they serves as indicator species in the ecological balance. She also said that the residents in Dolores are lucky because it is a sign that they have a good coastal area. Since there have been a lot of reported pawikan sightings in the region, Daloos encourages the people living in coastal areas to help in the conservation of the environment particularly in protecting these marine species. As of now, the CENRO personnel are the ones monitoring and protecting the eggs. TACLOBAN CITY The issue on suspending the two-decade-old quarrying along Sogods Subang Daku River in Southern Leyte turned out to be more politically motivated than an environmental concern. In a news briefing in Maasin City last week, Governor Roger Mercardo claimed that Shemberg Marketing Corporation(SMC), the biggest permit holder is a dummy firm of Vice Governor Shefferd Tan. The firm is allowed to quarry in 19 hectares of Subang Daku. The governor accused Shemberg for over extraction and other numerous violations, thus prompting the provincial government to move for issuance of suspension order. Tan, who was a mayor of Sogod town for nine years, is a political opponent of Mercado, whose ally former Board Member Roberto Lagumbay lost in the vice gubernatorial race. In a mobile phone interview yesterday, Tan denied he owns Shemberg Marketing Corporation but admitted that the firm has been renting their famtion education campaign to the people where the family resides to end their hostility against them. She also assured them that there is no longer a threat to their health in so far as possible spread of meningococcemia in their village.

Speaking of disasters
isaster awareness, disaster preparedness, disaster controlthese are just some of the many disaster-related seminars that are being held everywhere in the world as prompted by the devastating effects of climate change that endanger the lives of both humans and animals living on this planet earth. For the sake of the peoples safety and welfare, such seminars, drills, and safety precautions ought to be disseminated indeed since, according to weather experts and scientists, the world is indeed faced with threats of global catastrophes never before experienced in the history of mankind. These are not mere rumors; they have numerous proofs to support why they came up with such kind of prediction. Moreover, if we will consult the Bible, the Word of God, we will realize that in the prophetic calendar, we are now in the so-called last days, the time which includes the great tribulation when the wrath of God will be poured on

earth upon the rebellious, unrepentant, and unbelieving humanity. Vials of judgment are lined up for this event, increasing in frequency and intensity. As early as now, Red Cross data reveal that the earth is currently experiencing approximately 500 natural disasters per year. There was only 120 per year back in 1980. The number of weather related disasters in 2006 was 240, while there was only 60 back in 1980. Between 1985-1994, only 174 million people were affected by these disasters each year. This gure has increased today to 70% or 254 million per year. Since catastrophes are sure to come our way based on prophesies, we should then brace for their occurrence by putting in place all the necessary preparations. Its a good thing disaster preparedness is being recommended in various places. At least, we know the basics of survival in times of calamities. The right time to prepare is before, not during or after a disaster.

Stories for kids


Now that the MTBMLE Curriculum is in place, elementary teachers from kindergarten to Grade III are faced every now and then with the shortage of materials to use, such as stories that are written in vernacular. Since Ive been writing stories in Winaray, I am frequently asked if I have available tales that they can use. Most of my stories, though, are for grown up readers, so I made up my mind to start writing stories for kids. From now on, then, I will be publishing such stories here in my column with the hope that they will serve the purpose. Teachers all over the Waray-speaking areas can use them so long as they will retain my name as the author. Assessing great expectations


over, distorted emotional baggage makes us to accommodate other peoples excessive and improbable expectations, which over time can leave us angry, bitter and depressed. But because the world is at according to Friedman, it is possible to rewire the brain and make people think in another way. Meaning, expectations may either be great and greater and on the other side, expectation may be less or lesser. Hence, lest you be unhappy, let us go back and interpret the revised ending of the novel with this statement : no shadow of another parting would either mean that marriage took place, or the mists of infatuation have cleared away? Or it would be an inadequate moral point to deny one who have shown a growth in character. Let us put a kinder end to the protagonists. I choose to respond on a happier note. I think that the cause of our happiness is the way we assess and react to situations in a positive way. So, if you are feeling stied and unable to deal with people and situations, perhaps your afrmative outlook can make the sun shine in you once again.

Too many holes to cross


Calicoan Island. Sulangan. San Antonio de Padua Church and Pilgrimage Shrine. Surf Camp. These are few of the destinations in Guiuan, Eastern Samar that are drawing in foreign and domestic tourists from varied origins. While the hype about these tourism places maybe true, there are factors that could affect in keeping the momentum of such popularity. Along with the basic requirements that transients need such as resting and dining facilities, the road leading to these areas are of optimum weight. This essential importance of having smooth roads to travel towards any tourism spot is a consideration among visitors either for business, pleasure or ofcial government functions. It is basically a reason that the national government allocates a huge slice of the national budget annually to infrastructure project, particularly for bridge and road construction, repair and maintenance. That being so, the issue on corruption never fails to grab the public attention or rather cynosure because of suspected substandard quality of the infra project. Such is the scenario with roads leading to Guiuan, especially in the national highways of Quinapundan. Salcedo and Mercedes (though not much) towns. Brawn power?

Pagasa- Tacloban proposes Finishers all: Smart triathletes relocation, building expansion conquer IronMan 70.3
TACLOBAN CITY The Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) station office of the city proposes to have an expansion, as they are to relocate the office at the camp near the DZR Airport, San Jose before the end of the year. Pagasa Tacloban officer-in-charge Mario Pearanda reported that they have already submitted a proposal to the national office to put up a 2-storey building here where one can serve as a function hall for the lectures being conducted by the said office. However, the request was rejected. Consequently, Pearanda appealed for a building expansion instead. During our lectures, our participants [students] coming from the different municipalities of Leyte and Samar cannot be really accommodated here because we do not have enough space. Some would just prefer to stand since there is no area for more seats, Pearanda said. And since they did not grant our request, I am still persistent that they would, at least, permit the expansion, he added. BASEY, Samar Over 2,000 faithful from the different barangays of Basey as well as the city of Tacloban and other neighboring towns of Samar flocked to the centuries-old church of Saint Michael the Archangel Parish to receive Gods healing grace through His living intercessor in the person of renowned healing priest Rev. Fr. Fernando Suarez. The Pontifical Concelebrated Healing Mass was officiated by Most Rev. Isabelo Abarquez, D.D., bishop of the Diocese of Calbayog with Rev. Fr. Gil Cabuhat and Rev. Fr. Pines Tabones of the team ministry of Saint Michael the Archangel Parish, Rev. Fr. Andy Paculi of Santa Rita Parish, Rev. Fr. Rex M. Ibaez, Priest In-Charge of the San Antonio de Padua Mission Center in San Antonio, Basey, Samar and Rev. Fr. Noel A. Abiertas, the Diocesan Oeconomus of the Diocese of Calbayog and healing priest Rev. Fr. Fernando Suarez as concelebrants. In his homily, Fr. Suarez thanked the faithful for attending the healing mass and shared his hope that people will start to attend holy masses every Sunday and in all holy days of obligation. Maybe the reason of our illness is so that we get closer to God. Fr. Suarez told the people in the jampacked church. We pray for healing because we want to live longer to fulfill our mission in life. I hope you will live a life free of hatred, free of anger and full of joy and happiness. After the healing mass, Fr. Suarez delivered healing services to everyone in attendance who needs physical, spiritual and emotional healing. Some of the faithful experience instant healing like regaining strength to stand and walk without wheelchair and crutches, losing lumps and nodes and other physical ailments borne before the healing mass.
