Welcoming Remarks The Chairperson welcomed all the delegates to the special Bureau meeting. He apologized to the South African delegation for having brought the meeting forward making it impossible for their Minister for Public Service Administration, Hon. Baloyi to attend. He undertook to brief the Hon. Baloyi on the outcome of the meeting. The Chairperson reminded the Meeting that during the last Bureau meeting held in Nairobi, Kenya from 22nd 23rd May, 2009, Members resolved to hold a Special Bureau meeting and Ministerial meeting back to back with the African Public Service Day (APSD) celebrations. The Ministerial meeting was to give a chance to Member States from West and Central to elect Bureau representatives, however the Ministerial Meeting did not take place due to lack of quorum. The Chairperson recalled that the 1st Extended Bureau Meeting had agreed on the following agenda for the Special Bureau Meeting. Agenda of the Meeting The agenda of the meeting was as follows: 1. Remarks from the Chair, 2. Adoption of the Agenda, 3. Remarks by the AU Commissioner, 4. Budgets for the Ministers Programme, AUC Secretariat and Chairpersons Office, 5. Strengthening Capacity of AUC Secretariat, 6. Identification of Service Champions and Confirmation of Current Service Champions.

He presented the agenda to the meeting for adoption. Namibia and Nigeria supported adoption of agenda as presented.

Remarks by AU Commissioner Her Excellency Julia Dolly Joiner (Mrs.), the African Union Commissioner for Political Affairs, expressed her appreciation to the Ministers for setting aside time during the APSD celebrations to discuss the Agenda as presented. She advised on the following key issues; (i) That there was need to reformulate the presented budget to make it acceptable to our development partners; That the Bureau representation from West Africa be deferred until the end of the year when Guinea is expected to have held democratic elections so as to resume her position within the AU. That there be consultation between the AUC and the Chairpersons office on how to engage the Central African states in regard to their representation in the Bureau.

Presentation of Draft Budgets A disaggregated draft budget for the Ministers Programme and Chairpersons Office was presented to the Meeting for discussion. After discussion, the meeting directed that the agenda need to be reformatted so as not to reflect costing of each item but rather represent a summarized version with key deliverables indicated. The meeting however adopted the

figures indicated. The reformatted budget will be presented in the next Bureau meeting. The Chairperson was however mandated to continue with resource mobilization for the Programme. In response to a question raised by Namibia whether there was any long-term commitment by the United Nations Development Programme (UNDP) to support the Ministers Programme, South Africa reported that the period of support through the UNDP South Africa Country Office lapsed in September, 2008. The Chairperson reported that a funding proposal for the Programme would be submitted to UNDP. Zimbabwe agreed to initiate discussions with the AfricanCaribbean and Pacific Fund (ACPF) on the possibility of funding the Programme and to inform the Chairperson on the progress.

Strengthening Capacity of AUC Secretariat During the 1st Extended Bureau Meeting, the issue of strengthening capacity of AUC secretariat in order to facilitate support to the Conference of African Ministers of Public Service was discussed and agreed upon. The meeting had recognized that as a first step, this support will be in the form of seconding officers to AUC. The AUC was requested to prepare a paper indicating the terms and conditions for secondment of officers to AUC. It was agreed that Member States be given time to study the guidelines and make consultations before sending particulars of their nominees to the AUC by 31st July, 2009.

In view of the fact that no budget exists for the said secondment, the Member State seconding staff to AUC would need to meet the full cost associated with the secondment. Identification of Service Champions The concept of service championships was adopted during the 1st Extended Bureau Meeting in Nairobi on 23rd May, 009. The 1st Extended Bureau Meeting had directed the Chairpersons Office to distribute a paper outlining the distribution of thematic areas across the continent. The Special Bureau Meeting held on 18th June, 2009 in Dar es Salaam, Tanzania adopted the distribution table1. The Chairperson reminded the Member States present that the existing champions were expected to continue championing their respective thematic areas and proposed that all Member States in attendance should offer to champion or co-champion a thematic area. The countries listed below made an undertaking to champion the indicated thematic areas subject to confirmation as follows; i. Zimbabwe - Policy and Architecture of Human Resources or in the area of Monitoring and Evaluating Performance in Public Service Delivery. Namibia and Uganda - to communicate on preferred thematic areas later.

South Africa confirmed it would champion the area of Capacity Building and Development. Kenya accepted to champion and co-champion Performance Management and Human Resource Planning respectively. Other Member States present were requested to confirm their commitment to champion or co-champion identified thematic areas and to communicate the same to the Chairperson by 31st July, 2009. It was further agreed that a meeting of the identified Service Champions be held in Nairobi in mid-August, 2009 to map out modalities for implementation of activities in their respective thematic areas. The Chairperson was requested to write to his colleagues in the West and Central African region to urge them to identify areas to champion or co-champion.
