tuition fees by a maximum of Rs 500. But with several schools threatening to move court, the issue is far from being resolved. And many parents have been left wondering about the exact economics of setting up and running a decent non-residential private school.

The expenses obviously are linked with the kind of school one plans to build. But former headmaster Doon School Shomie Das says that setting up a firstrate non-residential private school spread over a minimum of 5 acres of land for about 2,000 students would cost about Rs 30-35 crore. "The construction cost, including the land, will lead to expenses of about Rs 25 crore. This is assuming the different buildings such as classrooms, auditorium, swimming pool are built over a total area of 200,000 square feet,'' says Das, who has helped set up 50 schools, including Heritage (Kolkata) and Sanskriti (Delhi) in the past few decades. In such schools, the salaries of staff work out to 70% of the operational cost. The remaining amount goes into the school's upkeep such as buying sports equipment or laboratory material. The teacherstudent ratio should be anything between 1:15 and 20 in a day school, he says. Residential schools are more expensive. According to Das, setting up a quality residential school over a minimum of 20 acres would cost anything between Rs 75 and Rs 100 crore depending on the quality of construction. Assuming the structures are spread over 400,000 square foot area with an asking rate of Rs 1,200 per square feet, the figure would be on the lower side. Costlier constructions could be priced up to Rs 2,000-2,500 per foot. A reason why the costs are relatively higher is because more area is needed for hostels and staff residences. Overall construction cost would be at least Rs 50-60 crore. Add to that the land rate. Site development would also cost Rs 2-3 crore. Expenditure on sports equipment, furniture and fittings would be worth another Rs 5 crore. "A principal's cost-to-company in a first-rate private school can be anything between Rs 1 and Rs 2.5 lakh per month. A teacher in a similar school takes home anything between Rs 15,000 and Rs 60,000 every month,'' says the former Doon school headmaster. For a residential school, salaries form about 50% of the operational cost. Catering expenses add to another 30-40%. Maintenance plus development take up another 10%. The teacher to student ratio for such a residential school should be about 1:12, says Das.

"The thumb rule is that fees should cover your running costs as well as give you a surplus to service the loan taken to build the school as well as for its development,'' he says.
