1.0

PURPOSE

The purpose of this document is to provide a guideline to be followed by Instrument Department for preparation of Proposals for Petrofac EPC Projects for onshore oil & gas facilities. The intention is to establish uniformity in the methods and processes adapted during the proposal work across the Instrument Department in all the Petrofac Group Companies and use of standard formats and methods of preparation for Instrumentation deliverables. 2.0 SCOPE

This design guide is to be applied for preparing proposal engineering details for Petrofac projects by the Instrument Department. This guide is to be adopted for EPC projects in the absence of any project specific guide. Any requirements of this guide may be suitably modified to meet project specific requirements with approval from the Department Manager. 3.0 3.1 DEFINITIONS Definition A proposal is prepared in response to an invitation to bid (ITB) for a new project received from a prospective Client. The proposal spells out the details of how we propose to execute the job, estimates the quantity of work, cost and identifies the risks in event of a Project Award. (xxxiii) Prepare risk item/issue table The detail steps and procedures for performing the above activities are described in the sections that follow. 4.1.1 Kick-Off Meeting / Presentation A Kick-off meeting along with a Presentation is organized by the Proposal Department to mark the start of a Proposal. This serves to provide an overall idea of the entire Proposal, and involves the participation of the Proposal Lead Engineers from the various disciplines. Not only does it orients the taskforce with specific details of the Proposal, but also enables the familiarization of the team. The meeting also addresses the critical areas, peculiarities if any, and the problems/issues faced in similar projects/proposals or with the prospective client in the past. 4.1.2 General Description of the Project General description of the Project, details about the Client, the various Processes (Oil / Gas / Condensate) involved therein, specific technologies required by the Client (Proprietary Technologies), major mechanical equipments (Compressors, Heaters, Turbines, Tanks), different divisions and remote areas to be integrated (Wellheads, Gathering Stations, Export Pipelines), desired control and monitoring solution (Field bus / HART / ICSS), long-lead items and free-issue items, interface with any other contractor, and integration with existing plant facilities, execution philosophy for ICSS and applicability of MAC etc.

4.1.3 Summary of Scope of Work An overall summary of the Project, covering all the requirements of the Client in brief is presented during kick off meeting. This provides a quick glance into the activities and deliverables expected from the Bidder. 4.1.4 Proposal Execution Schedule The most important thing while working on a Proposal is the timeframe. The timeframe is specified during the kick-off meeting, and the technical and commercial submission dates are declared and the entire activities are to be planned accordingly. 4.1.5 Planning the Work Once the scope of the work is fully understood, the Lead Engineer has to carefully plan his work. He shall develop a schedule for the activities to be done considering the time frame agreed with the Proposal Group. Split of responsibilities if any, with other offices is to be agreed. The check list available for Proposal engineering is to be used as a reference by all team members. The sample formats attached in this document are to be used for compiling the information. Based on the above schedule the Lead Engineer shall work out the manpower resources (engineers and designers) required and request the same to the Discipline Manager.

4.2

Review of ITB Documents

ITB (Invitation to bid) or ITT (Instruction to Tenderer) documents are provided by the Client to enable the Bidder to formulate his proposal. They are broadly divided into two categories Commercial and Technical. The commercial documents are for the Proposals department, and the Technical documents are for the various Engineering Disciplines. The technical documents are further subdivided into General, Process, Mechanical (Static / Rotary), Civil, Piping, Instrumentation, Electrical, HSE and Telecom. The entire technical package is called FEED (Front End Engineering and Design). The ITB also includes an Index of all the ITB/ITT documents. Review of Invitation of Bid (ITB) documents is the first and the foremost activity. This requires thorough reading of the ITB documents including all attachments, annexure, drawings, specifications, etc. The scope of work needs to be correctly identified and understood. Project specific requirements if any are to be noted. All conflicts, ambiguities etc. which require clarifications from client are to be identified in the ITB documents and TQs to be generated. 4.2.1 Review of Overall Scope of Work The Overall Scope of work describes the Technical and Commercial requirements of the Project in reasonable detail. This is the document which should be studied thoroughly before proceeding any further with the engineering activities. It gives a comprehensive (but not exhaustive) idea about the Project, and the requirements of the Client in terms of technologies, philosophies, deliverables and submission of support documents, etc. This document enables us to gear up for the task, and provides us with the basis required to move forward. This document will also provide certain general clauses which is common across and applicable to all disciplines. Instrumentation scope of work may be noted separately from overall scope of work. There are instances wherein Instrument specific requirements may be defined in documents of other discipline this is also to be reviewed. 4.2.2 Review of Instrumentation & Controls Scope of Work While the overall scope of work describes general requirements, Instrumentation scope of work indicates the specific requirements with respect to Control and Instrumentation. This includes details of Control System, requirement of Satellite Control Rooms, Instrument Packages (fiscal metering, tank gauging, etc.), Valves (Control, Shutdown, blowdown Relief), field instruments philosophy (HART/Fieldbus), Analyzers, etc. It lists the various international and regional (Project Specific) standards to be followed while estimating for the Project. This is the specific guideline for Instrumentation Activities. It is advisable to compile a list of all applicable ITB documents, drawings (e.g. P&IDs, plot plans, piping GAs, System specifications etc.) and specifications. This will help to maintain a check that all the relevant documents of the ITB are referred to during the

course of proposal work and cost/time critical deviations/qualifications are identified on a per document basis for further visibility and review with the Discipline Manager. Followings are examples of some typical instruments items which need to be noted from the documents. (i) (ii) (iii) (iv) Control and safeguarding system local/remote requirements. Control system architecture, control room sizing etc. Control and operation /shutdown philosophy. Requirements of special control valves in severe service, exotic wetted part material, special valves types as auto recirculation valve, special testing, VAC,HIPPS etc. Inline flow-meters, Multiphase flow-metering, Custody transfer flow meters. Check for completeness, correctness, consistency of information provided about instruments with respect to instrument data sheets, Process description, control philosophy, instrumentation detail scope of work etc. Identification of multistage RO requirement on depressurization services. Extension of any control / equipment room (for brown field projects). Requirement of material of construction. Special testing requirements as Fugitive emission test etc. Sour service specifications. Plant layout, remote sites, remote control centre. Special Calibration testing requirements if any.

The above is only an example of some of the important points commonly encountered in the proposal work and should be no way be assumed as comprehensive. 4.2.3 Review of P&IDs / PFDs P&IDs form the main basis for all Engineering Activities. P&IDs depict the exact process details with all the equipments, instruments, valves, and flow lines. P&IDs form the basis for the Instrument Index and I/O Count. P&IDs show the application of each instrument, and hence enable us to design and select the optimum instrument for the same. PFD or Process Flow Diagrams are like block diagrams. PFD include less detail than the P&IDs in terms of depiction of instruments and flow lines, but PFD show the various equipments, columns, tanks and the flow of the process in entirety and thus provide easy understanding of the process flow/interconnections. PFDs specify the process design parameters of all the flow lines (temperature, pressure, flow, density, etc). PFDs are imperative to understand the process flow completely. Legends, typical P&IDs, and PFD notes etc. could provide significant information and must be reviewed thoroughly and completely.

Review the interface with respect to Package plants are explicit in the P&IDs . If not, follow similar package interfaces executed in the past projects. Instrument index with minimum count up shall be prepared from PI&Ds. 4.2.4 Review of Plot Plans Plot Plans for the Project are generally found in the Piping section of the ITB Documents. These are very important from Instrumentation point of view. This provides the physical layout required to estimate instrument bulks and strategies to transfer instrument signals, control room and LER locations. There could be an Overall Plot Plan covering remote sites (if any) and Central Facilities, and there could be a separate plot plan for Central Facilities only. There may be further plans (unit plot plans) dividing the Central Facilities into Process Facilities, Utilities, Export Facilities, etc. Plot plans are used for information about (i) (ii) (iii) (iv) (v) (vi) (vii) Total Plant Area Remote areas involved. Location of Central Control building, Location of Satellite Control Room if involved. Estimate the length and size of Cables and trays/trenching requirement Location of Process Facilities, Utilities, Storage and Export, etc. Analyzers shelter locations and any other major instrument packages as fiscal metering skids.

Further these unit plot plans are used for generating related BOQ by HSE. 4.2.5 Review of General Project Specifications General Project Specifications include Process Design Basis, Process Control Philosophy, HSE Philosophy, Piping Material Specifications, Instrument earthing philosophy etc. which provide relevant inputs and essential to determine instrument specifications. The Basis of Design (BOD) details the Environmental conditions at the Site including temperature, pressure, humidity, corrosion etc. This is important in the optimum design of Instruments because ultimately they have to function under the specific ambient conditions. A few such specifications are highlighted below. (i) Process Control Philosophy describes the various processes in the Plant and their control and operation methods. This is important in understanding the purpose of the Instruments and Control systems, and thereby optimizing their design and selection.

HSE Philosophy lays out the Safety standards to be adhered to during execution of the Project. This is a very important document and must be studied thoroughly to incorporate the same in Instrumentation approach. Piping Material Specification (PMS) & VMS is an indispensable document in the design and selection of all the Valves. It details the required and recommended pressure rating and materials for Valves, including their Body and Trim. This document is very important, as the cost of the valves varies greatly based on their rating and material. This document lists all the Piping Classes used in the Project along with the Processes where they appear. If any PMS type/class indicated in the P&ID is not available, the same is obtained from Piping department Or client may be requested for same.

The impact of PMS, through not be relevant to other instruments, needs to be reviewed for certain welding specific issues and issues pertaining to use of certain packing, seals and O ring, etc incase of proprietary analyzer probes etc. It would be also relevant to instruments that have a fair bit of fabrication work viz. level gauges chamber, Pitot tube, displacer chambers, analyzer probes. (iv) Communication /Telecom philosophy Details of communication interlinking requirements, optical fiber layouts, RTUs and other networking information is available in this document.

4.2.6 Review of Instrumentation Specifications Instrumentation specifications are provided by the Client as part of the FEED, with the Instrumentation requirements defined in exact terms therein. Typically these include (i) (ii) (iii) (iv) (v) (vi) (vii) (viii) (ix) (x) (xi) (xii) (xiii) (xiv) Instrumentation & Control specifications, ICSS (DCS, ESD, F&G) System specifications and OPC Connectivity, Control & Shutdown Valves specifications, HIPPS,CMS,MMS Specifications and requirements Dynamic simulations, OTS requirements Field Instruments specifications, Instrument Package (Fiscal Metering system, Tank Gauging System, etc) Specifications, Mechanical packages Control Room Layouts, Analyzers specification, Instrument installation material specifications Instrument installation specifications Instrument Cables specification, Other specifications as applicable.

These specifications must be studied carefully and important requirements, unclear and ambiguous statements must be noted and clarifications from Client may be sought if required. Careful study of these documents is to be undertaken so that all requirements are covered in the offer evaluations. BOQ is to be obtained based on requirement from all these documents. The detailed check list for DCS, F&G, ESD, SCADA etc is to followed. It is to be checked that the instrument material specification is consistent with all process conditions. 4.3 Interface with Other Disciplines

From the ITB documents, it is extremely important to understand the interface of Instrumentation department with other Engineering disciplines like Piping, Civil, Mechanical, Electrical and Telecommunication. Some of the interface requirements are to be identified in other discipline documents. For example, the type of signals (hard/soft) to be exchanged between ICSS and MCC may be defined in Electrical discipline documents. In case there is an ambiguity in the interface required, or it is not mentioned in any document, a query must be raised to the Client. Besides this, Instrumentation department also provides and receives inputs from other disciplines, which are explained in subsequent sections. This document is to be used for clear split of work between disciplines. The major interfaces are with Piping, HSE, Mech., Electrical, and Civil, Process. 4.4 Interface with Other Contractors (if any)

Sometimes, a Project is divided into several Lots or Divisions by the Client, mainly due to huge size, or different technological requirements. In such a case, the central concern should be to identify the interface requirements between various Contractors, especially for MAC. Ultimately, the Client desires a completely integrated and functional plant with optimized operation. Hence, integration and interface between various contractors becomes imperative, and a clear philosophy for the same needs to be established. In general an Interface document is provided in the FEED documents, if not then this is to be prepared and send to Client as TQ. 4.5 Site Visit Report

Some of the projects can be Brownfield in nature (modifications/ extensions/demolition of existing facilities) wherein the Client may not provide complete information for the Proposal Engineering and estimation. In such cases, it is mandatory to have the site visit to understand the existing plant set up, their system details, technology used, interface requirements to be considered etc. This site report serves as the input for further Engineering and preparation of BOQ and Costing so that the hidden scope of work/implied scope of work which is not clearly defined can be addressed.

Some such site visit may require the participation of the System supplier whose existing system may be revamped or expanded as a part of the brown field scope. 4.6 Review of HAZOP / SIL Study FEED Stage

The FEED documents sometimes contain the preliminary HAZOP/SIL study report. Usually the feed documents provided with the ITT folder will have a feed SIL report which should be useful. The recommendations of this report are to be considered for engineering activities. For example, the FEED P&IDs may show a single Pressure transmitter in a pipeline inlet to the process facilities, whereas the SIL report may recommend 2oo3 voting due to criticality of this line, adding two more pressure transmitters from the actual P&ID in FEED. Such recommendations are to be suitably addressed and incorporated in the Costing and BOQ. Clauses related to SIL, reliability and availability shall be reviewed. Tender documents may indicate supplier preference and it has to be suitably addressed. SIL requirements for F&G, Condition monitoring system, packaged plant are to be reviewed completely and if required should be qualified due to non availability/high cost. Estimation work shall estimate and incorporate any additions which may happen due to SIL study during post award phase. 4.7 Addendum / Bid Clarifications

As and when the Client receives queries from the various Bidders identifying discrepancies, contradictions, and ambiguities in the ITB documents, the responses/clarifications are issued in the form of a Tender Bulletin / Bid Clarification. Sometimes, if a document was not issued with the ITB, or if a Tenderer suggests a better alternative to the Client requirements, or if there is any revision in the Client requirements, an ADDENDUM is released by the Client to address these issues. Addendums may be different from Bid Clarifications in as they may contain revised documents, new documents, etc, while Bid Clarifications are Client replies to Tenderer queries, such Bid Clarifications may be accompanied by an Addendum. Sometimes client is requested to convert the list of such clarifications into addendum. Added/Revised/corrected scope of work, specifications are to be considered for estimation. 4.8 Scope of Work between PEC Offices / Sub-Contract

For some proposals, the Proposal Engineering work is shared by more than one Petrofac Office (e.g. Sharjah, Jakarta, Mumbai, Chennai, etc.) and sub-contractor . In such cases, proper coordination between the various offices is of paramount importance. The efficiency and accuracy of the Engineering Activities becomes significantly dependent on the interaction of the various offices.

Generally, in such cases, the designated office/subcontractor prepares all the Inquiries and deliverables, and the other office based on the agreed split reviews and issues the same. Formats for Inquiries and deliverables should be made available beforehand to the office/subcontract for preparing them. Deadlines for various activities should be decided and communicated in advance to ensure optimum time is available for their proper execution. The split of work should be well defined at the earliest in such a case. The roles of the various offices / sub-contractors should be frozen in the initial stages of the Proposal, so that there is clarity. 4.8.1 Scope of Work between PEC & Joint Venture Partner Some proposals involve a joint venture partner. The joint venture will be another company who will quote along with PEC as the partner. The joint venture partner will be normally bidding for a particular section of the plant thus identifying the boundary limits. PEC will review the estimation work carried out by the joint venture partner, will coordinate with him, will provide the necessary inputs and will obtain all necessary information from him required to complete PECs part of the estimation. 4.9 Preparation of Technical Queries

As mentioned earlier, any discrepancy, ambiguity, or missing information should be identified and noted during the study of ITB documents. These observations and notes form the basis of the technical queries to the Clients. TQs generally cover the following: (i) (ii) (iii) Non-Clarity of scope of work for any area of Instrumentation. TQs are prepared using a standard format which is either available in the ITB or issued by the Proposals Group. Based on the response received from Client, the way forward is decided, whether to implement Client clarification, or to qualify in Exception document to be submitted to Client along with the Bid. 4.10 Internal Engineering Documents Instrument engineering activities involves preparation of few key documents, which provide the foundation for the Inquiries, Costing and BOQ. The documents are listed below: 4.10.1 Instrument Index Preparation of the Instrument Index is the first step for Instrumentation department after study of ITB documents. It is the simplest yet the most meticulous task. Sometimes the Client provides the Index, but if it is not in editable format, it is not useful. Index is generally prepared using MS Excel, or MS Access, or by using Intools / SPI database and is basically the listing of all instruments (gauges, transmitters, valves) to be supplied based on the P&IDs area/ unit wise. The Index, as a minimum, contains details like Area / PID No. / Line Number / Instrument Type / Tag No. / Service Description / Piping Material Class / System (whether connected to DCS/ESD) / type of I/O. Care must be taken to ensure that I/Os are allocated accurately for different types of valves based on P&ID Legend Sheet / Specifications. The index provides basic inputs for all the Inquiries and the I/O list is also extracted from the Index. The Index is continually updated based on any PID Mark-ups, clients clarifications. Refer Appendix-I for as a sample instrument index document. 4.10.2 I/O Summary I/O Summary/Count is prepared for DCS, ESD, RTU, etc. based on the Instrument Index. F&G Inputs are added based on inputs from HSE department. I/O Count is prepared unit wise (Process, Utilities, Storage & Export, etc. as applicable) or LIER (Local instrument equipment Room) wise, keeping in mind controller & system segregation, and required spares are added (or specified as a note) at the end. It lists the total number of AI, AO, DI

and DO (separating IS / NIS / Volt free / Powered /proximity signals) for all ICSS subsystems DCS/ESD/F&G/CCS/CMS. Analyzer shelter F&G signals, Building Fire common signals are to taken into account. Apart from the Index, I/Os for Mechanical Packages which are not clearly shown on the P&IDs are added to the list based on past project experience on similar packages. These may be (i) (ii) (iii) (iv) (v) (vi) (vii) (viii) Electrical drive related I/Os, Pump seal related I/Os, Common alarms related to package plants, I/Os related to MOVs, I/Os related to volume bottle vessels, Number of air cooler fans, Number of vibration and temperature probes on an equipment CCTV, HVAC, PAGA inputs.

Care must be taken to segregate hardwired I/Os from serial I/Os. Based on electrical Interface philosophy, hardwired I/Os for Electrical Motors (Start / Stop / Trip / Status signals) are also considered. I/O for partial stroke is also to be added. The CMS/MMS I/O list is prepared on the basis of Mechanical Package datasheets (no. of vibration and temperature detectors) and major electrical motors and pumps observed in the P&IDs. Important requirements like Line Monitoring requirement, redundancy for critical loops, etc. should be added as Notes at the end. Refer Appendix-II for a sample. 4.10.3 Overall Architecture The Overall Control System Architecture is prepared based on inputs from ICSS supplier with the help of Designers. It is basically a block diagram of the complete Control and Safety System showing the Control Room/ equipment room with all the hardware, consoles, workstations, Cabinets and the communication backbone, interface with packages, wellheads, RTUs. 4.10.4 Engineering Man-hours & Histogram The engineering man-hours required for the project depends upon the number of deliverables to be produced, total number of tagged items, number of I/Os, number of different types of instruments and valves, engineering efforts like interdisciplinary coordinations, safety studies etc. Refer Appendix-III for a typical man-hours estimate.

The man-hour estimate should be approved by the Discipline Manager before it is forwarded to the Proposals Group, through the Engineering Director The engineering schedule and the estimated man-hours determine the manpower resources required to execute the project. This requirement is developed in the form of a histogram which indicates the number of personnel of different categories required every month from the start of the project to its completion. The segregation is done as per project specific requirements. 4.10.5 Communication Interfaces List with Other Packages This is a part of the IO summary. It is a list of all the Packages (Mechanical & Instrument) having a dedicated UCP requiring Serial /OPC communication links with the ICSS. All such packages are identified and number of soft I/Os is specified for each to enable the ICSS supplier to estimate and size the serial communication requirement accurately. The work scope may require the extension of the Control system to MIS (Management Information System), EDMS (Electronic Database Management System) etc. the scope may require providing inputs to such systems of others. Such work scope must be identified within the ITT documents and estimated. Software licensing requirement for all package interface and data transfers must be taken into account. 4.10.6 Inter-Discipline Inputs As mentioned earlier, interface requirements between Instrument and other Engineering departments should be clearly identified in the initial stages. Based on that philosophy, the inter-discipline inputs need to be furnished. A brief interdisciplinary information exchange is described below. 4.10.6.1 To / From Electrical

Instrument department needs to furnish the area wise Power Requirements (Control Building, Analyzer Shelters, Off sites, other buildings) for all systems in that particular area. Care must be taken to correctly classify the power requirements as UPS (rating of the UPS, AC/DC, redundancy), and battery backup (time, redundancy).. In case the Electrical control system is a part of ICSS, Electrical department will furnish the Electrical IO summary which will form a part of the ICSS Inquiry. The space requirement for IRP is also to be given.

Electrical department also furnishes a list of all Electrical Motors with respective power rating to enable us to include I/Os in our DCS/ESD/MMS I/O Count accordingly as per the start/stop signal interface philosophy. Refer Appendix-IV for a typical list 4.10.6.2 To / From HVAC

Heat Dissipation Estimate for various Instruments, Equipment located within the Instrument Equipment Room is provided to the HVAC department to enable them to size the HVAC system accordingly. Serial data communications requirement for HVAC system are to be communicated. 4.10.6.3 To / From HSE

Instrument department receives an area wise list of F&G Detectors for inclusion in the F&G I/O List and Bill of Quantities, from the HSE department. Refer Appendix-V for a typical list. 4.10.6.4 To / From Mechanical (Static / Rotary)

Mechanical Department prepares the list of Packages for which MMS is required, and the same is used as basis for CMS/MMS I/O Summary. Also requirement of UCP/LCP per package basis and I/Os with respect to various packages connected to ICSS are determined. Instrument requirement for packages is to be provided to Mechanical. Specification for control panel, PLC, SIL rating, HMI Engineering, printer, OPC/serial requirement, are to be reviewed. Refer Appendix-VI for a typical list 4.10.6.5 To / From Civil

The quantity of structural steel required for Instruments, and the details of Cable Tray loading on the Pipe racks (if applicable) are provided to the Civil department. In addition, Control room Layout and Analyzer Shelter layout with dimensions on the Plot Plan is also provided. Cable trenches length and width requirements, direct buried/ built up trench requirement are also provided. Refer Appendix-VII for a typical list. 4.10.6.6 To / From Process

Instrument Air Consumption for Control Valves, shutdown valves and Analyzers is provided to the Process department to enable them to size the Instrument Air System. Refer Appendix-VIII for a typical list.

BOQ (Bill No.-7) is to be given to construction with attachments. 4.10.7 Requisitions In order to get correct cost estimate of various items involved the requisitions are to be generated for which in-house cost details are not available. Generally RFQ are sought from the approved supplier list enclosed in ITT documents or nominated supplier if any. 4.10.7.1 System RFQs

System Requisitions are the most important, and should be given top priority. Based on Project requirements, either a single Inquiry for ICSS including DCS, ESD, F&G, SCADA, CMS, CCS, etc. is issued, or separate inquiries are issued for all. In either case, the following points should be addressed while preparing System RFQs: (i) (ii) (iii) (iv) (v) (vi) (vii) The Scope of supply should be clearly detailed in the Line Item. 4.10.7.13 Process Analyzer with Shelters RFQs (i) Analyzer List should be prepared and attached with the Analyzers grouped Shelter/Area wise. Review the requirement of shelter/ field cabinets w.r.t. ITT documents. Datasheets (Size, Material, Process Data, etc) should be prepared (by Process Department) if not available in the FEED and attached. Check for any Analyzer software (like AMADAS) to be supplied. Any special requirements like F&G detectors with local monitoring units etc. should be clearly indicated HVAC equipments, Carrier and Calibration Gases should be included in Supplier scope. Relevant Specifications including Control System Architecture and P&IDs should be attached. FAT, SAT, SIT, and site services requirements should be specified.

4.10.7.16 Evaluation of Supplier Offers Offers are generally received 2-4 weeks after the Inquiries have been issued. Evaluation of supplier offers is imperative in Cost Estimation. Formulation of Technical Queries is an arduous task, and requires a thorough study of the offer vis--vis the specifications. Generally, during Proposal stage, suppliers submit a budgetary offer, so the evaluation is not as detailed as in Projects. But certain points need to be addressed while evaluating the offers: (i) (ii) (iii) Check the scope of the supplier offer whether it covers the requirements fully. In case of ICSS offer, check whether the supplier has considered the required I/Os accurately. Check whether the Supplier has submitted a Clause-wise Compliance (especially in System & Package Offers). If not, a Technical Query should be raised asking him to submit the same. Check whether the supplier has specified any Deviations / Assumptions without referring to any particular Specification. If they are unacceptable, query must be raised. In case of system offers, supplier must submit a detailed Bill of Materials listing all Cabinets, I/O cards, etc. Query should be raised in the absence of the BOM. Check whether the supplier has submitted the required Drawings /system Architectures / Sizing Calculations / other documents supporting his offer for Heat load, power consumption etc. Check whether supplier has offered proper Size, Rating, body & Trim Material in case of Valves. If any alternate material has been offered, Piping /metallurgy department should be consulted to ensure that the same is acceptable; else, query must be raised. Check whether Training and any Optional items have been quoted. Check whether the Supplier has offered lump sum price for Site Services wherever required. Check whether the Spare Philosophy has been adhered to in the offer. Check whether Inspection and Testing has been included in the offer.

4.11 Instrument Deliverables The Proposal deliverables are the result of all the activities described in the preceding sections. They are described below. 4.11.1 Bill of Quantities (Bill No. 7) Bill of Quantities (popularly addressed as Bill No. 7)is basically a list of all the instruments / systems / bulks to be provided, included in our scope of work. This is issued to enable subcontractors (who will install these items at the site) to quote a price for their work. BOQ, as it is called, should generally be extracted from the Instrument Index to avoid any human errors. Of course there can be errors in the Index itself, but it is expected that since the Index is the basis for everything, it is highly accurate. BOQ is prepared area wise, or as per the work breakdown desired by the Client/ proposal group. Refer Appendix-XI. The format is self-explanatory. For the Control Systems section, the number of panels is estimated based on the number of I/Os. In absence of specific supplier input the rule of thumb is to assume one System & one Marshalling Cabinet for every 250 I/Os.(150 I/O if barriers are required) Other than control system cabinets, there are other hardware/panels like servers, package control panels, printers, workstations, large screen displays etc. which need to be clearly quantified. Cables are estimated based on I/Os and the type of cables are chosen based on project Philosophy. As a part of cabling estimates of is advisable to have at least 25% spare in multi pair cables. While calculating the cables, care must be taken to ensure proper segregation of cables based on System (Flame Retardant IS / non-IS, Fire Resistant IS / Non-IS, Armored/Unarmored, Lead sheathed, etc.). 40m of branch cable is considered for each I/O, and every multi pair cable is accompanied by a separate Junction Box. Two glands are required for each branch cable, whether single or multi pair. Cables and trays are calculated in Meters. Care should be taken to include the cable runs associated with packages, substations interfaces, building FAS, HVAC systems. Other bulk items like terminations, tubing are calculated based on the number of Instruments that require them and hence can just be linked using appropriate formula to the Instruments already specified in the BOQ. Review the responsibility matrix for supply of installation material.

4.11.2 Costing Costing is the most important part of any Proposal, because it is the ultimate requirement. The main aim of all the Engineering Activities is to estimate the cost of instrument items/equipments during Project Execution, to propose the cost for the designed and required solution. Refer Appendix-XII for the format. The quantities and work breakdown estimated during the BOQ is used as the basis for Costing, the difference being that major cost items likes Valves are lumped together in BOQ while in Costing each Valve (or majorly similar valves in terms of size, rating and material) is accounted for separately. Software licenses required for Engineering Design as Intools, PDS and PDMS are to be identified along with man-months for costing. Three or four approved (by the Client) suppliers who are meeting the technical requirements are selected and choice is made carefully based not only on the Price, but also their reputation and suitability of their solution and past experience. Non approved suppliers may be considered based on the direction from the Proposal Coordinator. Transmitters, Gauges, Fire & Gas Detectors, Cables, Trays and Bulks are priced based on the BOQ, no separate segregation is required. Control systems and major instrument packages are priced based on approved supplier offers which meet all the technical requirements. Care must be taken to ensure that a reputed and cooperative supplier is chosen for these major items. Various spares (Startup & Commissioning, Operational) are also included as a percentage of the total cost of that particular Instrument type. FATs, Site Services (lump sum & unit prices), Training, additional engineering software, out sourcing of special technical services of expert etc if required are also priced based either on Supplier offers or based on previous proposals/ projects. Requirement of suppliers representative at site with the number of mobilizations shall be estimated and forwarded to compilation group for compilation. 4.11.3 Unit Rates (if required by Company only) 4.11.4 Design Basis / Technical Write-up with System Architecture (Only if a specific deliverable for the Technical Bid) It is basically a complete summary of the proposed technical solution based on the FEED, client replies to the TQs, supplier offers, and various other Project parameters and systems being considered for estimation purpose. It describes the proposed solution in

terms of the instruments, valves, systems, and bulks offered to the Client based on the ITB requirements. Most of the technical details are picked from the Project specifications and TQ Replies. Any alternate solution to the Client requirements has to be first raised as a Technical Query and then included in the write up after the Client has approved this. Since this document is a commitment to the Project, care must be taken to ensure that all major instruments, Systems, packages, interfaces, bulks, services etc. are covered; but too many details are not specified. Everything specified in this document becomes binding, hence a cautious yet comprehensive approach is adopted. 4.11.5 Technical Exceptions / Qualifications During the course of the proposal work, all assumptions and deviations that were made are recorded. These may be regarding the scope of work, project specifications, supplier offers, etc. These shall be, as far as possible, clarified and resolved with the Client or Suppliers, as applicable, by issuing TQs (see section 5). Assumptions and deviations which were not resolved clearly are listed down. This list forms the qualifications to the bid and shall be submitted to the Proposals Group for inclusion in the technical bid. In general, deviations which are likely to have to cost impact shall be avoided by suitably accounting them in the material costing. However, the deviations which are not technically feasible shall be indicated in the qualifications. A check list for Proposal engineering is available. The Proposal engineer must refer to the check list and ensure compliance prior to submission of man-hour and cost estimate. 4.11.6 Risk Factors Risk factors shall be identified and informed to the Proposals Group. The risks will vary from project to project; however, some common risks are as follows: (i) (ii) (iii) (iv) Insufficient data in the ITB, Offers of approved suppliers are not received and prices of unapproved suppliers or in-house prices are used. Suppliers take deviations from the ITB specifications, Suppliers do not comply with required delivery schedule. Scope of Supplier packages is not properly defined.

4.13 Confidentiality Complete confidentiality shall be maintained while addressing emails to the necessary persons only.
