Notes to the Congregation: During the summer months of July and August it is Appropriate come as you are attire. There will be one Sunday Morning Worship Service during the month of August at 9:30 a.m. Bible Study, Noon Day Prayer and Hour of Power will not be held during the month of August. David C. Bowers
As Vice President/Impact Market Leader for Enterprise Community Partners, David's work includes facilitating affordable housing and community development deals in collaboration with government agencies, lenders, for-profit and non-profit developers in the MidAtlantic region (Washington, D.C., Maryland and Virginia). In addition, his office provides capacity building and technical assistance to local non-profit developers. The local Enterprise office also participates with local coalitions and collaboratives advocating for increased resources for affordable housing and community development. In the nine years that David has served with Enterprise, the company has provided over $350 million in capital to support affordable housing efforts in the D.C. metro area. During Davids tenure the office has initiated its Faith-based Development Initiative (a collaboration with Georgetown University, East of the River Clergy, Police, Community Partnership and Wesley Seminary), GreenPATH (a transit oriented preservation/resident displacement prevention collaboration with the National Housing Trust) and the D.C. Green Communities Initiative (a collaboration with GreenHOME/Greenspace). In July 2004, David completed his service as a Program Manager for a single-family housing program at the AFL-CIO Housing Investment Trust. His duties included developing, implementing and monitoring the HIT HOME single-family mortgage program in metropolitan areas across the country. Prior to joining the Trust, David was a Financial and Programs Advisor at the Community Development Financial Institutions Fund of the U.S. Department of the Treasury. In that position he developed and managed CDFI's compliance monitoring review system. From 1995 to 1999 he worked in the office of U.S. Senator Barbara A. Mikulski, at the time the ranking member of the Senate VA-HUD Appropriations Committee. David served as the senator's Senior Legislative Assistant, with responsibility for analyzing and providing policy recommendations on legislation pending before various appropriations subcommittees, including VA-HUD, Transportation and Commerce. He also served as one of two permanent staff members of the senator's VAHUD Senate Appropriations Subcommittee team. David is an ordained minister who previously served on the staffs of the Community of Hope A.M.E. Church in Hillcrest Heights, Maryland and the Amistad St. Paul United Church of Christ in Lanham, Maryland. He earned his Bachelor of Arts from the University of Virginia and his Masters of Divinity from Howard University. In August 2013, David was sworn in by Mayor Vince Gray as the Chair of the District of Columbia Housing Production Trust Fund Advisory Board. David is a founding member of the Greater Washington chapter of 100 Black Men and a member of the Leadership Greater Washington Class of 2009 (Primetime09). David is a member of the board of Jubilee Housing, the Northern Virginia Affordable Housing Alliance and City First Enterprises. David is a former Vice-Chair and board member of Thrive DC a services program for homeless persons. David is also a former Co-Chair of the Community Development Support Collaborative. He is a former member of the District of Columbias Board of Real Property Assessments and Appeals and the District of Columbias Juvenile Justice Advisory Group. He is the founder of the all-volunteer NO MURDERS DC (NMDC) movement. Launched on December 22, 2000, the movement's mission is to end murder in Washington, D.C. The movement volunteers believe that one murder is one murder too many, and that the resources to end murder in D.C. exist in D.C. Hence, they are dedicated to working toward a MURDER-FREE DC. In December 2006 the D.C. City Council enacted legislation championed by NMDC that required the Mayor to create a Comprehensive Homicide Elimination Strategy Task Force. Another key accomplishment for the NMDC movement was the modified adoption by former DC Mayor Anthony Williams of a NMDC proposal to have appropriate City government agencies have at least one performance benchmark related to the prevention of murder.
