4. INTRODUCTION
The following document contains a detailed description of the current existing telecommunication system and users. Based on the existing telecommunication system (collected information /data) the GSM-R call profile is derived which serves as the basis for the Slovenian GSM-R network dimensioning.

5. DESCRIPTION OF THE EXISTING TELECOMMUNICATION SYSTEMS


The Slovenian Railways telecommunications network uses different systems for the various types of applications needed and users connected. These systems typically belong to earlier generations of communication systems. Each application normally utilises a dedicated communication system for either voice or data communication. The figure below shows the analogue radio network structure with connections to the existing digital PBX dispatcher system (ROTS) and to the existing digital network of telephone exchanges - AT PABX. The segment of analogue dispatchers, equipped with an analogue dispatcher console is added, particularly on the regional rail lines.

5.1 Analogue radio systems Currently for traffic and maintenance purposes the analogue radio systems are used on Slovenian railways. There are four radio systems that work at three different wavelengths: 0.7m, 2m and 4m. 5.1.1 Train radio system - RDZ The existing analogue train radio system (wavelength 0.7 m, i.e. frequency 450 MHz) is used for operational communication between dispatchers at traffic management centers (TMC) and the drivers. The dispatcher areas are divided by railway lines and the traffic management centers are located on regional basis, namely in Ljubljana, Postojna and Maribor. The system is built on railway lines Ljubljana Jesenice, Ljubljana Dobova, Zidani Most entilj, Ljubljana Seana in Divaa Koper (see Figure 2). BTS sites are equipped with power supply, air condition systems and connections to the telecommunication system. The connections are designed only for purposes of analogue system (a symmetrical copper pair). This system basically provides four main functions: A mode (voice communication and short messages telegrams) B mode (only voice messages)

C mode (speech messages in station areas) Telegrams

In addition to these functions, the analogue radio level in each traffic management center is directly connected with digital telephone exchanges via analogue a/b telephone lines.

5.1.1.1 A mode This is a duplex radio connection with a selective call, information identification and data transmission. It is used for communication between train drivers and dispatchers (contollers) in the traffic management center. Depending on train's location, the train driver manually selects the corresponding frequency channel and this makes possible to set up a connection between train driver and the responsible dispatcher After selecting the frequency channel, the train number is automaticly represented on the dispatcher analog radio console (RDZ). The communication between the driver and the dispatcher or vice versa can be established also by using telegrams, that is, short messages with predefined meanings. A mode enables the following functions: emergency call from a locomotive to the center or to all locomotives on the rail line call to all locomotives from the traffic management center integration of radio and wire communications indication of an interrupted connection on driver machine interface

manual testing of connections in both ways all speech and digital messages are registered

5.1.1.2 B mode This mode uses the same frequency range as A mode. It is a duplex radio connection (voice communication) with transmission of information in analogue format, open calls and blocking the devices that are not connected. This mode is used as a kind of backup option for A mode. In addition, it enables the following functions: emergency call automatic frequency selection (diversity) call to all users indication of an interrupted connection all conversations are registered 5.1.1.3 C mode C mode enables simplex connections and at that time the radio dispatch exchange is excluded from the system. Connections are possible only in the local domain of driver machine interface with an open call and without registration. It works at 450 MHz (0.7 m) frequency range. To transfer from A mode to C mode, the driver manually changes the frequencies. It enables the following functions: connection between the assisting locomotives and the banking locomotives connection between the locomotive and the signaler (local dispatcher) at train station (where it is enabled with additional equipment) 5.1.1.4 Telegrams The communication in A mode between the driver and the dispatcher or vice versa can be established also by using telegrams, that is, short messages with predefined meanings. The telegrams in RDZ system are as follows:

5.1.2 Analogue radio system for wagon evidence The radio system (wavelength 2m, i.e. frequency 150 MHz) is designed for wagon evidence at borders and major traffic nodes. Data is collected manually and the wagon evidence officer via radio, verbally forwards the acquired information to the center (fixed radio station), where the data is entered into the information system. 12 radio channels are allocated according to the specific requirements of border railway stations or major traffic nodes. 5.1.3 Analogue radio system for service and maintenance The radio system (wavelength 4m, i.e. frequency 75 MHz) is intended for the maintenance staff. The channels are used for the following purposes: channel for maintenance of the signaling and telecommunications equipment, channel for rail and track maintenance (superstructure and substructure), channel for maintenance of electrical equipment and catenary. 5.1.4 Analogue radio system for wagon control The radio system (wavelength 0.7m, i.e. frequency 450 MHz) is designed for the staff, responsible for brake tests and technical examination of rolling-stock, to ensure their operational validity. 5.1.5 Analogue shunting radio The radio system (wavelength 0.7m, i.e. frequency 450 MHz) is designed for the shunting staff, working in shunting areas. Due to large territories and requirements for good coverage, the connections are established through repeaters. 5.2 Dispatcher System (ROTS) Main lines on V. and X. corridor are equipped with a digital dispatcher system manufacturer Neumann, installed in 1998. Dispatcher PBX units are marked with the abbreviation - MDK (Multifunctional Digital Communication System), the system as a whole is marked as ROTS (Railway Telecommunication Operational System). The system has a digital structure and it is based on the ISDN standards. MDK system combining the functions of trackside telephone communications (LB, CB, AT and ISDN), and other features (interphones, announcement systems, radio communications), as well as the functions of the dispatcher system.

Individual MDKs are according to the geographical principle connected to the rings in the SDH hierarchy level. The existing systems, analogue and digital, do not support the functionality required by the specifications for the GSM-R. 5.2.1 Links Links between individual dispatcher MDK systems are carried out via the S2M connections on the SDH level. In the same way they are implemented connections to the PABX exchanges - internal fixed telephone system called AT system. For the connection between the MDK systems is used internal Neumann Protocol. The Protocol always group two channels together, so we get more bandwidth and improve the quality of the voice transmission. This protocol is used for all communications and network services between individual MDK, (all interphones functions, remote announcement systems, direct keys ...). Connection between dispatcher terminal and MDK system are based also of internal Neumann protocol. For each dispatcher terminal two S0 interfaces are used, which integrates both B channels together. For the connection between MDK systems and PABX exchanges (AT) system), the standardized protocol DSS1 are used. Dispatcher network on the main lines consists of five rings, as shown in Figure 3.

On the next page (Figure 4) the logical scheme of links between MDK systems and between MDKs and PABX telephone exchanges (AT) are presented. Circles indicate the smaller stations, where just dispatchers terminals are installed, which are connected to the MDK system via MUX s (flexible multiplexors FMX). MDK system installed in Nova Gorica is not displayed on the following image, because it acts as a stand-alone system which is not connected in the MDK ring.

5.2.2 Connections MDK system allows the following types of line connections: Dispatcher terminals 1-8 System terminal, through which it is possible to configure the system, set the parameters and review the diagnostic errors. LB phone line with call extractor or without him, with the possibility of inductive selection on the line (V, NeV, EV, GV, SV). CB phone line Interphones connections Announcement systems (passenger and operative), with the possibility of selective trigger of particular loudspeaker groups. Analogue telephones with tone or pulse dialling. Digital ISDN telephones connected via S0 or U interface. Analogue/digital public telephone network. Analogue/digital AT telephone network. The UHF radio connection. Connection of dispatcher line with recognition of the existing calling signalization. S2M connections with between MDKs and with other systems. Connection to the digital recording system 5.2.3 Modules Line connections to the system are bound via the interfaces modules. Descriptions of the modules are listed below. 5.2.3.1 CB module The module is designed for connection of 4 CB phone lines. Modul consist four equal and mutually independent circuits. Each circuit has its own voice loop detection. In the output direction on the subscriber side, call generator (60V/25 Hz) is connected. On the front page of the module are two LED diodes (red and green) for indication of faults and operations and 9 pins connector for the diagnosis of the interface. 5.2.3.2 LB module The module is designed for connection of 4 LB phone lines. Modul consist four equal and mutually independent circuits with a galvanic separation on the subscriber side. On the front page of the module are two LED diodes (red and green) for indication of faults and operations and 9 pins connector for the diagnosis of the interface. 5.2.3.3 AF module audio The module is used as the interface for connection of analogue interphone, public announcement system or the radio connections. The width of the transfer is 7 kHz. In the module are 4 separate interfaces. All functions are controlled by the microcontroller. On the front page of the module are two LED diodes (red and green) for indication of faults and operations and 9 pins connector for the diagnosis of the interface.

5.2.3.4 LINE (LI) module The module is designed for connection of analogue users and has 32 bidirectional lines for keys and signalization. The module has its own 8/16 bit microcontroller. On the front page of the module are two LED diodes (red and green) for indication of faults and operations and 9 pins connector for the diagnosis of the interface. The output level of the inactive state is -48V, the active state is 5V, line current is 90mA. 5.2.3.5 S0 module The module is designed for connection of digital interphones, ISDN phones or connection to the PBX. The module has four interfaces; each of them can be independently use for each of the above listed links. Each module has four power supply unit for subscribers. Units can be connected four wires phantom power supply. Output is max. 40V and 60mA. The user can be connected to a distance of 1000 m (diameter wire 1.2 mm). If users are connected to the bus can be max. distance of 150 m. On the front page of the module are two LED diodes (red and green) for indication of faults and operations and 9 pins connector for the diagnosis of the interface. 5.2.3.6 U module The module is designed for connection of digital ISDN phones. The module has four mutually independent interfaces. The user can be connected up to a distance of 6000 m (diameter wire 0.8 mm). Communication with ISDN telephones shall take place through standard 1TR6 communications protocol. Line code is 2B1Q. On the front page of the module are two LED diodes (red and green) for indication of faults and operations and 9 pins connector for the diagnosis of the interface. 5.2.3.7 S2M module The module is designed for connecting MDK dispatcher systems together, or for connections MDK systems with other telecommunications systems (e.g. telephone exchange) and for connection to the synchronization source. Each module has two interfaces; with 15-pins connectors on the front page of the module. On the front page of the module are also two LED diodes (red and green) for indication of faults and operations and 9 pins connector for the diagnosis of the interface.

5.2.4 Description of dispatcher terminal Dispatcher terminals are use for communication with all kinds of users. In general, the dispatcher terminal consist the telephone and interphone part.

The phone part of the dispatcher terminal is connected on MDK via the S0 interface. Phone consists of a dialling keypad, five function keys and double-line alpha numeric LCD display, which is composed of two rows by 21 characters, where current features in use are presented. When the terminal is in the stand by position, the LCD displays shows the current date and time. On the right side of the phone part is an interface for the physical connection to the interphone part of the terminal. On the left side of the phone part is a socket for headset set. On the last page is the interface for connection to the MDK system, RS 232 interface for diagnosis and audio output. Interphone part of the dispatcher terminal generally consists of the basic unit with two-line LCD display, microphone, and the field of 16 keys, that have a dual function. Interphone part of dispatcher terminal it is possible to extend with using additional field of keys, depending on how much direct communication is foreseen for a particular user. The expansion is possible in step 8 keys to a maximum of 112 direct keys. 5.2.4.1 Function keys: With them it is possible to select the functions that are displayed on the LCD display, namely: activating the head set activating the microphone to talk without headphones, activating the recording device adjust the volume and sensitivity of the microphone. settings of the type, frequency and volume of the phone call tone choice of LCD display language texts

5.2.4.2 The basic phone functions: Key double features (shift): Key activates the second level of 16 keys located on the base unit with an LCD display. Settings of volume for talking and ringing: The volume of the interphone part of the dispatcher terminal is to be set with the keys to decrease and increase the volume. Keys works in combination with SHIFT key. The volume is setting in steps of 2 dB in the plus and minus. Simple intercommunication connections: These are the classic interphone connections with volume setting possibilities. For Interphone connections direct key is used. This connection is a simplex. Advantage of this type of connection is that you can speak directly with subscriber (without prompting) while all other authorized subscribers, see that we're busy. Notification via public announcement system: These types of communications are intended to inform the passengers and operational staff via the public address system. The announcement system is activated by pressing the target key for specific loudspeaker branch. There is a possibility to activate more loudspeaker branches at the same time. The direct keys: The telephone connection is possible to establish by pressing the direct keys, if the key is programmed with target subscriber number. On the LCD displays the called subscriber number are presented, while the light indication on the direct key flush up. To disconnect the connection, it is necessary to press the release key. Release key: It is intended for disconnecting current connections. Light indication of calls: For incoming calls to the dispatcher terminal, beside audio indication of calls, the light indications flush up also. Light indication flush up for each incoming call. Free selection key: The free selection key is using every time we want to use the dial pad on the phone part of the dispatcher terminal. In the case, when we want to call a user by selecting its subscriber numbers, we must first press free selection key, and then dial the subscriber number. The wait function: With activation of waiting key, the wait function is activated and we add the currently existing connection on hold. Indication of this is reflected by the flashes as those lights, on which we have a link that we have placed on hold. Call transfer: Using the call transfer key, we can redirect the call. Call transfer is possible for all types of telephone communications, for example we can redirected all LB/CB incoming calls to any other subscriber in the MDK network, or to the other networks connected to MDK ( AT PABX for example).

5.2.4.3 User functions of digital control systems MDK Receive an incoming call: Dispatcher, who first take a call, with this release the call in the MDK. Define the direct keys on each dispatcher terminal specifically: access to each device/line, from each dispatcher terminal, which is connected to MDK, or to others connected dispatcher terminals.

PBX functionality: the system also carries out the function of small subscriber digital ISDN exchange, with all the typical services provided by such exchanges. The connection of a minimum of eight (8) dispatcher terminals on one system, where link attenuation of the signal of the attached MDK must not depending on the number of dispatcher terminals. Connection of at least 240 of regular connections to the unblocking switching structure shall be possible. Access in line is enabled with one or maximum two direct keys, The important lines (e.g. the guard line) are accessible with a single direct key. The direct keys on the individual dispatcher terminal are freely programmable, labels, and messages on the LCD display are in Slovene. Regulation of the gain or damping on individual lines shall be programmable. Software settings for call extractor and Morse sign for outgoing calls to the LB lines shall be enabled. Direct entry to an existing link in case of emergency shall be enabled. Incoming call tone signal shall be active until the Dispatcher answer on call, but is not active during a conversation except in case of emergency. On entering in the public announcement system or interphones UHF communications duplex mode shall be enabled. Automatic regulation of outgoing voice signal shall be enabled. Switch between the duplex regime and handset shall be enabled. Direct keys for the LB lines with a function keys and dialling keys for creating a Morse calls (dot, line, or long line). Release key. Conference call between the dispatcher terminals of the same MDK. Automatic call repetition. Quick access to at least 30 LB subscribers, or LB characters a review of the diagnostics alarms on the user's phone. Direct integration of the bell signal with single key

5.2.4.4 Mode of action of the dispatcher lines: Digital dispatcher works on the conference call principle with integration of subscribers in the Conference. Digital dispatcher system consists of the dispatcher terminal at controllers and all dispatcher terminals which are in the specified dispatcher section. In normal mode of operation main controller pressing a predefined direct key for establishing a conference call with local controllers on the stations. Main controller has on his dispatcher terminal following special direct keys: dispatcher key (for including main controller in the conference call) direct key for stations conference call key. When the dispatcher terminal is in the stand by mode the light indications on blinks on the dispatcher key blinks, the rest of the lights on the keys are switched off. In the Conference call may include up to 64 subscribers. In the Conference we could include all types of subscribers. 5.2.4.5 Mode of action of the CB lines: Mostly such connections are used on the station areas. CB phones are electronic telephones without a dial pad. The connection shall be established by raising the headset of the CB phone with close of the subscriber loop a-b. Call from the CB subscriber is connected via the CB interface on the dispatcher terminal, where a presented with audio and light signal on the dedicated key. At the time of the establishment the call, called party is getting a control tone. The call to the dispatcher terminal is

completed even in case where the dispatcher terminal is busy with other connections. LCD display on the dispatcher terminal shows a six-digit subscriber number which identifies the calling CB phone. The local dispatcher clearly knows which subscriber calling. Connections are established by the pressing direct key on dispatcher terminal. In the outgoing direction the connection is set up by pressing a direct key on the desired CB subscriber on the dispatcher terminal, or by selecting the six digit CB subscriber number (internal numbering system of MDK). On the LCD display we see six-digit subscriber number and the identification of the CB phone. Call to the CB phone comes continuously until the rise of the handset of the CB phone or break of the call on dispatcher terminal. On some of unoccupied railway stations (where the local controller is only occasionally), the calls from CB lines are terminating at the dispatcher terminal of responsible main controller for this area. In the case of occupation of the railway station with local controller, the main controller has possibility with a special key (station LOCAL), to reroute calls from local CB phones in the local mode of operation. Calls are now terminated to the dispatcher terminal at the local controller on the station. In the outgoing direction this key acts as a short dialling key.

5.2.4.6 Mode of action of the LB lines: Such connections are mostly used on the trackside lines (Guard line, Catenary Line. Emergency line, Signal line, Construction line) and for connecting telephone cabinets and telephones pillars. On some tracks the number of these lines is reduced on the Infrastructure line and Traffic line Traffic line is entirely replaced by the Guard line. Infrastructure line is replaced by the Emergency, Construction, Catenary and Signal line. LB connections are in use on certain lines in the station area (local inductor line). System performance is everywhere the same. An incoming connection to the controller is established by raising the headset of inductor telephone, with switches we choose the line which we want to communicate. With twist handles of inductor we send on line calls in the form of the Morse combination of the short (dot) and long (line) calls, for the selection of a desired station on the line. If the guard line at the station or at the controller, are equipped with a signal bells, the connection is possible to establish even if the call combination of Morse characters was not correctly formed. However, if the line circuit is not fitted with bells is only possible to establish the link with the proper formation of Morse calling characters (dot one turn of inductor, line-three turns of inductor), that call extractor on the LB module in MDK system detects and redirect the call to the target destination. If the call extractor detected call, we have one control in the headset and the call comes continuously to the target destination. Because the LB interface does not have criterion for cancelation of call, may occur permanent occupancy of LB interface. This procedure applies to telephone cabinets equipped with inductor phones. Where the trackside LB pillars are installed, the process is the following: Calls from LB pillars are generated automatically with the call generator with pressing on the dot and line key. The order of the pressures on the key is stored in the memory, for each item is automatically added a space. The call shall be submitted an acoustically detectable. If the call extractor detected the call, we have one control in the headset and the call comes continuously to the target destination. Because the LB interface does not have criterion for cancelation of call, may occur permanent occupancy LB interface.

In the outgoing direction we access on the LB line with the formation of six-digit numbers or with press the direct line key. We produce the calling characters on the line with dial or keypad with 2 short call, 7-long call and 9 very long call, or with the programmed keys for call signs or with programming calls on the switch on each inductor line.

5.2.4.7 Operation of the system of automatic notification of trains On tracks equipped with digital signalling security devices (Ljubljana-Seana, Divaa-Koper and Pragersko Hodo), operates a system of automatic notification of trains-ASPRAS (automatic triggering of a loudspeaker systems to inform the passengers). The base of operating system is the S2M ring of station telecommunications systems MDK. The telephone channels within the ring transmits announcement of the train on the target destination. Reporting to the position of the train ASPRAS computer gets through RS 232 the interface from the SV system ILTIS. ASPRAS computer stores the records of announces for the regular and extraordinary trains on the line segment. The required text, which is triggered by a number of the train, is in the form of an audio signal send via the B channel on the S0 module MDK system. The audio signal of the notice is then through the switching matrix MDK system and through the ring S2M transferred to the switch, where is the required audio output of the AF sound system. All dispatcher terminals, (which are included in the announcement system), have are programmed direct keys to turn on the announcement system and/or the spare power amplifier, which allows manual servicing the announcement system in the local mode of work.

5.2.4.8 The operation of the emergency call (SOS) pillar The implementation of the emergency call system via SOS pillar allows users the passengers the possibility of direct communication with the operational railway staff, including in case of unoccupied railway stations or train stops. SOS pillars are mounted on tracks equipped with digital signalling security devices (Ljubljana-Seana, Divaa-Koper and Pragersko Hodo). SOS pillars are mounted on platforms, stations and train stops. On the open track are not installed. Pillars provide direct voice connection to the central stations of the emergency (SOS) as well as the provision of General information (info). The necessary electrical connections include the 230V AC network connection (with a protective conductor) and ISDN-S0 connection to a network termination (NT) at station telecommunications system MDK. On the front of the pillars are three buttons through which the user makes the choice of the type of communication: SOS the red button, INFO-yellow button and INVALIDS the blue button. Press the selected button, the user automatically establishes a two-way voice communication with the operator on the other hand, which is responsible for responding to each call.

5.3 Analog dispatcher systems Regional lines are equipped with analog dispatcher systems, which combine the functionality of the trackside lines, station voice places the phone cabinets, announcement systems and interphones.

The systems are built in analog relay technicians for LB interfaces, CB interfaces, AT and dispatcher interfaces, the interphone interfaces and controllers of the loudspeaker groups. They are also equipped with bell signalling device, call generator and analog switching matrix to switch between the regular and spare announcement system. Systems operated as a stand alone units on the railway stations on the regional tracks. With other telecommunications systems are connected only via the analogue telephone line a/b from the nearest PABX telephone exchange (AT). The table bellow presented locations (stations), where the analogue dispatcher systems are installed, with type and number of interfaces.

5.4 Voice recording System Slovenian Railways use a distributed recording systems for recording all operational voice communication. For this purpose digital recorders with different capacities are used. The recorders are equipped with licensed software for access to the records and reproduction. Each recorder has also an alarm unit for external control of recorder. All dispatcher terminals (analog and digital) have to be recorded, as well as all phones which are used for operational purpose. Analog radio dispatcher system and other analog radio systems are recorded also, as well as analog track side lines with telephones on this lines. The telephones and lines mentioned above are currently recorded locally at the nearest (responsible) dispatcher location (station). 5.7 Transmission network The existing network of synchronous digital hierarchy (SDH) is an integral part of the telecommunications system of Slovenian Railways and it is the backbone of transmission system. SDH equipment are installed on the all stations on main tracks on the 107 locations. At the each location, the synchronous add / drop multiplexer (ADM) are installed. Stations are connected in ring topology. There are 5 rings which are presented on figure bellow. Major stations are connected to a ring with STM-16 equipment. There are smaller rings with STM 4 equipment inside STM 16 ring, allowing the rational use of optical fibre and simultaneously increase the reliability of transmission. Each ring has a capacity of synchronous transport module STM-16 (Synchronous Transfer Module 16) or where there is no need for such a capacity with a capacity of STM-4 or STM-1. SDH network enables to transfer PDH incoming signals of type E1, SDH- incoming signals type STM-1 and STM-4, and Ethernet incoming signals. To increase traffic safety protection path is used. Complete supervision of the nodes is centralized and carried out with TNMS (for STM-16 nodes Nokia Siemens Networks, type Surpass hiT 7060) in SparkView (for STM-4 and STM-1 nodes Iskra Sistemi, type SparkLight ADM-1/4 and SDM/T) control system. All data are collected on the servers which are accessible from the regional control and management centers. At the local level the system is controlled and managed by a portable terminal via the local access.

5.8 Description of the existing synchronization system Synchronization of the existing SDH of transmission systems uses centralized master-slave synchronization. For the primary reference clock (PRC) serves the unit for synchronization (with own sync source SSU from the ITU-T G. 812) in Ljubljana, which has two signals at the entrance. The first is a 2 Mbit/s from Telekom cesium clock (ITU-T G 811), the second (redundant) is GPS (Global Positioning System) signal (ITU-T G 811). The distribution of frequencies takes place via the SDH network to all other clocks. The main elements of this synchronization are the receiver clock, which regenerate reference clock source the main clock and regular SDH signal through which the tact extends. This mode of synchronization with acceptable costs ensures a high level of quality and reliability. The unit for synchronization (SSU) in Ljubljana has 12 x 2MHz outputs and 4 x 2Mbit/s outputs. Picture on the next page presents the overview of existing SDH network.

6. USERS OF GSM-R SYSTEM


The structure of new GSM-R digital radio system users is based on the existing state and additional options that the system offers both in speech and data transmission spheres. The users of new system will be as follows: 1.) 2.) 3.) 4.) Dispatchers in traffic management centers, as well as signalers (local dispatchers) at train stations The users of ultra-short waves (shunting groups, wagon evidence and wagon control officers, infrastructure maintainers) Vehicles (locomotives, motor-coach trains, service vehicles and machinery) Public GSM network users (not everyone, but those, involved in technical and operational assistance of executive staff and other services (traffic management, infrastructure maintenance, etc.) ETCS L2 system (traffic management system that uses GSM-R as a bearer service for its communication needs) Additional applications that use GSM-R system for data transmission (mainly applications that transmit the information in bursts).

6.1 Dispatchers The main rail lines of Slovenian railways are equipped with a digital dispatcher system (ROTS), which is out of date and is going to the end of its depreciation and service life. The dispatchers at traffic management centers, the signalers (local dispatchers) at individual train stations, locomotive dispatchers and shunting dispatchers are equipped with handportable units (fixed radio stations) of that system. Since the digital GSM-R system must meet the EIRENE Functional Requirement Specifications and System Requirements Specifications, is required to replace the existing digital dispatcher system ROTS and to replace the entire analogue part (analog dispatcher systems) on the regional lines. C mode functionality, intensively used in analogue radio system, will be enabled. The requirements, obligatory for the dispatcher system, will be defined separately in specifications (documents 3.3.2 and 3.3.3). On Slovenian railway network there are three regional centers for traffic management that are located in Ljubljana, Maribor and Postojna (shown in Figure 11 - Areas of Traffic Management Centers). The centers are not yet fully functional. The traffic is not everywhere managed remotely from one center because of old signal safety equipment on the rail lines. For that reason a large number of local dispatchers (signalers) are still needed. It is also necessary to replace their dispatcher equipment with new one GSM-R compatible. The same applies to the regional rail lines.

6.2 Chief dispatcher - controller All chief dispatchers - controllers are located at regional Traffic Management Centers (TMC) in Ljubljana, Postojna and Maribor. Controllers are responsible for the whole dispatcher area (shown in Figure 11 - Areas of Traffic Management Centers). All calls will be implemented via GSM-R dispatcher terminals. 6.3 Local dispatcher The local dispatchers are signalers at individual train stations along the rail line. They are responsible for the station area. Between the local dispatchers and the train driver can be established duplex communication only when the train is in the station area. In some cases shunting operations can be carried out in their area. All calls will be implemented via GSM-R dispatcher terminals. 6.4 Shunting dispatchers Shunting dispatchers are responsible only for shunting areas. They use fixed dispatch terminals. All calls will be implemented via GSM-R dispatcher terminals. 6.5 Shunting leader Shunting leaders are responsible for managing a shunting group in shunting area. The shunting group consists of at least one leader and a shunting locomotive. The largest shunting group consists of a shunting leader, shunting locomotives and 4 shunters. The shunters can make only group calls. For dimensioning GSM-R network shall be used a scenario of possible maximum traffic. The shunting leaders temporarily leave the group call and connect to the shunting dispatcher. After the end of the call, they can join the group call again. Such calls in the above table are indicated as "Shunting leader". The shunting leaders and shunting staff (shunters) will be equipped with mobile OPS handhelds. 6.6 Track maintenance foreman Track maintenance foreman is responsible for the safety of track-side workers during their operations on rail lines and tracks. They communicate with local dispatchers (signalers) and are part of the rail and track maintenance group. They will equipped with mobile OPH handhelds. 6.7 Rail and track maintenance Each maintenance group is leaded by a group leader. They will be equipped with GPH handhelds. 6.8 Maintenance of electric traction systems Each maintenance group is leaded by a group leader.

They will equipped with GPH handhelds. 6.9 Maintenance of signaling and telecommunication equipment The maintenance groups are leaded by a group leader. They will be equipped with GPH handhelds. 6.10 Wagon evidence Wagon evidence officers provide wagon evidence of train wagons and enter data into the information system. They communicate with an assigned employee, responsible for data reception and entry into the information system. The wagon evidence officers will be equipped with OPH handhelds and the staff receiving data will be equipped with ISDN or IP telephones. 6.11 Wagon control The wagon control officers are responsible for carrying out technical examination of wagons. After completion of work they enter collected data into the information system. The wagon control officers communicate with the local dispatcher and the other participants, involved in the technological process. The wagon control officers will be equipped with OPH handhelds and the staff receiving data will be equipped with ISDN or IP telephones. 6.12 Administrative mobile users Administrative mobile users provide administrative and coordination assistance to operational management of the traffic, maintenance operations and other similar services. They will be equipped with GPH handhelds. 6.13 Machinery and vehicles working vehicles The machines and vehicles are used during railway infrastructure maintenance works (rail lines, electric traction equipment). They communicate with the local dispatcher and occasionally with the main controllers. Service vehicles and machines will be equipped with mobile cabin GSM-R equipment, which is a fixed installed. 6.14 Shunting locomotives The shunting locomotives mostly run in shunting areas. They perform shunting operations within these areas and move the train to the shunting areas. The shunting locomotives will be equipped with CAB radio device. They communicate with the local dispatcher and shunting dispatcher. One Group Call Area (GCAREA) may cover the entire shunting area (eventually with multiple cells). When the shunting locomotives move from one area to another, there should be no need for manually changing the frequency channels. The established group call wont be interrupted.

The detailed dimensioning of group calls for each shunting area will be carried out during detailed migration planning for each shunting area. 6.15 Trains (locomotives and motor-coach trains) The trains communicate mainly with the main controller and the local dispatcher. They are/will be equipped with CAB radio device. 6.16 Conductors Along with collection of tickets and fares, the conductors are also responsible for informing the passengers on delays, transfers and the like. If necessary, they should be able to contact to the train driver and exceptionally, to the main controller. The conductors will be equipped with GPH handhelds. 6.17 ETCS L2 - vehicles ETCS L2 vehicles are/will be equipped with CAB radio devices and via radio (um interface) will be connected with RBC. It is a data connection CSD Circuit Switched Data. 6.18 GPRS mobile users GPRS users present special GSM-R functionality, performed via GPRS. The usage method depends on the type of applications to be implemented.

6.19 Shunting areas As in case of dispatcher areas, the shunting areas also be handled on regional division basis: 1) TMC Ljubljana area central 2) TMC Postojna area west 3) TMC Maribor area east Totally there are 19 shunting areas with 29 shunting groups, 372 handhelds (OPS) and 48 fixed radio stations. The fixed radio stations, used for shunting purposes, are located at local dispatchers. After migration, their function will be implemented by new GSM-R compatible dispatcher terminals, therefore they are not included in the total sum of equipment. There are several radio channels in each shunting area. If a shunting locomotive moves between different shunting areas, it is necessary to manually change the frequency channels, depending on the locomotive's location. 6.19.1 TMC Ljubljana The central area with a traffic management center in Ljubljana, consists of 12 shunting areas with total 17 shunting groups, 226 portable radios and 28 fixed radio stations. In GSM-R system the function of fixed radio equipment will be implemented by dispatcher terminals, ISDN or IP phones. The reserve includes handhelds for any additional shunting groups in the future and those stations, where shunting is carried out only occasionally and at small scale.

6.22 Infrastructure maintenance The infrastructure maintenance includes the following spheres: 1) Rail and track maintenance 2) Protection of track-side workers 3) Maintenance of signaling and telecommunications equipment 4) Maintenance of catenary system 5) Maintenance of electrical installations 6) Maintenance of power supply substations Maintenance services are partly equipped also with handheld radio units. At the moment, the total number of handheld radio units used for that purpose is 29. With the development of public mobile networks, the major part of mobile communications in maintenance sphere is implemented through the public mobile networks. Because of exposure to external influences it is recommended to replace the existing analogue mobile terminals with OPH (Operational Purpose Handheld) radio stations while protecting the track-side workers. The other users are equipped with conventional GPH (General Purpose Handheld) radio stations. 6.23 Total sum of working groups and equipment The table below shows the total sum of individual working groups and equipment types: OPS, OPH and fixed radio stations.

6.24 Mobile administrative users These are the users of the public mobile network (company GSM phones). A part of the users will be equipped with GPH (General Purpose Handheld) phones. This stuff mostly provides administrative and technical assistance to operational and other departments. The table below shows the number of users of public GSM network in different areas (stations), with regards to their domicile. Because of mobility they manage the traffic throughout the rail network. 1100 employees are estimated to be equipped with GPH handhelds out of 1130 total potential users that mainly would use public GSM network.

6.25 Locomotives, motor-coach trains, machinery Railway vehicles, used in Slovenian railway network, can be divided into two categories: transport and service vehicles. The transport vehicles are divided into the following categories: Electric motor-coach trains (EMT), Electric locomotives (Eloc) Diesel motor-coach trains (DMT), Diesel locomotives (Dloc) These vehicles will be equipped with CAB radio in two phases. The total number of rail vehicles is 312, out of which 51 are service vehicles, 261 - transport vehicles (locomotives and motor-coach trains). The Railway Construction Company GP, as subsidiary company of the S, has 17 service vehicles for implementing maintenance works on the rail lines and needs to be equipped with radio devices. The equipment of these vehicles is in users domain. In this document they are processed merely as future users of GSM-R system. 6.26 Rail lines The total length of the rail lines in Slovenian railway network is 1226.1 km, out of this 895.7 km are single track lines and 330.4 km are double-track lines. During busy traffic hours on an average 120 trains/locomotives run on the network.

7. PLANNED GSM-R NETWORK


The planned GSM-R network will replace the existing analogue radio network. It will ensure and enhance the existing functionalities of the network and will add new functionalities. The GSM-R network will provide speech and data transmission - CSD (Circuit Switched Data). Also GPRS (General Packet Radio Service) network will be implemented for packet oriented data transmission with an allocated own fixed transmission channel. GSM-R network shall comply with the EIRENE/MORANE specifications. Each dispatcher and ETCS L2 terminal (CAB and RBC) at all times and on the entire network shall be ensured with traffic capacity of 1 Erlang. The table 15. GSM-R Call Profile is providing the BHCA (Busy Hour Call Attempt) input data for calculation of CPU load, interface load and recording system. 7.1 Brief outline of the network The GSM-R network roughly consists of two levels: Access network BSS (Base Station Subsystem) Core network NSS (Network Switching Subsystem) 7.1.1 Access network Provides access of mobile radio stations on GSM-R core network. A more detailed concept of redundancy is presented in the document 3.2. and the final concept will be carried out in the technical specifications (document 3.3.1). 7.1.1.1 A mode The functionality of A mode will be provided with a radio level. PtP calls between the vehicle and the dispatcher will be realized based on the vehicle's (train's) location in a radio cell function LDA Location Depending Addressing. In case of a demand for a greater accuracy in establishing a location depending call (state border crossing, branching, etc.) e-LDA (enhanced Location Depending Addressing) function can be implemented. A more detailed presentation of e-LDA function and its potential use will be discussed in the functional specifications. The currently used system for sending telegrams will be replaced with SMS-C (Short Message Service Centre). Comparison of RDZ and GSM-R functionalities: RDZ: railway emergency call from a locomotive to the center or to all locomotives on the railway line GSM-R: it enables the function of priority calls. Calls between a dispatcher and a locomotive and vice versa have always priority level 1, which means if the network or a subscriber occupies the line with another, lower priority call, it will be interrupted in favor of higher priority call. In addition, the GSM-R system enables also railway emergency calls, which have the highest priority level and are always established regardless of network occupancy.

RDZ: call to all locomotives from RD exchange In GSM-R system, this functionality is replaced by a Group Call or a Broadcast Call, depending on actual operational requirements.

RDZ: Radio - wire integration The GSM-R system offers a wide range of calls. The other users are also accessible, not just the chief dispatcher, the call routing via the third party is not necessary.

RDZ: indication of an interrupted connection on driver machine interface In GSM-R system the driver machine interface (CAB radio) provides GSM-R network description and displays signal strength.

RDZ: Manual line testing in both directions The GSM-R system enables implementation of self-tests. RDZ: all speech communications and digital messages are recorded. Speech communications and predefined messages will be recorded also in GSM-R system. Telegrams: The existing telegrams in analog RDZ system will be replaced with predefined SMS messages which are represented in document 3.3.2. 7.1.1.2 B mode To set up a call in B mode in analogue network the same transmitter is used, as for the calls in A mode. To enable this functionality in GSM-R network, there is no need for additional radio level, since each Base Transceiver Station provides more than one time slot per cell to set up a call. It means that within a single cell more calls can be established simultaneously. The SMS service operates independently. RDZ: railway emergency call: GSM-R: priority feature is enabled. Calls between the dispatcher and the locomotive and vice versa have always priority level 1. It means if the network or the subscriber occupies the line with another, lower priority call, it will be interrupted in favor of higher priority call.

RDZ: automatic selection of frequencies (diversity) Transitions between cells in GSM-R system is performed automatically.

RDZ: call to all users In GSM-R system this functionality is replaced with Group Call or Broadcast Call, depending on actual operational requirements.

In case of a demand for a greater accuracy in establishing a location depending call (state border crossing, branching, etc.) the e-LDA (enhanced Location Depending Addressing) function can be implemented. 7.1.2. Vehicles In the first phase only a part of vehicles will be equipped with new communications equipment (CAB radio) for voice communication in GSM-R network. The second phase will cover the equipment of the remaining vehicles. The equipment of vehicles with CAB radio is not a subject to this project. 7.1.3 ETCS

The main component of the network is MSC (Mobile Switching Center) unit, which is mainly responsible for the establishing, switching and control of circuits between subscribers. The core network provides access to various services, such as SMS (Short Message Service), Voice Recording (VR), ETCS L2, dispatcher system, system of telephone exchanges, access to other GSM-R networks, access to public networks, etc.
