Bob Bende park building
By NICK COHEN
The Medford Sun
The Bob Bende Park Recre-
ational Building is falling into
disrepair, and with Medford
Township unable to step in due to
budgetary constraints, one Med-
ford company is donating its serv-
ices.
Summerville Custom Homes
and Construction has entered
into a memorandum of under-
standing with the township to
take responsibility for certain
maintenance services as well as
building improvements and en-
hancements. Summervilles vice
president, Brian Summerville,
has a personal attachment to the
soccer complex and its current
state.
Ive had three daughters in
the Medford soccer program for
the last 10 years so Ive spent a lot
of time there. They play in both
spring and fall leagues over there.
Honestly, I just reached a point
where I was frustrated with how
bad it looked, Summerville said.
In the spring, Summerville
reached out to township manager
Chris Schultz to discuss what
could be done to improve the com-
plex. The townships financial
limitations made any park im-
provement an impossibility.
Summerville offered to provide
the labor in exchange for signage
acknowledging his companys ef-
forts in the restoration. The town-
ship was happy to oblige.
The partnership with Brian is
great for the township and for the
entire community, said Beth Por-
tocalis, director of neighborhood
affairs. Were looking to kick off
the program in the fall.
Medfords partnership with an
outside party to improve parks is
not limited to just the Bob Bende
complex. The dog park within
Freedom Park is being managed
by Freedom Barks, a non-profit
organization volunteering to
clean up the off-leash area in
Medford. According to Portocalis,
the township is working on an
agreement with Freedom Barks
where the organization would
voluntarily take over the park.
Partnering with users of the

Park safety issues
will be addressed
before maintenance
parks and other services is a
great way for improvements to
get done. Its great to see mem-
bers of the community partner
together to better our township,
Portocalis said.
The maintenance of the com-
plexs four soccer fields will re-
main the townships responsibili-
ty. According to Portocalis, the
township hopes the trend of part-
nering with residents for commu-
nity improvements is the wave
of the future.
In the coming weeks, Sum-
merville will meet with township
officials as well as members of
the Medford Youth Athletic Asso-
ciation to put together a wish
list of things that need to be
done. Summerville says they will
implement a five-year mainte-
nance program, putting safety
first and maintenance issues sec-
ond.
First, we want to address the
things that are safety hazards.
Then from there, move onto re-
placing the siding that is rotting,
replacing the gutters so the water
doesnt pour onto the siding,
Summerville said.
Eventually, we hope to im-
prove the overall look and appear-
ance of the building and
grounds.

L
ittle by little, the effects of
health-care reform, or Oba-
macare as its commonly
known, are starting to come to light.
Change in price and type of health in-
surance, and the availability of public
health insurance, will take shape in
the coming months.
In July, the Obama administration
made a change to one aspect of health-
care reform that they said would help
make them a friend to American busi-
ness: They delayed the employer
mandate provision by one year, to
2015.
The provision has been controver-
sial since it was announced, because it
requires businesses with 50 or more
full-time employees to provide health
insurance.
The Obama administration pro-
claimed that the delay would give busi-
nesses relief they needed as they are
still attempting to get back up to full
speed.
But will it work? We doubt it will.
Take a look at Middletown, N.J., a
Monmouth-County township of ap-
proximately 66,552 residents as of the
2010 Census. Just last week, the town-
ship cut hours for part-time employees
to avoid having to offer them health in-
surance. The move saves the township
an estimated $775,000 per year.
Its a great move for the township,
but not so great for the employees,
who now get fewer hours and no
health insurance through their em-
ployer and possibly also the resi-
dents, who now may have to face a cut
in services.
Middletown made the move now,
even though the employer mandate
was pushed back to 2015.
Similar cost-saving tactics could be
used in our town, and the question
would be: How would that affect our
services, and possibly our neighbors
own wallets?
That is unknown as of yet, but its a
reality we may have to face not only on
the public employment level, but also
on the private employment level, as
businesses make similar cost-cutting
measures.
It just makes no sense to us.
Not really friendly to business
Delay of Obamacares employer mandate provision delays the inevitable

Township audit finds additional $3.2M
By SHANNON CAULFIELD
The Medford Sun
Township auditor Kevin Frenia of Hol-
man and Frenia presented audit findings at
last weeks meeting that include an addi-
tional $3.2 million the township will utilize
for primary capital improvements.
According to deputy mayor Chris Buoni,
once bonds are used for a project, the ac-
count should be closed, but the practice
wasnt done here.
The money discovered was already paid,
but not spent.
The council needs to cancel the bonds in
that category, Buoni said.
Once you cancel the bond money, the
revenue moves into the budget, but needs
to be used for capital expenditures, Buoni
said.
According to Buoni, the township will be
utilizing the money for a road program.
Our goal is to build a long-term sustain-
able [road program] model, he said. In-
stead of waiting for a problem, and instead
of reacting to failure, well just be main-
taining structure.
The council does not want to repeat the
$40 million spent on sewer upgrades, Buoni
said.
We want to leave behind a long-term
sustainable plan so the township has a
model it can work on for years to come,
Buoni said.
Additional improvements include up-
grading the technology infrastructure
township employees are currently working
with, which, according to Buoni, runs on
Windows 98.
Furthermore, the council would add live
streaming video during meetings for resi-
dents to watch from home or reference
after the fact.
Im excited about it. I hope we can get it
up soon, Buoni said. The idea is not only
going to make local government more ac-
cessible for people, but running efficient
operations.
The next step is authorizing township
manager Chris Schultz to move forward
with the projects.
The current financial climate of the
township, reviewed by Frenia, was posi-
tive, especially following an inquiry into
the townships finances last year, Buoni
said.
The township was given a clean bill of
health, Buoni said.

Council to explore
refinancing utility debt
Last year, the township was
able to stabilize the budget and
grow the surplus from $800,000 to
$1.8 million, according to Buoni.
The surplus is important, be-
cause if theres an unexpected ex-
penditure, we need the surplus,
Buoni said.
According to the deputy mayor,
the general operational budget
was being funded by one-time rev-
enue sources in 2011.
Were not relying on school
budget referrals or cell towers.
Weve stabilized the budget
through a sound financial plan,
Buoni said. Frenia commended
us on not transferring any money
out of the utility budget to the
general budget.
The surplus of the utility budg-
et has since increased $400,000,
according to Buoni.
Additionally, the council will
explore the possibility of refi-
nancing the utility debt to reduce
payment amounts.
The biggest issue stemming
from the report, according to
Buoni, is adding more staff to the
finance department. According to
Buoni, Schultz discussed adding
people to the finance department
to assist Kathy Burger, township
chief financial officer, treasurer
and municipal clerk, who does an
excellent job, but could use more
employees.
I think its important to be op-
timistic about the town. People
need to feel good about their
township.
Were on the right track. It felt
good to get that report, Buoni
said.
The next township council
meeting is scheduled for Tuesday,
Sept. 3 at 7:30 p.m. at the Public
Safety Building, 91 Union St.

Medford Township officers will
be cracking down on drunk driv-
ers as part of the Labor Day
Drive Sober or Get Pulled Over
campaign.
Through Sept. 2, local and state
law enforcement officers will con-
duct sobriety checkpoints and
roving patrols, looking for mo-
torists
who may be driving while intoxi-
cated.
Drive Sober or Get Pulled
Over is a national campaign de-
signed to raise awareness about
the dangers of drinking and driv-
ing through high-visibility en-
forcement and public education
tools, including posters, banners
and mobile video display signs.
Launched across the U.S. in 1999,
the program works to combat
drunk driving during some of the
busiest travel times of the year,
including the Labor Day holiday
period.
As part of the initiative, the Di-
vision of Highway Traffic Safety
provides grants to local law en-
forcement agencies throughout
the state to run the two-week cam-
paign.
Law enforcement agencies par-
ticipating in the Drive Sober or
Get Pulled Over crackdown offer
the following advice:
If you plan to drink, designate
a driver, someone who will
not drink alcohol, before going
out.
Take mass transit, a taxi or
ask a sober friend to drive you
home.
Spend the night where the ac-
tivity is held.
Report impaired drivers to
law enforcement. In New Jersey,
drivers may dial #77 to report a
drunk or aggressive driver.
Always buckle up, every ride,
regardless of your seating posi-
tion in the vehicle. Its your best
defense against an impaired driv-
er.
If youre intoxicated and
traveling on foot, the safest
way to get home is to take a cab or
have a sober friend or family
member drive you to your
doorstep.
Recent surveys indicate that
many people harbor the danger-
ous belief that after a few drinks
theyre still safe to drive, said
Gary Poedubicky, acting director
of the Division of Highway Traf-
fic Safety.
Even one drink can impair
your judgment and reaction time,
putting not only yourself,
but everyone on the road, in dan-
ger.
In 2012 alcohol-impaired fatali-
ties accounted for 19 percent of
New Jerseys motor vehicle fatali-
ties.

Religious society offers
Quakers & Answers
The Medford Religious Society
of Friends, commonly called
Quakers, will offer a unique
Quakers & Answers starting in
September.
Quakers & Answers will
start on Sunday, Sept. 22 at 11:30
a.m. and continue every fouth-
Sunday of each month.
We know that people have
questions. We wanted to offer an
easy way to introduce people to
the faith and practices of
Friends, explained Laird Holby,
a meeting member.
Its simple, just informal one-
to-one conversation over a cup of
coffee.
The gathering follows the regu-
lar 10 a.m. worship hour to which
all are also welcome.
Tours of the meetinghouse will
be offered during the Quakers &
Answers time if visitors wish,
Holby said.
Next year the meeting, an ac-
tive worshipping community
since 1759, will celebrate the 200th
anniversary of its 1814 Meeting-
house and the long history of the
Quaker presence in Burlington
County.
The Meetinghouse is located at
14 Union St., Medford.
Members support a broad
agenda of community service
projects and activities. Sunday
Meeting for Worship is at 10 a.m.
with Sunday school, also at the
same hour. For information, call
(215) 990-1822.
For general information, call
the meeting office on Tuesday
and Thursday between 10 a.m.
and 2 p.m. (609) 953-8914. Visit the
website: medfordfriendsmeet-
ing.org.
