It is dropped at either the MAC or the IP layer. The packets left are wrong. They should be: (a) 3; (b) 3; (c) 3; (d) 1. You can find the erratum to this question on our exercises page. Timestamps are a feature of RTP, not UDP. Checksum has to be recalculated, too, whenever one of these fields change. In the question, the 4 digits for flags and fragmentation need to be swapped with the 4 digits for checksum in order to match the given solution.
