Kolkata Highways IT Requirements for UK/Ireland Project Delivery Integrated Delivery & IT a) Brief

UK/Ireland Infrastructure plan to deliver highways projects from Kolkata, adding the office as a third UK/Ire ID HVEC. The intention is to repeat the Mahape 2 success, an office which delivers UK/Ire Highways projects with a flexible resource deploying on ID or local projects. This paper discusses the proposed projects for FY13/FY14, current skills and the training and investment in IT hardware/software necessary for ID.

b) ID Projects
Backlog: N60 Manulla c.4,000hrs, programme late early Aug 2013 start; Current backlog being examined for an early opportunity once team established; The following significant prospects are earmarked for Kolkata delivery should we be successful: M8 DBFO 20,000hrs+, programme TBC. Likely Sept 2013 if won; BP Khazzan Roads 20,000hrs+. Oct 2013 commencement if won; Once team established other projects may also be shared with Kolkata.

c) Disciplines & Capabilities Required

Delivery requires specific skillsets and the ability to use certain bespoke software packages: Alignment design (incl Swept Path analysis) & 3D Modelling (MX, Autotrack & Civil 3D); Signing and lining design (KeyLINE and KeySIGN); Drainage design (Microdrainage); Bridges/Structures design (STAADPro); Geotechnical design (HoleBASE, KeyHOLE and SlopeW); CAD Draughting/detailing (AutoCAD); Quantity surveying and contract documentation.

d) Current Kolkata Highways Team

The current Kolkata Highways team numbers some 50 staff with a range of grades as shown on the attached general team structure. Skills exist which have been developed on local highways projects and which may be applied to UK/Ireland schemes. The team do not have the bespoke software skills required for ID but have transferable highways knowledge and skills which, with training, may be utilised. Suggested UK/Ireland support shown on the attached organogram and training for ID identified in Section (h).

e) Current IT Position
Software InRoads software licences and capability are already established in Kolkata. No MX Road licences or skills are present but the alignment knowledge exists which may be transferred. Specific drainage, signing and lining software is not utilised for local projects and is therefore not in place. STAADPro licences are available for structures design. UK delivery will require MX Roads but also 3D modelling utilising Civil 3D. Autotrack will be required for swept path analysis. Microstation 2D may be required for the delivery of certain international projects. Hardware Current hardware is capable of running alignment design tools, can handle every day email correspondence and basic word and number processing. New MX Roads, signing, lining and drainage software can be run on existing hardware. Hardware will require to be upgraded to allow the use of Civil 3D. Selective other machines may also need upgrading and TBC via an audit. The sharing of significant sized 3D models with UK/Ireland will require an electronic data management system such as Autodesk VAULT. In the short term staff are able to map to existing servers within the Kolkata office.
