In the ref. cited an amount of Rs,40,29,700/- has been released to all


Deputy Director of Health services being the dietary charges for Postnatal
mothers and sterilization cases at the PHCs for the quarterly period.

In that ref. Guidelines for Feeding Programme at PHCs has been given. The
DDHS are requested the follow the guidelines given strictly without any deviation.

In addition to that, a separate guidelines


I. for deliveries and sterilization operation
II. for Antenatal Mothers feeding

are enclosed. The DDHS are requested to follow the guidelines now given also in
addition to the one already issued in the reference.

GUIDELINES TO DDHS FOR THE AMOUNT ALLOTTED

TOWARDS FEEDING AND DIETARY CHARGES TO DELIVERY

MOTHERS AND STERILIZATION MOTHERS BY THE MISSION

DIRECTOR, STATE RURAL HEALTH MISSION & EXECUTIVE

SECRETARY, STATE HEALTH SOCIETY, CHENNAI

• Funds are released to District Health societies [DHS]. The

District Health Society will in turn release the fund to Patient

Welfare Society [PWS] based on their requirements. The fund

requirement has to be estimated as per the guidelines given

below:

• I. For deliveries and sterilization operation:

• The average performance of the last 3 months [May 2008 to

July 2008] may be taken for estimation of funds.

• The diet charge is Rs.30/- per delivered [or] sterilized case.

Total duration of Diet to be provided is 3 days - maximum of ]

• The Patient Welfare Society should identify

a] one or two Local women’s Self Help Groups [or]

b] SHGs or

c] local catering Group approved by PWS [local Home

makers engaged in cooking & selling of Nutritious

food not from Hotel]

d] Lowest rate for the food items has to be obtained

as quotations by the PWS


• PWS has to sign MOU with the selected SHGS or local catering

and the name of the selected SHGS or local catering should be

displayed on the PHC Notice Board.

• Menu & Cost

i] Rs.8./- for Breakfast – 4 Idilies or 2 Dosa with Sambar.

Sambar should have Dhal and Vegetables and Chatni in

coconut and tomato/Puttu may be considered

One Glass of Milk – 200 ml [no tea or coffee]

ii] Rs.15/- for Lunch – 200 gms Rice with Green leafy

vegetables porial, Kuttu, Greens, Sambar with

vegetable, Rasam and buttermilk 100 ml. Pickles and

Salads, one banana fruit-local

iii] Rs.7/- for Dinner - 150 gm Rice, Rasam, and Buttermilk. [or]

4 Idilies with sambar/chatni or 4 Chappathis with Vegetable Kuruma &

One tumbler of Milk

Milk to be purchased from the Government approved Societies/Aavin

milk.

• Hygienic condition must be ensured in cooking and serving places.

• Quality to be checked by SHN/CHN/MO

• Hygiene to be checked by HI/BHS/MO

• The Medical officer has to get the willingness of the AN

mother with signature whether she would avail the food at time of

admission to the PHC and attach the same to the case sheet.
• A separate register for diet is to be maintained in all the PHCs which

will have the signature of the beneficiaries for each day. The

register must be produced for audit along with the Inpatient register.

• A register should contain the diet menu which was served.

• Breakfast, Lunch and dinner should be supplied at 8.00 am, 12.30 noon

and 7.30 p.m respectively.

• A sample of the supplied food should be collected and stored in a

container as done in the noon-meal programme;

• A small quality control Group will be nominated by the PWS to check

the quality of the food periodically.

• An opinion Register should be provided for the beneficiaries regarding

the food Menu and quality of food & Inspecting authorities to record

their opinion in this regard.

• Total expenditure should be calculated as per the no. of beneficiary-

wise meals-wise only [i.e] 3 Nos. breakfast + 3 nos. lunch + 3 Nos of

dinner = Rs.90/- and should not calculate on the basis of beneficiaries.

• Monthly report to be sent to DDHS

• DDHS should consolidate the report and send to DPH & PM every

month by online
II. For Antenatal Mothers feeding:

• The average AN clinic attendance during the last 3 months may be

estimated for preparation of food.

• The rate for the diet is Rs.15/- per day per person.

• The Patient Welfare Society should identify

a] either one or two Local Self Help Groups or

b] SHGs or

c] local catering Group approved by PWS [local Home

makers engaged in cooking & selling of Nutritious food

but not from Hotel]

• PWS has to sign MOU with the selected SHGS or local catering

and the name of the selected SHGS or local catering should be

displayed on the PHC Notice Board.

• Menu & Cost

Rs.15/- for Lunch – 200 gms Rice with Green leafy

vegetables porial, Greens, Sambar with vegetable, Rasam

and buttermilk 100 ml.

• Separate register for AN mother feeding must be maintained in

all the PHCs which will have the signature of the beneficiaries for

each meal received. Total beneficiaries should be entered in the

register. Each meal should boiled egg.

• A sample of the supplied food should be collected and stored in a

container as done in the noon-meal programme.

• A small quality control group will be nominated by the PWS to

check quality of the food periodically.


• The group will also visit on AN care clinic day to see that food is

properly distributed.

• An opinion register should be provided for the beneficiaries

regarding Food Menu and Food quality & inspecting authorities to

record their opinion in this regard.

• The PHC Medical officer should arrange to send SOE every month

through PWS to DHS.

• PHCwise beneficiaries should be maintained.
