POPULATION SERVED: Low and very-low income residents of Adams County, including
immigrants, limited-English speakers, veterans, victims of violent crime, single working
mothers, homeless persons, individuals living in specific low-income areas and individuals with
disabilities.

BRIEF DESCRIPTION: (Services they will provide.)


ADCO is an organization that is helping low income residents of Adams County by providing
many social services and building families and housing. Their programs include financial
literacy courses, life skills training, affordable housing, intensive case management, budgeting,
housekeeping, pre- and post-job placement mentoring/coaching/retention support, and
employability skills training. ADCO also uses or has access to many online information
management systems for administration of services and case management.

With this grant, ADCO wants to develop a double referral system between the Adams County
One-Stop and itself. ADCO plans on making the necessary plans for implementation,
troubleshooting, and administration of the partnership so as to eliminate any confusion. Through
the programs mentioned above and their well-trained volunteers and staff, ADCO will be able to
contribute to the services of the One-Stop. The method for delivery of services will be an initial
counseling session to gather information, assess the individual, and develop a plan of action and
referral to One-Stop; followed by subsequent sessions to provide support services and
measurement of progress; and ending with a follow-up with the One-Stop Career Center to
ensure client contact, performance and progress.

GOALS: (How many people served, placed in jobs or education, retained, etc.)
According to ADCO, 300 families in Adams County will receive services through this
partnership. Of those families, 10 participants in the program will receive post-secondary
education or advanced training. Thirty participants will obtain employment at a target hourly
wage of $16.43. Twenty-five of the thirty will keep their jobs for at least six months. Supportive
services will be given to 40 participants with 30 receiving extensive case management. The
partnership will refer 82 clients from ADCO to the One-Stop and 83 clients from the One-Stop to
ADCO.
