The exploration and production of hydrocarbons is moving to extreme geographic locations. Operators now stay longer on location and execute complex activities in parallel, using cutting-edge technology. However, stakeholders are also more aware and less tolerant of accidents and environ mental damage. This makes it challenging to operate safely with offshore units, while meeting business performance objectives.

SERVICES OVERVIEW

Safely pushing the barrier at new frontiers

Future oil and gas reservoirs will increasingly be found in deeper waters and more remote locations. To operate in these areas, the oil and gas industry must break new technical barriers. DNV can help you to do so safely.
We evaluate risks to help you demonstrate integrety. We support clients through all phases of projects.

DNV is prepared to assist the industry as it moves into uncharted territories.

Deepwater, Arctic and harsh environment development projects require cutting-edge technology. They also require competent personnel with a cross-disciplinary perspective, who focus on systematically understanding how technology can be applied in various environments. DNV has developed industry standards and recommended practices for the oil and gas industry. Today, we possess unique worldwide multi-disciplinary competencies, enabling us to support our customers from the very early phases through to operations and life extension. SELECTING THE BEST CONCEPT In a less than perfect world, the only certainty is the unexpected. When evaluating alternative development concepts for offshore oil and gas projects, the novel technology involved contains high risks. As a result, a profitable project can quickly turn into a financially distressed one unless the unexpected has been considered and

quantified during the early stages of concept and planning. We support a process of evaluating these risks, by addressing a set of key issues: XXHow reliable is the technology, systems and equipment? XX What are the consequences of failure? XX What can go wrong? XX How are unplanned events factored into business decision analysis? As a project approaches detailed design, and then execution, questions may arise regarding mission-critical equipment. DNV offers services to efficiently assess these questions for projects in all phases. APPLY NEW SOLUTIONS CONFIDENTLY In the pursuit of improved performance, the industry must come up with new ideas. DNV has worked closely with the internatio nal oil and gas industry to develop more accurate ways of demonstrating that new

systems, components and solutions will work reliably. Our Qualification of Technology services combines a systematic risk-based approach with in-depth technical knowledge, assuring our customers that their solutions will work safely and in accordance with expectations and specified requirements. Our Recommended Practice (RP) for qualification of technology (DNV RP-A203) outlines the philosophies, principles and methods to be used in the qualification process. We also check the design and verify that structures, system and equipment are built according to project or/and international specifications. We believe that sophisticated technical solutions require an advanced verification approach. SAFE OPERATIONS Failure of structures, systems or equipment may have catastrophic consequences. The risk can be minimised through good integ-

rity management. DNV has, together with the industry, established best practices and developed tools that enable customers to safely reduce operating costs. By applying transparent integrity logic for structure, systems and components, the risk for errors and misunderstanding are significantly reduced or eliminated. This ensures cost-effective and safe operations. A COMPLETE SET OF SERVICES We can support clients from end-to-end in deepwater, Arctic or other development projects. A key element of our services is the ability to perform advanced technical analysis, in combination with high value advice and risk management. Classification

Lifecycle assurance of safe and reliable operation

The cost of delivering hydrocarbons to the market is rising, as are external stakeholder concerns about environmental damage and accidents. This makes risk management essential. Classification provides a structure for managing risks related to offshore units.
DNV Classification ensures safety and reliability. We conduct onsite tests during construction. We build safety into designs through early involvement.

A broad range of stakeholders, such as financial institutions, shareholders, insurers and the public, are focused on safety and reliability in the oil and gas industry. Consequently, there is a declining tolerance of incidents leading to death, injury or environmental impact. Through offshore classification, DNV helps clients to ensure and demonstrate adequate safety, reliability and regulatory compliance, throughout the lifecycle of an asset. The DNV approach DNV Offshore Classification establishes basic requirements for Mobile Offshore Units (MOUs), and verifies the required safety standards during design, construction and operation. It is based on both theoretical analysis and practical experience. Our classification activities include: XX Setting Rules
XX

Selection of customised class notations to match service objectives XX Identification and review of safety-criti cal aspects at design phase XX Certification of critical marine and industrial components and systems XX Construction survey through the com plete fabrication phase XX Inspections and tests from construction through commissioning XX Regular surveys during operation
XX

Global network of dedicated offshore in-service surveyors XX Assurance of shelf and flag state compliance XX Technical and operational feedback
XX

Lifecycle Services The following components are integral to the integrated, lifecycle, risk management approach of offshore classification. Design approval Operating MOUs and Floating Production, Storage and Offloading units (FPSOs) requires subscribing to a policy of zero tolerance of failure. However, there is a danger of wasting resources by over-specifying requirements. While we normally issue classification-based assurance independent of location, our classification can also be linked to particular locations and environmental conditions, to meet the clients specific operational needs.

By applying this flexible approach, supported by sound risk principles, we ensure that the optimal path is taken in verification of designs, that requirements and criteria are appropriate and that the objectives of the relevant standards are met. We achieve this within an agreed and realistic timetable. Fabrication survey and commissioning Prior to start of fabrication, DNV assesses the set-up and control at the yard and major subcontractors facilities. We also carry out surveys and audits. This ensures that approved drawings and plans are being followed and that the yard is following its own systems and producing the required quality. Ultimately, the fabrication survey and commissioning activities should confirm that the unit is built to pre-agreed standards.

Certification of materials and components (cmc) Construction of MOUs involves a growing number of potential providers of materials, components and systems. This creates uncertainty about the capabilities of suppliers, delays, and quality problems. Ultimately, it increases the risk of incidents. Classification requires that materials, components or systems be certified as meeting class and regulatory requirements before delivery to the yard. This a vital tool for eliminating unnecessary supply chain delays. When coupled with supplier assessment pre-contract services, this creates a powerful tool for the industry to utilise in managing supply chain risks. In-service surveys Confirming continued adherence to standards is crucial to ensuring the safety of lives at sea. DNV leads the industry in providing owners and operators with customised MOU in-

DNV helps companies to develop and maintain effective response plans to control their risk exposure. Advanced Simulation Modelling The energy industry is expanding to extreme environments. Standard analysis methods do not demonstrate the effects of these changes in greater detail. To solve this challenge for fluid flow, fire and explosion analysis, we apply Computational Fluid Dynamics integrated with advanced risk models. We also address dynamic structural response issues through Finite Element Methods (FEM).

Human Factors and Safety Culture To control risks and prevent accidents, incidents and ill-health, companies develop sophisticated management systems and technical solutions. DNV works closely with companies to help them design processes and work systems which consider people issues in risk management. Operational Safety The key issue in SHE is reducing major accident events. Many accidents have resulted from inadequate operational safety. DNV applies the latest techniques to ensure awareness of key operational and mechanical integrity requirements and to rigorously control risks.

Case:

| DNV has actively supported Hess Corporation with several aspects of the risk management of a Floating Production Storage and Offloading (FPSO) vessel. DNV provided risk management support through several differ ent methods. This began with the facilitation of a hazard identification session and devel opment of risk acceptance criteria for Hess. The outputs were used, along with the application of consequence assessment and frequency estimation, to determine the over all FPSO risk picture. The risk picture also included non-process

| related threats, such as transportation risk and occupational risk. To complement the calcu lated risk picture, DNV reviewed and made recommendations on the design of the FPSOs safety system, such as fire and gas detection system, Emergency Shutdown (ESD) philoso phy, and the safety management system. This was completed through individual studies and a risk mitigation workshop. DNV used the most up-to-date modeling soft ware and cutting edge ideas within the indus try to complete the variety of challenges that FPSOs possess in todays energy industry.

Case:

| BPs biggest FPSO, Greater Plutonio, came on-stream in Angola, during 2007. To exe cute the project, BP needed to establish an operations unit. This required the establish ment of a unified integrity management plan, risk prioritisation of activities, and for all integrity activities to be closely controlled through a Maximo database. DNV created a unified plan, by merging inspection and maintenance plans, based on conditions-for-work. We used Risk-Based Inspection (RBI) to develop a written inspec tion scheme, with risk reported, per tag, into

| Maximo. This plan covers the hull, topsides, cranes, process systems, moorings, offload ing lines, and buoys. We also developed a risk-based inspection plan for the entire installation, loaded into the inspection man agement database with relevant documen tation and drawings ready for execution. Our assistance has speeded BPs decision making process by providing the company with a transparent plan. The single integrity management plan also makes it easier to report integrity status and to schedule activi ties in a manner that minimises downtime.

Project Management Services

A value-adding service, using our worldwide network

The process of completing projects is far from simple. Process failures can have significant consequences. Our teams utilise their experience and skills to help you keep projects on track.
Paying close attention to defined objectives, we help our customers keep projects on track. Our MPQA assessments verify suppliers competence.

We work with clients to manage projects.

DNV delivers a variety of services, using its network of competence resources available worldwide. We help our clients and project stakeholders to ensure that project objectives related to scope, schedule, quality, risk, and cost, are achieved satisfactorily. DNV ensures that the equipment is ordered from vendors capable of delivering them. We track project specifications and ensure that they are met systematically. We use state-of-the-art tools to track the status of such activities that have been successfully used in global projects. MANUFACTURER PRODUCT QUALITY ASSESSMENT (MPQA) The DNV MPQA service provides: XX A structured and methodical approach for objectively measuring a subcontractor or suppliers ability to produce products to specified requirements XX A quantitative rating system to measure status and progress

XX

An objective rating service (second and third party audits)

The MPQA is a generic rating tool, a package of services that assists companies in systematically assuring quality within their subcontractors organisations. How is MPQA different from other QA audits? When assessing a manufacturer, it is not sufficient to concentrate on the product related issues only. It is also necessary to check that these elements are part of an implemented quality system which assures that the manufacturer is able to consistently make and deliver products to the quality level required, irrespective of whether the system is certified to ISO 9001. While the scope for ISO is to verify compliance with the elements of ISO 9001, the scope of MPQA is flexible depending on

needs. For example an MPQA scope could be compliance with Class Rules and MSA agreement. Although some of the generic questions are similar to ISO 9001, the interpretation and emphasis will be changed due to the scope. Guideline synopsis or the auditor instructions and special editions will assist the auditor to focus in the right area. The flexibility offered with MPQA by selecting 5 different levels is not possible in ISO. The lower levels for MPQA are product control related while the higher level questions are linked more towards management control. MPQA auditors are knowledgeable DNV surveyors with the technical background within the specific technical field. MPQA and the DNV surveyors would provide a natural link between classification/certification and ISO 9001.

The user can select various elements that are important depending upon which level of auditing is chosen. Each sub-element contains a protocol with questions. The comprehensive guideline synopsis and auditor instructions accompanying each question give answers that form the basis for: XX Rating each element XX Further interviews/investigation XX Establishing needs for document reviews SUPPLIER QUALITY SURVELLIANCE (SQS) DNV provides second or third party supplier quality surveillance (SQS) services on behalf of fabricators or stakeholders of newbuilding, upgrade or conversion projects. The scope of work can cover reviewing equipment or system packages to be used for manufacturing/fabrication, assembly, installation, mechanical completion, precommissioning, testing and commissioning. Criticality ranking defined by the operator

for various equipments and components can be used based on risk, financial, operational and other safety concerns. Some examples of the work we do are: Surveillance during test activities: XX for the equipment packages agreed in the contract XX at the main vendor plants and sub-ven dor plants XX As per the surveillance level specified in the contract Management and coordination for the services, inclusive of: XX Communication with client / owner and vendors and arranging the internal contractors resources for the services. XX Weekly report and attendance at weekly project QA meetings XX Attendance of project manager or designee in regular meetings with client/owner

DNV can issue the following project documentation: XX Approved Project Quality Plan (PQP) and execution plans XX Weekly SQS Status and Schedule Summary Report XX Surveillance reports XX Punch list items and/or Non Conformity Reports (NCRs) XX Inspection Release Notes (IRN) PROJECT MANAGEMENT SERVICES Where there is no conflict of interest, DNV specialists in different project management competence areas can work with owners organisations as integrated team members, to function as procurement specialists, project expediters, owners representatives, project engineers and project QA/QC managers.

Case:

| DNV has carried out Supplier Quality Sur veillance (SQS) of the FPSOs various topside production system packages procured globally. This encompasses 122 suppliers, including 71 sub-suppliers in 13 countries. The client needed a contracting strategy and a cost effective means of assuring a complex global supply chain in a large CAPEX & time constrained project. The solution had to include electronic data management, real-time status of activities, mechanical completion feed, a historical archive and capturing of knowledge through the use of safe server web based technology.

| DNV has managed and maintained full respon sibility for all the clients SQS activities, using our worldwide network of competent re sour ces. The execution primarily consists of partici pating in all Pre-Inspection meetings, chairing weekly SQS meetings with EPC Contractor & Owner. DNV has also had limited involvement in the FAT of fully assembled equipment pack ages and acted as the contractors eyes and ears for reporting progress and issues of a particular delivery. Finally, we provide webbased reporting of all observations and NCRs in an active mode.

Our Approach The primary objective of independent structural verification services is to ascertain the motion verification and structural integrity of the offshore assets, relative to critical load conditions. To perform independent structural verification of floaters, DNV uses a customised approach. With a verifiers mindset, we build on vast amount of collective knowledge from hundreds of similar units that are in operation under DNV classification. Through this service, we help our clients to independently assess the key design factors. We also provide expert advice, should any remedial measures need to be undertaken.

Our Tools SESAM suite, which is recognised as one of the most comprehensive software systems available to offshore and maritime indu stries, is used for the analysis. It consists of state-of-the-art application modules that uses the super-element technique supporting distributed and concurrent engineering. Subsequently Finite Element (FE) analyses are undertaken, to investigate structural integrity, stability, suitability and fatigue life of the vessel. Ballasting, hydrostatic and sea-keeping analysis of offshore floaters XX Motion verification and hydrodynamic analysis XX Global strength analysis SESAM ena bles direct load transfer from hydrodynamic analysis to strength analysis

Case:

| DNV is providing technical assurance for the critical systems of GlobalSantaFes Develop ment Driller III. The objective of the technical assurance assessments is to ensure that the rig delivered will meet the technical expecta tions of GlobalSantaFe and its client, BP, by increasing safety, minimising downtime, and increasing reliability. The costs of failures are substantial. The technical assurance reviews utilise tools such as HAZIDs/FMECAs. The technical ses sions have focused on the identifying single point failures in the systems analysed. Systems reviewed include bilge and ballast system,

| cooling system, watertight integrity, mooring system, thrusters, well activity centre (i.e. active heave draw works, bridge racker, tailing arm, hydraulic system, and operators control chair), emergency evacuation, fixed fire fight ing, and fire and gas detection systems. As a result of the technical studies, modifica tions have been made to the physical systems and the operating envelopes. Maint enance schedules have also been updated. The final recommendations, once implemented, will increase safety, reduce downtime, and improve the performance of the rig.

| Critical Issue: Ensure that rig meets technical expectations. Solution: Technical assurance reviews. KEY DeliverABLEs: Technical studies. Value to Client: Minimising losses from shutdowns.
