The purpose of introducing restricted fishing zones is three

The committee had to bear in mind that a large number of


fishermen 'are facing great difficulties due to the confronta-

(ii) Problems faced ~y the Nav'f and ~~ine Police.

The problem is one of identifYing the oraft - whether it


is a Malaysian oraft or an enemy oraft. Whilst identifyir.g of
craft is quite simple during the day, 11; is extremely dif'1'i-
cul t during 'the night. If a. large number of Malaysian craft
are found in a vulnera.ble area, it makes it difficult for DB.VY
and police boats to deteot Indonesian oraft.

In oonsidering restrictions, it is felt tnat special


attention sllould be p3.id to areas close to Indonesian forward
:Jases.

, CONCLUSION

In putting up its reoommendations, the oo~ittee is of the opinion


that areas olose to:Indonesian forward bases should be safeguarded.
This, however, c.2e~ not mean that other areas in Johor are not vulner-
able to Indonesian infil tra.tiOll. In the event of an imL:Iinen
