Steven Cohen, Superintendent of Schools BOARD OF EDUCATION Regular Public Meeting Agenda - DRAFT September 10, 2013 The Shoreham-Wading River Central School District Board of Education is the authorized agency responsible for setting educational policy in the District. It consists of seven members who each serve three-year terms and receive no salary or other financial compensation. The meetings, except for Executive Sessions, are held before the public. The Board of Education may convene to Executive Session immediately after opening the meeting. At the end of the Executive Session, the Board of Education will re-convene to the Regular Meeting. Arrival and departure times of the Board of Education members shall be noted in the minutes and within the order of events. A maximum of half hour will be allocated for agenda items Statements of Residents with a three minute limit per individual. Each speaker must be a resident of the District. Residents wishing to make comments or raise questions shall state their name and address. Public discussion is prohibited on matters relating to staff and students at which their reputation, privacy, or rights to due process or the rights of others to due process, could be in some way violated. Residents will be permitted to participate in Board of Education discussion and agenda item Discussion, however Board of Education members will speak first. Each resident will be limited to one input with a two minute maximum. A time limit for residents discussion will be no more than 10 minutes unless a majority of the Board wants to extend the time due to the nature of the topic. Residents will address the Board and not each other during this discussion. Each Board Member voting on a motion shall be permitted to state the reason for doing so and the statement shall be noted in the minutes. The public, in its comments, will refrain from making any direct references to student or staff members. Such references to individual students or staff members are inappropriate in a public forum and should instead be conducted in private conversation with an appropriate member of the staff. Appointment of a Volunteer School Medical Officer: RESOLVED, the Board of Education of the Shoreham-Wading River Central School District authorizes Dr. Gregg Jarit to serve as a volunteer school medical officer in the capacity as an orthopedic surgeon on the sidelines for home varsity football games for the Shoreham-Wading River High School. Authorization for Tax Anticipation Notes (TANS) (included in 8/30/13 Update): RESOLVED BY THE BOARD OF EDUCATION OF SHOREHAM-WADING RIVER CENTRAL SCHOOL DISTRICT, IN THE COUNTY OF SUFFOLK, NEW YORK, AS FOLLOWS: Section 1. Tax Anticipation Notes (herein called Notes) of Shoreham-Wading River Central School District, in the County of Suffolk, New York (herein called District), in the principal amount of not to exceed $7,500,000, and any notes in renewal thereof, are hereby authorized to be issued pursuant to the provisions of Sections 24.00 and 39.00 of the Local Finance Law, constituting Chapter 33-a of the Consolidated Laws of the State of New York (herein called Law). The following additional matters are hereby determined and declared:

Section 2. (a)

The Notes shall be issued in anticipation of the collection of real estate taxes levied or to be levied for school purposes for the fiscal year commencing July 1, 2013 and ending June 30, 2014, and the proceeds of the Notes shall be used only for the purposes for which said taxes are levied. The Notes shall mature within the period of one year from the date of their issuance. The Notes are not issued in renewal of other notes. The total amount of such taxes remains uncollected at the date of adoption of this resolution. The Notes hereby authorized shall contain the recital of validity prescribed by Section 52.00 of the Law and shall be general obligations of the District, and the faith and credit of the District are hereby pledged to the punctual payment of the principal of and interest on the Notes and unless the Notes are otherwise paid or payment provided for, an amount sufficient for such payment shall be inserted in the budget of the District and a tax sufficient to provide for the payment thereof shall be levied and collected. Subject to the provisions of this resolution and the Law, and pursuant to Sections 50.00, 56.00, 60.00 and 61.00 of the Law, the power to sell and issue the Notes authorized pursuant hereto, or any renewals thereof, and to determine the terms, form and contents, including the manner of execution, of such Notes, and to execute arbitrage certifications relative thereto, is hereby delegated to the President of the Board of Education, the chief fiscal officer of the District. The Notes shall be executed in the name of the District by the manual signature of President of the Board of Education, the Vice President of the Board of Education, District Treasurer, the District Clerk, or such other officer of the District as shall designated by the chief fiscal officer of the District, and shall have the corporate seal of the the be the

District-Wide Annual Visual Inspections and Reports for 2013-2014 (included in 8/30/13 Update): RESOLVED, that the Board of Education of the Shoreham-Wading River Central School District hereby approves an agreement between the District and Burton, Behrendt, Smith Architecture and Engineering (BBS) for professional services in preparing the Districts Annual Visual Inspections and Reports for 2013-2014 (as required by State Education Department) at a fee of $1,000.00. The Superintendent is authorized to sign this proposal. Burton, Behrendt, Smith Architcture and Engineering Contract (included in 8/30/13 Update): RESOLVED, that the Board of Education of the Shoreham-Wading River Central School District hereby approves a contract between the District and Burton, Behrendt, Smith Architecture and Engineering (BBS) to provide a facilities study related to a possible bond referendum as follows: Phase I Phase II Pre-Referendum Services Post-Referendum Services $15,000.00 5.825% of the estimated, then actual costs of the work as defined in Article 6.

The President of the Board is authorized to sign this contract and thereby signify the Boards acceptance to the agreement. #1314-050 NYSSMA All-State Winter Conference: RESOLVED, that the Board of Education of the Shoreham-Wading River Central School District hereby approves a request for an overnight field trip to the New York State School Music Associations annual Winter Conference in Rochester, New York, from December 5 December 8, 2013 for selected students to perform in All-State Honors Ensembles at a cost to the District of $6,016.00. Obsolete Equipment: WHEREAS, the Board of Education of the Shoreham-Wading River Central School District hereby classifies the below list of items as being obsolete, irreparable, no longer in use, and / or of no monetary value; therefore BE IT RESOLVED, the Board of Education of the Shoreham-Wading River Central School District approves the below list of items to be disposed of in accordance with District Policy #5250.
