mi revine plcerea de a v invita s participai la al XIV-lea Congres Naional de Drumuri i Poduri din Romnia, care va avea loc n perioada 10 13 Septembrie 2014, la Cluj-Napoca. Consider c prezena Dumneavoastr va contribui la reuita deplin a Congresului care se desfoar ntr-o perioad de importan deosebit privind viitorul reelei rutiere principale a Romniei, parte a reelei Europene, a crei continuitate spre Sud Estul Continentului i Orientul Apropiat dorim s o asigurm n cele mai bune condiii. A trecut o lung perioad de timp de la cderea comunismului i de la aderarea Romniei la Uniunea European, pn cnd realitatea a demonstrat c, fr o infrastructur performant, n special n domeniul transportului rutier, calea spre progres, eficien i competitivitate este practic blocat. Urmarea recentelor modificri politice i executive ce au avut loc n Romnia, i s-a acordat prioritatea cuvenit principalei reele de transport i anume reelei rutiere, Compania Naional de Autostrzi i Drumuri Naionale pe care am cinstea i responsabilitatea de a o conduce fiind n prezent n coordonarea Departamentului pentru Proiecte de Infrastructur i Investiii Strine, departament ce se afl n subordinea Secretariatului General al Guvernului i n deosebita atenie a Primului Ministru. n aceast situaie, beneficiind i de importantul sprijin financiar al Uniunii Europene, ne-am propus un program ambiios de dezvoltare a reelei principale de drumuri, prin care s ajungem la finele anului 2014 la o reea de 1000 km autostrzi. De asemenea, ali 300 km vor fi contractai pentru execuie, iar ali 170 km reprezentnd seciunile de autostrad Piteti Sibiu i Ploieti Predeal vor fi concesionai. Prin bugetul de stat pe 2013 i cel de perspectiv sunt alocate sume importante pentru cofinanarea lucrrilor executate din Fonduri Europene sau finanare direct n sectorul rutier. Prin rspunsul pozitiv al Dumneavoastr la invitaia pe care v-o adresez de participare la Congres, asteptm prezentarea de referate de specialitate i dezbateri fructuoase care au menirea s contribuie la susinerea tehnic i managerial a programului nostru de dezvoltarea a reelei de autostrzi i drumuri principale.

Reeaua rutier a Romniei ntr-o perioad de profunde transformri


n zilele de 10 13 Septembrie 2014, va avea loc la Cluj-Napoca cel de-al XIV-lea Congres Naional de Drumuri i Poduri din Romnia. Evenimentul este binevenit ntr-o perioad n care eficiena deriv din mobilizarea tuturor factorilor participani la dezvoltarea reelei rutiere a rii: cercetare, proiectare, management, execuie, administrare i ntreinere. De ce este aceast etap hotratoare pentru prezent i perspectiv? Pentru c, prin msuri radicale, poate fi eliminat starea de rutin care a caracterizat ultimele decenii, aceasta putnd fi transformat ntr-o activitate prioritar i dinamic determinat de: recunoaterea necesitii investirii cu prioritate n infrastructura rutier, adevaratul motor central al dezvoltrii economice; aportul decisiv al finanrii proiectelor de autostrzi din Fonduri Europene care se materializeaz prin extinderea reelei de autostrzi a Romniei la 1000 km pn la data celui de-al XIV-lea Congres din 2014; decizia noului Guvern de a da importan cuvenit reelei rutiere principale, de Autostrzi i Drumuri Naionale prin trecerea Companiei Naionale de Autostrzi i Drumuri Naionale n directa subordonare a Guvernului, fiind astfel separat preferenial de sectoarele din cadrul Ministerului Transporturilor, celelalte moduri de transport fiind grevate la rndul lor de multiple probleme. Activitatea de dezvoltare, exploatare i ntreinere a principalei reele rutiere a rii va fi coordonat de Secretariatul General al Guvernului, prin Departamentul pentru Proiecte de Infrastructur i Investiii Strine; acordarea prin bugetul de stat pentru 2013 i anii viitori a celui mai mare volum destinat investiiilor, din care o parte important va reveni sectorului rutier. Avem un program vast i diversificat pentru urmtorii ani care include: susinerea i extinderea construciei de autostrzi i drumuri naionale pentru: completarea Coridorului Trans European nr. IV, ramur cu terminaia la Constana, la data Congresului rmnnd n faza de implementare sub 100 km, pe tronsonul Piteti Sibiu; terminarea autostrzii Timioara Lugoj Deva, tronsoane aflate n stadiu de adjudecare; concesionarea autostrzii Ploieti Comarnic Predeal n anul 2013; reabilitarea a 1.024 km drumuri naionale prin finalizarea etapei a V-a i etapei a VI-a; reabilitarea a 761 km drumuri naionale prin finalizarea obiectivelor cu finanare de la bugetul de stat; reabilitarea a 241.5 km drumuri naionale prin finalizarea obiectivelor cu finanare din Fonduri Europene nerambursabile (FEDR si ISPA); 5

realizarea unor centuri de ocolire a localitilor aglomerate, cu rol de fluidizare a traficului pe drumurile naionale; rezolvarea unor puncte negre; intersecii la nivel cu calea ferat, zone cu accidente frecvente, lucrri de consolidare n zone instabile; ridicarea calitii lucrrilor de ntreinere, reparaii i administrare, incluznd i activitatea de iarn. n concluzie, am plcerea i datoria profesional de a v invita la Congresul al XIV-lea de Drumuri i Poduri din Romnia, fiind convins c prezentrile i dezbaterile dumneavoastr vor aduce o contribuie important la ridicarea calitii i siguranei transportului rutier.

Drumurile Romniei n deceniul O.N.U. pentru sigurana circulaiei


Al XIV-lea Congres Naional de Drumuri i Poduri din Romnia, Cluj-Napoca, septembrie 2014, mi ofer plcutul prilej de a v invita s participai la desfurarea activitilor specifice acestui moment de referin n activitatea profesional a asociaiei noastre. Acesta va avea loc n contextul derulrii n Romnia a unor importante i semnificative programe de dezvoltare i modernizare a infrastructurii de transport n general, respectiv de transport rutier n special. Construcia reelei de autostrzi, reabilitarea principalelor drumuri din reeaua rutier a Romniei, modernizarea reelei de drumuri locale, dezvoltarea i sistematizarea reelelor de drumuri urbane, dezvoltarea sustenabil a infrastructurii rutiere, integrat n sistemul multimodal de transport etc., sunt importante repere spre care sunt orientate eforturile de finanare pe de o parte, respectiv cele ale specialitilor din domeniul rutier din ara noastr, alturi de foarte muli colaboratori din alte ri. Sigurana deplasrilor constituie un obiectiv de mare importan pentru preocuprile administratorilor reelei rutiere, constructorilor, cercettorilor i celor implicai n exploatarea drumurilor, n scopul reducerii semnificative a numrului de accidente i implicit a costurilor pe care acestea le induc la nivelul societii. Eforturile noastre se altur celor ale organizaiilor internaionale, marcate de deceniul O.N.U. pentru sigurana circulaiei. Vom avea ocazia s ne cunoatem reciproc realizrile tehnice i s analizm perspectivele de aciune n domeniul rutier. Vom dezbate rezultatele aplicrii tehnicilor celor mai performante n proiectarea, construcia, ntreinerea i exploatarea drumurilor, n scopul identificrii celor mai eficiente direcii de aciune pe care le vom pune la dispoziia celor care decid asupra strategiei de realizare n Romnia a unei infrastructuri rutiere moderne, la nivelul exigenelor internaionale. Alturi de reuniunile tehnice, structurate pe temele adoptate n cadrul congresului, oferim participanilor posibilitatea de a cunoate parte din realizrile efective din domeniu n cadrul vizitelor tehnice i, de asemenea, de a descoperi frumuseile rii noastre, printr-un bogat program complementar. V asigurm c participarea Dumneavoastr la aceast manifestare tehnic tradiional, de o deosebit relevan n activitatea asociaiei noastre, va constitui o experien interesant, de neuitat, pe care v invitm s nu o ratai!

ISTORICUL CONGRESELOR NAIONALE DE DRUMURI I PODURI


Primul Congres Naional de Drumuri i Poduri, desfurat sub denumirea de Conferin Naional de Drumuri i Poduri, a avut loc ntre 25 26 octombrie 1959. Sub aceast denumire au avut loc nu mai puin de nou Congrese (Conferine) ntre anii 1959-1994. ncepnd cu anul 1998, aceast deosebit de important reuniune tiinific i tehnic a specialitilor din domeniul rutier poart denumirea de Congres Naional de Drumuri i Poduri.

CI DE ACCES LA CLUJ-NAPOCA
Aeroportul Internaional Cluj-Napoca
se afl pe drumul european Eu576, la 10 km est fa de centrul municipiului i la 12 km fa de gara CFR. Aeroportul asigur legturi cu marile orae din Europa, oferind servicii pentru cltori, dar i de tip cargo.

Drumuri de interes naional i european.


Cluj-Napoca este traversat de drumul european Eu60 (Bucureti - Oradea - Budapesta - Viena). Totui, lipsa legturilor rutiere cu Coridorul 4 European (Arad - Deva - Alba Iulia - Trgu-Mure - Braov Bucureti - Constana) mpiedic intrarea oraului n circuitul european. Municipiul Cluj-Napoca are acces direct la magistralele rutiere (Eu60, Eu81, Eu58) i feroviare.

Ci ferate. Gara Cluj-Napoca


Pe plan feroviar, municipiul are conexiuni feroviare directe cu toate oraele principale din Romnia, ntreinute de Compania Naional de Transport Feroviar de cltori,CFR. Concomitent, exist i dou trenuri internaionale, pe ruta Cluj-Napoca - Budapesta (Corona i Ady Endre). Gara Central asigur transportul feroviar spre Bucureti i principalele orae din ar, prin liniile Intercity i Sgeata albastr. Cluj-Napoca dispune i de dou gri secundare, Gara Mic (situat n imediata apropiere a Grii Centrale) i Cluj-Napoca Est.

MUNICIPIUL CLUJ-NAPOCA
Municipiul Cluj-Napoca se afl situat n partea central a Transilvaniei. Se ntinde pe o suprafa de 179,5 km2. nconjurat pe trei pri de dealuri i coline cu nlimi ntre 500 i 700 m, aspectul lui mbrac forma unei adevrate ceti. Strvechi centru de cultur i civilizaie romneasc, Cluj-Napoca este situat n centrul judeului, la ncruciarea unor drumuri importante de interes naional si internaional. Mare centru cultural, universitar i industrial, ClujNapoca se mndrete cu alese contribuii la cultura i tiina romneasc. Este, totodat, i un important centru de cercetare tiinific i dezvoltare tehnologic. Palatul Bnffy, sediul Muzeului Naional de Art, gzduiete multe colecii de art importante: opere ale artitilor romni Theodor Aman, Ion Andreescu, Dumitru Ghia, Nicolae Grigorescu, tefan Luchian, Dimitrie Paciurea, Theodor Pallady, Nicolae Tonitza, dar i ale unor artiti strini precum Constantin David Rosenthal sau Karl Storck. Reeaua de muzee cuprinde, pe lnga Muzeul de Art, Muzeul Naional de Istorie al Transilvaniei, Muzeul Farmaciei, Muzeul Satului, Muzeul Etnografic, Muzeul Mineralogiei i Muzeul Zoologic (ultimele dou fiind sub egida Universitii). Teatrul Naional Lucian Blaga a fost construit n 1906 de Ferdinand Fellner i Hermann Helmer i inaugurat la 1 decembrie 1919, n Piaa Avram Iancu, fiind cea mai important instituie teatral din Transilvania. Teatrul Naional gzduiete i Opera Naional Romn, cea mai veche instituie lirico-dramatic din Romnia i prima Oper Naional a rii. Cluj-Napoca este singurul ora din lume cu dou opere naionale.

Filarmonica de Stat Transilvania, instituie muzical de concerte, a fost nfiinat n anul 1955. Biserica Romano-Catolic "Sfntul Mihail, remarcabil monument istoric i de arhitectur religioas, construit ntre anii 1350 - 1480, este una dintre cele mai impuntoare edificii gotice din ara noastr. Ansamblul monumental Matei Corvin, oper a sculptorului Ioan Fadrusz i a arh. Pakei Lajos, a ctigat Marele Premiu la Expoziia Mondial de la Paris din anul 1900, fiind dezvelit n 1902, n Piaa Unirii de astzi. Catedrala Mitropolitan Ortodox a fost ridicat n perioada anilor 1920-1930, imediat dup unirea Transilvaniei cu Romnia. Este unul din principalele edificii religioase din municipiul Cluj. Municipiul Cluj-Napoca se remarc i ca un centru marcant de cultur prin cele dou teatre dramatice, dou opere, dou teatre de ppui, patru case de cultur, filarmonica, ase muzee, ntre care Muzeul Naional de Istorie a Transilvaniei ce dateaz din secolul al XIX-lea. Populaia municipiului este de aproximativ 350.000 locuitorwi. Datorit poziiei sale, Cluj-Napoca beneficiaz de un climat continental moderat.

Biblioteca Central Universitar Lucian Blaga, construit ntre 1906 i 1908, este una dintre cele mai vechi i mai importante biblioteci universitare din Romnia. Universitatea Babe-Bolyai (UBB) este cea mai mare universitate din ar, cu peste 45 500 de studeni i 167 specializri (din care 98 n lb. romn, 52 n lb. maghiar, 13 n lb. german i 4 n lb. englez). Oraul gzduiete nc alte opt universiti, printre care Universitatea Tehnic, Universitatea de tiine Agricole i Medicin Veterinar, Universitatea de Medicin i Farmacie Iuliu Haieganu, Academia de Muzic Gheorghe Dima, Universitatea de Art i Design i un numr mare de licee . Facultatea de Constructii din Cluj-Napoca formeaz specialiti n proiectarea, execuia, ntreinerea, reabilitarea i modernizarea construciilor i infrastructurii (ci ferate, drumuri i poduri), precum i n domeniul ingineriei economice i management n construcii i al ingineriei geodezice.

Romanian roads facing a new challenge


It is my pleasure to invite you to participate in the XIVth National Congress of Roads and Bridges in Romania, which will take place between the 10th 13th of September 2014, in Cluj-Napoca. I consider that your presence will contribute to the success of the Congress which is taking place during a period of great importance for the future of the main road network in Romania, part of the European network, that continues towards the South-East of the Continent (Main land) and Middle East, that we wish to assure in the best conditions. It has been a long time since the fall of the communism and since Romania joined the European Union, until the reality proved that, without a quality infrastructure, especially in road transportation, the way to progress, efficiency and competition is practically blocked. Following the recent political and executive changes that took place in Romania, we gave the due priority to the main transportation network namely the road network, the National Company of Highways and National Roads that I have the honor and responsibility to lead, which is at present under the coordination of the Department for Infrastructure Projects and Foreign Investments, department which is under the authority of the General Secretary of the Government and has the special attention of the Prime Minister. In this situation, benefitting from the important financial support of the European Union, we proposed an ambitious development program for the main road network, through which, at the end of 2014, we will have built a highway network that will measure 1000 km. Also, another 300 km will be contracted for execution and another 170 km representing the following highway sections Pitesti Sibiu and Ploiesti Predeal will be leased. The state budget for 2013 and the following period earmarks important amounts of money for the cofinanced works executed by the European Funds and the direct financing in the road sector. Through your positive response to the invitation that I am addressing to you to participate in the Congress, we are expecting presentations of papers and fruitful discussions that are designated to contribute to the technical and managerial support of our development program for the highway and main road network.

Romanian road network in a period of profound transformations


Between the 10th and 13th of September 2014 will be held in Cluj-Napoca the XIVth National Congress of Roads and Bridges in Romania. The event is welcome at a time when the effectiveness derives from the mobilization of all participating stakeholders in the development of the countrys road network: research, design, management, implementation, administration and maintenance. Why is this stage crucial for the present and future? Because through the radical measures, the routine condition that has characterized the last decades may be eliminated, this having the possibility of being changed into a dynamic and priority activity determined by: acknowledgement of the need to prioritize the investment in road infrastructure which is the real main factor of economic development; decisive contribution of financing highway projects from European funds which is going to materialize into extension of Romanians highway network up to about 1000 km at the XIVth Congress in 2014; the decision of the new government to give adequate importance to the main road network of Highways and National Roads by subordinating the National Company of Highways and National Roads to the Government, being preferentially separated in this way from the sectors within the Ministry of Transport, every other transportation ways facing too many problems as well. The development, operation and maintenance activities of the countrys main road network will be coordinated by the General Secretariat of the Government, through the Department of Infrastructure Projects and Foreign Investment; providing the largest amount of investments from the state budget for 2013 and future years out of which a significant proportion will go to the road sector. We have a comprehensive and diversified program for the following years including supporting and expanding highways and national roads constructions for: completing the Trans - European Corridor no. IV with the terminal in Constanta, corridor which remains on the implementation phase below 100 km at the time of the Congress , on the Pitesti Sibiu road section; completing the Timisoara - Lugoj - Deva highway, sections which are now in the adjudgement stage;

leasing Ploiesti - Comarnic Predeal highway in 2013; rehabilitation of 1024 km of National Roads by completing Stage V and VI; rehabilitation of 761 km of National Roads by completing objectives funded from the State budget; rehabilitation of 241.5 km of National Roads by completing objectives financed by European funds (ERDF and ISPA); creating by-pass roads for agglomerate settlements, in order to fluidize the traffic; solving the black spots: the grade junction with the railway system, areas with frequent accidents, building work in unstable areas; improving the quality of maintenance, repair and management work, including winter activities. Romanian roads in the UN decade for traffic safety


The Fourteenth National Congress of Roads and Bridges in Romania, Cluj-Napoca, September 2014, gives me the pleasant opportunity to invite you to participate in the activities which are specific for this crucial moment in the professional activity of our association. The event will take place in the context of unfolding important and significant programs in Romania for developing and modernizing transport infrastructure in general, and road transportation infrastructure in particular. The realization of the freeway network, the rehabilitation of the main roads in the Romanian road network, the modernization of local roads, the development and systematization of the urban road network, the sustainable development of the road infrastructure, integrated in the multimodal transportation system, etc., represent important landmarks towards which, on the one hand, the financing efforts are guided, and on the other hand the efforts of the specialists in the road field in our country with the help of many foreign collaborators are focused. Driving safety is a major goal for the concerns of the road network administrators, constructors, researchers and for those involved in the management of roads with the purpose of reducing significantly the number of accidents hence the costs that they induce to the society. Our efforts join those of the international organizations, marked by the UN decade for safety. We will have the opportunity to get to know each others technical achievements and to analyze the action prospects in the road fields. We will discuss the results of the most effective techniques in the design, construction, maintenance and operation of roads, with the view to identifying the most efficient directions for action which we will place at the disposal of those who make decisions concerning the strategy of realizing a modern road infrastructure in Romania, at the level of international requirements. Together with the technical meetings, structured on the themes adopted for the congress, the participants are offered the possibility to get to know some of our realizations in the field during technical visits and also to discover the beauties of our country, within a rich complementary program. THE HISTORY OF THE NATIONAL CONGRESSES OF ROADS AND BRIDGES


The first Roads and Bridges National Congress, held under the name Roads and Bridges Conference, took place between 25th-26th October 1959. Under this name there have been held no less than nine Congresses (Conferences) between 1959-1994. As of 1998, this extremely important scientific and technological convention of specialists in the field of roads bears the name National Congress of Roads and Bridges.

CLUJ-NAPOCA: HOW TO GET THERE


The Cluj-Napoca International AIRPORT
is located on the European road Eu 576, 10 km east of the city centre and 12 km east of the railway station. The airport provides flights to the great European cities and offers both passenger and cargo services.

Roads of national and European importance


Cluj-Napoca is crossed by European road Eu 60 (Bucharest Oradea Budapest Vienna). However, the lack of road connections with the 4th European Corridor (Arad Deva Alba-Iulia Trgu-Mures Brasov Bucharest Constanta) prevents the city from being part of the European circuit. The Municipality of Cluj-Napoca has direct access to the important roads (Eu 60, Eu 81, Eu 58) and railway routes.

The city has direct rail connections with all the major cities in Romania, maintained by CFR, the National Passenger Railway Transport Company. At the same time, there are also two international trains running between Cluj-Napoca and Budapest (the Corona and the Ady Endre). The Central Railway Station ensures rail transport to Bucharest and the main cities in the country, via its Intercity and Sageata albastra (i.e. Blue Arrow) lines. Cluj-Napoca also has two secondary railway stations, Gara Mica (right next to the Central Railway Station) and Cluj-Napoca Est.

THE MUNICIPALITY OF CLUJ-NAPOCA


The Municipality of Cluj-Napoca lies in the central part of Transylvania, and has an area of 179.5 square km. It is bordered on three sides by hills and knolls with heights between 500 and 700 m, which make it look like a true citadel. An ancient centre of Romanian culture and civilization, Cluj-Napoca is located at heart of the county, at the crossroads of some routes of national and international importance. A great cultural, university, and industrial centre, Cluj-Napoca takes pride in its choice contributions to Romanian culture and science. It is at the same time an important centre for scientific research and technological development. Bnffy Palace, home of the National Art Museum, hosts many important art collections: works by Romanian artists Theodor Aman, Ion Andreescu, Dumitru Ghiaa, Nicolae Grigorescu, tefan Luchian, Dimitrie Paciurea, Theodor Pallady, and Nicolae Tonitza, but also works by some international artists such as Constantin David Rosenthal or Karl Storck. Apart from the National Art Museum, the museum network also includes the National Museum of Transylvanian History, the Village Museum, the Ethnographic Museum, the Mineralogy Museum, and the Zoological Museum (the latter two under the aegis of the University). The Lucian Blaga National Theatre, built in 1906 by Ferdinand Fellner and Hermann Helmer, inaugurated on December 1, 1919, in Avram Iancu Square, is the most important theatrical institution in Transylvania. National Theatre also houses the Romanian National Opera, the oldest lyrical-dramatic institution in Romania and the first National Opera in the country. Cluj-Napoca is the only city in the world with two national operas.

The Transylvania State Philharmonic, musical institution/concert venue was founded in 1955. St. Michaels Roman-Catholic Church - remarkable historical monument of religious architecture, built between 1350-1480 is one of the most imposing Gothic structures in our country. The Mathias Corvinus monumental ensemble, created by sculptor Ioan Fadrusz and architect Pakei Lajos, won the Grand Prize at the 1900 Paris World Exhibition, and was unveiled in 1902 on todays Unirii Square. The Orthodox Metropolitan Cathedral was built during the 1920s, right after the unification of Transylvania with Romania. It is one of the main religious buildings in Cluj. The Municipality of Cluj-Napoca also stands out as an important cultural centre through its two dramatic theatres, two operas, two puppet theatres, four houses of culture, the philharmonic, six museums (including the National Museum of Transylvanian History, dating from the 19th century). The population of the city is around 350,000. Due to its location, Cluj-Napocas climate is a moderate continental one.

Lucian Blaga Central University Library, built between 1906 and 1908, is one of the oldest and most important university libraries in Romania. Aprs les rcentes modifications politiques et excutives qui ont eu lieu en Roumanie, on a donn la priorit ncssaire aux rseaux de transport savoir le rseau routier, la Socit Nationale des Autoroutes et Routes Nationales que jai lhonneur et la responsabilit de diriger, faisant partie, prsent, de la coordination du Dpartement pour Project dInfrastructure et Investissements trangrs, dpartement qui se trouve sous lordre du Scrtariat Gnral du Gouvernement et sous lattention spciale du Premier Ministre. Dans cette situation, bnficiant aussi de limportant soutien financier de lUnion Europenne, on sest propos un programme ambitieux pour le dveloppement du rseau principal des routes, travers lequel, la fin de lanne 2014, on arrivera un rseau de 1000km dautoroutes. Aussi, encore 300km seront contracts pour lexecution, et 170km reprsentant les sections dautoroute Piteti Sibiu et Ploieti Predeal, seront ralises en concession. Via le budget de ltat pour lanne 2013 et celui de lavenir on attribue des montants importants pour le co-financement des travaux accomplis grce aux Fonds Europen ou au financement direct dans le secteur routier. Le rseau routier de la Roumanie dans une priode des profondes transformations


Le 13-14 Septembre 2014, aura lieu Cluj-Napoca le XIV-me Congrs National des Ponts et Chausses de Roumanie. Lvnement est bienvenu dans cette periode o lefficacit drive de la mobilisation de tous les facteurs participants au dveloppement des rseaux routiers du pays: la recherche, la conception des projets, le managment, lexcution, ladministration et lentretien. Pourquoi cette tape est-elle cruciale pour le prsent et le futur? Parce que, via des mesures radicales, ltat de routine, qui a caractris les dernires dcnies, peut tre limin, voire transform en une activit prioritaire et dynamique par: la reconnaissance de la necessit dinvestir de faon prioritaire dans les infrastructures routires qui sont le vrai moteur du developpement conomique; lapport dcisif pour le financement des projets dautoroutes des Fonds Europens qui se concretisent par lexpansion du rseau autoroutier en Roumanie 1000 km jusquau le XIVme Congrs en 2014; la dcision du nouveau gouvernement accorde une importance mrite au rseau routier principal, les Autoroutes et Routes Nationales en mettant la Compagnie Nationale des Autoroutes et Routes Nationales sous la subordination du Gouvernement, la spare preferentiellement de cette faon du secteur du Ministre des Transports, les autres moyens de transport sont confronts de multiples problmes. Lactivit de dveloppement, dexploitation et dentretien des principaux rseaux routiers du pays sera coordonne par le Secrtaire Gnral du Gouvernement, via le Dpartement pour les projets dinfrastructure et dInvestissements Etrangers. concernant les possibilits budgetaires de ltat pour 2013 et les annes suivantes, une importante partie du plus grand volume destin tre investi reviendra au secteur routier. Nous avons un programme vaste et diversifi pour les prochaines annes qui inclut: la maintenance et lextension de la construction des autoroutes et des routes nationales pour: complter la ligne Trans-European no. IV, branche se terminant Constanta, qui reste en phase dimplmentation sous 100 km lors du Congrs, sur le tronon Pitesti-Sibiu; terminer lautoroute Timisoara-Lugoj-Deva, tronon tant en phase dadjudication; concession des autoroutes Ploiesti-Comarnic-Predeal en 2013; la rhabilitation de 1024 km de routes nationales par la finalisation de la 5me et 6me tape;.

HISTORIQUE DES CONGRS NATIONAUX DES PONTS ET CHAUSSES


Le premier Congrs National des Ponts et Chausses, tenu sous le nom de Confrence Nationale des Ponts et Chausses, a eu lieu pendant 25 - 26 octobre 1959. Sous ce nom, pas moins de neuf Congrs (Confrences) ont eu lieu entre 1959 et 1994. Depuis 1998, cette extrmement importante runion scientifique et technique des professionnels du domaine routier est appele "le Congrs National des Ponts et Chausses".

VOIES DACCS VERS CLUJ-NAPOCA


Laroport International de Cluj-Napoca
se trouve sur la route europenne Eu 576, 10 km vers lest du centre-ville et 12 km de la gare ferroviaire. Laroport assure des liaisons vers les grandes villes europennes, fournissant des services passagers et fret.

Routes dintrt national et europen


Cluj-Napoca est traverse par la route europenne Eu 60 (Bucarest Oradea Budapest Vienne). Cependant, labsence des liaisons routires avec le Corridor europen 4 (Arad Deva Alba Iulia Trgu-Mure Braov Bucarest Constana) empche lentre de la ville dans le circuit europen. La ville de Cluj-Napoca a accs direct aux magistrales routires (Eu 60, Eu 81, Eu 58) et ferroviaires.

Chemins de fer. La gare de Cluj-Napoca


Au niveau ferroviaire, la ville comporte des liaisons ferroviaires directes avec toutes les grandes villes de Roumanie, maintenues par la Socit Nationale de Transport Ferroviaire de Passagers, CFR. Il y a galement deux trains internationaux, sur la route Cluj-Napoca Budapest (Corona et Ady Endre). La Gare Centrale assure le transport ferroviaire vers Bucarest et vers les principales villes du pays, sur les lignes Intercity et Flche bleue (Sgeata albastr). Cluj-Napoca dispose galement de deux gares secondaires, la Petite Gare (situe prs de la Gare Centrale) et Cluj-Napoca Est.

LA VILLE DE CLUJ-NAPOCA
La ville de Cluj-Napoca est situe dans la partie centrale de la Transylvanie. Elle couvre une surface de 179,5 kilomtres carrs. Entoure de trois cts par des collines ayant des hauteurs comprises entre 500 et 700 m, elle a lair dune vritable forteresse. Ancien centre de culture et civilisation roumaine, Cluj-Napoca est situe dans le centre du comt, la croise de certaines grandes routes dintrt national et international. Grand centre culturel, universitaire et industriel, Cluj-Napoca revendique des contributions exquises la culture et la science roumaine. Elle est galement un centre important de recherche scientifique et du dveloppement technologique. Le Palais Bnffy, sige du Muse National dArt, accueille de nombreuses collections dart importantes: oeuvres des artistes roumains Theodor Aman, Ion Andreescu, Dumitru Ghia, Nicolae Grigorescu, tefan Luchian, Dimitrie Paciurea, Theodor Pallady, Nicolae Tonitza, mais aussi de quelques artistes trangers, tels que Constantin David Rosenthal ou Karl Storck. Le rseau des muses comprend, outre le Muse dArt, le Muse National dHistoire de la Transylvanie, le Muse de la Pharmacie, le Muse du Village, le Muse Ethnographique, le Muse de la Minralogie et le Muse Zoologique (les deux derniers sous lgide de lUniversit). Le Thtre National Lucian Blaga, construit en 1906 par Ferdinand Fellner et Hermann Helmer, inaugur le 1r dcembre 1919, dans la Place Avram Iancu, le plus important tablissement thtral de la Transylvanie, accueille galement lOpra Nationale Roumaine, la plus ancienne institution lyrique et dramatique de la Roumanie, la premire Opra Nationale du pays. Cluj-Napoca est la seule ville au monde qui dispose de deux opras nationales.

La Philharmonie dEtat Transylvanie, tablissement musical de concerts, fond en 1955. Lglise catholique romaine Saint-Michel. Remarquable monument historique et darchitecture religieuse, parmi les plus majestueux difices gothiques du pays, construit entre 1350 et 1480. LEnsemble monumental Matthias Corvin, oeuvre du sculpteur Ioan Fadrusz et de larchitecte Pakei Lajos, qui a remport le Grand Prix lExposition Mondiale de Paris en 1900, a t dvoil en 1902, dans la Place Unirii daujourdhui. La Cathdrale Mitropolitaine Orthodoxe a t construite entre les annes 1920 et 1930, juste aprs lunion de la Transylvanie avec la Roumanie. Elle est une des principales difices religieux de la ville de Cluj. La ville de Cluj-Napoca se remarque aussi en tant que centre marquant de culture par ses deux thtres dramatiques, deux opras, deux thtres de marionnettes, quatres maisons de la culture, la philharmonie, six muses, dont le Muse National dHistoire de la Transylvanie, qui date du XIXme sicle. La population de la ville compte environ 350.000 habitants. En raison de sa position, Cluj-Napoca bnficie dun climat continental modr.

La Bibliothque Centrale Universitaire Lucian Blaga, construite entre 1906 et 1908, est lune des plus anciennes et plus importantes bibliothques universitaires de Roumanie. LUniversit Babe-Bolyai (UBB) est la plus grande universit du pays, comptant 45.500 tudiants dans 167 spcialisations (dont 98 en roumain, 52 en hongrois, 13 en allemand et 4 en anglais). La ville accueille encore huit universits, dont lUniversit Technique, Universit des Sciences Agricoles et de Mdecine Vtrinaire, LUniversit de Mdecine et Pharmacie Iuliu Haieganu, lAcadmie de Musique Gheorghe Dima, lUniversit dArt et Design et un grand nombre de lyces. LUniversit Technique Cluj-Napoca, succeseur de marque de lcole technique clujoise, est toujours un leader incontest en Transylvanie, un partenaire reconnu et apprci dans le paysage acadmique national et international, pour la qualit de lenseignement. Lenseignement universitaire se droule dans ses neuf facults. La Facult de Gnie Civil de Cluj-Napoca forme des spcialistes dans la conception, la construction, lentretien, la rhabilitation et la modernisation des btiments et des infrastructures (chemins de fer, chausses et ponts), ainsi que dans lingnierie conomique et la gestion de la construction et de lingnierie godsique.
