Puerto Ricos Knowledge Economy is greatly suffering from a brain drain of topnotch, young human capital. While many of the professionals in diaspora are eager to identify ways to engage with professionals back home and contribute to the Islands social and economic development, Puerto Rico lacks well-established infrastructures with capacity to receive and disseminate knowledge and resources transferred from its diaspora. Furthermore, Puerto Ricos professional networks rarely offer spaces for engagement and collaboration between Puerto Rico professionals on the Island and abroad.

What if we could transform the Puerto Ricos current Brain Drain into a Brain Circulation?

As part of the The Brain Trust of Puerto Rico initiative, conPRmetidos seeks to create and support proactive, action-oriented networks aimed at mitigating the effects of the Puerto Rican brain drain by connecting Puerto Rican professionals in diaspora with the local industries that are missing out on their human capital. This initiative will have two components: 1) a Knowledge Marketplace, which will foster the exchange of industry-specific knowledge, insights, best practices, and global benchmarks, via interpersonal relations and curated events among Puerto Ricans on the Island and abroad. 2) an Opportunities Marketplace, which will create spaces that provide opportunities to mitigate brain drain by attracting human capital to Puerto Rico via ventures, partnerships, consulting services, and recruitment.

For years, Puerto Rican government officials and civil society have discussed the need to reform Puerto Ricos public education system. Yet, many of these conversations have solely focused on identifying and examining problems, rather than developing and st implementing solutions that prepare our students for the 21 century economy.

How can we encourage public dialogue on Education Reform in Puerto Rico, and ensure it is results-oriented and focused on student achievement and competitiveness?

As local support partners to the U.S. Department of Education, conPRmetidos is assisting in the planning and execution of Secretary Arne Duncans second Puerto Rico Education Summit. We aim to spotlight the role of civil society in Education Reform and expose local stakeholders to successful innovative models and practices from around the globe that are preparing students st for the 21 Century economy. While we are still working on the details on this event, we invite you to stay tuned for future updates.

Despite Puerto Ricos high unemployment rate, local employers struggle to find talented workers with the skills needed to compete and succeed in todays job market and 21st century economy. At the same time, Opportunity Youth often have a difficult time finding access and exposure to develop these needed skills and talents, due to the lack of mentoring, internship, and hiring programs that provide pipelines to train and match them with the right opportunities. A meager 24.5% of Puerto Ricos youth ages 16 24 participate in its labor force. This Opportunity Divide not only hinders private sector growth potential and long-term economic competitiveness, it also presents a social and economic injustice against our youth.

What if Puerto Rican Opportunity Youth had greater access to the resources and experiences needed to succeed in st todays job market and 21 century economy?

As part of its Commitment to Action at the Clinton Foundations 2013 CGI America meeting, conPRmetidos is assisting in developing and disseminating a Public Service Campaign (PSA Campaign) and an Employer Digital Platform that will provide small, medium, and large employers tools and resources to help them establish mentorship, internship, and hiring programs for Opportunity Youth. The Employer Digital Platform and PSA Campaign aim to promote and secure employment pathways for Opportunity Youth in Puerto Rico by providing these young adults with the training, support and networks necessary to make a successful transition into meaningful career-focused employment. This initiative is being developed in partnership with Public Private Possibilities, the W.K. Kellogg Foundations New Option Project, the Gap Foundation, YearUp, Arnold Worldwide and the AdCouncil.

Higher Education Institutions (HEIs) have historically been at the forefront of innovation and enterprise. Yet, in recent years, they have received increased pressure to innovate and think entrepreneurially about how to maximize their impact and provide students and society at-large with the skills and knowledge that allow them to come up with innovate solutions to todays social and economic challenges. In order to assume their historical role as engines of change, our HEIs must take advantage of the full spectrum of institutional resources at their disposal to leverage the tools and benefits of social innovation and social entrepreneurship to the benefit of Puerto Rican society.

How can we promote a sustainable culture and practice of social innovation and social entrepreneurship in Puerto Rico?

Through the creation of a Social Innovation Hub (SIH) within a Puerto Rican Higher Education Institution, conPRmetidos aims to advance the fields of social innovation and social entrepreneurship in Puerto Rico through Education, Research, and Action. The objectives of the Social Innovation Hub are to: 1) Generate knowledge and promote the exchange of ideas and values across sectors and disciplines to explore the theory and practice of social innovation and social entrepreneurship; 2) Build and strengthen the capacity of individuals and organizations to develop innovative solutions to Puerto Ricos social and economic challenges; 3) Create a space for interaction between scholars, students, alumni, and practitioners interested in exploring ways in which business skills and market-driven tactics can be harnessed to most effectively and efficiently achieve social objectives; and 4) Mobilize networks of students, educators, policy makers, and social and private leaders and social entrepreneurs to support the success and growth of social innovation and entrepreneurship in Puerto Rico.

Highly bureaucratic, outdated, and inefficient practices adopted by many government agencies worldwide often stand in the way of social and economic innovations. As governments aim to shift their roles from providers to facilitators of social and economic growth, innovative government practices are essential to respond to the needs of citizens and demands of the global economy.

What if Puerto Rican government agencies and officials were given the knowledge, training, and tools necessary to develop and implement innovative strategies and solutions in public administration and governance that propel sustainable economic growth and social progress?

In partnership with the Foundation for Puerto Rico, the Commonwealth of Puerto Rico, the MIT Puerto Rico Economy Project, and the White House Task Force on Puerto Rico, conPRmetidos participates as Innovation & Impact Partner in the Puerto Rico Public Innovation Initiative, a series of innovation strategic encounters and delivery phases for a small group of top-tier government executives from the Puerto Ricos Fiscal and Economic Development Cabinet. The Initiative aims to refocus our economic development efforts by helping officials adopt innovate public administration, policy, and governance strategies that encourage and support fiscal stability, entrepreneurial activity, and expand the potential that may be derived from the globalization of Puerto Ricos economy.
