Overview*
The$District$Department$of$Transportations$Anacostia$
Waterfront$Initiative$(AWI)$Program$is$committed$to$
ensuring$that$all$segments$of$the$local$community$benefit$
from$the$economic$impact,$job$creation$and$contracting$
opportunities$that$all$AWI$projects$will$provide,$particularly$
within$or$adjacent$to$those$communities$that$will$be$served$
by$a$specific$project.$$
Equally$important$is$our$commitment$to$diversity$and$
inclusion$in$all$of$our$programs$and$practices.$
Disadvantaged*Business*Enterprise*(DBE)*
The$AWI$Program$has$established$a$Disadvantaged$Business$
Enterprise$(DBE)$Program$in$accordance$with$the$United$
States$(US)$Department$of$Transportation$(DOT),$49$CFR$Part$
26.$As$with$all$projects$using$Federal$funds,$AWI$projects$
require$Disadvantaged$Business$Enterprise$(DBE)$firms$to$
complete$a$percentage$of$the$work.$The$AWI$Program$DBE$
participation$goal$is$35$percent.$

Firms$interested$in$participating$in$AWIs$DBE$Program$must$
be$certified$by$the$DDOT$Unified$Certification$Program.$$
Apply$for$entry$through$the$District$Department$of$
Transportations$(DDOT)$DBE$program.$DDOTs$Unified$
Certification$Program$is$the$only$recognized$authority$for$
DBE$certification$for$AWI$projects.$Only$the$participation$of$
disadvantaged$and$womenTowned$firms$that$have$been$

certified$as$DBE's$can$be$counted$towards$satisfaction$of$the$
35$percent$goal.$

The$Anacostia$Waterfront$Initiative$is$a$30Tyear,$$10$billion$
series$of$transportation,$environmental,$economic,$
community$and$recreation$projects$that$are$transforming$
the$shores$of$the$Anacostia$River$into$a$worldTclass$
waterfront$from$the$Tidal$Basin$to$the$citys$northeast$
border$with$Maryland.$$
DDOTs$AWI$Program$has$seven$active$transportation$
projects$$the$11th$Street$Bridge$Project,$the$Anacostia$
Riverwalk$Trail$Project$(which$includes$Kenilworth$Aquatic$
Gardens$Segment$and$South$Capitol$Street$Trail$Segment),$
the$Barney$CircleTSoutheast$Boulevard$Transportation$
Planning$Study,$the$Parkside$Pedestrian$Bridge,$the$
Pennsylvania$and$Potomac$Avenues$SE$Intersection$
Pedestrian$Improvement$Project$and$the$South$Capitol$
Street$Corridor$(which$includes$replacement$of$the$Frederick$
Douglass$Memorial$Bridge).$$
