ThedevelopmentswereannouncedbyValerieParlave,AssistantDirectorinChargeoftheFBIs WashingtonFieldOfficeCathyL.Lanier,ChiefoftheMetropolitanPoliceDepartmentMichael Monroe,SpecialAgentinChargeoftheWashingtonFieldOfficeoftheNavalCriminalInvestigative ServiceRonaldC.MachenJr.,U.S.AttorneyfortheDistrictofColumbiaCarlVasilko,SpecialAgentin ChargeoftheWashingtonFieldDivisionoftheBureauofAlcohol,Tobacco,FirearmsandExplosives andTeresaChambers,ChiefoftheU.S.ParkPolice. Throughinformationandevidencegatheredininterviews,searches,andotherinvestigativeactivity, investigatorsandanalystshavegainedagreaterunderstandingoftherecentmovementsandactivities ofdeceasedshooterAaronAlexis,34. Alexiswasemployedasacontractorforaprivateinformationtechnologyfirm.Pursuanttohis employment,AlexiswasassignedtoaprojectattheWashingtonNavyYardandhearrivedinthe Washington,D.C.,areaonAugust25,2013.FromAugust25toAugust31,2013,Alexisstayedatahotel inBethesda,Maryland.FromAugust31toSeptember7,2013,AlexisstayedatahotelinthePentagon CityareaofArlington,Virginia.OnSeptember7,AlexismovedtotheResidenceInninSouthwest Washington,D.C.,whereheremainedthroughSeptember16,2013.Alexisbeganworkingatthe WashingtonNavyYardonSeptember9,2013. OnSaturday,September14,2013,AlexispurchasedaRemington870shotgunandammunitionatagun shopinNorthernVirginia.Onthesameday,Alexisalsopurchasedahacksaw,amongotheritems,ata homeimprovementstoreinNorthernVirginia. OnthemorningofMonday,September16,2013,AlexisarrivedattheWashingtonNavyYard.Alexis hadlegitimateaccesstotheNavyYardasaresultofhisworkasacontractorandheutilizedavalidpass togainentrytoBuilding#197.Shortlyafterhisarrivalinthebuildingandoverthecourseof approximatelyonehour,AlexisusedtheRemington870shotgunandaBerettahandgunheobtained duringthecourseofhisshootingtokill12victimsandwoundfoursurvivingvictimsbeforehewasshot andkilledbylawenforcementofficers.InvestigationtodatehasdeterminedthatAlexisactedalone. ThefollowingtimelinedetailsAlexisactivityduringthemorningofSeptember16,2013: 7:53a.m.Alexisrentalcar,ablueToyotaPriuswithNewYorkplates,enteredParkingGarage #28attheWashingtonNavyYard,locateddirectlyacrossfromBuilding#197. 8:08a.m.AlexisexitedParkingGarage#28onfootcarryingabackpack.AlexisenteredBuilding #197andproceededtotheelevator. 8:09a.m.Alexisexitedtheelevatoronthefourthfloorandenteredthemensbathroomcarrying abackpackandaclipboard. 8:15a.m.Alexiscrossedthehallwayintothe4WestareaofBuilding#197withshotgun,but withoutthebackpackoraclipboard. 8:16a.m.Alexisshotthefirstvictiminthe4WestareaofBuilding#197. 8:17a.m.First911callisreceivedfromthefourthfloorofBuilding#197. 8:20a.m.Alexisleftthefourthfloorusingthestairsandenteredthethirdfloor. 8:28a.m.Alexisappearedonthefirstfloor. 8:57a.m.Alexisreturnedtothethirdfloor. 9:25a.m.LawenforcementshootandkillAlexisonthethirdfloor. BothweaponsusedbyAlexiswererecoveredatthesceneandhavebeensubmittedtotheFBI Laboratoryforforensicanalysis.TheRemington870shotgunhadbeenalteredwithasawedoffbarrel andstock.Purpleducttapecoveredtheendofthestockandhandwrittenetchingswerepresenton variouspartsoftheshotgun.EtchedintothebarreloftheshotgunwerethewordsEndtothetorment! EtchedintotherightsideoftheshotgunreceiverwerethewordsNotwhatyallsay!andetchedinto theleftsideofthereceiverwerethephrasesBetteroffthisway!andMyELFweapon!

Alexisbackpackwaslocatedinthefourthfloormensbathroom,hangingonthebackofastalldoor. Contentsofthebackpackincludedarollofpurpleducttapeandelectronicmedia.Searcheswere conductedofAlexisblueToyotaPriusrentalcar,locatedinParkingGarage#28,andhishotelroomin SouthwestWashington,D.C.Additionalelectronicmediawaslocatedinthehotelroom. AnalysisoftheelectronicmediarecoveredfromAlexisbelongingsrevealedseveralrelevant communications.Whileanalysisofthesecommunicationsisongoinginconjunctionwithother informationandevidencedeterminedthroughinvestigation,preliminaryanalysishasyieldedcluesto hisintentionsandissuesofimportancetohim.ThereareindicatorsthatAlexiswaspreparedtodie duringtheattackandthatheaccepteddeathastheinevitableconsequenceofhisactions.Thereisno indicationtodatethatAlexiswastargetingspecificindividuals. TherearemultipleindicatorsthatAlexisheldadelusionalbeliefthathewasbeingcontrolledor influencedbyextremelylowfrequency(ELF)electromagneticwaves.TheetchingofMyELFweapon! ontheleftsideofthereceiveroftheRemington870shotgunisbelievedtoreferencethese electromagneticwaves.Inaddition,adocumentretrievedfromhiselectronicmediastated,Ultralow frequencyattackiswhatIvebeensubjecttoforthelast3months,andtobeperfectlyhonestthatiswhat hasdrivenmetothis. ELFtechnologywasalegitimateprogramfornavalsubtonalsubmarinecommunicationshowever, conspiracytheoriesexistwhichmisinterpretitsapplicationastheweaponizationofremoteneural frequenciesforgovernmentmonitoringandmanipulationofunsuspectingcitizens. Whileannouncingthesedevelopmentsinthisongoingjointinvestigation,AssistantDirectorParlave, ChiefLanier,SpecialAgentinChargeMonroe,U.S.AttorneyMachen,SpecialAgentinChargeVasilko, andChiefChamberscommendedtheworkofinvestigatorsandanalystswhocontinuetoconducta completeandthoroughinvestigationintothetragiceventsattheWashingtonNavyYard.
