1.

SCOPE
This transport security plan shall apply to all radioactive material used by Inspection Corrosion Engineering services for carrying out Radiography testing in the fields and construction sites located in UAE. 2. PURPOSE This transport security plan describes the specific performance requirements for transporting the radioactive materials (such as Ir-192, and Se-75) from ICES storage pit located in Mussafah-34, Plot No.1, Street No.16, Store No. 116 Mussafah, United Arab Emirates to airport and site or Vice Versa; anywhere in UAE 3. 4. DEFINITIONS: 4.1. CARRIER


A person, organization or government that undertakes the carriage of radioactive material by any Means of transport 4.2. CONSIGNEE

As any person, organization or government, which is entitled to take delivery of a consignment. The same as a Receiver in this guidance 4.3. CONSIGNMENT Consignment shall mean any package or packages, or load of radioactive material, presented by a consignor for transport

4.4. CONSIGNOR Defined in TS-R-1 a person or organization that prepares a consignment for transport. The same as a Shipper in this guidance 4.5. RECEIVER

A person, organization or government which is entitled to take delivery of a consignment. In TS-R-1 a Receiver is called a Consignee 4.6. SHIPPER A person, organization or government that prepares a consignment for transport. In TS-R-1 a Shipper is called a Consignor 4.7. TRANSPORT INDEX A number assigned to a package, over pack or freight container, or to unpackaged LSA-I or SCO-I, which is used to provide control over radiation exposure 4.8. SEALED SOURCE Any Radioactive material that is encased in a capsule designated to prevent leakage or escape of the radioactive material. 4.9. SHIELDING MATERIALS Any material used to absorb Radiation and, thereby, reduce its amount or intensity. 4.10. DOSIMETER A device for measuring the amount of exposure to Ionizing Radiation received by an individual. 4.11. SURVEY The measurement and recording of Radiation intensities at various locations in an area where Ionizing Radiation exists. 4.12. LOCKED ENCLOSURE A lined box for storing radiographic Isotope projectors, and Storage containers, having sealed Sources, for physically securing such equipment to prevent tampering and unauthorized removal. 4.13. STORAGE OR SHIPPING CONTAINER A shielded device in which sealed Sources are placed for Storage or Transportation, Test before they are allowed to handle independently a radioactive source.

4.14. CLASSIFIED RADIATION WORKER Any employee who because of the nature of his work is likely to be exposed to ionizing radiation shall be designated as a classified worker.

5. TRANSPORTATION
There are numerous regulations, Codes of Practice etc., covering transport. These are all based on the principles of the International Atomic Energy Agencys TS-R-1, Regulations for the Safe Transport of Radioactive Materials. To all intents and purpose, the standards laid down with regard of packing, labeling and consignment certificates are the same whether the goods are being transported by road, rail or air.

Inspection Corrosion Engineering services (ICES) will comply with the FANR regulations in addition to IAEA safety regulations Categories of Consignment a) Although there is, an exempt class of package for packages containing very low quantities of activity this class is most likely not to be met in the course of the Company business. In general, all packages containing radioactive substances must be marked as such. b) Routine white labels packages (this label carries one red stripe). These have a dose rate less that 5.0Sv/hr at the surface of the package. c) Routine yellow label packages:1) Category - I White Label Radiation Level on the surface of the package is less than 5 Sv/hr. 2) Category II Yellow Label: Radiation level on the surface 5 Sv/hr to 500 Sv/hr. Radiation level at 1 M from the surface of the package is less than 10 Sv/hr 3) Category III Yellow Label Radiation level on the surface 500 Sv/hr /hr to 2000 Sv/hr /hr. Radiation level at 1 M from the surface of the package is l00 Sv/hr. Most sealed sources for radioactivity sent will be packaged in the manner detailed in category II above.
5.1 Description of Sources to be transported & purpose:

All sources as listed in the table to be used by ICES shall be transported in accordance with this transport security plan. As a minimum, the following information shall be documented: 5.1.1 Isotope type 5.1.2 Isotope activity & date of measurement 5.1.3 Physical & Chemical form 5.1.4 Serial number of the pigtail 5.1.5 Transport package & category (1,2 or 3) 5.1.6 Statement describing valid and justified reason for such movement of source. 5.2 Means of source movement including transit: All ICES radioisotopes shall be transported with complete security in accordance with the rules set in by FANR and IAEA. Radioisotope movement shall be required for the following reasons basically: 5.2.1 Inter-site movement. 5.2.2 Transport to another site. 5.2.3 Import and re-export. 5.2.1 INTER-SITE MOVEMENT: When gamma exposure devices and sources are to be moved within a site for radiography work, they shall be kept in the storage facility until they are to be moved to the new location. Ancillary

equipment shall be disconnected from the devices, and all required plugs and caps should be installed prior to movement. The sources shall be moved only in exposure devices, and these shall be locked and the keys shall be removed. If a vehicle or trolley is used to move the exposure device, the device shall be securely fastened to the vehicle or trolley. The exposure devices shall be kept under surveillance for the duration of the movement on the worksite. 5.2.2 TRANSPORT TO ANOTHER SITE: When gamma radiography sources are to be transported to another worksite for site radiography purposes, they shall be kept in the storage facility until they are to be moved to the new site. As described above, ancillary equipment shall be disconnected from the devices, and all required plugs and caps shall be installed prior to transport. The sources shall be moved only in packages, and these shall be locked and the keys shall be removed. ICES RPO shall ensure that the transport and the transport packages comply with the FANR & IAEA Regulations for the Safe Transport of Radioactive Material. The assignment of responsibilities shall be as per the following sequence: 1. The consignor (ICES RPO) 2. The carrier (ICES properly trained driver with valid UAE license for the type of the vehicle) 3. The consignee (ICES Site-in-charge). 5.2.3 IMPORT & RE-EXPORT: As above, the sources shall be moved only in packages, and these shall be locked and the keys shall be removed. ICES RPO shall ensure that the transport and the transport packages comply with the FANR & IAEA Regulations for the Safe Transport, import and re-export of Radioactive Material. The assignment of responsibilities shall be as per the following sequence: 1. The consignor (ICES RPO) 2. The carrier (AIRLINE OPERATOR) 3. The consignee (Source manufacturer or supplier). 5.3 Authorized Radiography Vehicles & drivers: 5.3.1 ICES shall employ only those vehicles authorized and approved by Civil Defense/FANR as applicable. Appendix-1 provides an updated list of ICES authorized vehicles (This list will be updated from time to time). 5.3.2 ICES shall also employ approved drivers for driving Radiography vehicles. Appendix-2 provides an updated list of approved drivers. His list will be updated from time to time. 5.3 Security responsibilities during transportation: The responsibilities for safe transportation of Radio isotopes shall be as follows: 5.3.1 Inter-site and transport to another site: The primary responsibility to be taken by the company (ICES). ICES will give the responsibility to the designated RPO, who will be overall responsible for the safe transportation of the safe transportation of radio isotopes. 5.3.2 During dispatch from one site or from central pit, RPO or the designated supervisor/ store in charge shall be responsible for securing the safe package and documentation

and verification of the transport vehicle to meet the minimum requirements of safety during passage. 5.3.3 During passage by road, the vehicle driver and radiographer shall be responsible for safe transport of the radiography equipment through the entire path from one location to the other. In any case, the responsibility of the radiographer shall not cease as soon as the radiography equipment reaches the destination. 5.3.4 The local site in charge or designated site supervisor shall be responsible for safe receiving of the radiography equipment and immediately transferring the equipment to the designated and secured storage room. 5.4 Off-hour contact details: The following after hours contact details are posted on each vehicle and shall be available with each person responsible for transportation of radio isotopes: 5.4.1 Radiation protection Officer (RPO): 050 5.4.2 Site supervisor: . 5.4.3 Operations Supervisor 5.4.4 Carrier (in case of air transport) 5.4.5 Local police. 5.4.6 Site security.. 5.4.7 FANR. 5.5 Security measures during transport to be adopted in case of any emergency: A series of security measures shall be adopted to ensure safe transport of radioactive isotopes with additional pre cautions and emergency preparedness for any possible theft, loss, accident and other damages which may pose security concern for the general public as well as classified persons. 5.5.1 Anticipation of possible security breaches i.e. theft, loss, physical damage due to accident etc. 5.5.2 Immediate information to RPO detailing location of such incident, time and exact cause. 5.5.3 Immediate information to local police in consultation with RPO. 5.5.4 Information to FANR through 24 hour emergency phone number. 5.5.5 Search for the device with the available survey instrument. This search shall start in no time as soon as it is revealed that the source has been lost or damaged and shall continue until RPO or other responsible persons arrive at the site. This will increase the probability of recovery of the device. 5.5.6 Cordon off the area (if it is off the road) as soon as possible. Seek assistance of traffic police in case of any road accidents. 5.5.7 Immediately inform security personnel and RPO in case of any type security breach is noticed. Inform local police for any such type of breach in consultation with RPO. 5.5.8 Tool box talks shall be held on daily or at least twice weekly to update and familiarize all persons involved in radiation equipment transportation on all possible means of safety during transportation.

5.5.9 All radiography vehicles shall be monitored by GPS system so that each vehicle location and movement can be monitored. 5.5.10 Speed limit of each radiography vehicle shall not exceed 100kM per hour and shall not exceed the maximum specified speed limit of a road. 5.5.11 All personnel involving transport of Gamma radiation sources shall have been verified for proper identity. Such identity shall include but not limited to the following: 5.5.11.1 Passport with valid visa. 5.5.11.2 UAE ID cards 5.5.11.3 UAE work permit. 5.5.11.4 Driving license. 5.5.11.5 Company employee ID number. 5.5.11.6 Mobile no. 5.5.12 All personnel involving in the secure transportation of radioisotopes shall ensure the information security regarding radioisotopes. All such personnel shall sign on the confidentiality agreement for the information security and violation of which may result in penalty or appropriate action as per the UAE rules. 5.5.13 All information involving radiation transportation shall be communicated only between authorized persons. Such communication shall be kept confidential and can only be communicated to authorized Government personnel (FANR or local police) if it is necessary to do so. 5.5.14 This transportation plan shall be under review at least once in 6 months or any earlier period when situation needs for revision. In any circumstances, this document shall be reviewed and revised at least once in 6 months and so recorded.

6. RESPONSIBILITIES UNDER REGULATIONS


Consignors Responsibilities (the Consignor being RPO of INSPECTION CORROSION ENGINEERING SERVICES - ICES) a) The consignor must ensure that the package used for transporting is Type B (U) package before shipping any Isotope. A Type B (U) package is capable of withstanding most of the severe accident conditions in Transport without loss of containment or increase in external radiation level to an extent, which would endanger the general public or those involved in rescue or cleanup operations. The designation (U) refers to unilateral (U) approval of the Type B package design. That is, the package design is approved by the country of origin. In any event, the type should be clearly marked on the outside. a) The consignor must issue a consignment certificate in prescribed form: This should contain the following i. Consignors name and address ii. Package identification number iii. Description of radioactive content (isotope, activity, physical or chemical form) iv. Transport index (maximum dose rate in Sv/hr at one meter from the surface divided by 10). v. Type of packing in compliance with regulations.

b) The consignor must attached two white or yellow labels of the approved Design. These must be completed with the required information concerning the package. If at any time, it is considered that labeling or packaging is not satisfactory then the Radiation Protection Officer should not release the shipment. 6.1. SOURCE AND EQUIPMENT STORAGE 6.1.1. Storage of the Sources in Radiography Isotopes Projectors and Storage containers at the Companys facilities will require the following precautions : a) Survey the Projector and container with a survey instrument to ensure that the sealed source is in the stored position. b) Make sure the Projector and containers are locked as provided by the manufacturers provisions. c) The Projector and containers will be kept locked in the Storage vault. d) Access to these Storage areas will be controlled by personnel surveillance and kept locked to prevent tampering or unauthorized removal. e) A restricted area will be established at the Storage area, so that the boundary of this area will not have any level of Radiation in excess of 1 Sv/hr. f) Storage of Sources in Radiography Projector, and Storage containers at temporary field locations will be in accordance with the requirements for Storage at Companys facilities with the following additional requirements: A. The temporary Storage area boundaries will be made known to all monitored and unmonitored persons on or near the temporary job location. B. Removal of the radiographic Cameras and container will be performed by a person authorized by the Radiation Protection officer. 6.2. TRANSPORTATION OF SOURCES 6.2.1. Transportation of Isotopes and Radiography Projector will require the following precautions prior to release for shipment: a) Install all shipping plugs as required and locked the Projector / container in accordance with the provisions made to prevent tampering with the device. b) Provide and attach proper labels in accordance with the examples and instructions on the following pages. c) Shipment of Radioactive Sources and Projector will be made in original shipping containers or equivalent containers. d) Shipping will be done in compliance with the applicable regulations of the FANR UAE.

e) The outside surface of the shipping container will be monitored with a Survey meter to determine Type of package. Transport Index number and the label shall be clearly marked outside the package as per Radiation level. 4) Category - I White Label Radiation Level on the surface of the package is less than 5 Sv/hr. 5) Category II Yellow Label: Radiation level on the surface 5 Sv/hr to 500 Sv/hr. Radiation level at 1 M from the surface of the package is less than 10 Sv/hr 6) Category III Yellow Label Radiation level on the surface 500 Sv/hr /hr to 2000 Sv/hr /hr. Radiation level at 1 M from the surface of the package is l00 Sv/hr.

f) Shipments containing sealed Sources will be consigned only to persons qualified to handle such Sources. Notification of the shipment will be made ahead of time so that a proper arrangement can be made. g) Loading and unloading of the Camera shall be done under supervision of a Radiographer. h) The Camera container shall be secured in the vehicle by use of cables or chains to prevent movement or unauthorized removal. i) The Camera / container shall be placed as far away as possible from the driver or any other occupants. j) A Radiation survey with Radiation dose rate meter shall be made with the container / Camera in place prior to starting of the vehicle. Reading at the driver and occupants locations or anywhere on the exterior of the surface of the vehicle shall not exceed 7.5 uSv/hr. if the readings exceed this value it will be necessary to provide additional shielding to reduce the reading to this value. k) At least one Radiographer must accompany the Camera with a survey instrument and sufficient material to establish a restricted area in case of accident. l) Only Certified and approved Radiographers with personal radiation monitoring device and a survey meter shall transport sealed source. m) The vehicle transporting sealed sources shall be posted with radiation warning signboards at the front, side and back of the vehicle marked as Radioactive Material in both English and Arabic. See Appendix n) A Metal container with provision for padlock shall be securely provided in the vehicle for safe keeping the sealed source during transport. Under no circumstances shall a sealed source be transported in the personnel-carrying compartment of the vehicle. 6.2.2. Proper identification names like Se-75, IR-192 or depleted Uranium shielding.

6.2.3. Description of physical forms sealed source. 6.2.4. Proper classification of shipment; radioactive materials. 6.2.5. Activity number of curies use decay curves for determining this activity. 6.2.6. Transport group: IR-192, Se-75 and depleted Uranium are all transport group II.

General Awareness Emergency Preparedness


In case of an emergency, follow the emergency instructions that you were given in the Shippers information for Carriers. If you cannot follow the emergency instructions for any reason, or if you have any reason to believe the emergency may cause you or the public to be exposed to contamination or excessive radiation, notify the Authority immediately by calling 050-641-6533

Package Acceptance
a) Before accepting a package from a Carrier, you should first confirm that the appropriate shipping documents are present, that they contain the required information, and that they are consistent with the package(s) you are being asked to receive. These documents are the particulars of the consignment and the information for Carriers. In more detail: b) The particulars of consignment include information about the Shipper, the Receiver, the name, activity and form of the material being shipped, the UN number, the Category and the Transport Index. c) The information for Carriers gives direction for any actions that you as the Receiver must take, including requirements for unloading and any emergency arrangements. d) After you confirm that the documents are in order, you should be sure that you understand any unloading directions and that you can carry them out. e) Next, you should use a radiation survey meter to confirm the Transport Index. The Transport Index is the maximum radiation level in millisieverts/hour at 1 m from surface of the package, multiplied by 100. If the documents are not in order; Your unloading instructions from the Shipper are not clear or if you cannot carry them out;

or

Do not unload, otherwise touch, or move the package. Contact the Shipper for further directions. If you have any reason to believe that the package may cause you or the public to be exposed to contamination or excessive radiation, notify the Authority immediately at 02-651-6666 between 9:00 AM and 4:00 PM, Sunday through Thursday, or 050-641-6533 outside these hours.
