Maiocco called the Twenty- Eighth Regular Meeting of the Medford City Council to order at 7:00 P.M., at the Howard F. Alden Memorial Auditorium, Medford City Hall.

ROLL CALL SALUTE TO THE FLAG RECORDS


The Records of September 24, 2013 were passed to Councillor Lungo-Koehn. MOTIONS ORDERS AND RESOLUTIONS 13-686- Offered by Councillor Penta Be it resolved ... as written in our ordinance Sec. 90-39 under Sale, assignment or transfer of licenses No license to operate a taxicab shall be sold or transferred, and no license to own a taxicab shall be sold or transferred without first obtaining the consent of the city council ... the following be amended in the interest of the section as written ... that the words "transferred" be deleted in this section.

13-687-Offered by Councillor Penta Be it resolved ... that a complete moratorium on any additional taxi owners and drivers be instituted 13-688-Offered by Councillor Penta Be it resolved ... that since the Lawrence Memorial Hospital is in the process of having final details submitted to the federal government for approval of their affiliation with another medical institution, citizens should be apprised as to what and to whom this medical affiliation will be and what its offering will be to the citizens of Medford. 13-689-Offered by Councillor Marks and Penta Be it resolved ... that in light of all the wonderful citizen driven community arts activities that have branched out throughout our City during this past year, a sum of $10,000 be requested to be added to our 2014-2015 City budget to be earmarked for the Medford Arts Council in support of our community art activities. 13-690-Offered by Councillor Penta Be it resolved ... that the issues of traffic and parking enforcement, a pilot truck enforcement program and code enforcement be discussed in the interest of our City budget. 13-691-Offered by Councillor Lungo-Koehn Be it resolved that the City of Medford be notified that the odd/even winter parking ban, which is usually in effect from December 1 until April 1 has been eliminated EXCEPT for declared snow emergencies. Due to the trial nature of this initiative and public safety, it is very important that when their is a declared emergency, our residents abide by the ban in order to make our streets as safe as possible for all. 13-692-Offered by President Maiocco Be it resolved that the Medford City council commend and congratulate John and Carol McGlaughlin on the wonderful occasion of their 50th wedding anniversary 13-693-Offered by President Maiocco Be It Resolved that the Medford City Council extends its sincere condolences to the family of Elizabeth H. Bullock on her recent passing.
