Twin terror attacks: Jammu observes complete shutdown


Militants dressed in Indian Army uniforms killed nine people, including five policemen, three Army soldiers and a civilian. The shutdown call was given by the Bharatiya Janata Party (BJP) and supported by the Jammu Chamber of Commerce and Industries. All shops, business establishments remained shut. "The entire Jammu will remain closed today. No shops will open and we will do no business. I am seeing that the entire Jammu is closed. No one has opened their shops and I don't think there is a need to open the shops," said Ashok Mehra, a resident of the district. Television footage showed police officials taking positions and firing from just outside the camp's walls and closing the main gate. Wounded policemen were being lifted out. Police officials said that after attacking the police station, the militants hijacked a truck. The group of about three militants killed six people in the attack on the police station in the disputed state of Jammu and Kashmir, then hijacked a truck and drove to the Army camp, where they were hiding in a building, security forces said. EC TO IMPLEMENT SC'S DIRECTION ON RIGHT TO REJECT


NEW DELHI, SEP 27; The Election Commission on Friday said it would straight away implement the Supreme Court judgment directing it to provide a "None of the Above" button on electronic voting machines (EVMs). The button can be pressed by a voter to reject all the candidates in a poll in case he finds them unsuitable. "The EC welcomes the Supreme Court order, which has upheld its long-pending proposal in this regard. It will help maintain the secrecy of ballot for those who want to record a negative/neutral vote on the EVM," a senior EC functionary told TOI. The functionary added that the 'None of the Above' (NOTA) option will be displayed on EVMs in all future elections, the first being the assembly polls to five states due in November. "In accordance with the order of the Supreme Court, 'NOTA' shall be printed in a separate panel on the ballot paper below the name of the last contesting candidate. This ballot paper shall be affixed on the ballot unit of the EVM. If the voter presses the button next to NOTA, his desire not to vote for any of the candidates in the fray will get recorded in the EVM in secrecy," the EC said in a press release on Friday. "Commission shall also make appropriate changes in Part-2 of Form 17C used during counting and the result sheet in Form 20 to separately compile the number of persons who used the option not to vote for any of the candidates in the fray," the EC said, adding that it would issue detailed instructions to ensure compliance with the order of the court as expeditiously as possible. WHY RAHULS NONSENSE ORDINANCE WAS MEANT FOR RASHTRIPATI BHAWAN?

It was nothing but a doctored drama on Ordinance for convicted law makers and Rahul Gandhi was given the central part in it. Reason, to counter the ever sagging popularity of Congress led UPA government. Interesting unfolding of events, Rahul Gandhi emerges as a storm trooper blasting his way into a press conference. He issues his statement on the Ordinance for convicted law makers. Calls it nonsense and walks away. He would have torn the nonsense ordinance if he had that in his hand. Soon after he leaves satisfied that he did his part well and effectively. Read his words, "Now, I will tell you what my opinion on the ordinance is. It is complete nonsense; it should be torn up and thrown away. It is my personal opinion." Watching closely the Congress Yuvraj, a pattern in his antics is clearly visible. He is prone to tearing documents. Remember, during heat of UP elections in a speech, how he tore

apart the election manifesto of Samajwadi Party. He would have done the same to the Ordinance on convicted law makers now in the court of the President. Wonder why the nonsense ordinance was meant only for Rashtripati Bhawan. There was more to it than meets the eye. Congress has mastered the art of the dubious to a subtle finesse. It is hard to believe what will come out of its Banumati ka Pitara. If faced with a difficult situation and with back to the wall, it will contrive the unimaginable and give impression that it came natural and no doctoring took place. It is stinking to see the PM candidate of UPA, not coming up to the expectations of the people. Then suddenly he is catapulted through a carefully crafted course to announce his arrival. In fact what the nation saw on the television with Rahul rubbishing the ordinance was nothing but a stage managed show with Dighvijay touch in order to give him some sense of credibility, when the stock of UPA is low and Modi is tearing into it with rabid abandon. There was no need to hurry through the ordinance but UPA somehow wants to

stick to the power come what may. Whether it is the support of Lalu or Rashid Masood no qualms about it, only future has to be secured. Curiously, when the ordinance was sent to President he held his pen and paused. In the meantime, Manmohan Singh spread his wings and flew to his perhaps last state tour of USA with wife and other entourage in tow. New York this time is pleasant, the sound of Samba gunfire or Presidents holding back on the ordinance do not matter. Suddenly, he is startled in the afternoon of 27th September when Rahul makes his nonsense comment on the ordinance. Back in New Delhi, the high point of Rahuls press conference was Ajay Maken who accompanied him said that what Rahul expressed was in conformity with the party line. Funny people and funny loyalty, forked tongues and double speak at its best. If it was the line of Rahul Gandhi that the Ordinance was not good move of the government then why was it passed by the cabinet without his approval. Now Rahul having rubbished it and admitting that the government had done wrong there is a stir in the UPA.

Reports from New York suggest that the PM had taken note of Rahuls criticism. Post Yuvrajs criticism all are falling in line right from New York to New Delhi. This is the Rahul power or the power that Indias first ruling family commands from 10 Janpath. Hearts miss a beat about the snobbery and Chamcha giri of all Congress men especially that of the Prime Minister Manmohan Singh. He has brought discredit to his image by saying that he is willing to work under Rahul. In which capacity is a riddle. But as things turn out post nonsense statement it is clear that he will not mind sounding a bugle in front of Rahuls entourage. One wonders what has afflicted the Grand Old Party of India. Its unwillingness to see the mood of the people and inability to break loose from the shackles of dynasty politics will eventually cost it dearly. In this murky scene why the Rashtripati Bhawan was sent an Ordinance which after long deliberations was declared nonsense by Rahul Gandhi is for them to answer. The common man is distraught and disconsolate at this brazen politicking.

TIME TO PRESS NOTA BUTTON!


Friday the 27th September may prove one land mark day in the democratic history of the country. With very less things good happening and scam esters, looters and convicted law makers finding protection from the government it is yet again the judiciary that delivers. This time it has given the voter a choice to reject all the candidates. With EVMs and ballot papers soon have a NOTA (None of the Above) button, it is high time for electorates to use their discretion in rejecting the candidates chosen by the political parties. Could it be construed that the NOTA button will force the political parties to choose a better and clean candidate? Time will tell but as the winds of change are beginning to be blowing left right and centre, it is the electorate who has to deliver on the D Day. Sadly the electorate has been parceled out into compartments of Dalits, upper castes, backward castes, minorities, and further sub divided into smaller parts by the political system of the country it is important that the people of India break these shackles and signal its arrival with pressing the NOTA button. Early to say whether NOTA button will become a reality because with ordinance route available it is not a big deal for government to bypass the land mark Supreme Court order. RANASAHIB

The system in the EVMs, which has now become the mainstay of elections, however was different and tended to compromise the secrecy of vote in as much as the polling officials and polling agents got to know about the decision of the voter not to cast this vote. It was to ensure secrecy of neutral/negative votes in the age of EVMs that the EC made this proposal first to the law ministry, former CEC N Gopalaswami told TOI. He said the government, however, sat on the proposal, which then became the matter of a PIL filed by PUCL. The government, however, submitted in the apex court that the writ was not maintainable as 'right to vote' was neither a fundamental nor a constitutional right, but only a statutory right. "The government had probably sensed the potential of the proposal being upgraded to a 'right to reject' all candidates in the future, which would invalidate any election where the negative voting option has been exercised in over 50% cases," a former bureaucrat pointed out. The EC, on its part, backed the PUCL prayer to the apex court. This was in line with the view taken by its proposal submitted in 2004, recommending that the law be amended to specifically provide for negative/neutral voting. "For this purpose, Rules 22 and 49B of the conduct of election rules, 1961, may be suitably amended, adding a proviso that in the ballot paper and the particulars on the ballot unit, in the column relating to names of candidates, after the entry relating to the last candidate, there shall be a column 'none of the above' to enable a voter to reject all the candidates," the EC proposed. However, Gopalaswami said the "right not to vote" was different from "right to reject" as the neutral votes cast would be set aside while deciding the result of an election. "At most, neutral voting is a step closer to 'right to reject', which may necessitate a re-election if a majority of candidates choose to reject all the candidates," he noted spy agencies of Israel and Germany. As it could not succeed in its nefarious designs, it changed its strategy and waged a proxy war against India. SYRIA, SEP 27: Bashar Assads decision to sign up Syria to the Chemical Weapons Convention (CWC) earlier this month committed his country to verifiably give up the possession of chemical weapons and their production capabilities. Other countries with chemical weapons Albania, India, Iraq, Libya, Russia, South Korea and the US have previously signed up to the CWC and similarly committed themselves to destroying the weapons and associated manufacturing facilities, and to do so within a set timescale. That the US and Russia have yet to complete the destruction of their chemical weapons, and have overrun their deadlines for doing so, places into context the significant challenges likely to be associated with such a process in Syria. The delay in the US and Russia is primarily explained by safety concerns, and the associated costs of destroying chemical agents

and related munitions in a safe and secure manner in specialised facilities. It will be the responsibility of the Hague-based Organisation for the Prohibition of Chemical Weapons (OPCW) the international organisation set up to verify signatory states compliance with the Convention to verify the process of disarmament in Syria. TOKYO: Tokyo Electric Power Co. requested on Friday that safety inspections be carried out to allow it to restart two nuclear reactors, despite concerns over how it has handled the catastrophe at the Fukushima plant. All of Japans 50 nuclear reactors are offline while regulators consider restarts under safety rules revised after the March 2011 earthquake and tsunami caused meltdowns at the Fukushima Dai-ichi plant. Restarts will require approvals from the Nuclear Regulation Authority and local governments. The request to restart two reactors at Kashiwazaki-Kariwa, in Niigata Prefecture on the Japan Sea coast, brings to 14 the number of reactors that utilities want assessed. There was no immediate claim of responsibility but militants battling the government in northwestern Pakistan often target troops, officials and symbols of the state. The bomb went off as the bus was traveling through the outskirts of the city of Peshawar, the provincial capital. It was carrying employees at the end of the work week back to their home city of Charsadda. The explosion also wounded 42 people, said police officer Arif Khan. Govt likely to announce steps to revive export units


NEW DELHI, SEP 27: The government is likely to soon announce measures to revive investor interest in Export Oriented Units (EOUs), a move that will help boost shipments overseas and contain current account deficit. Officials from the Commerce and Revenue department have already held several rounds of meetings on the recommendations of a committee to revamp the 30-year old EOU scheme. "We are considering several steps including simplification of procedures for EOUs. The steps will help in making EOUs more investors friendly as investments in these units have declined over the period," a senior official in the commerce ministry told the agency. Besides, revival of these units would help boost India's exports and reduce CAD, the difference between the inflows and outgo of foreign exchange. CAD touched a record high of 4.8 percent of GDP in 2012-13. During AprilAugust, India's exports grew by 3.89 percent to USD 124.4 billion. After expiry of tax benefits for the EOUs, the government in 2011 had set up a committee under the chairmanship of S C Panda, D e v e l o p m e n t Commissioner, Noida SEZ, to revamp the scheme in sync with the changing business environment and gel with the Special Economic Zones. The committee had recommended 32 measures which included host of tax incentives like exemption from customs duty, central excise and service tax. "However, the government is unlikely to provide any kind tax incentives to EOUs. The government is mulling to provide investment-linked incentives to these units ," ting up their units for export purpose. The objective was to encourage additional production capacity in manufacturing sector by attracting foreign investment and create employment in the country. Besides, it had also suggested rationalisation of administrative mechanism for setting up an EOU, setting up warehousing facilities outside the unit premises and sharing of facilities among EOU/STP/EHTP/SEZ unit. Apart from EOUs, the scheme includes Electronics Hardware Technology Parks (EHTPS) and Software Technology Parks (STPS). Till 2009-10, 2,586 EOUs, 8,121 STPs and 144 EHTPs were operating in the country. EOUs had made export of goods and services worth Rs 84,135 crore, besides exports from STPs and EHTPs of Rs 2,05,505 crore and Rs 8,028 crore respectively in 2009-10.

SRINAGAR , SEPT 27: The Additional Director General of Police (ADGP) Armed, Mr. S. M. Sahai on Friday chaired a high level meeting of officers to discuss the arrangements for Kashmir Marathon "Run for Fun" being held in Srinagar on Oct 02,2013. The meeting was held at Armed Police Headquarters here and was attended by various police officers. Addressing the meeting, ADGP disclosed that the event is being organized by JKP under its Civic Action Programme and a large number of people of different age groups are expected to participate in the event. He said that people from all walks of life including the educational institutions of various districts of the valley, sports associations, chamber of commerce and retired police personnel have shown keen interest for their participation in the Run. Mr. Sahai further said that having different categories, the Run would start from Police Golf Course Boulevard Road Srinagar, Marathon open male category would start their Run with first flag off ceremony at 6.15 a.m. and would return after covering a distance of more than 42 kms. via Ganderbal & Habbak Crossing. Half Marathon category for male would have to run a distance of 21.5 kms. which would start at 6.30 a.m. from the venue up to Habbak Crossing and back. Similarly Sr citizens category and under 17 boys & girls would start their run from the venue and cover a distance of 4 and 12 kms. respectively, the ADGP added. NEW DELHI: The Supreme Court on Friday allowed the Indian cricket board to go ahead with its Annual General Meeting (AGM) slated for Sunday in Chennai but with a rider that president Narayanaswami Srinivasan cannot take charge even if he is re-elected for a third term. The apex court bench headed by Justice A.K. Patnaik said that in case Srinivasan gets re-elected, he will not take charge till the court decides on a petition by the Cricket Association of Bihar (CAB), which is not recognised by the Board of Control for Cricket in India (BCCI). dent of the BCCI on the ground that his son-in-law Gurunath Meiyappan is facing probe on the allegations of spot fixing and betting. India dominated proceedings in the first half and scored two field goals through Anuradha Devi Thokchom (16th minute) and Vandana Katariya (31st) to go into the breather with a comfortable 2-0 lead.

MUMBAI, SEPT 27: The Indain Army's Naoshera Brigade organised a educational-cum-motivational tour named CARVAN-E-HIND for the 20 students from the remote border areas of Naoshera Tehsil, Rajouri District (J&K). The students visited Mumbai last week. During the tour, the students visited Gateway of India,Elephanta Caves, Mahalakshmi temple, Haji Ali Dargah, Nehru Planetarium & Taraporevala Aquarium. All these places are rich with national heritage and educational value. The tour provided the students a great opportunity to see development in Mumbai and also instill a sense of awareness and national pride. Recession boosts investment in management education


NEW DELHI, SEPT 27: At the times of economic gloom, it is boom time for B-schools. And India is the driving force in the increase in number of application in 24% of the 683 management programmes across 42 countries. In the US 52% of the full-time management programmes have seen increased interest, while in the Asia-Pacific region it is 53%. The biggest draw however is Europe with 73% of the programme receiving more applications than in 2012. Back home, CAT 2013 has so far received 1,93,596 registrations till Wednesday. Registration ends on Thursday midnight. As per Graduate Management Admission Council's 2013 Applications Trends Survey more full-time MBA programmes worldwide saw increases in the number of applications this year compared with that of last year. According to GMAC, which administers Graduate Management Admission Test ( GMAT), full-time, two-year MBA programmes in the US show an upswing, as 52% of programmes report application increases over 2012- the first time since 2009. This year's survey included 683 graduate-level programmes in business and management at 328 B-schools in 42 different countries. In Europe, Master in Management programmes continue to show strength, as 73% of programmes report application increases from 2012. Meanwhile, 38% of Europe's full-time one-year MBA programmes showed application gains this year, comparable to the 37% in last year's survey. India drove the greatest increase in source of talent 24% of the 683 programmes received higher number of applications from the subcontinent. According to Bibek Banerjee, director, Institute of Management Technology, Ghaziabad, this is a common phenomenon and the reason for increased number of application from India is due to limited number of quality Bschools in the country. "It is basically economics of opportunity. It is a worldwide phenomenon, where demand, especially for management education, goes up during recession. Whenever the market is drying up it is good to invest in education. In the context of India, after 60 years of independence, we still have no good management university with the exception of a few IIMs, ISB and the likes of IMT which can recruit just around 8,000 candidates annually. In India the gap between the top tier and middle rung institutions is enormous. So what is the alternative, but to explore opportunities abroad," said Banerjee. Recession spells boom for management education said GMAC vice president, research and development, Lawrence Rudner. "In 2008 and 2009, early in the Great Recession, there wasimpressive growth in the proportion of full-time MBA programmes showing increase in applications. In 2010 and 2011, there was a subsequent decline, but full-time programmes began to rebound in 2012 and look even sturdier today," said Rudner.

Section 144 imposed around exam centres in Srinagar


SRINAGAR, SEPT 27: To ensure smooth conduct of examination of Board of School Education 10th class Annual Session and to curb the menace of copying, unfair means besides upholding the sanctity of the examination, section 144 Cr. P.C has been imposed by District Magistrate Srinagar to prohibit any assembly of five or more persons and carrying any copying material or weapon in or around the examination centres in the district. The order shall remain in force till the examination conducted by the Board of School Education is completed in Srinagar district.

3-day workshop concludes


JAMMU, SEPT 27-A threeday workshop on development of mathematics lab was organized by the Mathematics Wing of State Institute of Education, Jammu concludes here on Friday. The programme was attended by faculty members of each DIET of Jammu division and also some field teachers of the subject. A total of thirteen (13) teachers were familiarized with various aspects and techniques for developing Mathematics Laboratory in an institution during the entire programme. No more medical colleges in Bangalore


BANGALORE, SEPT 27: The government has decided to change the norms for setting up medical colleges in the state and will entertain no new medical college in Bangalore. "We are framing a new policy to do away with old rules of establishing medical colleges across the state,'' law minister TB Jayachandra said after the cabinet meeting on Thursday. The cabinet sub-committee which met to clear four new applications decided to frame new rules after they found serious irregularities in the application forms of four proposals for new medical colleges. "The applications processed by Rajiv Gandhi University of Medical Sciences did not have essential information on trust members involved in setting up the colleges. One college has no building and land but still they wanted permission. This is ridiculous. If necessary, we will initiate action against them,'' he added.

Konkani Wikipedia from Goa University in 6 months


PANAJI, SEPT 27: Piles of the thick four volumes of Konkani vishwakosh or encyclopedia waiting to be picked up by users at the Goa University (GU) will now attain a modern avatar. The volumes, work on which was first started by renowned Goan writer and academician late Manoharrai Sardessaiat GU, will not only be available in digitized format, but will form the base for a Konkani Wikipedia. Goa University has become the first varsity in the country to enter into a creative commons licence that will allow data produced and copyrighted by an Indian university available to internet users and open to modification, making GU a champion of sorts of free knowledge. The Konkani Wikipedia is expected to be ready for use within six months, officials said. The university has signed a three-year memorandum of understanding with the Centre for Internet and Society's Access to Knowledge Programme, which represents Wikipedia in India, for the Konkani Wikipedia project. "Professors, students and anyone with expertise or love for Konkani can come forward to help with the project for which training will be provided. Information in the Konkani vishwakosh will also be updated as per the current developments," Vishnu Vardhan of the centre said. The Wikipedia is the fourth most used property on the internet after Google, Facebook and Yahoo, which acts as an internet based encyclopedia where any of the users can upload new information or update or modify an existing chapter. The Konkani Wikipedia too will offer similar privileges to users and GU's Konkani department and the centre will oversee the process from the university campus. "The Konkani vishwakosh covers all realms of knowledge like any other encyclopedia. The Konkani Wikipedia will act as a digitized repository of knowledge for future generations and Konkani speakers across the world. I look forward to the pleasure of going to the internet and clicking away to access a Konkani Wikipedia," GU vice-chancellor Satish Shetye said. Shetye said that GU is glad to associate with Wikipedia which has become a global phenomenon and broken the monopoly of publishers and converted distribution of knowledge into a democratic process. "At present, it takes time for a page with information in a regional language to download because they are usually found in the form of scanned pages, which are accessible as images and not text. The Konkani Wikipedia will make the text accessible as is the case of any English text on the internet," GU registrar Vijayendra Kamat said. tnn The Konkani vishwakosh was created over a period of 14 years. 3-day training programme concluded at IMPARD


SRINAGAR, SEPT 27: To promote the concept of effective and responsive administration besides acquainting the participants with the emerging challenges in the present scenario of public administration, 3-day long training programme was organized at IMPARD, Srinagar which concluded here on Friday. LUCKNOW, SEPT 27: The Uttar Pradesh government has cleared setting up of three private medical colleges in the state, an official said on Friday. A decision to allow these medical colleges at Mathura, Lucknow and Mainpuri was taken at the steering committee meeting presided over by the chief secretary Jawed Usmani. Officials said initial objections were made on naming the Mathura medical college as SN medical college but the differences between officials were ironed out. The objection was that SN medical college is the name of

the government medical college, operating in Agra for many decades. All formalities of opening a medical college in Mainpuri - the parliamentary constituency of the Samajwadi Party (SP) chief Mulayam Singh Yadav, were also completed. A proposal to open the MC Saxena medical college in Lucknow also got the approval of the committee. Owing to the ban on opening up of dental colleges, the proposal to increase the seats of BDS was kept in abeyance and would be taken up at the next meeting of the steering committee.
