acquire the knowledge and skills needed to
instruct and prepare all American students for
the next century.

of drugs, violence, and the unauthorized
presence of firearms and alcohol and will
offer a disciplined environment conducive to
learning.
Every school will promote partnerships that
will increase parental involvement and
participation in promoting the social,
emotional, and academic growth of children.

The Goals 2000: Educate America Act also
established the National Education
Standards and Improvement Council (NESIC),
which had the responsibility to review and
certify voluntary state and national
education standards that were being
developed. The NCEST and NESIC
faced severe opposition, however, from
those who raised the specter of federal
involvement in education.
