GENERAL TECHNICAL SPECIFICATION FOR HT ISOLATORS 1


1.1

SCOPE
The scope of this General Technical Specification (GTS) for HT Isolators covers the following types of isolators operating on high voltages (6.6kV & 11kV). The scope excludes contactors for LT applications. The GTS describes the isolators qualitatively only and for specific capacity, range, rating, quantity and other details, the tenderer shall refer to the `Tender specification' issued by the Purchaser. If there is any contradiction between the GTS and `Tender specification', the specific clauses of `Tender specification' shall prevail upon. If any isolator being offered by the tenderer is not being covered by this GTS, the tenderer shall draw the attention of the Purchaser by bringing out such aspects clearly in the Tender offer. The specification applicable to such special purpose / construction / application isolators shall be got frozen by the tenderer during the tender scrutiny / evaluation stage, failing which the successful tenderer shall be liable to supply such isolators taking care of all specific requirement of the Purchaser at detailing stage, without any additional cost to the Purchaser. The isolators shall be complete in all respects and any device / attachments / fittings not included in this specification but essential for proper operation of the motor shall be deemed to be within the scope of the specification whether specifically mentioned in this GTS and `Tender specification' of the Purchaser. In the interest of standardisation, the purchaser reserves the right of selecting particular makes as per the `Preferred make list' enclosed along with the `Tender specification'. The tenderer shall supply isolators as per the makes figuring in the `Preferred make' list. The different numbers of frame sizes of isolators to be used for the project shall be kept to a minimum as far as practicable in the interest of standardisation and inventory control.

STANDARDS
The isolators covered under this GTS shall comply with the following standard specifications and publications with latest revisions ; IS:9920(pt.1-1981), H T Isolators (pt.2,3-1982),(pt.41985)

If any part, whole or specific aspect of isolator is not being covered under the above standards, the tenderer shall specifically bring out such aspects in the tender offer and decide during tender scrutiny / evaluation stage as to the

specific standards which shall be applicable. Otherwise the successful tenderer shall be liable to abide by the specific requirement of the purchaser at detailing stage without any additional cost to the Purchaser. 2.3 All isolators shall also conform to the latest Indian Electricity Rules as regards safety, earthing and other essential provisions specified therein for installation and operation. All isolators shall also comply with the statutory requirement of the Government of India and the state government in which the plant is located as given in the Purchasers `Tender specification'.

DESIGN CRITERIA
SYSTEM VOLTAGE / POWER SUPPLY Unless otherwise specified in the Purchasers` Tender specification' the following system voltage and power supply conditions shall be applicable: 11 kV + 10% 3 phase 50 HZ + 3% - 6% AC, ungrounded system with 500 MVA fault level for 3 sec. 6.6 kV + 10% AC 3 phase 50 HZ + 3% - 6%, AC, ungrounded system with 350 MVA for 1 sec fault level. 3.3 kV + 10% 3 phase 50 HZ + 3% - 6% AC, solidly ungrounded system with 250 MVA for 1 sec fault level. 230 V + 10% 1 phase AC 50 HZ +3, - 6% control supply voltage. 220 V + 10%, - 15% DC, 2 wire ungrounded control supply voltage.

SITE CONDITION Unless otherwise specified in the Purchasers `Tender specification' the following site condition shall be considered by the Tenderer: Maximum temperature 50oC 55oC design ambient for indoor application. design ambient for outdoor and indoor hot zones (as specified or classified in the Purchasers `Tender specification').

5oC 100% with maximum humidity and maximum temp. not likely to occur simultaneously.

Site elevation not exceeding + 1000 m above MSL. The atmosphere is laden with iron ore and steel plant dust which may be slightly conductive. 3.3 3.3.1 SELECTION CRITERIA Design and selection of isolators shall be done taking into consideration the fact that the isolators are called upon to operate continuously and hence all facilities

to simplify inspection, testing, maintenance, cleaning can be carried out at site without disrupting process / prolonged shutdowns. 3.3.2 The isolators shall be complete with approved safety devices wherever a potential hazard to personnel exists and with provision for safe access of personnel to and around equipment for operational and maintenance functions. Design and selection shall include all reasonable precautions and provisions for the safety of operating and maintenance personnel.

4.1 4.1.1

TECHNICAL SPECIFICATION
HT ISOLATOR HT isolator shall be triple pole, air break, manually operated, quick break and make, load break type and shall be designed as per IS:9920 (Pt 1-1981), (Pt 2,3-1982), (Pt 4-1985). All the three poles shall operate simultaneously by a operating handle. The isolator shall be housed in a floor mounted type cubicle of enclosure protection IP-52. The operating handle shall be projected outside the front door of the cubicle. Cubicle shall be made of 2 mm Thick sheet steel. The enclosure shall be dust and vermin proof with rubber / neoprene gaskets. Suitable pad locking arrangement shall be provided for locking the isolator in the OFF position. Necessary interlocks shall be provided between the door and switches to prevent opening of door when the isolator is in ON condition. Isolator shall have the following features. On the outgoing side of the isolator, an earthing switch shall be provided for the earthing of the outgoing equipment. It shall have interlock with the main switch i.e. the earthing switch cannot be closed unless the main switch is OFF. Isolator cubicle shall have the following equipment. 1). 2). 3). 4). 5). 6). 7). 8). 9). Main isolator equipment with auxiliary contacts. Supporting insulators. Operating handle. Mechanical ON & OFF indicator, ON - Colour Red, OFF - Colour Green. Earthing switch in the outgoing side with auxiliary contacts. Cable chamber in the rear side for incoming and outgoing cables. ON & OFF indication lamps. ON indication lamp cover will be red in colour and OFF indication lamp cover will be green in colour. Two nos. earthing terminals outside the cubicle for earthing of cubicle with galvanised iron flats as per IS:3043-1987. Lifting hooks at the top. Type Sl. No.

Manufacturer's Name. Weight. 4.1.2.2 In case connection is made by bus instead of cable, bus trunking arrangement shall be provided.

PAINTING
Unless otherwise specified the isolators shall be finish painted as per shade no. 631 (light grey) of IS-5:1994.The painting procedure shall conform to the CET's General Technical Specification on Painting for Electrical equipment' if enclosed, otherwise shall be at least comply to the following: All steel work used in the construction of transformer shall undergo rigorous metal treatment process comprising of solvent degreasing, alkaline degreasing , phosphate rinsing , pickling, passivating and oven drying. This treatment shall be followed by spray application of two coats of red-oxide primer and two coats of finished stove enameled painting of above specified shade.

TESTS
The tests to be carried out on equipment are subdivided under the following heads: Factory tests (routine tests and Type tests) Site tests Acceptance tests Factory tests to be carried out at manufacturer's works only are covered here whereas the `Site tests' and the `Acceptance tests' are covered under CET's 'General Technical Specification - Testing and Commissioning'.

6.2

FACTORY TESTS All routine tests as per relevant standards referred above shall be carried out by the Successful Tenderer at the manufacturer's works in the presence of purchaser/consultant.
