Attached is a set of slides given to me, unofficially, by John Brennan, the Director of

TTIC. They lay out a case for the joint mission center concept in the Intelligence
Community, a concept that plays a prominent role in Chapter 13.

Brennan's specific organizational prescriptions are not adapted, of course, to the


structural reforms we have been developing, but they are suggestive.

Brennan, like others in FBI and at Defense, is sympathetic to the concept of a National
Counterterrorism Center with powers akin to those we suggest, though no one has seen or
vetted the particular formulation we have developed.

DCI/DDCI cannot be "subject matter experts "


on all intelligence issues and lead/manage
CIA and the 1C.

• DCI/DDCI spend virtually their entire day on


the substance of intelligence - worldwide
subject matter experts.

• They work through others to manage the

System redesign necessary to achieve more


effective management of intelligence mission
and integration of resources and capabilities.
• Immediate need for a new overall intelligence
framework (Goldwater-Nichols equivalent).

• Too many single-component / single-agency tactical


adjustments being made without the benefit of an
overall "system-of-systems" construct.

• A new intelligence architecture needs to be forged


that fuses intelligence capabilities and knowledge
below the DCI level.

Each Target-Focused Center Would:

• Be led by an Associate Director of Intelligence for


(target), who would be responsible for the
intelligence mission against the target.
• Operate as a joint command.
• Be enabled by those responsible for capabilities
and support.
• Be overseen by the equivalent of a DCI-led joint
chiefs.
