VICTOR MANUEL LOPEZ-FLORES, a.k.a. VICTOR BONILLA-LOPEZ,


a.k.a. MARVIN, DOB 12/19/67, Virginia Driver's License #T66-16-
4252, 112 Lynnhaven Drive, Alexandria, VA, 3620 Edison Street,
Apartment #3, Alexandria, VA, 22305, was interviewed in one of the
interview rooms at the United States Attorney's office in
Alexandria, VA. Present during the interview were LOPEZ-FLORES'
attorney Alan H. Yamamoto, Assistant United States Attorney, John
Morton, Special Agent Brian Weidner and the undersigned agent.
After LOPEZ-FLORES was advised of the purpose of the interview,
which was conducted in Spanish, LOPEZ-FLORES provided the following
information:

LOPEZ-FLORES initially began the interview saying that he


had been thinking about the specific details regarding the day that
he had taken the three Arab males to the attorney's office and
assisted them in obtaining Virginia identification cards. LOPEZ-
FLORES continued to say, that he now recalled that there was a
third individual who was present at the attorney's office with him
and CHACHO HERBERT VILLALOBOS.

LOPEZ-FLORES said that he remembered that one of CHACHO's


cousins was also present in the attorney's office and that it was
the cousin who signed the DMV form for the other Arab male and not
CHACHO. CHACHO only drove LOPEZ-FLORES and his cousin to the
attorney's office. LOPEZ-FLORES could not recall CHACHO's cousins
name, but thought it may possibly be ARMANDO.

As the interview continued, LOPEZ-FLORES was confronted


with the inconsistencies of his account and his recent
recollection, and was asked as to what had led him to the change in
his account. It was at this point, that LOPEZ-FLORES stated that
he and CHACHO had been talking, and that CHACHO had clarified what
had occurred on the day when they had assisted the Arab males.

When LOPEZ-FLORES was asked what he meant. LOPEZ-FLORES


said that he and CHACHO HERBERT VILLALOBOS had been talking to
each other every day, since the day LOPEZ-FLORES was transferred
from Immigration and Naturalization Service Detention center and
into the Alexandria County Detention center.

LOPEZ-FLORES said that CHACHO had approached LOPEZ-FLORES


when he arrived at the same detention facility where he CHACHO
was being held. LOPEZ-FLORES stated that when CHACHO spoke to him,
CHACHO would clarified and repeat what had occurred on the specific
day when they had taken the Arab males to the attorney's office.

LOPEZ-FLORES said that CHACHO had helped him to remember


that there was a third individual present at the attorney's office.
CHACHO reminded LOPEZ-FLORES that he CHACHO had only driven them
to the attorney's office, while he LOPEZ-FLORES and his cousin
signed the DMV forms for the Arab males. CHACHO repeated the
specifics of that day on every occasion that he was able to speak
with LOPEZ-FLORES.

VICTOR MANUEL LOPEZ-FLORES, a.k.a. VICTOR BONILLA-LOPEZ,


a k.a. MARVIN, DOB 12/19/67. Virginia Driver's License #T66-16-
4252 112 Lynnhaven Drive, Alexandria, VA, 3620 Edison Street,
Apartment #3, Alexandria. VA, 22305, was interviewed in one of the
interview rooms of the Immigration and Naturalization Service
Detention Center in Arlington, VA. After LOPEZ-FLORES was advised
of the identity and of the undersigned agents and the purpose of
the interview, which was conducted in Spanish, LOPEZ-FLORES
provided the following information:
LOPEZ-FLORES only signed the Department of Motor Vehicles
DMVforms DL-6 and DL-51, atotal of 18times. LOPEZ-FLORES g/11 Personal
falsified the DMV forms by verifying that the people he was . Privacy
assisting, lived in Virginia when in fact, they did not. On every
occasion that LOPEZ-FLORES did this, he utilized the same attorney.
He learned of that attorney I "I through the other
individuals who also stood in the comer of the Dollar Store
parking lot LOPEZ-FLORES said that he also used that attorney
because he was the closest to the Arlington DMV.

LOPEZ-FLORES stated that the attorney was present at the


office 15 out of the 18 of the times that LOPEZ-FLORES went to his
office. The attorney would always review LOPEZ-FLORES' DMV forms
prior to signing them. Although LOPEZ-FLORES never had any
conversations with the attorney, the attorney always greeted LOPEZ-
FLORES. LOPEZ-FLORES stated that the attorney had to have known as
to what he was doing of falsifying the DMV forms because the same
people would continually go into his office for the same purpose.

LOPEZ-FLORES also believed that the attorney's secretary


was also aware of what LOPEZ-FLORES was doing. LOPEZ-FLORES stated
that he always used the same address when completing the DMV forms
in the attorney's office. LOPEZ-FLORES took illegal immigrants to
the attorney's office and assisted them in obtaining Virginia
identification cards and drivers' licenses, by falsifying the DMV
forms in the attorney's office.
LOPEZ-FLORES described the attorney's secretary as a thin
Salvadoran Female, who was short in stature.

LOPEZ-FLORES stated that when he took the three Arab


males into the attorney's office, the other individual that was
with LOPEZ-FLORES assisting with the Arab males, was CHACHO
HERBERT VILLALOBOS. CHACHO has been to the attorney's office
with LOPEZ-FLORES on at least three to four other occasions.
LOPEZ-FLORES and CHACHO had gone there for the same purpose of
assisting people in obtaining VA. identification cards and driver's
licenses, by signing the DMV forms verifying that the people were
Virginia residents.

LOPEZ-FLORES said that he did not see CHACHO sign the DMV
form for the Arab he CHACHO was assisting, or what name CHACHO
used to sign the form. LOPEZ-FLORES stated that he only remembers
seeing CHACHO walk out of the waiting room with the Arab male, and
then go before the attorney's secretary so they could sign the DMV
forms.
LOPEZ-FLORES once told CHACHO that they should stop
signing for other people because they were going to get in trouble.
CHACHO told LOPEZ-FLORES that there was a way that they could sign
without anyone knowing. LOPEZ-FLORES stated that in light of
CHACHO's statement and everything that has happened, LOPEZ-FLORES
believes that CHACHO meant that the way they could continue to sign
the DMV forms and not be caught was by using someone else's names.

three Arab males in it, drove up to them and asked them if they
would assist them in obtaining Virginia Driver's licenses. LOPEZ-
FLORES and CHACHO agre'ed to assist them, and led the Arab males to
an attorney's office, who they knew would be able to assist them in
the process of obtaining Virginia driver's licenses or
identification cards.
When LOPEZ-FLORES, HERBERT and the Arab males arrived at
the attorney's office, the secretary asked them what they needed in
Spanish. After they told her what they needed, the secretary took
their passports and identification cards and asked them to wait in
the waiting room while she completed the forms.

The secretary completed the forms, without asking them


for any addresses. The addresses that she placed on the forms were
the addresses which were found on the identification cards that
were given to her by LOPEZ-FLORES and HERBERT.

Once the secretary completed the forms, she called them


back into her office, two at a time. LOPEZ-FLORES stated that he
and the Arab male that he was signing for, went into her office
first and signed the forms. After LOPEZ-FLORES and the Arab male
finished signing the forms DL-6 and DL-51, the secretary then
called the attorney out of his office to sign their forms.

The secretary followed the same procedure with CHACHO and


the other Arab male that CHACHO was assisting. On one of the
occasions when the attorney came out of his office to look over the
forms and sign them, the attorney began speaking with one of the
Arab males in their language. After their conversation the Arab
male walked back into the waiting room and told LOPEZ-FLORtb mat
the attorney was from his country.

Once all the forms had been signed and notarized, they
left the office. When they were outside in the parking lot, one of
the Arab males paid both LOPEZ-FLORES and CHACHO $80.00 each.

LOPEZ-FLORES and CHACHO had gone to that attorney's


office approximately 18 times, assisting people obtaining VA
identification cards or driver's licenses. They went to the same
attorney because he was the closest. The attorney did not pay them
extra for taking him clients. LOPEZ-FLORES stated that he did not
know the secretary or believed that HERBERT knew her. LOPEZ-FLORES
said that it was both of their LOPEZ-FLORES' and HERBERT'S
decision to go to that attorney.

LOPEZ-FLORES said that there had been times that he would


be in the attorney's office when another person would arrive with
eight to ten people to sponsor for identification cards or driver's
licenses.

LOPEZ-FLORES was asked who else may have possibly seen


him or HERBERT with the Arab males. LOPEZ-FLORES stated that there
were two individuals who possibly may have seen them with the Arab
males. There names are RICARDO and ALEX. LOPEZ-FLORES indicated
that both of theses individuals worked at the same corner of the
Dollar store doing the same type of work.

LOPEZ-FLORES described RICARDO Last Name Unknown LNU,


a.k.a. "El Condo," as a Hispanic male, who is heavy set, wears eye
glasses, and is approximately 57".

LOPEZ-FLORES described ALEX as a Hispanic male, short in


stature, with short hair. Since the time that LOPEZ-FLORES had
been incarcerated, ALEX went to visit LOPEZ-FLORES at the Detention
Center. ALEX told LOPEZ-FLORES that he had heard that they I
FLORES and HERBERT) had been arrested. ALEX also asked LOPEZ-
FLORES what he had said to the police. When ALEX found out that
LOPEZ-FLORES had told them everything, ALEX was very interested in
finding out who LOPEZ-FLORES had named.

CHACHO was using ALEX's Virginia address as his own.


CHACHO told LOPEZ-FLORES that he lived in the Washington, D.C.
area, but used a Virginia address. ALEX confirmed this, because he
also told LOPEZ-FLORES that CHACHO was using his ALEX's Virginia
address as his own.

VICTOR LOPEZ FLORES knows him as "VICTOR" and has


seen him one or more times per
week; thirty or more times

It should be noted that GALICIA REYES did not know the


names of any of the individuals she recognized from the photo
display, save VICTOR LOPEZ FLQRES. She said she only saw the Arab
males one time. Two of the four Arab males were "signed for by two
Hispanic males. VICTOR LOPEZ FLORES is one of the Hispanic males;
who signed for an Arab male; the other Hispanic male she only met
once, the day of the visit (previously determined from the forms to
be 08/02/2001).

GALICIA REYES advised that she went to work yesterday


Saturday, 09/22/2001 to help her boss clean up the office. She
said she works six days a week with Sundays off.

She further stated that her boss made copies of documents


for the FBI after a visit from an agent last week; her boss is
waiting for the FBI to contact him for the documents. SA| |
told GALICIA REYES that her information would be passed along to;
the agent who spoke with her boss. i

GALICIA REYES said she is originally from El Salvador, j


and entered the United States when she was five years old. She is
married with three children, ages twelve, ten, and five. !

interviewed in one of the interview rooms at the Arlington County
Detention Center. After LOPEZ-FLORES was advised of the identity
and of the undersigned agents and the purpose of the interview,
which was conducted in Spanish, LOPEZ-FLORES provided the following
information:

LOPEZ-FLORES has known CHACHO HERBERT VILLALOBOS for


the past three years. LOPEZ-FLORES also knows CHACHO by the name
of HERBERT. They met each other standing at the corner looking
for day work (the corner that LOPEZ-FLORES is referring to, is
located on Quaker Lane and South Four Mile Run Road, Arlington,
VA.). CHACHO has a twin brother named SANTIAGO.

Approximately three to four months ago, LOPEZ-FLORES


started working at the corner of the Dollar Store renting out his
vehicle and signing people's Virginia Department of Motor Vehicle
DMV forms, vouching that they are Virginia residents. The Dollar
Store is locate at the 4100 Block of South Four Mile Run Road,
Arlington, VA. CHACHO started working there, doing the same thing
also within the last three months. They worked at that location
because it was located in front of the DMV, which is located at
4150 South Four Mile Run Road, Arlington, VA.

LOPEZ-FLORES indicated that when he worked at the Dollar


store renting cars and signing DMV forms, he did it from 8:00 AM to
3:00 PM, while CHACHO did it from 8:00 AM to 5:00 PM. LOPEZ-FLORES
stated that the opportunities to sell their signature did not occur
everyday, yet CHAHO would do two to three signature per week.
CHACO would charge anywhere from $50.00 to $120.00 for his
signature on the DMV forms. LOPEZ-FLORES was uncertain what name
CHACHO would use to sign the DMV forms, but he believed that CHACHO
used his real name of HERBERT VILLALOBOS when he signed the forms.

LOPEZ-FLORES said that it was at the corner of the Dollar


store where he met the Arab males. LOPEZ-FLORES and HERBERT were
standing at the corner of the Dollar Store when a mini-van with
