1.0 INTRODUCTION Oil & Natural Gas Corporation Ltd. (ONGC) under their tender ref MR/OW/MM/B-193/07(R)/2007 intends to develop B-193 cluster fields comprising of seven oil /gas facilities viz. B-193A, B193AQ, B-172, B-178, B-179, B-180, B-28A and B-23A which are located in the Heera-Panna-Bassein block of Bombay Offshore basin, about 60-90 km towards west of Mumbai city in water depth ranging from 60 to 75m. The fields are in close proximity of giant Bassein gas field towards the south. ONGC has carried out facilities optimization study for B-22 and B-193field development and included additional facilities. The development plan of B-193 cluster fields has been conceptualized in order to monetize the resources from the discovered fields that are located in the vicinity of main B-193 structure. These fields are of marginal nature and have high H2S & moderate CO2 content. Bassein Formation is the main oil bearing reservoir with minor oil/gas accumulations in Panna and Mukta formations in B-193, B-178, B-179 and B-180 fields whereas Mukta formation is the main reservoir in B-172 field with minor accumulations in Bombay and Alibaug formations. In B-28A field, Bassein and Panna formations are the main oil reservoirs followed by gas accumulation in Mukta formation. In B-23A field Panna formation is the main gas reservoir. These fields are in close proximity and all of them, except B-23A, have shown high H2S concentration in the range of 6000 to 24,000 ppm except in B-28A where it is reported as 40,000 ppm. The CO2 concentration in all the above fields is of the order of 4 to 6 % except in B-23A where it reported as 6 to 11.8%. The B-22 field which is at a distance of around 27 kms from B-193A process complex have 3 remote platforms which are gas producing where as B22 platform has gas as well as oil production. Oil production from B22 platform shall be transported to B-193 AP process platform for further processing to separate oil, water and gas for which additional liquid handling facilities for 42000 BLPD at B-193 AP are provided. Additionally water treatment and pumping facilities, power generation, water injection at B-193AQ platform are provided which will have a 90 persons accommodation. For B-193 Field Development Project, tender ref MR/OW/MM/B-193/07(R)/2007, the following major facilities are; B193-AP Well cum-Process platform. B-193-AQ 90 men living quarter cum Water injection cum power generation facilities platform bridge connected to B-193-AP. B172A, B178A, B179A.B28A-A,B23A-A Wellhead Platforms. Submarine pipelines of overall 116.5km of varying sizes Modifications at BCP-B complex and tie-in with the Heera Trunk line.

2.0 SUMMARY DESCRIPTION OF SCOPE OF WORK/SUPPLY This specification with its attachments defines the technical requirements for the engineering, procurement, supply, inspection, testing, installation and commissioning of Oil metering packages for ONGCs B-193 Field Development Project.

VENDOR shall be responsible for material supply, manufacture, co-ordination with all SUBVENDORs, assembly, inspection, testing, surface preparation, preservation, packing, preparation for shipment, shipment and delivery of the Oil Metering systems in accordance with this requisition, process data, attachments and applicable codes and standards. VENDOR is also responsible for the above said items furnished by any SUB-VENDORs.

3.0 TECHNICAL REQUIREMENTS 3.1 General Requirement This specification outlines the minimum requirements for the design, manufacture, testing and supply of ANSI 600 2 x 100% Oil Metering system. This Package shall consist of the following components: Oil Metering System, which shall comprise following component as a minimum: i) ii) iii) Structural skid including all structural steel, supports, lifting device for maintenance, stairs and access platforms where applicable. One (1) ANSI 600 lb RF Inlet header with manifold for 2 x 100% capacity meter runs. Two (2) meter runs, each comprising: Upstream and downstream isolation ball valves Basket Strainer Differential Pressure Indicator Pressure relief valve Coriolis flowmeter complete with field mounted transmitter Field Junction box One (1) ANSI 600 lb RF Outlet header with manifold for 2 x 100% capacity meter runs. Dedicated Flow computers system; to be installed in the control room.

Vendor shall come up with an accurate sizing for all above item listed based on attached process data. All process wetted parts shall conform to NACE MR-01-75, latest edition. All castings & Weldings shall be 100% radiographed. All the above components shall be assembled, piped with inlet and outlet appropriately rated flanges, wired, tested and painted for offshore marine environment. For process fluid containing CO2 in excess of 2 PSI partial pressure, the instrumentation wetted part materials shall be as follows: < 71 deg C ASTM A182-F316 (316SS) > 71 deg C ASTM A182-F51 (2205 duplex steel)

The vendor shall supply all the items shown within the battery limit of Oil Metering skid with associated instruments as per the enclosed P&ID, as a minimum. Any other item, not shown on the P&ID, but required to make the system complete and efficiently operable shall be supplied by the Vendor.

3.2

Meter Run Flow Measurement Coriolis Mass flowmeters shall be supplied for flow measurement and shall meet all the requirements as per the functional specification enclosed along with this requisition.

The Coriolis Meter shall include the meter, transmitter and all other accessories necessary to make the system complete. The Vendor shall ensure that the sensor and all other wetted parts are shall conform to NACE MR-01-75 requirement. The following requirement shall be considered in Vendor proposal: The design shall be according to API MPMS 5.6 Flanged end connections, rated for the associated piping class. Coriolis Flow Meters shall have an accuracy of 0.2% and repeatability of 0.05% or better. Material selection for the Coriolis flowmeters shall be as per the functional specification for Coriolis flowmeters Enclosure class for Coriolis flowmeter, local indicator and transmitter, shall be weather proof to IP 65 or better.

Flow Computer: Flow Computer shall have the following features as a minimum Facility to calculate mass flow with pressure & temperature compensation Facility to calculate totalized flow value as per API requirements. It shall indicate volumetric flow, mass flow, totalized flow, temperature, pressure etc. Communicates with the DCS to provide process and totalisation data including but not limited to gross standard volumetric flowrate, net volumetric flow rate, mass flow rate, pressure, temperature, density, water cut, gross total daily volume, net total daily volume, daily average density, daily average temperature and common alarms. For further technical details, refer to attached functional specification for liquid flow computer.

4.0 VENDOR DOCUMENTS REQUIREMENT As part of the bid, vendor shall furnish the following document: Bill of Material Vendor filled in data sheets System Block Diagram Drawing P&ID Preliminary GA Drawing Weight data Technical catalogues 5.0 INSPECTION AND TESTING The Vendor shall be responsible for the complete inspection and testing of the oil metering package in the Vendors works and shall provide all equipment and personnel necessary to carry out the tests to the satisfaction of the Company prior to Factory Acceptance Test (FAT), Flow test / System Integration Test, Site Acceptance Test (SAT) and Commissioning.
