Inrecentmonthswehavepassedacoupleofimportantmilestones.MinisterHowlinhasissued theletterofintenttotheOpenGovernmentPartnershipforIrelandtoparticipate(20thMay2013), andTransparencyInternationalIrelandwascontractedtocarryoutaconsultationprocesswith thepublicandcivilsocietyorganisations,withareportsubmittedwithinrecentdaystothe Departmentthatcompiledsuggestionsgeneratedbypublicandcivilsocietyorganisationsfrom thisinitial12weekperiod.

WeareconsciousthatthepressuresofworkaroundBudget2014mayleadtodelaysupto15th October,butwewouldliketoformallyasktomeetyouassoonasyourscheduleallowstoagree theprocessandnextpreparatorystageofIrelandsOGPActionPlan.Whilewerecognisethatit willultimatelybetheGovernmentsactionplan,wewouldseebenefitinmaximisingcivilsociety involvementintheprocesswiththegoalofagreeingacodeterminedplanthatwecanall endorseandpromotepublicawarenessof. ItwouldbeusefulatthisstageifwecouldhavesomefeedbackfromtheDepartmentabouthow youseetheprocesstodateandyourinitialreactionstotheactionsproposedviathe consultations. Intermsofourproposedmeeting,wewouldliketodiscusswithyou: 1. theprocessforfurtherengagementwithcivilsocietyandthepublicaroundthecontents oftheActionPlan 2. whatprocesswillbeusedtoacceptorrejectproposalsfromtheconsultation 3. whatareyourplansformonitoringtheimplementationoftheplan(beyondthe internationalmonitoringroleoftheOGP)and 4. doyouhaveanindicativetimetablefortheprocessleadinguptoIrelandssubmissionof itsActionPlanbeforeApril2014. Inrelationtoongoingengagementwithcivilsociety,weareconsciousthattheOGP recommendationforatwoyeartimeframetobeusedinnationalactionplanscouldleadtoa longinterruptionintheengagementwithcivilsociety,whichwefeelshouldbecontinuousin ordertomaintainmomentumfortheactionplan.Wearealsoconsciousthatresourcesare neededtofacilitatethisengagementandwewouldwelcomeanyindicationoftheDepartments

abilitytoresourcethis. WehavealsowrittentoMinisterHowlinseekingameetingwithhiminordertobetterunderstand theGovernmentperspectiveonOGP. Wehopethatwecanmeetwithyousoon,asweworkwithyoutowardsachievingtheimportant goalofIrelandjoiningtheOpenGovernmentPartnershipandimplementingannualactionplans tomakepolicymakingopentowiderpublicunderstandingandparticipation.
