MEDIA STATEMENT FROM: Perkins Coie LLP DATE: June 25, 2013 SUBJECT: University of Colorado Internal Review

__________________________________________________________________________ The University of Colorado retained our firm to conduct a fully independent and complete review of a wide range of areas touching on numerous CU academic departments and offices, as well as different areas of the law. This review began in July 2012, and is now in the process of concluding. The areas we examined include: Campus policing; student health services; the behavioral evaluation and threat assessment team (BETA Team); CU Office of the University Counsel; and environmental health & safety. We are grateful that, throughout this important and challenging process, the CU Administration, the CU General Counsels Office, and the various CU faculty and staff members with whom we interacted provided us with full cooperation, and took all appropriate steps to ensure that our review was complete, and remained fully independent. Our explicit mission throughout was to determine whether, in the context of James Holmes time as a CU neuroscience student and subsequent departure from campus, CUs conduct complied with applicable legal requirements, as well as existing and emerging best practices. The review we conducted was necessarily exhaustive, involving what may be an unparalleled number of legal issues and factual questions. It included an analysis of hundreds of thousands of potentially relevant documents and communications, interviews with dozens of members of the faculty and campus community, consultation with leading subject matter experts, and discussions with members of the CUs Administration and others. For each of the important areas we examined, we not only studied areas of potential concern, but, working hand in hand with world-class experts in the various fields, took the next step of making proactive substantive and structural recommendations to further strengthen CU as a public institution. Because of CUs status as a public institution, we reduced our hourly rates across the board by some 25% for this engagement. Respecting the ongoing legal process involving Mr. Holmes and the various privilege issues involved, and considering that CU is currently implementing our targeted recommendations, at this time we cannot share the detail of our findings with members of the media.
