PREAMBLE

We, the students of Pam ant as an ng Lungsod ng Maynila, conscious of the vital role of
the youth in nation building, uniting ourselves in order to establish an organization that shall
ensure solidarity among its members; preserve integrity of our common endeavor, and support
the university in the fulfillment of its goals for a better Philippine Society, with the help of the
Almighty God, do ordain and promulgate this Constitution and Bylaws.

ARTICLE I
NAME, OFFICE, AND NATURE

Section 1. The organization shall be called Junior Philippine Computer Society Pamantasan ng
Lungsod ng Maynila (JPCS- PLM). It shall be domiciled inside and outside the PLM Campus,
Intramuros, Manila.

Section 2. The JPCS- PLM shall be an academic, nonprofit, nonpolitical and nonsectarian
organization.

Section 3. The JPCS shall be an independent organization, under the College of Engineering and
Technology Student Council and should serve as a supporting ligament to other organizations in
the College of Engineering and Technology such as CSSC, COESS and ECESS. This does not
mean that these three organizations are under the JPCS likewise the JPCS under them.

ARTICLE II
OBJECTIVES

Section 1. To promote the spirit of cooperation and fellowship among its members and with
other student organization.

Section 2. To devote more time and effort to productive activities.

Section 3. To provide assistance to members concerning their academic problems.

Section 4. To undertake, carry out and implement programs and projects geared toward student’s
development

ARTICLE III
MEMBERSHIP AND DUES

Section 1. Membership in the organization shall be open to all PLM students taking up BSCS,
BSIT, BSECE and BSCoE, provided they adhere to the ideals of this Constitution and By-laws.

Section 2. Each member is required to pay one hundred pesos (P 100.00) membership fee.

Section 3. One Hundred Pesos (P 100.00) shall be paid per school year by every member of the
organization.

ARTICLE IV
RIGHTS AND PRIVILEGES OF MEMBERS

Section 1. Ail members of the JPCS- PLM shall be considered as active and participating
members, and as such, shall be entitled to the rights, privileges and benefits hereinafter provided.

Section 2. All members shall be fully informed of all the affairs, policies, program, projects and
actions adopted by JPCS- PLM.

Section 3. All members shall be entitled to all benefits from the program and projects of JPCS-
PLM.

Section 4. All members are free to initiate, in any meeting of the organization, discussions of
issues other than those stated in the agenda.

ARTICLE V
SUFFRAGE

Section 1. All members of the organization may exercise suffrage.

Section 2. The Executive Committee shall provide a system for securing the accuracy of
physical vote counting.

ARTICLE VI
DUTIES AND RESPONSIBILITIES OF MEMBERS

Section 1. All members must observe respect and uphold the Constitution and By-laws of JPCS-
PLM.

Section 2. All members must abide by the policies, decisions and resolution adopted by the
JPCS- PLM.

Section 3. All members must attend and actively participate in all activities of JPCSPLM.

ARTICLE VII
EXECUTIVE COMMITTEE

Section 1. The Executive Committee shall perform the legislative and administrative functions
of that organization that shall be composed of the President, External Vice-President, Vice
President for Majors, and the Board of Directors.

Section 2. The Executive Committee shall be the implementing body to executive programs,
actions and policies adopted by the JPCS- PLM.

Section 3. The Executive Committee shall be composed of the following officers:


• President
• Vice President for CS Majors
• Vice President for IT Majors
• Vice President for Engineering Majors
• Director for Information and Communication
• Director for Special Interest Group & Advocacy
• Director for Membership
• Director for Public Relations & Publication
• Director for Professional Development
• Director for Corporate Affairs
• Director for Finance
• Representatives

Section 4. The Executive Committee shall meet twice a month or as often as deemed as
necessary.

Section 5. Any officer who fails to attend the regular meeting set by the President should explain
in writing to justify his side within three regular school days after session.

Section 6. Any officer who fails to attend three consecutive sessions without the Executive
Committee the reasons for his absence, shall automatically be dropped from his position.

ARTICLE VIII
POWERS, DUTIES AND FUNCTIONS OF THE EXEUTIVE COMMITTEE

Section 1. The President shall have the following powers, duties and functions;
• Preside over the meetings of the Executive Committee and the sessions of the General
Assembly.
• Appoint Representatives with the consent of the Executive Committee upon the
recommendation of the students from their respective levels.
• See that the organization is being run in conformity with the policies set forth in this
Constitution and By-laws.

• See that the duties of officers as set forth in the Constitution and By-laws are performed.
• Enforce the Constitution and By-laws, other rules and regulations which may be used
from time to time; and
• Perform such other duties as his office may require or as may be delegated to him by the
JPCS National Board of Directors.

Section 2. The Vice President/s shall have the following powers, duties and functions;
• Assume the presidency in an ad interim capacity in case the President resigns or
otherwise incapacitated. Since four Vice Presidents are therein, the Board shall elect from
one of them.

Vice President for External Affairs:


• CO - preside with the President over the meetings of the Executive Committee and the
sessions of the General Assembly.
• Assist the President in the conduct of the activities of JPCS- PLM outside the campus.
• Shall be the organization’s representative to the other organization inside this university
in case the outside organization may call a meet with JPCS- PLM or when the President
is not available;
• The official candidate for the JPCS National Board
• Shall be the link between outside organizations and the JPCS PLM;

VP for Majors
• Perform such other duties as his office may require or as may be delegated to him by the
President or the JPCS National Board of Directors.
• Shall give prior attention to the course majors of their responsibility. Such as Computer
Science, Information Technology, and Engineering Majors

Section 3. The Director for Information and Communication shall have the following powers,
duties and functions:
• Make annual report on the activities, plans and accomplishments of JPCS- PLM which
are to be certified by the President and to be submitted to the JPCS National Board of
Directors;
• Keep and preserve accurate, permanent written records of the proceedings of all JPCS-
PLM meetings, records of members and other papers regarding the activities of JPCS-
PLM;
• Be responsible for all the correspondence of JPCS- PLM;
• Be responsible for all the notices of organizational meetings and any correspondence
incident to his office;
• Serve notices of meetings to officers and duplicate and distribute the minutes of the
meetings;
• Acts as the historian of all activities of the organization during the term of the Executive
Committee;

• Must submit or is required to submit via electronic mail (e-mail) ALL minutes of
meetings of JPCS to the e-mail address of the Executive Committee; and
• Perform such other duties and functions as may be delegated to him by the President or
the JPCS National Board of Directors;

Section 4. The Director for Finance shall have the following powers, duties and functions;
• Receive and maintain custody of all funds and properties of JPCSPLM and keep an
accurate, permanent written record thereof;
• Collect all fees and make all payments of organizational accounts upon proper
authorization from the President;
• Renders financial reports periodically and as may be necessary;
• Prepares/consolidates budgets involved in all JPCS projects;
• Monitors all disbursements by the organization;
• Must submit a financial report of each JPCS project to E. Committee within a week after
completion of the said project.
• Submit a financial receipt to the President during its sessions and to the Executive
Committee in its by-monthly meetings; and
• Perform such other duties and functions as may be delegated to him by the President or
the JPCS National Board of Directors;

Section 5. The Director for Membership shall have the following power, duties, and functions;
• Keeps all records of JPCS members;
• Monitors recruitment and selection of members into the organization;
• Maintains the organization’s database;
• Maintains the records of alumni members;
• Completes the chapter application form; and
• Perform such other duties and functions as may be delegated to him by the President or
the JPCS National Board of Directors.

Section 6. The Director for Public Relations and Publications shall have the following powers,
duties, and functions;
• Handles all matters concerning the dissemination of information to the public.
• Handles liaison work between and among JPCS Chapters as delegated by the president.
• Manages all publications of the Chapter.
• Perform such other duties and functions as may be delegated to him by the President or
the JPCS National Board of Directors.

Section 7. The Director for Professional Development shall have the following powers, duties,
and functions;
• In-charge of all study groups. Formulates and develops these groups to help the students.
• Aims to improve the knowledge and ability of all members of the organization.
• Report the development and activities of each study group to the Board.
• Oversees all JPCS project.

• Make sure that all requirements of all projects are properly submitted and documented.
• He/She may not be directly in-charge of any project
• Perform such other duties and functions as may be delegated to him by the President or
the JPCS National Board of Directors

Section 8. The Director for Special Interest Group and Advocacy shall have the following
powers, duties, and functions;
• Shall be in charge of maintaining the JPCS PLM web site, email address, and E-groups;
• Shall be the owner and moderator of the JPCS PLM E-groups;
• Together with the Dir. for Professional Development, responsible in facilitating seminars,
workshops and trainings conducted by the organization;
• Perform such other duties and functions as may be delegated to him by the President or
the JPCS National Board of Directors.

Section 9. The Director for Corporate Affairs shall have the following powers, duties, and
functions;
• Serves as the Chapter Representative to the JPCS National Board if the VP for External
Affairs resigns or otherwise incapacitated;
• Takes care of companies supporting JPCS;
• In-charge of coordinating with corporate sponsors in each project;
• Perform such other duties and functions as may be delegated to him by the President or
the JPCS National Board of Directors.

ARTICLE IX
ELECTION & QUALIFICATION OF THE EXEUTIVE COMMITTEE

Section 1. Election of officers of the JPCS - PLM shall be physical voting.

Section 2. The outgoing JPCS - PLM Executive Committee shall establish procedures on
election.

Section 3. Any bonafide PLM Student taking up BS Computer Science, BS Information


Technology, BS Electronics and Communications Engineering and BS Computer Engineering
student possessing the qualifications herein enumerated is eligible to hold any position in the
Executive Committee, to wit:
• Currently enrolled in a CS, IT, ECE or CoE bachelor course, as certified by the College
of Engineering and Technology;
• Having a present GWA of at least 2.50;
• Have unquestionable loyalty to the organization and unwavering commitment to its
endeavor;
• Having established residence in the University and in his/her bachelor course for at least
one (1) school year immediately preceding the election.

ARTICLE X
REPRESENTATIVES

Section 1. The organization shall have one representative from each of the year levels.

Section 2. The representatives will be appointed by the President with the consent of the
Executive Committee upon the endorsement of the students with respect to their year level.

ARTICLE XI
ACCOUNTABILITY OF OFFICERS AND MEMBERS

Section 1. All officers and members of the organization shall serve with the highest degree of
responsibility, integrity, loyalty, and efficiency and shall be accountable to the JPCS- PLM.

Section 2. Any officer of the JPCS- PLM shall be removed from the office by the impeachment
for willful violation of this Constitution and By-laws, gross neglect of duties, or have failed the
organization’s expectation regarding to his/her actions.

Section 3. No officer shall be removed from office by impeachment without the concurrence of
at least two-thirds (2/3) of all members of the Executive Committee. However, the officer being
tried shall not participate in any way in the impeachment proceedings.

Section 4. In any case wherein an elected officer will be removed from office due to
disqualification, the remaining body of the Executive Committee with the consent of the advisers
or faculties has the right to appoint a new officer to assume his/her post.

ARTICLE XII
ADVISER

Section 1. The Adviser shall give general advice and guidance to the organization.

Section 2. The Adviser shall review all authorized activities.

Section 3. The Adviser shall be the official spokesman to· the University Administration.

Section 4. The Adviser shall perform such other functions as may be provided by proper
university authorities.

ARTICLE XIII
FUNDS

Section 1. The general funds of JPCS - PLM shall consist of the collected annual membership
fee of P100.00 – One Hundred Pesos.

Section 2. The money collected from donation, fund raising or any other mode shall from part of
the funds.

ARTICLE XIV
AMENDMENTS

Section 1. This constitution and By-laws can be amended every school year by a vote of two-
thirds (2/3) of all the present members in a regular or special meeting specifically called for that
purpose.

Section 2. All proposals for amendments must be submitted in written form with the explanation
to the Secretary at least fifteen (15) days prior to the regular or special meeting specifically
called for that purpose.
ARTICLE XV
EFFECTIVITY

This Constitution and by-laws, after being ratified by the majority of the officers of the
organization representing its members and verified by the faculty adviser, shall take effect upon
the approval of the school administration.
