Pakistani troops violate ceasefire for ninth time in four days
JAMMU: Pakistani army pounded civilian areas along LoC by violating ceasefire for the ninth time in four days on Thursday resulting in injuries to four people, prompting retaliation from Indian troops. Police said Pakistani troops resorted to unprovoked firing on forward Indian posts including civilian areas along LoC in Najwal-Pargwal belt of Jammu district around 12.30pm. In the firing on civilian areas, four people including three children were injured in Najwal border hamlet, they said. They have been identified as Nisha Devi (45), Rama Kumari (12), Usha Devi (14) and Surjeet Kumar (10) all children of a Sham Lal. They have been shifted to GMC Hospital for treatment, they said. Thirty million people are slaves, half in India, survey says


LONDON: Some 30 million people are enslaved worldwide, trafficked into brothels, forced into manual labour, victims of debt bondage or even born into servitude, a global index on modern slavery showed on Thursday. Almost half are in India, where slavery ranges from bonded labour in quarries and kilns to commercial sex exploitation, although the scourge exists in all 162 countries surveyed by Walk Free, an Australian-based rights group. Its estimate of 29.8 million slaves worldwide is higher than other attempts to quantify modern slavery. The International Labour Organisation estimates that almost 21 million people are victims of forced labour. "Today some people are still being born into hereditary slavery, a staggering but harsh reality, particularly in parts of West Africa and South Asia," the report said. "Other victims are captured or kidnapped before being

RANCHI: Counsel of jailed former Bihar chief minister and RJD chief, Lalu Prasad and 26 others convicted in the multi-crore fodder scam filed separate appeals in Jharkhand high court on Thursday challenging the judgment of special CBI court. Some of the petitioners including Prasad and former RJD MLA RK Rana also filed bail petition along with the appeal. Prasad is currently serving a jail term of five years at the Birsa Munda Central jail after being convicted on October 3. Centre tells Jharkhand to stop using commercial packaged food to treat malnutrition
NEW DELHI: The ministry of women and child development, in a strongly-worded letter, has asked the Jharkhand department of social welfare to stop using anganwadis and ICDS to experiment with using commercially manufactured Ready-To-Use Therapeutic Food (RUTF) to treat children with severe acute malnutrition (SAM). The ministry has sought an explanation from the Jharkhand government in the matter. WCD ministry was reacting to a report in the Times of India about the Jharkhand social welfare department issuing tender inviting bids from food manufacturers for packaged RUTF to be given to children afflicted by SAM. Commercial RUTF is energy dense food which is a mixture of protein, carbohydrate and fats or oils, fortified with vitamins and minerals where the ingredients are usually produced by grinding all the ingredients together into a paste. ROHIT SINGH RANA The speech of Jamiat-e Ulema-e Hind chief at Jaipur has punctured the secular balloon of Congress and perhaps drawn new lines of debate preceding the Lok Sabha elections 2014. As he attacked Congress for raising the bogey of Modi to frighten Muslims, the Grand old party spokespersons are mum on the issue. Though Madani retracted from his statement, which he will do for the time being but never disown, he willingly set the ball rolling with Congress and Samajwadi Party not knowing how to play with it on the political front. The likes of Sibal, Digvijay and other mike savvy, loose cannons are still wondering what to say in response to Madani's broadside. This time the attack on the oldest political party came from unusual source. Madani was warm to Congress and when Ghulam Mohammad Vastanvi, a Gujarati praised the developmental model of Modi, he was vehemently attacked by Madani and eventually forced to quit from the post of Vice Chancellor of Darul Aloom, Deoband. The same Madani has castigated Congress for raising the Modi fears among Muslim community. Seen in other angle, the statement means that one of the most influential minority leaders has seen through the Congress design to polarize Muslim votes against Modi. Interestingly, efforts of Gujarat Chief Minister and PM candidate of Bharatiya Janata Party (BJP) to reach out to the Muslims in a big way have unnerved the Congress. The Madani barb has added to its worries. Telling Muslims not to fear Modi unnecessarily means something is being worked behind the scene. It seems a well loaded statement which may in future reap fruits for Modi's Muslim outreach efforts. Leaving the regional parties wondering, Madani was candid in saying that they too have played with the sentiments of Muslims. An obvious reference to the Samajwadi Party for playing a brazen Muslim card which Madani sees a ploy to grab minority votes especially in the aftermath of Muzaffarnagar riots. It is a sorry state of affairs as the Grand Old Party is getting increasingly nervous of Modi's phenomenal acceptability with young people and now his wooing of Muslims slowly but surely, appears creating an undercurrent if not in his favour but definitely against the Congress. Exciting things are bound to happen with this trend, if it continues. In absence of Muslims voting against Congress would mean a division of their votes which may favour Modi. And if the minority votes him in a big way at the appeal of influential leaders like Madani and his Muslim outreach getting a positive response then Modi's bus can reach New Delhi before scheduled arrival time. The Jamait-e Ulema-e Hind chief has in a subtle way created a debate in the country regarding secularism being sole property of Congress and its allies. All others are either second grade seculars or doing it for a special purpose. Only Congress does it with conviction. In a big trouble the Congress led UPA is in a fix how to deal with the situation. With Rahul already proving less than a match for Modi, there are silent efforts to pitch in Priyanka instead. After all somebody in the dynasty has to come out to save the sinking ship. A pathetic condition for Congress, whose Vice President Rahul Gandhi attacks BSP Supremo Mayawati for not allowing leaders among Dalits to grow, has to go to the Family for presenting a new and more 'charismatic' election campaigner. Long live 10 Janpath, the only source of secularism and supreme leaders.

Pakistan has done it again. In fact one thing is consistent about Pakistan which we Indians must always try to remember. Their enmity against India is constant. And that will never stop. Come what may, Pakistan is on a course of hate India syndrome, unfortunately we gullible, chicken hearted Indians always ignore this consistent part of Pakistani perfidy. Islamabad has opened up its guns against the Indian posts all along the LoC. Incredibly as we were waiting for some sweets packets from Pakistanis along the line of control they gave us a heavy barrage of bullets instead on Eid. They think that the best way to celebrate festival is to harass India and if some of its soldiers fall down it means an even happier Eid. Unfortunately where our western neighbour is clear about its policy against India, New Delhi always nurses grandiose dreams about Indo Pak bonhomie and friendship. Our leaders go five steps ahead to meet the Paki leaders only to get beheadings, infiltration, terror attacks, and continuous cease fire violations in return. This is nothing but display of timidity on our part. Had we rebutted the Pakis on time they would not have resorted to such brazen show of deceit. Many locally produced/producible foods that are culturally acceptable and relatively low cost have been used for SAM in India for many decades by reliable academic and medical institutions, as well as by nongovernmental groups but these foods have been completely ignored," stated a paper written by the Working Group for Children Under Six, comprising nutritionists, paediatricians and public health experts. 8.15pm. "CBI has produced no evidence to prove that my client (Lalu) was aware of the fraudulent withdrawals in 1992," the petition reads, further stressing that as soon as he was apprised of the fraudulent withdrawals by the animal husbandry department in 1996 an immediate inquiry was ordered. Sources said that it was only after Lalu ordering an inquiry that he was framed by the conspirators in the scam and is now serving a term in the jail. CBI special court of PK Singh convicted Prasad and 45 others in RC20A/96 case, considered the mother of all five conspiracy cases in the Fodder scam. While a final judgement in the case of fraudulent withdrawal of Rs 37.68 crore from Chaibasa treasury was passed on September 30, 2013 the Special CBI court convicting all 45 accused, eight convicts sentenced for less than three years term were released on bail the same day. The court announced sentence for Lalu, Mishra and 37 others on October 3. Lalu and Mishra have been awarded rigorous imprisonment of five and four years respectively. "Our estimates are telling them that the numbers of people in slavery - whether it's in Great Britain or Finland or wherever - in these richer countries actually tends to be about six to 10 times higher than they think it is." Walk Free CEO Nick Grono said the annual index would serve as an important baseline for governments and activists in the anti-slavery fight. "This kind of data hasn't been out there before," he said. "It's a multi-year effort, and next year we'll have a much better picture of where slavery is and what changes there are. If you can't measure it, you can't devise policy to address it." India, Russia pact to extend BrahMos missile partnership

REASI, OCT 17: One person critically injured in an accident at Mahore was today airlifted to Government Medical College Jammu. Identified as Mohd Muqeem S/O Ghulam Mohd R/O Dubri, Mahore, aged 35 who received serious head injury, thoracic trauma and left renal injury after an accidental fall. Deputy Commissioner, Reasi, Dr Shahid Iqbal, immediately requisitioned an Airforce helicopter from Jammu which airlifted the patient from Mahore to Jammu. The condition of patient remained critical. This is third such incident in a month. SDM Mahore Ashwani Kumar Sharma coordinated the operation while Assitant Commissioner Central Dr Shabir Keen arranged all facilities at Jammu to save the life of critically injured.

DC suspends JE for land encroachment, illegal construction


REASI, OCT 17: Deputy Commissioner, Reasi, has placed one JE of Public Works Department under suspension and attached with office of Chief Planning Officer for encroachment on state land and raising illegal construction during night hours. An FIR has also been lodged in the matter. Naib-Tehsildar Reasi upon receipt of information past midnight rushed to spot and noticed construction on war footing in Khasra Number 1155 near district hospital where construction has been banned by an order of deputy commissioner since June 2013. Assisted by police party the material was seized and construction demolished. On the directions of Deputy Commissioner FIR No 143/2013 u/s 154 was lodged at Reasi Police Station by Tehsildar against the JE and others involved in encroachment and illegal construction. Pawan Kumar, JE, PWD Katra Sub-Division was later placed under suspension with immediate effect and further action initiated under Civil Services Rules Meanwhile, as per the orders issued by deputy commissioner last night a team comprising DySP Headquarter J D Slathia, Tehsildar R K Ananad, Naib Tehsildars Rajesh Baru and Prithvi Singh along with field officials and police party demolished the illegal construction at in Kh No. 240, 241 situated at Village Sailanjan where clash between two groups erupted yesterday leaving 9 persons injured and 2 FIRs registered in the matter. Show cause notice has also been issued to authorities of NHPC Salal for abandoning the land acquired in 1984 which has now become a dispute between some groups of people. ACR Tilak Raj Sharma has also initiated the Magisterial Enquiry into land dispute at Sailanjan and issued notices for appearances. Revenue and Police officials have also been summoned for investigation. A notice has also been issued to general public for deposing before the magisterial inquiry for investigation into clash between rival groups followed by violation of Section 144 imposed prohibiting forcible closure of markets and unlawful assembly in public premises including district hospital where some youth were beaten by protestors.Police are also investigating into violation of Section 144 order issued by District Magistrate and an FIR is likely to be registered. Deputy Commissioner Shahid Iqbal Choudhary and SSP Sharief Chouhan accompanied by other officer toured to various areas and also held review meeting to assess security situation. A number of social and political organizations today met the deputy commissioner and appreciated the bold action of district administration to resolve the matter which had turned into a politico-religious issue. They expressed satisfaction about timely action and thanked the authorities for swift intervention, assuring to maintain peace in the region.

JAMMU, OCT 17: Former Minister, Senior Vice President and MLA Vijaypur Surjit Singh Slathia Paid Rich Tributes on the Tenth Martyr's Day of Shaheed Hav. Tara Chand Lakhotra observed at his native village Khour Slarian ,Ramgarh who pays the homage to shaheed Tara Chand Lakhotra alongwith Romesh Motton Senior National Conference leader. Shaheed Hav. Tara Chand Lakhotra laid his life for his country on 1710-2003 during Operation Prakram at Kalali, Nowshera Sector J&K. He served in 4 JAK.RIF. Amongst others during the function Relatives of Tara Chand Lakhotra, Sarpanches Darshan Singh, Mohan Singh Bhatti etc. were presents. Rana condoles demise of Dr Rissam


JAMMU, OCT 17: Provincial President Devender Singh Rana on Thursday expressed profound grief over the demise of the demise of Padamshri Dr Harbajan Singh Risam, senior Interventional Cardiologist and Director Max Hospital Delhi. Describing his death as a great loss to the country in general the State of Jammu and Kashmir in particular, the Provincial President said Dr Rissam created a niche for himself because of his commitment to the ailing people. He said the passing away of Dr Rissam has created a void in the medical fraternity which is hard to fill. One killed in road accident, another died mysteriously


JAMMU OCT 17: One person was injured in a road accident while crossing the road at Trikutanagar. Report said that one Ajay Kumr son of Sardari Lal resident of Nai Basti on Thursday was hit by a vehicle bearing No: JK02AU-4060 while crossing the road at Trikutanagar. The driver after hitting the pedestrian fled from the spot but people present there noted down the registration number of the vehicle and informed the police. Police reached the spot but till then victim succumbed. Police immediately sound alert to all police nakas and nabbed the driver after some distance. He was identified as Anil Sharma son of Sham Lal. Police got conducted postmortem of the body and handed over to the family. A case has been registered and further proceedings in the case have been initiated. Meanwhile another 15 years youth Gulshan Kumar son of Girdhari Lal, resident of village Dhan Jasdhar in Kathua district went to cut woods along Talen Nalla near his house. He did not turn up home till late in the evening, his family members worried and started his search. At the same some ladies from the locally went to fetch water from spring and saw the youth lying unconscious near the spring. They immediately informed other people in the village who rushed there and found him lying dead. They informed police who reached there and arranged his postmortem on the spot and handed over to the family. The deceased was bearing head injury. It was suspected that he was slipped while carrying a big piece of wood causing head injuries and instant death. Anyhow police registered a suspicious death case and started investigation into the matter

Youth attacked, hospitalized


JAMMU OCT 17 : A youth was attacked with sharp edged weapons by two another youth in Digiana area and was admitted in GMC with grievous injuries.Report said that 19 years Rahul Choudhary son of Tara Choudhary resident of Nai Basti on Thursday evening was walking in Digiana area when two youth Anshu and Rohit intercepted and scuffled with him and soon they attacked him with sharp edged weapons. They inflicted several injuries on his legs and then fled from the scene. The matter was reported to the police by the people and shifted the injured youth the hospital. JAMMU, OCT 17: National Secular Forum (NSF) activists in large number paid rich tributes to the student 'martyrs' at Shaheedi Sthal, GGM Science College and raised slogans in favour of martyr students included 'Amar Rahe- Amar Rahe, Hamare Shaheed Amar Rahe.' Jugal reached Pargwal, condemn Pak firing


JAMMU, OCT 17: On receiving the information that about half a dozen people of village Najwal in Pargwal sector have been injured by Pakistan's unprovoked firing, BJP State President Jugal Kishore Sharma, alongwith other leaders of the party, rushed to Primary Health Centre (PHC) at Pargwal to inquire of the condition of these innocent people who became target of the Pakistani firing. A total of five people, including women and children were injured while working in fields. Even mortar shells also reached their houses causing terror in the entire area. Jugal Kishore Sharma interacted with the injured people as also discussed about their injuries and treatment with the concerned doctors. Later, he also assisted the PHC in shifting the three critically injured people to Government Medical College (GMC) Hospital, Jammu, for better treatment. Jugal Kishore Sharma, while condemning the across the border firing and expressing sympathies with the innocents who got injured, said that it has become a regular feature of our neighbour country and the Congress-led UPA government at the centre is not taking any serious note of it as a result of which Pakistan army is repeatedly violating cease fire. He said that it is not the first incident. During the past few months, Pakistan has indulged in infiltration and firing in other parts of Jammu, wherein a large number of innocent civilians, policemen and army personnels were killed. Jugal Kishore Sharma said that the UPA should shed its weak kneed policy towards Pakistan and convey it in clear words that no more violation will be tolerated. He also asked the State government to provide best treatment to the injured people and bear the whole expenses of their treatment besides adequate financial relief to the injured ones. Jugal was accompanied by BJP leaders including Anil Gupta, Kuldeep Sharma, Daljit Singh, Bawa Parshottam, Pawan Gupta, Vinod Bhagat, Sarpanch Bhupinder Singh and Shamsher Singh.

POONCH, OCT 17: Today a meeting of Pahari Students Samaj Front (PSSF) was held at Poonch in which student's fraternity lambasted the ruling government for its failure to work for the welfare of Pahari Community. The meeting was held under the chairmanship of Zeshan Haider Sate Spokesman PSSF. Whereas Qazi Asad ur Rehman District President Poonch PSSF presided over the meeting. While speaking on the occasion Asad stated that Pahari Community has been be fooled by every successive government from last two decades as their long pending demand Schedule Tribe Status has not been fulfilled yet. He appealed to the students to fight unitedly for their Rights Guaranteed under Constitution of India. Meanwhile Interacting with the students Haider exhorted on the Union Government for playing with the sentiments of Pahari Community knowing the fact that a Cabinet decision was passed on 8-81989 vide no.159 in the favor of downtrodden Pahari Community for the grant of Schedule Tribe Status. He further said every successive Government, Governor's and even interlocutors have pleaded the genuine demand of Schedule Tribe Status to Paharis, but it's very unfortunate on the part of Government that yet the long pending demand Schedule Tribe Status to Nationalist Pahari Community is being neglected by the State and Central Government. He further said ruling coalition government of State has let no stone unturned to vanish the identity of the historic Pahari Community and extent of discrimination is that Pahari and Gojri Research Centers which were approved by the University Council in the year 2008 are not established yet,He said NC and Congress are mother of Terrorism, Corruption and murderer of democratic institutions. He said we will not let anyone to play with our Rights Guaranteed Under Indian Constitution. He appealed the Students to stand Shoulder to Shoulder against the Divide and Rule Policy of Ruling Government and fight in the interest of Right Equality and Justice. Hockey India Secretary General and Hero Hockey India League Chairman Dr. Narinder Batra said the auction would give the franchisees a chance to buy new players to replace permanent withdrawals and complete their squads for the coming season. The base prices for the players would vary from $2,600 to $25,000. With the inclusion of a new team in HIL 2014, we can expect more spectacular hockey this time, Dr. Batra said. The second season will be an exciting opportunity for the young and coming talent to leave its mark on this tournament. We are sure Hero HIL 2014 will build on the

The silver lining has been the Supreme Courts intervention to monitor the CBI probe. Credit goes to Mr Swamy and Mr Prashant Bhushan. At least Raja and some bribe-givers were caught. The Special Court was set up to hear the case on a daily basis. Hopefully, the judgement will come by mid-2014. Meanwhile, what of the others who have escaped? Answer: Let us leave it to the peoples court, which will give its verdict by May 2014.

TACKLING CHILD MARRIAGES
India's decision to back out of co-sponsoring a United Nations Human Rights Council Resolution on eliminating child marriages, will be read as its lack of commitment to the cause. Indian officials have been defending the move on the ground that the resolution did not specify the cut-off age and used the term early marriage, which is open to interpretation and thus problematic. They were also worried over the strong language used in the resolution that called child marriages a violation of human rights'. The first is a technicality that need not have really bothered New Delhi, since it would not have impacted the situation in the country. We have the Prohibition of Child Marriage Act, 2006, that holds the legal age of marriage at 18 years. Besides, other countries who adopt the resolution too would be free to have a cutoff age that defines early marriage'. The resolution does make it at least morally binding, if not legally mandatory, on countries to tackle the social evil of child marriages. The second fear has no basis, because the language used was already part of the resolution which India had backed days ago. By not co-sponsoring a resolution which it had strongly supported, India has lost moral advantage. The primary reason why it did not co-sponsor the resolution is because the Indian officials believed it would burden the country with an obligation that it is ill-equipped to handle. The move would have perhaps prompted some countries to question the moral right of India to co-sponsor a resolution on a subject where the country has performed less than well. Whatever the fears may have been, the fact is that we have a worrisome record in tackling child marriages. India has the world's 14th highest rate of child marriages (47 per cent), behind countries such as Bangladesh (66 per cent) and Niger (75 per cent). The country is also said to have the largest number of child brides an estimated one-third of the global total. Although the Prohibition of Child Marriage Act provides for stringent jail terms to parents and others complicit in child marriages, the fear of the law has apparently not set in enough. The convictions have been few if at all for a variety of reasons, ranging from lethargy of the investigating officers to lack of evidence that would stand legal scrutiny. Let alone convictions, even arrests have been rare. According to a report, fewer than 400 persons have been held under the law since 2012, although child marriages are rampant across the country. The situation is made worse by the fact that many instances of child marriages either don't get reported or are blatantly defended on religious and social grounds by influential leaders. The recent move by some clerics in Kerala to have the legal age for Muslim girls to marry lowered to 16 years, is a case in point.

FIRST THE SCAM, THEN THE SHAM

As expected, the Congress-dominated Joint Parliamentary Committee has given a report on the 2G Spectrum scam that clears Prime Minister Manmohan Singh and Union Minister for Finance P Chidambaram, and puts all the blame on former Minister of Communication and Information Technology A Raja. This dubious report, prepared without summoning the trio by the JPC headed by PC Chacko, is among the darkest chapters in Indias parliamentary system. The Congress has once again shown its arrogance and disrespect to Parliament by achieving its dubious designs through a majority of votes, with the help of its bargainable and perennial supporters like the Samajwadi Party and the Bahujan Samaj Party. Mr Chacko had no qualm in accepting the Congress spokespersons post during his stint as JPC Chairman. His role and job was to provide an escape route to the Prime Minister and the Finance Minister. But the worst was the performance of the two JD(U) Members of Parliament in the JPC. They were absent during the final voting to adopt the report. These MPs had a few months back rejected the findings of Mr Chacko-led JPC and signed on a memorandum along with BJP members of the panel for the dismissal of Mr Chacko. One of them, Mr Sharad Yadav, had been vocal in Parliament for the past five years on the 2G Spectrum scam. Due to his partys new political line, he and his party colleague had to play the abstaining drama, facilitating the Congress to get a walkover. The scam basically happened during Rajas period. But the Congress cleverly argued for a probed into telecom deals from 2000 in a bid to catch the BJP off guard. Then it further went back to the period from 1997. This has been the Congresss strategy when it has been hit by scams. The same strategy was adopted in the coal block allocation irregularity; the party-led Government

extended the probe to 1994. The saddest part is that the JPC had been used as a tool to bully then Comptroller and Auditor-General Vinod Rai. The Congress was showing its wrath on him for exposing its Governments corruption. Mr Rai was summoned five times and literally ragged by members of the Congress. All anger on Mr Rai was over the calculation of the huge presumptive loss ranging from Rs 45,000 crore to Rs 1.76 lakh crore. The CAGs findings were ratified by the Supreme Court in several orders and judgements, including in the cancellation of tainted 122 licences. The Department of Telecommu- nications, which parroted now Telecommunications Minister Kapil Sibals infamous zero loss theory, thought nothing of writing to the JPC about the alleged Rs 42,000 crore loss during the NDA regime. The JPC was used as a tool promote this fictitious calculation in a bid to indict former Prime Minister Atal Bihari Vajpayee. After all, the theory of loss of more than Rs 42,000 crore is a laughable one. In those days, a mobile phone user had to pay a monthly rental charge of Rs 500. That means, Rs 6000 were paid annually for holding a mobile phone. In 1999, considering worldwide practices, the Government decided to waive this fee. After 13 years Mr Sibal says this decision led to a huge loss. The Congress-dominated JPC wants us to believe the tainted Telecom Department, but not the findings of the CAG. Moreover, Mr Vajpayees name was added in the list of witnesses to be summoned. These attempts were nothing but part of the dirty tricks department of the Congress. Mr Chacko now says that Mr Vajpayees name was inadvertently figured in the list. What an explanation! When Opposition MPs demanded the summoning of Mr Chidambaram, it the JPC went for a vote, knowing it had a majority. According to the judgement of the 2G Special Court, Mr Chidambaram and Raja were party to two decisions. First, fixing the price of the spectrum at dirt cheap price, and second, offloading of shares of tainted companies to multinationals at exorbitant prices. Raja became an accused primarily for these two reasons. However, the courts said later that petitioner Subramanian Swamy did not prove the criminality of Mr Chidambaram. Is it the duty of Mr Swamy to find the criminality of Mr Chidambaram? Anyway, the courts did not ask the Central Bureau of Investigation to treat Mr Chidambaram like Raja. Whatever the fans and cronies of Mr Chidambaram argue, the fact is that he is politically, administratively and morally responsible for the sins charged on Raja. The JPC did not touch the subject of the Aircel-Maxis scam, which is an open and shut case for fixing the fate of Mr Chidambaram and Mr Dayanidhi Maran. This dubious deal was approved by Mr Chidambaram, by violating all norms. The deal, worth more than Rs 4,000 crore, had no mandatory Cabinet Committee on Economic Affairs approval. Maxis acquired

EXPOSING THE FARCE IN SECULARISMS NAME

Jamiat-e-Ulema-e-Hind chief Mahmood Madani, accusing the Congress, in the main, of trying to scare Muslims, has performed a signal act of truthfulness and courage. Mr Madani says Congress, and others like the Samajwadi Party, are trying to create a spurious Narendra Modi bogey. After all, there have been many more pogroms and riots involving Muslims and other minorities, including Sikhs, in Congress-ruled states over the years. But throughout, the Congress has proved unable to protect the very minorities it has extracted its votes from. The Congress may prefer to be blas about this, but the Muslims of India may have had enough of being duped. For it is not every day that a senior and respected voice from the Indian Muslim community speaks up like this, without prevarication, and in crystal clear terms. The same Mr Madani had earlier taken issue with the then Deoband Chief, Maulana Ghulam Vastanvi, leading to the latters ouster, in February 2013. Vastanvi had done no more than make a similar proModi remark. So, Mr Madani's dramatic and pointed turn-around and change of stance now may have been occasioned by the anguish and disgust generated by the recent highly political Muzaffarnagar riots. He could well be raising his influential voice to express the anger of the Muslim rank and file against the insincerity and manipulacould even end up in the NDA post-election. Combined with Nationalist Congress Party chief Sharad Pawars recent remark about how no political party should be regarded as an untouchable in a democratic polity, the old sureties seem to be under strain. The childrens mid-day meal scheme kills children around the country. The Public Distribution System distributes food and grain mostly to the commercial markets rather than the intended recipients. The fact that youth form the bulk of the electorate this time, will mean that the old formulaic politics will be automatically challenged both in the urban and the rural areas. The aspiration of the young for a decisive leadership that can deliver growth and development is what is attracting millions to Mr Modi. The youth prefer the 64-year old Mr Modis dynamism and energy to the younger but uninspiring Congress vice president, Mr Rahul Gandhi, and his party of old war horses and largely untested dynastic yuppies. The Indian people may be maturing in ways not too comfortable for its largely aged political leadership which is unable and unwilling to grasp new realities. It is no good for them to dwell on poverty and victimhood when the relentless glare of media exposes their own opulent lifestyles and high-flying ways. These very people who claim to feel for the and minorities, live protected, sanitised and deodorised lives far removed from all their professed concerns. Many are indeed far more comfortable when they can get away abroad to enjoy their wealth out of sight. The voting peasant and the slumdweller know this, perhaps they always have. But now, being young and aspirational, they will not tolerate blatant nonperformance, given an alternative. And the corruption on top of the hypocrisy is hard to bear when coupled with the chimera of aam aadmi sloganeering, the political content of which is a confection made of many self-serving fantasies, none of which has anything to do with the actual common man! The Mufti Mukarram of Fatehpuri Mosque in the Capital, commenting further on Mr Madanis remarks, says the fabric of secularism is strong enough now to persuade a Modi to moderate his stance if he wins. This had to be done by then fire-brand LK Advani when he became Deputy Prime Minister and Union Home Minister, and it will be the same for Mr Modi, should he become Prime Minister. Other pro-Modi Muslim voices such as journalist Shahid Siddiqui of the Urdu weekly, Nai Duniya, are also saying they have had enough of pretence politics with regard to Muslims. The community is the most backward and economically depressed in the country, says Mr Siddiqui behind Dalits, behind everyone. These confident and properly secular minority voices of India may have realised that it will take a Narendra Modi to help Muslims take their rightful places amongst the empowered and prosperous of this country. Besides, if the 175 million Muslims and 50 odd million of other minorities are truly brought into the mainstream, Pakistan may have to look elsewhere to export its terror.

CONGRESSS SCARECROW

It's not difficult to understand why Congress leaders are rattled by Maulana Mahmood Madani's warning that so-called secular parties can no longer get Muslim votes by invoking the fear of an individual. The Jamiat-e-Ulema-e-Hind chief has said in direct language what many others have been hinting at for some time now: Stop scaring the Muslims by projecting Mr Narendra Modi as a demon who is out to devour them, and tell the minority community what you have done for their welfare. The Congress has been milking the Muslim community by creating and then playing on fears that the BJP's prime ministerial candidate spells doom for the Muslims of the country and must, therefore, be shut out. That strategy has worked to an extent but it's past the shelf-life now. Although Mr Madani did not endorse the Gujarat Chief Minister, his statement has led to predictable reactions from Congress leaders, who have questioned the Jamiat chief's sudden love for Mr Modi. Instead of condemning the Maulana, the Congress must introspect on his observations, which are rooted in reality. The party has done precious little for the minorities in its decades of rule since independence. Had it been otherwise, the Muslims would not be nurturing the grievance of being left out of the mainstream or not being empowered enough. The social indicators of the minority community are far from robust in most of the States that the Congress rules or for that matter other so-called secular parties do. Various Government panels have suggested a plethora of measures to uplift the community. Why would have all these been necessary if the secular' parties had truly addressed the needs of the Muslims? The fact is that such parties have used the Muslims as vote-banks by raising the bogey of communalism. But the community has begun to see through their game and is no longer willing to be taken for granted. An indication of this is Gujarat where, despite vile propaganda that the Congress has indulged in, a large number of Muslims have in recent months voted for the BJP led by Mr Modi. The Congress fears that Mr Madani's blunt call could upset its applecart in the coming Lok Sabha election where it hopes to secure the minority votes in crucial States such as Uttar Pradesh, though it also believes that the Maulana has limited appeal among the Muslim voters. Caught on the wrong foot, the Congress is now seeking to discredit the Maulana by slyly pointing out (without wanting to go on record) that the cleric and others of his ilk are trying to remain politically relevant in an election season. They have also indicated that Mr Madani's remarks are part of his displeasure with the Congress because the party seems to have nudged close to his rival, the Barelvi sect. The first accusation is amusing, since parties like the Congress (and the Samajwadi Party) have never hesitated to use Muslim clerics to achieve political goals. Instead of drawing inferences from alleged internal tussles within Muslim religious organisations, the Congress must look back at how it has exploited such differences to suit its goals. Besides, Mr Madani has made an extremely relevant observation that must not be seen merely from the prism of religion: Political parties must refrain from seeking negative votes and instead talk of deliverables. This is as valid for any other political party Left, Right or Centre as it is to the Congress.

Timing his statement to the media, shortly before a slew of Assembly elections, Mr Madani probably intends to signal the restiveness of the Muslim about the traditional vote-bank politics. This could be a protest against the hoary tactics practised by parties like the Congress, the Samajwadi Party, the Janata Dal (United) and sundry others, some who The NCP is an uneasy and untrusted Congress ally in Maharashtra, and disenchanted with its role at the Centre. It may be looking to redefine the hidden code that tries to suggest that secular means Congress and communal means BJP. Other words of praise have come Mr Modis way from Ms J Jayalalithaa of Tamil Nadu, and Mr Chandrababu Naidu and Mr Jagan Reddy from Andhra Pradesh, who think highly of his development record and are keen on his even-handed leadership, and former Chief Minister BS Yeddyurappa of Karnataka. But the old certainties are definitely shifting ground. The Congress cannot be sure of its support base anymore, not amongst the voters or amongst the regional parties, nor of its supposed patent on secularism. The handling of cyclone Phailin, with over five lakh people efficiently evacuated in 48 hours, with just 23 known casualties so far, compared to over 10,000 dead in the last cyclone of 1999, is highly commendable. If Odisha Chief Minister Naveen Patnaik, along with other leading lights of the socalled Third Front find they have too many generals and not enough soldiers, it may be just as well for the BJD to rejoin the NDA and play a stellar role at the Centre. And not everyone in the regional line-up that are comfortable at present, will fare equally well in the general election. Some will be affected by anti-incumbency, others like Lalu Prasad, by the new stringent anticriminal strictures. Their inter-related numbers will change. The equations between the possible Third Front constituents, therefore, are necessarily in flux. The Jamiat chief, is meanwhile, saying that Muslim Indians have every right to choose their new Government in 2014 freely, fairly and without pressure. Mr Madani says Muslims are not like batasha, designed to melt if a little water is poured on it. Meanwhile, every bit of Congress-sponsored welfarism, designed to deliver UPAIII, is failing because of rampant corruption.

Dear Editor, The ensuing elections in J&K are a golden opportunity for the people of the state to dislodge the dynastic rulers from the echelons of power. During their regime, ample bloodshed of innocent people has taken place and none of the accused has been taken to task. We have witnessed many gory incidents during the rule. The record of human rights violation is very brazen, so to say. Other criminal acts are rampant across the region and perpetrators are not brought to book. The cries and the pleas of the anguished are falling on deaf ears. The voice of the opposition against the human rights violations is not listened and is suppressed. Nepotism, regionalism, favoritism has replaced fair selection in making government appointments. On the other side frequent strikes have spoiled the life of the common man. The dispensation has become so insensitive to the circumstances that people have lost the hope of any amelioration or improvement in their plight. The time has come when people have to make a decision and vote out such a dispensation which has amassed Himalayan wealth to suffice their seventy not seven generations. Dear Editor, Incidents of manhandling of innocent persons have become a regular feature with political rulers of Uttar Pradesh (UP). After incident of beating of a chemist by security-guards of a heavyweight UP minister for non-availability of a medicine required for daughter-in-law of the minister, fresh incident is now reported from Etawah (UP) where a medical-physician was beaten and his car badly damaged by brother-in-law of president of the ruling party. It is quite evident that state-police may not have courage to book the guilty ones with efforts made to terrorize the victim in several ways for not coming ahead to even file a police-complaint. Present Chief Minister in Orissa has set an example by not allowing re-entry to any former minister in the state-cabinet even though charges against him are somehow not proved. But musclemen-based UP politics made state Chief Minister to ensure re-entry of Raja Bhaiyya in the state-cabinet. Charges against such super-powered politicians can practically be never proved because witnesses cannot speak against them out of fear. Security beefed up for Modis Chennai visit


CHENNAI, OCTOBER 17: Police have thrown a tight security cover in the city for the visit of BJP prime ministerial candidate Narendra Modi on Friday. More than 5,000 police personnel including from Armed Reserve wing have been deployed for the bandobust, police said. The Gujarat Chief Minister is delivering the 2013 Nani Palkhivala memorial lecture at the University of Madrass Centenary Auditorium and will also be releasing BJP leader Arun Shouries book Self-deception: India China policies. The police have sanitised the Madras University Centenary Hall and the entire campus to ensure pool proof security. Security has also been beefed up at the state unit BJP office where Mr. Modi would meet office bearers. Armed policemen have been deployed on high rise buildings, mostly government owned -- in the vicinity. Police have been checking vehicles in the city and have been conducting searches in lodges and hotels to rule out presence of antisocials and suspicious elements. Centre to build godowns under MNREGA to roll out food law


NEW DELHI, OCTOBER 17: To ensure success of its new food laws, government on Thursday allowed construction of intermediary godowns under employment guarantee scheme MGNREGA and has allocated Rs. 450 crore for creating 15 lakh tonne of storage capacity across the country by Marchend. The decision has been taken in view of slow progress in the construction of intermediary godowns by state governments at a time when the government is in a hurry to roll out the ambitious food law in all states ahead of the general elections next year. The Centre has decided to set up intermediary godowns, which are generally created at block level, for efficient and smooth distribution of foodgrains via PDS and check leakages. After toilets and anganwadi kendras, we have decided to construct intermediary godowns for storage of PDS foodgrains under the MNREGA (Mahatma Gandhi National Rural Employment Guarantee Act), Rural Development Minister Jairam Ramesh told reporters. Mumbai gang rape: Photojournalist faints in court Dudley, Ambani seek meeting with PM on gas issue
MUMBAI: The 23-year-old photojournalist in the Mumbai gang-rape case on Thursday identified her assaulters and fainted inside the court during her four-hour deposition following which she was taken to a city hospital. "The rape survivor fainted during the deposition after which we stopped the proceedings and I requested the court that she be referred for medical help," special public prosecutor Ujjwal Nikam said .The victim, who was allegedly gangraped in the Shakti Mill compound here on August 22, was accompanied by her mother in the sessions court here during its in-camera proceedings. The young scribe stuck to her statement given to the police, narrated the entire incident and shared her ordeal in the court on the third day of the trial today, Nikam said.She also identified the porn clip shown to her by the accused during the sexual assault, he said.Nikam described the victim as "confident, articulate and narrative" and said she was "tense" during the deposition and at times requested for a small break. However, the four accused in the case remained "unfazed, remorseless and unmoved" during the proceedings, he said.In view of the incident, Principal Judge Shalini Phansalkar Joshi adjourned the trial till tomorrow.The journalist, who was interning with a English magazine here, was gang-raped by five persons, including a juvenile whose trial is separated, when she had gone to the deserted mill compound her male colleague on an assignment. The accused had tied up the victim's colleague with belts and allegedly raped her. The accused Vijay Jadhav, Kasim Bengali, Salim Ansari and Siraj Rehman have been charged with rape, conspiracy, common intention, unnatural sex and charges under Information Technology Act. The Mumbai crime branch had on September 19 filed a 600-page chargesheet against the four accused. An 18-yearold telephone operator was also allegedly gang-raped on July 31 by five men, three of whom are also allegedly involved in the gang rape case, police said. Mr. Dudleys third visit to India this year comes at a time when Petroleum Ministry, at the insistence of Finance Ministry, is seeking to deny his company and its partner RIL a new gas price for producing less natural gas than projected. This punishment is on top of USD 1.8 billion penalty that is already being imposed on them for the same crime. Also, the DGH is seeking to strip them off 8 gas discoveries holding 1.15 trillion cubic feet of reserves worth USD 14 billion from their eastern offshore KG-D6 block. Sources said Mr. Dudley on his way to attend a function with Gujarat Chief Minister Narendra Modi at Gandhinagar over the weekend, will make a night stop here. He and Mr. Ambani have sought meetings with Prime Minister as well as Finance Minister P. Chidambaram on Friday. They may also use the opportunity to see Petroleum Minister M. Veerappa Moily. The duo will attend the third convocation of Pandit Deendayal Petroleum University at Gandhinagar on October 19. Mr. Modi will be the chief guest at the function, they said. Mr. Ambani, who is the chairman of the Board of Governors of the University, has invited Mr. Dudley to the Convocation. This will be Mr. Dudleys third visit to India this year. His visit in February 2013 happened against the backdrop of a dispute with CAG over audit of spendings in RIL-BPs flagging KG-D6 gas block. In April, he met Prime Minister Manmohan Singh seeking market prices for natural gas as current sub-market rates were not drawing big investments. The government agreed to a revision in gas prices from April next year but BP and its partner RIL may not be a beneficiary. The Petroleum Ministry, at being coaxed by finance ministry, is moving Cabinet to deny RIL-BP the benefit of a new gas price that may be double of current USD 4.2 per mmBtu rate, until they make up for the shortfall during the last three years. RIL-BP blame geological complexities like sudden fall in pressure accompanied by sand and water ingress in wells for the production from D1&D3 fields in KGD6 dropping to 10 million standard cubic meters per day instead of rising to 80 mmscmd. The Directorate General of Hydrocarbons (DGH) on the other hand blames the fall in production to RIL-BP not drilling committed number of wells. Also, DGH wants RIL-BP to give up 1,130 sq km of area KG-D6 are more than the 5,367 sq km area they had offered to relinquish as per contractual requirements. This area contains eight discoveries. BP holds 30 per cent interest in seven oil and gas blocks operated by RIL.

Mumbai police arrest Anjani Sinha


MUMBAI, OCTOBER 17: The Economic Offences Wing of Mumbai Police, on Thursday, arrested former Managing Director and Chief Executive of beleaguered National Spot Exchange (NSEL) Anjani Sinha. Before arresting him, he was interrogated by EOW for several hours; on Wednesday he had been interrogated at length by the Enforcement Directorate (ED). Mr. Sinha was arrested for his role in the Rs 5,600 crore payment crisis at the NSEL which has affected 13,000 investors across the country, police said. This is the third arrest in the case; earlier the police had arrested Amit Mukherjee, a former assistant vicepresident of the exchange on October 9, while Jay Bahukhundi, another former assistant vice-president, was arrested the next day. The ED has registered `preliminary inquiry under the Prevention of Money Laundering Act, suspecting large-scale money laundering in the spot exchange. Mr. Sinha and his wife Shalini, who is managing director of family-run firm SNP Designs, were questioned by both ED and EOW. Mr. Sinha, who filed an affidavit before a city court a few days ago, blamed the entire former senior management of NSEL, including himself. The affidavit said he suspected that some of the former senior management members might have entered into dealings with buying members for their personal benefit and demanded a judicial inquiry against them. He admitted to submitting wrong stock statement to NSEL the board and regulator Forward Market Commission, based on the report by the warehousing division. Taking the blame for not informing the board about increasing exposure and risk of widespread defaults, Mr. Sinha stated the management allowed the exchange to function and did not stop trading due to fear of widespread defaults.

The conversations were recorded as part of surveillance of Radias phone on a complaint to the Finance Minister on November 16, 2007 alleging that within a span of nine years she had built up a business empire worth Rs 300 crore. The government had recorded 180 days of Radias conversations first from August 20, 2008 onwards for 60 days and then from October 19 for another 60 days. Later, on May 11, 2009, her phone was again put on surveillance for another 60 days following a fresh order given on May 8. The apex court had ordered setting up of a team of investigators to examine the contents of the conversations.

Techie jumps to death from 10th floor of IT park in Taramani


CHENNAI: A 24-year-old software engineer jumped to her death from the 10th floor of a leading information technology park in Taramani, off Old Mahabalipuram Road, on Wednesday night, police said. The reason for her death is yet to be ascertained. Around 9pm, police said, the woman identified as S Reshma, an application developer in a company at the Ascendas IT park, was seen walking near the canteen on the 10th floor. A few people having dinner saw her moving towards the window. Later, they heard that a girl had fallen to the ground. Initially, it was thought she had slipped. But, after a check revealed that the girl had left behind her slippers, it was assumed that she had jumped. Officials at the IT park rushed her to a private hospital in Adyar, where she was declared 'brought dead'. Her body was sent to the Government Royapettah Hospital for autopsy. Police, after preliminary inquiries, said Reshma, a native of Kerala, had been working in the company for the past few months and that she had been staying at a working women's hostel near Velachery, about 3km from her workplace. Both had caesarean section operations in light powered by a generator. Coincidentally, it was the second delivery for both of them. Jhunu Gochhayat of Sikharchandi went into labour on Saturday morning, a week before the tentative date given by doctors. "My husband (Bhagirathi) called up the emergency ambulance but it did not come. Several auto-rickshaws refused as the rain and wind were strong. Finally one of them agreed," Jhunu said. "We were scared while going to the hospital in the afternoon. I saw branches of trees falling on the nearly deserted road. Because of waterlogging, the auto-rickhshaw took more than an hour to reach the hospital," she told TOI from her hospital bed. "I was unconscious when I reached the hospital. But my husband later told me that doctors advised immediate operation. Since there was no electricity, they struggled hard with the help of a generator," she said. Jhunu delivered a girl, her second daughter. Barsharani Pradhan of Darada village in Puri district had a tough time reaching hospital as well. "My family took me to Pipili hospital. Doctors there referred me to Capital Hospital. After multiple phone calls and a long wait, an ambulance came but travelling from Pipili to Bhubaneswar was scary," she said. Barsharani too had a caesarean. "When the cyclone was gaining strength, my difficulty in the labour room was mounting," she said. "But in the end, I am happy. Cyclone made my delivery more memorable. We have named our child Pralay (disaster)," she said. Pralay is her second son. Talking to each other from their hospital beds, the women find the height of their worries and happiness similar.

MUMBAI: Erasing early gains, BSE benchmark Sensex on Thursday lost 132 points to close at a fresh one week low as investors booked profits in bluechips led by TCS and Infosys after these IT majors posted smart quarterly numbers. After opening higher and rising to as much as 20,621.3, the 30-stock index failed to maintain the upward momentum and closed lower by 132.11 points or 0.64% at 20,415.51. This is Sensex's biggest single-day fall in this month. Similarly, the broader-based National Stock Exchange index Nifty fell by 43.20 points, or 0.71%, to 6,045.85. "The economy is nearing the bottom of the current cycle and there is recovery in sight as investment should improve from the fourth quarter, as the government has been actively trying to restart stalled investment projects, both from the public and private sectors," senior economist at Moody's Analytics Glenn Levine said in a note on Thursday. "Yet the recovery will be modest, as weak business sentiment will take time to turn around. We expect fixed investment to grow 3.5 per cent in 2014 after being flat in 2013," he added. The arm of the global credit ratings agency Moody's also said: "The days of 8 per cent GDP growth are gone. We expect the Indian economy to hit its potential growth rate of 6.5 per cent by the second half of 2015." India's economy expanded by over 9 per cent in the three fiscal years before the global financial meltdown of 2008 and authorities have repeatedly maintained that the country has a potential to grow between 8-9 per cent. Moody's said that a combination of good luck and modestly better policies will drive a steady acceleration in economic activity, although the upturn will be patchy and difficult to see for six months or so. In 2008-09, the growth slipped to 6.7 per cent but picked up to 8.6 per cent in the following year and further rose to 9.3 per cent in 2010-11. According to NTPCSimhadri, poor coal receipt throughout the month of October had impacted the functioning of the plant, with damages to the railway tracks in Odisha due to Cyclone Phailincausing further disruptions. Prior to the shutwere running at technically minimum level of 350MW as against the installed capacity of 500MW, the release said. With the tracks expected to be repaired by Wednesday, power generation would be regulated depending on further availability of coal. D u r i n g September, the s t a t i o n received about 7.39 lakh metric tonnes (MT) of coal as against requirement of around 10.5 lakh MT. NTPC-Simhadri Super Thermal Power Station has an installed capacity of 2000MW (4 X 500MW) and is capable of generating 48 million units in a single day. MUMBAI: Axis Bank today reported a 21.2 per cent increase in net profit to Rs 1,362.31 crore for the second quarter ended September 30, 2013. The bank had a net profit of Rs 1,123.54 crore in the corresponding quarter last fiscal, A x i s B a n k said in a filing to the BSE. The total income of the lender increased to Rs 9,375.08 crore during the July-September quarter, from Rs 8,280.29 crore over the same period last year. Other incomes during the quarter rose to Rs 1,766.09 crore from Rs 1,593 crore in the same period a year ago. During the first half of 201314, the bank clocked nearly 18 per cent rise in net profit to Rs 2,771.24 crore, compared to Rs 2,277.06 crore in the same period last year. The bank reported a total income of Rs 18,434.20 crore in the first six months, compared to Rs 16,098.66 crore in the previous financial year. The bank's balance sheet improved by 16 per cent to R s 3,51,362.94 crore while its advances grew 17 per cent to Rs 2,01,303.16 crore at the end of September 2013. Capital Adequacy Ratio (CAR) for the bank as per the Basel II norms was 16.35 per cent at the end of the second quarter. As on September 30, 2013, Gross NPAs and Net NPAs stood at 1.19 per cent and 0.37 per cent, respectively, as against 1.10 per cent and 0.33 per cent, as on September 2012. Shares of the bank was trading at Rs 1,093.85 per unit, up 1.16 per cent on the BSE.

HSBC shuts brokerage arm in India; around 300 lose jobs


MUMBAI: British financial giant HSBC on Thursday said it will be shutting its struggling retail brokerage and depository business in the country, five years after it entered the segment by pumping in over $290 million. Nearly 300 employees of the company stand to lose their jobs due to the decision, according to sources. "We are discontinuing its retail broking and retail depository services business here, operated under HSBC InvestDirect Securities," HSBC India said in a statement. "Impacted employees will be offered a fair and equitable severance pay in line with HSBC policy, and career transition services will be extended through a professional agency," the statement said. Following the winding down decision, the bank said there will no new client additions with immediate effect, while existing clients will be informed of a date of discontinuation and will continue to offer the services till the shutdown. HSBC India entered the retail brokerage business in May 2008 - only months ahead of the financial crisis by acquiring a 73.21 per cent stake in IL&FS Investsmart for $241.6 million. This was followed by an open offer, which took up the stake to over 93 per cent, taking total investment to $296.4 million. It had subsequently delisted the company. The move comes after a review of businesses as announced by the group chief executive in May 2011, it said. Brokerages have not been doing well for the last few years due to high volatility in the market and after competition squeezed commissions. HSBC was no different, according to people in the know. According to sources, nearly 300 staff members at its 30 branches will be impacted because of the move.

MISC Global survey shows MBA courses still a big draw


BANGALORE: Business schools worldwide have reported an massive increase in the number of applications for MBA course received this year, says the 2013 application trends survey conducted by the Graduate Management Admission Council (GMAC). The survey covered admissions to 683 graduate management programmes from 328 Bschools. According to the survey, for this academic year, 50% of full time two-year MBA programmes have registered a surge in number of applications as compared to 43% last year. As many as 52% of fulltime programmes in the US reported an increase in applications for the 2013-2014 class, a 20 % rise over last year. Although there's an overall increase in applications, the scene in Asia-Pacific colleges is in sharp contrast to the US. More full-time programmes in the Asia-Pacific have reported a substantial decline in applications this year compared to 2012. Just 46 % of programmes in the region reported an increase in applications in 2013 compared with 79% in 2012. A Central and South Asia as well as in East and Southeast Asia. While applications from these regions account for 71% of the full-time two year courses, it is 59% for one-year MBA and 52 % for Master in Management programmes. Candidates from other world regions, such as Europe and Latin America, also account for a sizeable proportion of the applicant pool. Citizens of Middle Eastern countries represent 7% and 6%, respectively of the foreign candidate pool for fulltime two-year and full-time one-year MBA programmes, about twice the size of their representation in any of the specialized Master's programmes included in this report. Women and management The number of women applications has come down -121,413 applications, 36% of the total applicant pool. Only two programme types Master of accounting and Master's programme in IT -saw an increase in the percentage of women compared with 2012. While last year, 56% of applications for Master of Accounting programs were by women, this year it has surged to 59%. While only 40% of applications for Master's in IT were from women last year, the figure has gone up to 45% this year. Subject-wise analysis After many years of strong application volume, only 48% of Master of Finance programmes and 39% of Master of Accounting programmes reported increased or stable application volume. This contrasts sharply with 2012, when 68% of finance master's and 81% of accounting master's programmes recorded rising or stable application volumes. Moreover, it is for the first time in five years that a majority of these programmes (53% of finance and 60% of accounting) have reported declining application volume. However, Masters in Management is hugely popular, driven primarily by foreign applicants. Globally, 62 % of Master in Management programmes reported increased applications from foreign candidates in 2013 compared with 40 % of programmes that reported growth in domestic applications.

MUMBAI: The University of Mumbai has opened itself to security breaches by giving exam centres electronic access to all papers irrespective of the examinations they are hosting, principals have said. The university is electronically delivering question papers to colleges for the ongoing science and arts exams. But, instead of being limited, the delivery is unrestricted. Because of the recent snafus in giving out hall tickets and in accommodating all examinees, the university is passing on the code for all question papers to all colleges. This, principals say, is a mistake. They fear that such an "open" system can cast suspicion on them in case of a paper leak. The varsity started e-delivery of question papers last year with the TYBCom exam. However, the delivery then was controlled. Principals got only the code for the question paper they were to hand out to the examinees at their centre. "This time, I can download any paper. Though my college is a centre for candidates of a particular specialiAHMEDABAD: The first day of the Common Admission Test (CAT) 2013, on Wednesday, saw close to 180 candidates from Gujarat taking the computer-based test. B-school aspirants faced the first hurdle to the 13 Indian Institutes of Management (IIM) and other top institutes, at three test centres in Gujarat and 40 across the country. According to officials, the two testing centres in Ahmedabad - LJ Institute of Management Studies and Shanti Business School - saw 80 and 60 candidates appear for the test respectively, while Bhagwan Mahavir Education Foundation in Surat had around 40 candidates. Alok Shah, the academic head at Career Launcher, said that the test was slightly easier compared to last year's with more weightage for the reasoning section. "Both the sections were moderate in terms of difficulty," Shah said. CAT scores are key to getting a place in a good business school in India. Apart from the 13 IIMs, over 100 management schools will accept CAT 2013 scores. Palak Jha, who took the test on the first day, said, "There were no major surprises and the best part was that the test was glitch-free." Prometric, which conducts CAT, has confirmed that 4,066 candidates have appeared for the CAT 2013 across India. The next test will be on Friday, 18 October. The test will be conducted over a period of 20 days from 16 October to 11 November 2013. "The first day of CAT 2013 testing has ended smoothly. Throughout the testing period, we will continue to focus on providing candidates with the best possible testing experience," said Soumitra Roy, managing director, Prometric India. The total registration of CAT this year is 1.94 lakh against 2.14 lakh last year. Gujarat ranks at the 10th position in terms of CAT 2013 registration. According to information shared by CAT 2013 convener and IIM Indore professor Rohit Kapoor, CAT registrations from Gujarat have dropped to 6,898 from around 7,500 in 2012 and close to 6,900 in 2011.

Once these are entered, a link with question papers of all the exams on that day, all patterns and subject choices gets listed. Colleges can click on the link and a .rar file gets downloaded. More than an hour before the examination, the varsity generates a password and sends it to the college so that the file can be opened. A word file lists all the question papers, their code, date and the exam time. Each question

paper is on a .pdf file. "But let's assume my centre has biotechnology students, the rar file will also contain papers for genetics, botany and other exams of that day. Why must I or any principal be given access to all the papers?" asked a principal. College heads noted that some institutes do not even have approved or full-time principals. This too increases the chances of a paper leak. In many cases, say college heads, IT department officials handle the downloading work; the security of the question paper thus may not be foolproof. "There have been multiple failures during this examination season. Another one is just not affordable," said another principal.

NEW DELHI: Over half the kids described by the government as "children with special needs" or CWSN are not in school. In response to an RTI filed by lawyer-activist Khagesh Jha, of the 20,759 CWSN identified across the dozen school districts, 11,463 are out-of-school. Northeast district is the worstperforming in this regard, with 1,820 CWSN out of school, followed by the south district with 1,543 children. But in the south district, CWSN in school- 1,929-outnumber those out of it; it's the highest number in Delhi. Interestingly, the figure of

11,463 has featured in Directorate of Education (DoE) orders before. Over June-July 2012, the DoE had conducted a survey to identify CWSN of school-going age in Delhi. The fact that a year and two "special admission drive[s]" later, the status appears unchanged is startling. The first drive was conducted from November 7 to December 12, 2012. As per the order announcing the second one, issued on July 25, 2013, "1,249 have been placed in government schools." The RTI data-from October 2013-does not reflect this.

BANGALORE: The summer placements for the 17th batch of the PGP of IIM Kozhikode saw an increase in number of roles offered by regular recruiters. The placement process concluded on October 15, 2013. "A 20% increase in the number of offers per company resulted in lesser number of companies participating in the summer placements as compared to last year for almost same batch strength of 366. Average stipend increased by 36% over previous year with Rs 2 lakhs as the highest domestic stipend amount," said a release from the institute.

CBSE launches counselling centre in Uttar Pradesh


BHOPAL: With a view to make quality education accessible to students, especially amongst the marginal rural areas, the Central Board of Secondary Education (CBSE) launched the first ever Career Counselling and Guidance Centre, in Lakhimpurkhiri, Uttar Pradesh recently. Inaugura ted by the minister of state for h u m a n resource development, Jitin Prasada, the centre seeks to provide students with proper guidance and counselling, while choosing subjects in class XI. The centre would be open to students of classes X and XII. "Class X and XII are the turning points in a student's academic journey. Being provided with the right academic guidance, at this time, will aid students not only in self-development but also enable them to contribute in the development and growth of the country," said MoS Pasanda. Children, not only from CBSE schools, but from all boards across the country would be welcome at the centre. The choice of subjects in the said classes has an essential impact on the career prospects of children. In such a scenario, CBSE feels that it is crucial for students to understand their forte, interests, knowledge and capability and only then make a subject choice. The board suggests that subjects should be chosen based on the evaluation provided by the Student's Global Aptitude Index (SGAI). The Career Counselling a n d G ui da nc e Centre also provides counselling for parents and teachers; the idea being to sensitize both sections towards the importance of career awareness and planning. The centre also aims at generating awareness regarding existing career opportunities and familiarising students with related relevant information. Availing career counselling and guidance at the centre is free of cost. However, one has to pay Rs 50 only for taking the SGAI test. The results of SGAI can be attained within a day of taking the assessment. Post the launch camps for awareness generation regarding the Centre are in the pipeline for CBSE. Six camps, from October to December, will be organized in various districts of Uttar Pradesh like Mitauli, Maigalganj, Hargaon, Mahauli, etc.

MUMBAI: India's largest software exporter TCS has said that it will keep its campus hiring target flat at 25,000 next fiscal and also ruled out pay revision for those joining next year. "We have started visiting the campuses and will go to all the institutions in which we went last year. Typically, the offers are made during a student's seventh semester which is on now and students will join after completion of their courses starting next July," TCS global HR head Ajoy Mukherjee told reporters.

However, the salary levels for the trainees joining in FY15 would be at the current Rs 3.15-3.25 lakh per annum level, he said, but declined to comment on lateral hiring for FY15. The company had hired 25,000 such trainees last fiscal and 43,000 in the fiscal before that. Mukherjee said given the market conditions and some of the proactive initiatives it has undertaken, the company is witnessing a surge in the joining ratio, which has moved up from 69% to 74%. Over 6,300 of the trainees have already joined, he said.
