Centre tells Jharkhand to stop using commercial packaged food to treat malnutrition
NEW DELHI: The ministry of women and child development, in a strongly-worded letter, has asked the Jharkhand department of social welfare to stop using anganwadis and ICDS to experiment with using commercially manufactured Ready-To-Use Therapeutic Food (RUTF) to treat children with severe acute malnutrition (SAM). The ministry has sought an explanation from the Jharkhand government in the matter. WCD ministry was reacting to a report in the Times of India about the Jharkhand social welfare department issuing tender inviting bids from food manufacturers for packaged RUTF to be given to children afflicted by SAM. Commercial RUTF is energy dense food which is a mixture of protein, carbohydrate and fats or oils, fortified with vitamins and minerals where the ingredients are usually produced by grinding all the ingredients together into a paste. The tender document of the Jharkhand social welfare department claimed that the Union health ministry's along with Indian Academy of Paediatrics (IAP) had recommended community based therapeutic feeding programme as part of a holistic approach to SAM. "The community based approach aims at provision of energy dense fortified RUTF which is nutritionally adequate for the child with SAM," stated the tender document. However, Dr S Katyayan, a paediatrician and member of the Jharkhand State Commission for Protection of Child Rights (JSCPCR) wrote to Mridula Sinha on September 19 that the IAP statement on treatment for SAM clearly stated that there was no robust comparative data documenting the benefits of this formulation (RUTF) over locally produced analogous medical nutrition therapy or augmented home foods," ie food from the family pot. Dr Katyayan also pointed out that the Food Security Act 2013 did not give any scope for the use of RUTF at anganwadi centres or for the distribution or promotion of any other kind of food except hot cooked meals and therapeutic home remedies. She added that science also did not show any benefit from using commercial RUTF as revealed by a recent Cochrane review which looked at numerous studies on RUTF and concluded that there was little evidence that RUTF was any better than standard diet in treating SAM. "The current thinking that a centrally produced and processed RUTF should supplant the locally prepared indigenous foods in treatment of SAM ignores the multiple causes of malnutrition and destroys the diversity of potential solutions based on locally available foods. Many locally produced/producible foods that are culturally acceptable and relatively low cost have been used for SAM in India for many decades by reliable academic and medical institutions, as well as by nongovernmental groups but these foods have been completely ignored," stated a paper written by the Working Group for Children Under Six, comprising nutritionists, paediatricians and public health experts. 8.15pm. She was later admitted in AIIMS in New Delhi and discharged after spending five hours in the hospital. The bill seeks to provide cheap foodgrains to 82 crore people in the country, ushering in the biggest programme in the world to fight hunger. Taking a dig at the BJP-led NDA for its 2004 India Shining campaign and its development model, Rahul said, "While they talk about development and shining India on the one hand, they ask from where will the money come when we talk about food and land acquisition measures." Rahul said that the Congress president was not willing to leave Parliament before casting her vote even though parliamentary affairs minister Kamal Nath had assured her that the bill would be passed as sufficient number of members were for it. Striking an emotional chord, he said that her mother was determined to bring the measure as she wanted to wipe the tears of lakhs of mothers seeing their hungry children crying but in contrast, the opposition talks about shining roads and hotels. "This is because we understand your hunger....," he said. In a show of unity, all top Madhya Pradesh Congress leaders, including Digvijaya Singh, Kamal Nath and Jyotiraditya Scindia, were present on the dais with the Congress vice president. Asserting that he wants to begin a "new kind of politics", Rahul told the rally that he wants common men and tribals to enter Parliament and Aasemblies while the opposition wants that these doors remain closed to them. "I see one lacuna in the whole of India with regard to tribals. Your number is less in Parliament and assemblies. We have to change in the coming time. As long as the voice of tribals is not heard in Parliament and assemblies, their problems will not be solved," he said. Reaching out to the youth, he said that the next government in Madhya Pradesh will be formed by Congress and it will be a government of the youth. "We will bring the maximum possible number of young people forward. We have to change Madhya Pradesh. Madhya Pradesh is stuck up as far as development is concerned," Rahul said. Debunking NDA's development plank, he said that while only 2650km of roads were constructed during the NDA regime, 9517 kms of roads were laid during five years of UPA. He also took a dig at Madhya Pradesh chief minister Shivraj Singh Chouhan over his power gen-

Bharti said that Rahul, who visited Ratangarh in Datia district to meet the victims of recent stampede, should also have visited Uttarakhand after it was devastated by heavy rains. The BJP leader said she would seek permission from the Election Commission afresh to visit Ratangarh, as she wanted to pay a visit to the deity, and did not have any political agenda there. When asked how many seats the ruling BJP would win in Madhya Pradesh in the November 25 Assembly elections, Bharti said the party would cross 150-mark. Congress, out of power in the state, would now begin to disintegrate, she said.

of Congo (462,000), Myanmar (384,000) and Bangladesh (343,000). The index also ranks nations by prevalence of slavery per head of population. By this measure, Mauritania is worst, with almost 4 percent of its 3.8 million people enslaved. Estimates by other organisations put the level at up to 20 percent. Chattel slavery is common in Mauritania, meaning that slave status is passed down through generations. "Owners" buy, sell, rent out or give away their slaves as gifts. After Mauritania, slavery is most prevalent by population in Haiti, where a system of child labour known as "restavek" encourages poor families to send their children to wealthier acquaintances, where many end up exploited and abused. Pakistan, India, Nepal, Moldova, Benin, Ivory Coast, Gambia and Gabon have the next highest prevalence rates. At the other end of the scale, Iceland has the lowest estimated prevalence with fewer than 100 slaves. Next best are Ireland, Britain, New Zealand, Switzerland, Sweden, Norway, Luxembourg, Finland and Denmark, although researchers said slave numbers in such wealthy countries were higher than previously thought. "They've been allocating resources against this crime according to the tiny handful of cases that they've been aware of," said Kevin Bales, lead researcher and a professor at the Wilberforce Institute for the Study of Slavery and Emancipation at Hull University. "Our estimates are telling them that the numbers of people in slavery - whether it's in Great Britain or Finland or wherever - in these richer countries actually tends to be about six to 10 times higher than they think it is." Walk Free CEO Nick Grono said the annual index would serve as an important baseline for governments and activists in the anti-slavery fight. "This kind of data hasn't been out there before," he said. "It's a multi-year effort, and next year we'll have a much better picture of where slavery is and what changes there are. If you can't measure it, you can't devise policy to address it." He alleged that the prevailing chaos, red tape functioning, mis-governance, rampant corruption, lack of accountability, ignorance of Youth and fractured work culture had adversely affected the functioning of the government with its credibility being at the lowest ebb. Vibodh said that the Coalition government has lost its moral right to continue in office in view of its multiple failures and rampant corruption. He said that NCCongress had failed to fulfil any of its election slogans much to the chagrin and disappointment not only of general public but also the coalition workers. He urged upon the people to unite and strengthen BJP for ultimate good of all sections of society and all the regions of the State. He accused the NC-Congress government of playing communal card and deliberately creating communal tension to divert its total failure.

The Congress vice president said that he, being the son, was then feeling very angry that his mother was not going to a doctor despite being sick and was instead insisting on staying in the House. He recalled that as Sonia finally agreed to leave Parliament and visit a doctor ahead of the voting, she was in tears. "When I asked her what is this, she said Rahul I had fought for this bill. I wanted to push the button (cast the vote) but could not do so," he said, addressing a public meeting in the poll-bound state. After much delay and uncertainty, the Food Security Bill was passed by Lok Sabha on August 26. Gandhi, who is the main force behind the measure, could not participate in the voting as she had taken ill and had to leave the House at around

Advani rewrites history, reaches quarters of Indian Open Duleep trophy finals: First days play called off
NEW DELHI, OCTOBER 17: Pankaj Advani lived up to his billing as Indias top cueist as he entered the Indian Open snooker tournament quarterfinals by overcoming stiff resistance from Stuart Bingham in his last-16 stage match in New Delhi on Thursday. Being made to play a 10 a.m. match after a long and intense one the previous night, Indias highest-ranked snooker professional lived up to his reputation of overcoming adversity, closing out a worthy opponent 4-3 in the decider of the best-of-seven pre-quarterfinal. Battling and getting the better of World No.11 Mark Allens challenge till 11 p.m. on Wednesday, Advani went on to say, As a professional, if you are asked to wake up and play at four in the morning, you have to do it!. While Indias other cueist Aditya Mehta got almost a day to recover, Advani, an eight-time world champion, had to be back on the table in seemed to be the final blow. Instead, Advani sprung out of his seat to capitalise on the mistake, knowing well that this was possibly his only chance to seize a win. The world champion enthralled his fans with a courageous and well-crafted 86 to stamp his authority and be the first and only Indian to enter the quarterfinals of a ranking event not once but twice. It is now left to be seen if Mehta can match the mighty performance of his Indian counterpart as he will be tested by the formidable Mark Williams in the other prequarter. Mehta has never made it to the quarters of a ranking event. The winner of the encounter will face Advani in the quarterfinal round this evening. Result: Pankaj Advani (70) defeated Stuart Bingham (8) 4-3: 99(53)-26, 1-117(117), 80(67)-15, 69(53)-16, 1172(72), 8-119(119), 86(86)30.

Wimbledon champion Murray receives royal honour
LONDON: After winning two grand slams and an Olympic gold medal, Andy Murray has been given the royal seal of approval. Murray received his Officer of the Order of the British Empire medal by Prince William on Tuesday, having been awarded the honour in Queen Elizabeth IIs New Years honours list following his victories at the U.S. Open and London Olympics in 2012. The Scot, who also won Wimbledon three months ago, nearly didnt make it to the ceremony, though. Murray attended the ceremony with his girlfriend and parents.
less than 12 hours against one of the toughest competitors in the fray, the World No. 8 Essex cueist. This win makes Advani the only Indian to reach the quarterfinal of a ranking event again. He brought India on to the global map of snooker by storming into the quarterfinals of the Welsh Open earlier this year. Advani has repeated the feat today in the Indian Open, making him the Indian to watch out for. Advani started well with a break of 53 to capture the first frame convincingly.
Bingham, the dangerous customer that he is, responded with a fluent 110 break levelling the match 1-1. The Indian pulled back the next two frames with 67 and 53 breaks, being only one frame away from rewriting snooker history. But that wasnt meant to happen in a hurry. Bingham rose to the occasion of impending defeat to enforce the decider with big breaks of 72 and 119. In the decider, with momentum in Binghams favour, Advani was not the favourite. The Indians opponent broke down after a 30 break which
KOCHI, OCTOBER 17: The first day proceedings of the Duleep Trophy final between North Zone and South Zone was called off without a ball being bowled due to heavy outfield which was not conducive for competitive cricket. Umpires Suresh Shastri and Sanjay Hazare decided to call off days play after their post-
lunch inspection in which they found that lot of wet areas are there in the outfield. With the sun not shining brightly, there was no chance of the outfield drying up which led to them calling off proceedings on the day. The weather has been inclement in Kochi over past one week which lead to North winning their semi
final against East by virtue of spin of coin with only two full days of play possible. Since the match is being televised live, it is not possible for BCCI to shift the venue due to logistical difficulties pertaining to live coverage. Even South Zone, who played both their matches at the Chepauk won rain-interrupted games.

Atletico Mineiro team doctor Rodrigo Lasmar said the 33-year-old was responding positively to intense physiotherapy, reports Xinhua. Ronaldinho has improved significantly. He is practically free of pain and has already begun light work to strengthen the muscle. The expectation is that next week he will begin running,
which doesnt mean that he is ready, Lasmar said. The Club World Cup, featuring each of FIFAs six continental club champions plus the host nations league winners, will be played in Morocco from December 11-21. Atletico Mineiro, who earned the right to play in the tournament by winning the Copa Libertadores final in July, are favourites to meet European champions Bayern Munich in the final. Lasmar admitted Ronaldinhos focus was to be fit in time for the competition. He still has a long recovery process ahead but so far everything is as good as we could have imagined. We are confident that he is going to be available for the Club World Cup.
NEW DELHI, OCTOBER 17: The Hero Hockey India League (HIL) will conduct a mini players auction (closed bid) featuring over 150 players from around the world here on November 18, nearly two months ahead of the second season of the franchisebased event. Hockey India Secretary General and Hero Hockey India League Chairman Dr. Narinder Batra said the auction would give the franchisees a chance to buy new players to replace permanent withdrawals and complete their squads for the coming season. The base prices for the players would vary from $2,600 to $25,000. With the inclusion of a new team in HIL 2014, we can expect more spectacular hockey this time, Dr. Batra said. The second season will be an exciting opportunity for the young and coming talent to leave its mark on this tournament. We are sure Hero HIL 2014 will build on the
massive landmark that the inaugural edition was, he added. Nearly 154 players from India and overseas have made themselves available for the auction. In the inaugural season, 70 top domestic players including the Indian players as well as 50 international players, played for the five teams. Of the 120 players, who played in the inaugural Hero Hockey India League, 60 were Olympians. The list includes winners of the prestigious FIH Player of the Year Award, including Jamie Dwyer (2004, 2009, 2010, 2011), Teun de Nooijer (2003, 2005, 2006) and Moritz Fuerste (2012). Seven of the top 10 FIH rated players competed in the HIL. The inaugural season, won by the Ranchi Rhinos, was telecast in 146 countries. The second edition of the league will be played from January 23 next year with the final scheduled for February 23.
feeling physically. So, I just went in with a positive mindset and pulled off the win, he said. National coach Gurbax Singh Sandhu also praised the boxers performance. Vijender gave an exceptional performance against a very tough boxer. The other guy was very aggressive but Vijender caught him with some good uppercuts, that broke him. Later, Viju
connected some deft left hooks, Sandhu said. Vijender has a tough bout next up as he will be facing European champion and world number seven Jason Quigley of Ireland. The 22-yearold Quigley is seeded fifth here and the duo will square off on Saturday. Lets hope that I recover substantially by then and see how it goes, said Vijender.
am not in BCCI, I will not merit one line in any newspaper, so why must I worry about the 20 lines now? he asked. Mr. Srinivasan reiterated that he never interfered in the functioning of the BCCI probe panel, which was later deemed illegal by the Bombay High Court, to investigate the IPL scandal.

almost 100 per cent shares in Aircel, while the rules permits a maximum of 74 per cent. There was a huge variation in the sale of shares. Seventy four per cent was sold for around Rs 4,000 crore and the rest went for a pittance of Rs 30 crore in same period. The 2012 Budget Session of Parliament came to a standstill on revelations about the complicity of Mr Chidambaram in the Aircel-Maxis deal. But Mr Chacko, who jumped on a tainted retired auditors dilly dallying utterances (a planted one), kept his eyes, ears and mouth shut. Mr Manmohan Singh, a mute spectator in the 2G scam, became a laughing stock, when he offered to appear before the Public Accounts Committee, while remaining silent over appearing before the JPC. Raja and Mr Chidambaram may have fooled the Prime Minister in the allocation of 2G licences, but that is no excuse for the Prime Ministers conduct. The irony is the dissent notes of the Opposition MPs would also go through the editing process by the JPC Chairman. And these edited dissent notes will also be kept as attached with the majority MPs report. And what will happen to this politically cooked-up report? There will be chaos when it comes to Parliament and as usual, the House will adjourn. No debate will take place. That is what the perpetrators of the 2G Spectrum scam want. The pertinent question is: Should cases related to corruption be decided on voting along political lines? The JPC probe in the 2G issue exposes the pitfalls and uselessness of a parliamentary probe, where ultimately every decision is taken on blind political affiliation. The silver lining has been the Supreme Courts intervention to monitor the CBI probe. Credit goes to Mr Swamy and Mr Prashant Bhushan. At least Raja and some bribe-givers were caught. The Special Court was set up to hear the case on a daily basis. Hopefully, the judgement will come by mid-2014. Meanwhile, what of the others who have escaped? Answer: Let us leave it to the peoples court, which will give its verdict by May 2014.

TACKLING CHILD MARRIAGES
India's decision to back out of co-sponsoring a United Nations Human Rights Council Resolution on eliminating child marriages, will be read as its lack of commitment to the cause. Indian officials have been defending the move on the ground that the resolution did not specify the cut-off age and used the term early marriage, which is open to interpretation and thus problematic. They were also worried over the strong language used in the resolution that called child marriages a violation of human rights'. The first is a technicality that need not have really bothered New Delhi, since it would not have impacted the situation in the country. We have the Prohibition of Child Marriage Act, 2006, that holds the legal age of marriage at 18 years. Besides, other countries who adopt the resolution too would be free to have a cutoff age that defines early marriage'. The resolution does make it at least morally binding, if not legally mandatory, on countries to tackle the social evil of child marriages. The second fear has no basis, because the language used was already part of the resolution which India had backed days ago. By not co-sponsoring a resolution which it had strongly supported, India has lost moral advantage. The primary reason why it did not co-sponsor the resolution is because the Indian officials believed it would burden the country with an obligation that it is ill-equipped to handle. The move would have perhaps prompted some countries to question the moral right of India to co-sponsor a resolution on a subject where the country has performed less than well. Whatever the fears may have been, the fact is that we have a worrisome record in tackling child marriages. India has the world's 14th highest rate of child marriages (47 per cent), behind countries such as Bangladesh (66 per cent) and Niger (75 per cent). The country is also said to have the largest number of child brides an estimated one-third of the global total. Although the Prohibition of Child Marriage Act provides for stringent jail terms to parents and others complicit in child marriages, the fear of the law has apparently not set in enough. The convictions have been few if at all for a variety of reasons, ranging from lethargy of the investigating officers to lack of evidence that would stand legal scrutiny. Let alone convictions, even arrests have been rare. According to a report, fewer than 400 persons have been held under the law since 2012, although child marriages are rampant across the country. The situation is made worse by the fact that many instances of child marriages either don't get reported or are blatantly defended on religious and social grounds by influential leaders. The recent move by some clerics in Kerala to have the legal age for Muslim girls to marry lowered to 16 years, is a case in point.
The JPC probe in the 2G Spectrum scam exposes the pitfalls and uselessness of a parliamentary probe, where ultimately every decision is taken on blind political affiliation. Majority voting cannot decide issues that relate to corruption
extended the probe to 1994. The saddest part is that the JPC had been used as a tool to bully then Comptroller and Auditor-General Vinod Rai. The Congress was showing its wrath on him for exposing its Governments corruption. Mr Rai was summoned five times and literally ragged by members of the Congress. All anger on Mr Rai was over the calculation of the huge presumptive loss ranging from Rs 45,000 crore to Rs 1.76 lakh crore. The CAGs findings were ratified by the Supreme Court in several orders and judgements, including in the cancellation of tainted 122 licences. The Department of Telecommu- nications, which parroted now Telecommunications Minister Kapil Sibals infamous zero loss theory, thought nothing of writing to the JPC about the alleged Rs 42,000 crore loss during the NDA regime. The JPC was used as a tool promote this fictitious calculation in a bid to indict former Prime Minister Atal Bihari Vajpayee. After all, the theory of loss of more than Rs 42,000 crore is a laughable one. In those days, a mobile phone user had to pay a monthly rental charge of Rs 500. That means, Rs 6000 were paid annually for holding a mobile phone. In 1999, considering worldwide practices, the Government decided to waive this fee. After 13 years Mr Sibal says this decision led to a huge loss. The Congress-dominated JPC wants us to believe the tainted Telecom Department, but not the findings of the CAG. Moreover, Mr Vajpayees name was added in the list of witnesses to be summoned. These attempts were nothing but part of the dirty tricks department of the Congress. Mr Chacko now says that Mr Vajpayees name was inadvertently figured in the list. What an explanation! When Opposition MPs demanded the summoning of Mr Chidambaram, it the JPC went for a vote, knowing it had a majority. According to the judgement of the 2G Special Court, Mr Chidambaram and Raja were party to two decisions. First, fixing the price of the spectrum at dirt cheap price, and second, offloading of shares of tainted companies to multinationals at exorbitant prices. Raja became an accused primarily for these two reasons. However, the courts said later that petitioner Subramanian Swamy did not prove the criminality of Mr Chidambaram. Is it the duty of Mr Swamy to find the criminality of Mr Chidambaram? Anyway, the courts did not ask the Central Bureau of Investigation to treat Mr Chidambaram like Raja. Whatever the fans and cronies of Mr Chidambaram argue, the fact is that he is politically, administratively and morally responsible for the sins charged on Raja. The JPC did not touch the subject of the Aircel-Maxis scam, which is an open and shut case for fixing the fate of Mr Chidambaram and Mr Dayanidhi Maran. This dubious deal was approved by Mr Chidambaram, by violating all norms. The deal, worth more than Rs 4,000 crore, had no mandatory Cabinet Committee on Economic Affairs approval. Maxis acquired
CONGRESSS SCARECROW
It's not difficult to understand why Congress leaders are rattled by Maulana Mahmood Madani's warning that so-called secular parties can no longer get Muslim votes by invoking the fear of an individual. The Jamiat-e-Ulema-e-Hind chief has said in direct language what many others have been hinting at for some time now: Stop scaring the Muslims by projecting Mr Narendra Modi as a demon who is out to devour them, and tell the minority community what you have done for their welfare. The Congress has been milking the Muslim community by creating and then playing on fears that the BJP's prime ministerial candidate spells doom for the Muslims of the country and must, therefore, be shut out. That strategy has worked to an extent but it's past the shelf-life now. Although Mr Madani did not endorse the Gujarat Chief Minister, his statement has led to predictable reactions from Congress leaders, who have questioned the Jamiat chief's sudden love for Mr Modi. Instead of condemning the Maulana, the Congress must introspect on his observations, which are rooted in reality. The party has done precious little for the minorities in its decades of rule since independence. Had it been otherwise, the Muslims would not be nurturing the grievance of being left out of the mainstream or not being empowered enough. The social indicators of the minority community are far from robust in most of the States that the Congress rules or for that matter other so-called secular parties do. Various Government panels have suggested a plethora of measures to uplift the community. Why would have all these been necessary if the secular' parties had truly addressed the needs of the Muslims? The fact is that such parties have used the Muslims as vote-banks by raising the bogey of communalism. But the community has begun to see through their game and is no longer willing to be taken for granted. An indication of this is Gujarat where, despite vile propaganda that the Congress has indulged in, a large number of Muslims have in recent months voted for the BJP led by Mr Modi. The Congress fears that Mr Madani's blunt call could upset its applecart in the coming Lok Sabha election where it hopes to secure the minority votes in crucial States such as Uttar Pradesh, though it also believes that the Maulana has limited appeal among the Muslim voters. Caught on the wrong foot, the Congress is now seeking to discredit the Maulana by slyly pointing out (without wanting to go on record) that the cleric and others of his ilk are trying to remain politically relevant in an election season. They have also indicated that Mr Madani's remarks are part of his displeasure with the Congress because the party seems to have nudged close to his rival, the Barelvi sect. The first accusation is amusing, since parties like the Congress (and the Samajwadi Party) have never hesitated to use Muslim clerics to achieve political goals. Instead of drawing inferences from alleged internal tussles within Muslim religious organisations, the Congress must look back at how it has exploited such differences to suit its goals. Besides, Mr Madani has made an extremely relevant observation that must not be seen merely from the prism of religion: Political parties must refrain from seeking negative votes and instead talk of deliverables. This is as valid for any other political party Left, Right or Centre as it is to the Congress.
OLD CERTAINTIES ARE SHIFTING GROUND. THE CONGRESS CANNOT BE SURE OF ITS SUPPORT BASE ANYMORE, NOT AMONGST THE VOTERS OR AMONGST THE REGIONAL PARTIES, AND CERTAINLY NOT AMONG THE MINORITIES EVEN
tion of the so-called secular parties. Timing his statement to the media, shortly before a slew of Assembly elections, Mr Madani probably intends to signal the restiveness of the Muslim about the traditional vote-bank politics. This could be a protest against the hoary tactics practised by parties like the Congress, the Samajwadi Party, the Janata Dal (United) and sundry others, some who The NCP is an uneasy and untrusted Congress ally in Maharashtra, and disenchanted with its role at the Centre. It may be looking to redefine the hidden code that tries to suggest that secular means Congress and communal means BJP. Other words of praise have come Mr Modis way from Ms J Jayalalithaa of Tamil Nadu, and Mr Chandrababu Naidu and Mr Jagan Reddy from Andhra Pradesh, who think highly of his development record and are keen on his even-handed leadership, and former Chief Minister BS Yeddyurappa of Karnataka. But the old certainties are definitely shifting ground. The Congress cannot be sure of its support base anymore, not amongst the voters or amongst the regional parties, nor of its supposed patent on secularism. The handling of cyclone Phailin, with over five lakh people efficiently evacuated in 48 hours, with just 23 known casualties so far, compared to over 10,000 dead in the last cyclone of 1999, is highly commendable. If Odisha Chief Minister Naveen Patnaik, along with other leading lights of the socalled Third Front find they have too many generals and not enough soldiers, it may be just as well for the BJD to rejoin the NDA and play a stellar role at the Centre. And not everyone in the regional line-up that are comfortable at present, will fare equally well in the general election. Some will be affected by anti-incumbency, others like Lalu Prasad, by the new stringent anticriminal strictures. Their inter-related numbers will change. The equations between the possible Third Front constituents, therefore, are necessarily in flux. The Jamiat chief, is meanwhile, saying that Muslim Indians have every right to choose their new Government in 2014 freely, fairly and without pressure. Mr Madani says Muslims are not like batasha, designed to melt if a little water is poured on it. Meanwhile, every bit of Congress-sponsored welfarism, designed to deliver UPAIII, is failing because of rampant corruption.

Political lawlessness
Doda..
Dear Editor, Incidents of manhandling of innocent persons have become a regular feature with political rulers of Uttar Pradesh (UP). After incident of beating of a chemist by security-guards of a heavyweight UP minister for non-availability of a medicine required for daughter-in-law of the minister, fresh incident is now reported from Etawah (UP) where a medical-physician was beaten and his car badly damaged by brother-in-law of president of the ruling party. It is quite evident that state-police may not have courage to book the guilty ones with efforts made to terrorize the victim in several ways for not coming ahead to even file a police-complaint. Present Chief Minister in Orissa has set an example by not allowing re-entry to any former minister in the state-cabinet even though charges against him are somehow not proved. But musclemen-based UP politics made state Chief Minister to ensure re-entry of Raja Bhaiyya in the state-cabinet. Charges against such super-powered politicians can practically be never proved because witnesses cannot speak against them out of fear. It is high time that the Centre should intervene for seeking independent reports from the state-Governor on prevailing lawlessness in the state. Yours faithfully, R L Kaith, Jammu.

godowns. The guidelines will be issued in this regard soon, he said. Addressing a joint press conference with Food Minister K.V. Thomas, Mr. Ramesh said: About Rs 450 crore will be spent this fiscal for construction of intermediary godowns with a capacity of 15 lakh tonnes foodgrains in states. The state governments are required to provide land, while the Centre will bear the entire construction cost. States like Uttar Pradesh, Bihar, Maharasthra, Gujarat are
expected to benefit maximum, he said. Currently, foodgrain is distributed directly from FCI depots to ration shops, resulting in 25-30 per cent leakage and pilferage. Setting up of intermediary godowns will check this problem, Mr. Ramesh said. The construction of permanent structures like godowns and toilets has been taken under MNREGA as the rural job scheme has been blamed for doing only kuccha (temporary) work and not pucca (permanent) work, he added.
Mumbai gang rape: Photojournalist faints in court Dudley, Ambani seek meeting with PM on gas issue
MUMBAI: The 23-year-old photojournalist in the Mumbai gang-rape case on Thursday identified her assaulters and fainted inside the court during her four-hour deposition following which she was taken to a city hospital. "The rape survivor fainted during the deposition after which we stopped the proceedings and I requested the court that she be referred for medical help," special public prosecutor Ujjwal Nikam said .The victim, who was allegedly gangraped in the Shakti Mill compound here on August 22, was accompanied by her mother in the sessions court here during its in-camera proceedings. The young scribe stuck to her statement given to the police, narrated the entire incident and shared her ordeal in the court on the third day of the trial today, Nikam said. She also identified the porn clip shown to her by the accused during the sexual assault, he said.Nikam described the victim as "confident, articulate and narrative" and said she was "tense" during the deposition and at times requested for a small break. However, the four accused in the case remained "unfazed, remorseless and unmoved" during the proceedings, he said.In view of the incident, Principal Judge Shalini Phansalkar Joshi adjourned the trial till tomorrow. The journalist, who was interning with a English magazine here, was gang-raped by five persons, including a juvenile whose trial is separated, when she had gone to the deserted mill compound her male colleague on an assignment. The accused had tied up the victim's colleague with belts and allegedly raped her. The accused Vijay Jadhav, Kasim Bengali, Salim Ansari and Siraj Rehman have been charged with rape, conspiracy, common intention, unnatural sex and charges under Information Technology Act. The Mumbai crime branch had on September 19 filed a 600-page chargesheet against the four accused. An 18-yearold telephone operator was also allegedly gang-raped on July 31 by five men, three of whom are also allegedly involved in the gang rape case, police said. NEW DELHI, OCTOBER 17: Facing multiple regulatory challenges, BP plc chief executive Bob Dudley and Reliance Industries Chairman Mukesh Ambani may meet Prime Minister Manmohan Singh on Friday to seek clarity on gas policy. Mr. Dudleys third visit to India this year comes at a time when Petroleum Ministry, at the insistence of Finance Ministry, is seeking to deny his company and its partner RIL a new gas price for producing less natural gas than projected. This punishment is on top of USD 1.8 billion penalty that is already being imposed on them for the same crime. Also, the DGH is seeking to strip them off 8 gas discoveries holding 1.15 trillion cubic feet of reserves worth USD 14 billion from their eastern offshore KG-D6 block. Sources said Mr. Dudley on his way to attend a function with Gujarat Chief Minister Narendra Modi at Gandhinagar over the weekend, will make a night stop here. He and Mr. Ambani have sought meetings with Prime Minister as well as Finance Minister P. Chidambaram on Friday. They may also use the opportunity to see Petroleum Minister M. Veerappa Moily. The duo will attend the third convocation of Pandit Deendayal Petroleum University at Gandhinagar on October 19. Mr. Modi will be the chief guest at the function, they said. Mr. Ambani, who is the chairman of the Board of Governors of the University, has invited Mr. Dudley to the Convocation. This will be Mr. Dudleys third visit to India this year. His visit in February 2013 happened against the backdrop of a dispute with CAG over audit of spendings in RIL-BPs flagging KG-D6 gas block. In April, he met Prime Minister Manmohan Singh seeking market prices for natural gas as current sub-market rates were not drawing big investments. The government agreed to a revision in gas prices from April next year but BP and its partner RIL may not be a beneficiary. The Petroleum Ministry, at being coaxed by finance ministry, is moving Cabinet to deny RIL-BP the benefit of a new gas price that may be double of current USD 4.2 per mmBtu rate, until they make up for the shortfall during the last three years. RIL-BP blame geological complexities like sudden fall in pressure accompanied by sand and water ingress in wells for the production from D1&D3 fields in KGD6 dropping to 10 million standard cubic meters per day instead of rising to 80 mmscmd. The Directorate General of Hydrocarbons (DGH) on the other hand blames the fall in production to RIL-BP not drilling committed number of wells. Also, DGH wants RIL-BP to give up 1,130 sq km of area KG-D6 are more than the 5,367 sq km area they had offered to relinquish as per contractual requirements. This area contains eight discoveries. BP holds 30 per cent interest in seven oil and gas blocks operated by RIL.
SC directs CBI probe against Radia and others Plea for removal of NHRC chief
Supreme Court. However, the bench while reading out the order did not elaborate on the issues to be looked into by the agency. It noted the submission of the CBI which had found element of criminality involved in them. The bench referred one issue, which reportedly pertains to judiciary, to the Chief Justice of India to pass an appropriate order. It also referred another issue to Chief Vigilance Officer of Mines Department. The court directed the committee to scrutinise entire transcript of the tapped conversations and posted the matter for further directions on December 16. It also allowed the expansion of special team analysing the transcripts by including 10 more income tax sub-inspectors. Earlier, the bench had said scrutiny of the tapped conversations of Radia with business tycoon, politicians, bureaucrats and media persons has revealed that they were not restricted to 2G spectrum alone and throw light on different spheres. The apex court, which perused the confidential reports of the committee, had said the scrutiny of call details reflect issues concerning national security. The conversations were recorded as part of surveillance of Radias phone on a complaint to the Finance Minister on November 16, 2007 alleging that within a span of nine years she had built up a business empire worth Rs 300 crore. The government had recorded 180 days of Radias conversations first from August 20, 2008 onwards for 60 days and then from October 19 for another 60 days. Later, on May 11, 2009, her phone was again put on surveillance for another 60 days following a fresh order given on May 8. The apex court had ordered setting up of a team of investigators to examine the contents of the conversations.
NEW DELHI, OCTOBER 17: Observing that tapped telephonic conversations between Niira Radia, politicians and others prima facie revealed deep-rooted malice, the Supreme Court on Thursday ordered CBI probe into six issues relating to corrupt practices being adopted for private gains. Prima facie, there is a deep rooted malice by private enterprises in connivance with the government officials
and Niira Radias conversations suggest that influential persons indulged in corrupt practices for private gains for extraneous purpose, a bench headed by Justice G.S. Singhvi said. On the basis of analysis of the telephonic conversations of Ms. Radia which was done by apex court-appointed committee, the bench directed the CBI to complete its probe within two months and asked it to file the report in the
NEW DELHI, OCTOBER 17: The Supreme Court on Thursday termed as a serious issue a plea seeking initiation of removal process of former Chief Justice of India K.G. Balakrishnan from the post of NHRC Chairman for his alleged misbehaviour and purchase of benami properties. It is a serious issue, a bench comprising justices B.S. Chauhan and S.A. Bobde said while deciding to take a cautious approach in proceeding with the plea in the absence of a clear settled legal position on the subject and added it has to hear the parties before taking any decision. We dont want to decide in a hurry, the bench said after deliberating for a while under what circumstances reference can be made for initiation of removal process of NHRC chief for his alleged miscon-
duct and misbehaviour. It said there was a need to examine whether the proved misbehaviour has to be as a CJI or NHRC chief. We are in a dual role and as an inquiry officer can we ask government for reference, the bench observed and decided to give a detail hearing on the matter on October 30. At the outset, the bench asked can the alleged misconduct or misbehaviour as the judge be the ground for removal of NHRC chief. Solicitor General Mohan Parasaran said this office (NHRC Chief) is not the elongation of the office of judge and the nature and duty as NHRC chief is totally different. He said the issue has been gone through by the Ministry of Law and no evidence of misconduct has been found against him as NHRC chief.
BJP MLA Anand Singh nabbed at Bangalore airport SC notice to Centre on allowing news on private radio
B A N G A L O R E , OCTOBER 17: The CBI has finally managed to arrest former BJP Tourism Minister and party MLA from Vijayanagar, Anand Singh, who has been absconding since September 20. Mr. Anand, who was reportedly hiding in Singapore, was taken directly to the government-run Bowring Hospital after he was arrested at the immigration counter of the Bangalore International Airport early on Thursday. After the check-up he was brought to the CBI office on Bellary road. According to CBI sources, he will be produced in open court when it convenes for the post-lunch session. Mr. Anand, was earlier listed as a witness in the illegal NEW DELHI, OCTOBER 17: The Supreme Court on Thursday issued notice to the Centre on a Public Interest Litigation (PIL) seeking its direction to the government to allow private radio stations, including community radio, to broadcast news. Agreeing to hear the PIL filed by NGO Common Cause, a bench headed by Chief Justice P. Sathasivam raised questions on why the government had a problem in allowing private radio stations to broadcast news when it is already being permitted in television. You rightly mentioned that radio is accessible to everybody. There is no problem in case of TV channels, the bench said, asking the government to respond on why private radio stations be not allowed to broadcast news.
mining investigations. But in the course of the investigation, the CBI began to get evidence to show that his company Vaishnavi Minerals too had supplied illicit ore to two companies. When he was
summoned for questioning, Mr. Anand fled to Singapore from where he filed an anticipatory bail application. The CBI court rejected his application, turning him into a wanted person.
Advocate Prashant Bhushan, appearing for the NGO, pleaded that like television channels, radio stations be allowed to broadcast news as this medium is far more
accessible to people and radio stations can be set up without much investment. The bench after hearing his arguments issued notice to the Centre.

TOKYO: Rescue workers were combing through piles of debris from mudslides that buried people and destroyed dozens of homes on a Japanese island, as officials acknowledged today that an evacuation could have saved lives. At least 18 deaths were confirmed from Typhoon Wipha and 45 people are missing, the government said. Hardest hit from the storm, which swept up Japan's eastern coast yesterday, was Izu Oshima island, about 120km south of Tokyo. Some 1,100 rescuers were searching through mountains of trees, wrecked homes and other debris, shouting in hopes of finding survivors. Residents and shop owners cleaned out the mud from their buildings. "There is concern that perhaps more lives could have been saved if there had been an evacuation. We have concluded this and must apologize," said Masafumi Kawashima, mayor of Izu Oshima. Katsunobu Kato, a government spokesman, told
Britain opens nuclear market to China Typhoon, mudslides kill 18 in Japan, 45 missing
BEIJING: Britain will allow Chinese companies to take majority stakes in nuclear power projects in the country, finance minister George Osbornesaid on Thursday. Osborne made the announcement during a visit to the Taishan atomic power station in southern China, the British government said in a release, at the end of a trip which saw a memorandum of understanding (MOU) signed on civil nuclear cooperation between the two countries. "Today is another demonstration of the next big step in the relationship between Britain and China -- the world's oldest civil nuclear power and the world's fastest growing civil nuclear power," Osborne said in the release. The document said initial Chinese stakes in nuclear power stations in Britain were likely to be minority shares, but added: "Over time stakes the release. The civil nuclear accord -- the first ever between the countries -- was signed on Tuesday in Beijing at a China-UK economic dialogue. Then, Osborne hailed it as heralding government support for "closer collaboration" between British and Chinese companies, adding: "I hope that this strategic agreement will form the foundation for specific areas of commercial cooperation." At the time he declined to discuss specific commercial deals and said discussions between the British government and EDF over the Hinkley Point reactor project were "ongoing". The MOU establishes a "strategic framework" for the two sides to work together in "investment, technology, construction and expertise", the British release Thursday said, with the latest announcement marking "the first step and signal by the UK Government" as part of the agreement. Britain's claim to be the world's oldest civil nuclear power derives from the opening of the first commercial nuclear power facility at Calder Hall in 1956. According to the British government release, China has 17 operating nuclear reactors with another 28 under construction. The MOU also ensures that British companies including Rolls Royce, International Nuclear Services (INS) and engineering enterprises such as Mott MacDonald can grab a share of China's nuclear programme, the release said. Osborne has announced that INS this week signed an MOU with Chinese Nuclear Power Engineering Co. that calls for sharing British skill in radioactive waste management, the release said.
in subsequent new power stations could be majority stakes." The announcement comes amid reports that China General Nuclear Power and French energy giant EDF have agreed a controversial deal to build a new atomic power station at Hinkley Point in Somerset. Osborne said his announcement was "an important potential part
of the government's plan for developing the next generation of nuclear power in Britain". "It means the potential of more investment and jobs in Britain, and lower long-term energy costs for consumers," he added. The Taishan facility is a joint venture between the Chinese firm and EDF, according to
Australia wildfires destroy Canada to grant honorary citizenship to Malala Yousafzai homes, darken Sydney's sky
SYDNEY: Hundreds of homes are feared to have been destroyed by intense wildfires that tore across southeastern Australia in ferocious wind conditions on Thursday, darkening Sydney's skies with smoke and ash, firefighters said. Five major blazes were burning across the state of New South Wales, fanned by high, erratic winds in unseasonably warm 34 degree Celsius (93 Fahrenheit) weather, as infernos in the Blue Mountains west of Sydney plunged the city into an eerie, ash-flecked darkness. "We are unclear yet as to how many properties have been lost, but it's expected by the time we finish counting, it will be at least in the hundreds," said NSW state Premier Barry O'Farrell. "It will take some days to see the end of these fires and I suspect if we get through that without the loss of life, we should thank God for miracles." In total, 95 fires were being tackled across the state with 34 out of control. NSW Rural Fire Service Commissioner Shane Fitzsimmons said it had been a "very difficult and dangerous day" of "extraordinary fire behaviour", with blazes travelling vast distances due to the winds. "This is as bad as it gets, you're talking destructive, damaging, and people losing everything they own," he told reporters, adding that it could be weeks before the fires were fully under control. No fatalities have been reported so far, while just one firefighter has been injured, alhough Fitzsimmons deputy Rob Rogers told ABC television the fear was that people could be in the destroyed houses. "We will be counting the toll of this tomorrow and indeed days to come, as far as the real impact on this fire," he said. "We will be very lucky if we haven't lost at least a couple of hundred homes. The real fear, of course, is that there would be someone in them." Springwood man Joe Moore told Sky News his house had
reporters that his understanding is that proper warnings were issued regarding forecasts for torrential rains. The areas affected by the mudslides were indicated as hazardous zones on maps, he said, adding that the government was checking to see if there was any factual basis for complaints that an evacuation order should have been issued. More than 350 homes were damaged or destroyed, including 283 on Izu Oshima, the Fire and Disaster Management Agency said. The typhoon, was downgrad-
ed to a tropical storm last evening and churned offshore from the northern Japanese island of Hokkaido. More than 30 inches of rain fell on Izu Oshima during a 24-hour period ending last morning, the most since record-keeping began in 1991. Izu Oshima is the largest island in the Izu chain southwest of Tokyo. It has one of Japan's most active volcanoes, Mount Mihara, and is a major base for growing camellias. About 8,200 people live on the island, which is accessible by ferry from Tokyo.
OTTAWA: Pakistani teenage activist Malala Yousafzai, who was shot in the head by theTaliban for campaigning for girls' education, will be granted honorary Canadian citizenship, theCanadian government announced on Wednesday. She will join an elite group of foreign honorees who include South Africa's Nelson Mandela and Myanmar's Aung San Suu Kyi. "Canada recognizes the courageous andinspiring example set by Malala
Yousafzai in risking her life promoting education for young women," the government said in a speech setting out its priorities for the next two years. "She faced down evil and oppression and now speaks boldly for those who are silenced." After receiving death threats from the Taliban for defying the Islamist militant group with her outspoken views on the right to education, Yousafzai was shot a year ago while on a school bus near her village in Swat in northwestern Pakistan.
been razed while an estimated 40 other homess had been lost in the village, though that figure could not be confirmed by officials. "It's about as bad a situation as we could ever have hoped for," he said. "It's one of those things, if you want to live up in the Blue Mountains it's a beautiful place to live, but it has the dangers of nature's ferocity like we had today." The blaze was believed to have started when a power line came down in strong winds, according to media reports. Sydney health authorities issued a respiratory alert after a blanket of smoke settled over the city, bathing familiar landmarks including the Opera House and Bondi Beach in an otherworldly amber hue and causing ash to rain from the skies. The blazes follow Australia's warmest 12 months on record, with the previous summer witnessing an unprecedented heatwave, as well as bushfires and floods.
Greenwald quits Guardian for eBay founder Omidyar's new media venture

He did not reveal any specifics of the new media venture but said details would be announced soon. Greenwald did not immediately respond to a request for comment. Two sources familiar with the new venture said the financial backer was Omidyar. It was not immediately clear if he was the only backer or if there were other partners. Omidyar could not immediately be reached for comment. Omidyar, who is chairman of the board at eBay Inc but is not involved in day-to-day operations at the company, has numerous philanthropic, business and political interests, mainly through an investment entity called the Omidyar Network. Forbes pegged the 46-yearold Omidyar's net worth at $8.5 billion. Among his ventures is Honolulu Civil Beat, a news website covering public affairs in Hawaii. Civil Beat aimed to create a new online journalism model with paid subscriptions and respectful comment threads, though it is unclear how successful it has been. Omidyar, a French-born Iranian-American, also founded the Democracy Fund to support "social entrepreneurs working to ensure that our political system is responsive to the public," according to its website.

India's days of 8% growth gone: Moody's Sensex hits 1-week low, down 132 points on profit booking in TCS, Infosys
MUMBAI: Erasing early gains, BSE benchmark Sensex on Thursday lost 132 points to close at a fresh one week low as investors booked profits in bluechips led by TCS and Infosys after these IT majors posted smart quarterly numbers. After opening higher and rising to as much as 20,621.3, the 30-stock index failed to maintain the upward momentum and closed lower by 132.11 points or 0.64% at 20,415.51. This is Sensex's biggest single-day fall in this month. Similarly, the broader-based National Stock Exchange index Nifty fell by 43.20 points, or 0.71%, to 6,045.85. The SX40 index on ing in European markets as Chinese rating company downgraded the American government's debt, further influenced the sentiment. Out of the 30 BSE index components, 18 stocks declined and 11 gained, while one stock -- State Bank of India -- remained unchanged. Major Sensex losers were Tata Consultancy Services, Infosys, Wipro, Larsen and Toubro, Cipla,Tata Motors, Maruti Suzuki, ICICI Bank, HDFC Bank, Dr Reddy's Lab and NTPC. Sectorally, the IT sector index suffered the most by losing 3.59%, followed by Teck index by 2.61%. Capital goods index lost 2.30% and auto index by 1.20%. MUMBAI: The Indian economy has bottomed out and the recovery is on the anvil although the days of 8 per cent growth are "gone", Moody's Analytics said on Thursday. "The economy is nearing the bottom of the current cycle and there is recovery in sight as investment should improve from the fourth quarter, as the government has been actively trying to restart stalled investment projects, both from the public and private sectors," senior economist at Moody's Analytics Glenn Levine said in a note on Thursday. "Yet the recovery will be modest, as weak business sentiment will take time to turn around. We expect fixed investment to grow 3.5 per cent in 2014 after being flat in 2013," he added. The arm of the global credit ratings agency Moody's also said: "The days of 8 per cent GDP growth are gone. We expect the Indian economy to hit its potential growth rate of 6.5 per cent by the second half of 2015." India's economy expanded by over 9 per cent in the three fiscal years before the global financial meltdown of 2008 and authorities have repeatedly maintained that the country has a potential to grow between 8-9 per cent. Moody's said that a combination of good luck and modestly better policies will drive a steady acceleration in economic activity, although the upturn will be patchy and difficult to see for six months or so. In 2008-09, the growth slipped to 6.7 per cent but picked up to 8.6 per cent in the following year and further rose to 9.3 per cent in 2010-11. Thereafter it started declining and slowed to a 10-year low of 5 per cent in the 2012-13 fiscal. Weak investment and consumer demand have slowed growth over the past three years, Levine said, adding that the economy is

nearing the bottom of the current cycle. The financial markets have recovered modestly since September as new RBI governor Raghuram Rajan has lifted sentiment, he said, but added that the fundamental problems remain unsolved. The note is comforting as IMF last week had pegged GDP growth at 3.75 per cent citing weak demand from its earlier projection of 5.7 per cent. But the World Bank pegged it at 4.7 per cent on Wednesday. GDP growth slowed to a three-year low of 4.4 per cent in Q1. Rebutting IMF projection, finance minister P Chidambaram had said: "We do not share this pessimistic outlook." Moody's said, however, that the past three years have led investors and businesses to reassess the entire India story. Expectations of 8 per cent or better GDP growth have been "supplanted by a more realistic assessment" of 6-7 per cent, it added.

CAT 2013 starts, 180 Unrestricted e-delivery of appear on day 1 in Gujarat Children with special papers raises fear of leaks
MUMBAI: The University of Mumbai has opened itself to security breaches by giving exam centres electronic access to all papers irrespective of the examinations they are hosting, principals have said. The university is electronically delivering question papers to colleges for the ongoing science and arts exams. But, instead of being limited, the delivery is unrestricted. Because of the recent snafus in giving out hall tickets and in accommodating all examinees, the university is passing on the code for all question papers to all colleges. This, principals say, is a mistake. They fear that such an "open" system can cast suspicion on them in case of a paper leak. The varsity started e-delivery of question papers last year with the TYBCom exam. However, the delivery then was controlled. Principals got only the code for the question paper they were to hand out to the examinees at their centre. "This time, I can download any paper. Though my college is a centre for candidates of a particular specialiAHMEDABAD: The first day of the Common Admission Test (CAT) 2013, on Wednesday, saw close to 180 candidates from Gujarat taking the computer-based test. B-school aspirants faced the first hurdle to the 13 Indian Institutes of Management (IIM) and other top institutes, at three test centres in Gujarat and 40 across the country. According to officials, the two testing centres in Ahmedabad - LJ Institute of Management Studies and Shanti Business School - saw 80 and 60 candidates appear for the test respectively, while Bhagwan Mahavir Education Foundation in Surat had around 40 candidates. Alok Shah, the academic head at Career Launcher, said that the test was slightly easier compared to last year's with more weightage for the reasoning section. "Both the sections were moderate in terms of difficulty," Shah said. CAT scores are key to getting a place in a good business school in India. Apart from the 13 IIMs, over 100 management schools will accept CAT 2013 scores. Palak Jha, who took the test on the first day, said, "There were no major surprises and the best part was that the test was glitch-free." Prometric, which conducts CAT, has confirmed that 4,066 candidates have appeared for the CAT 2013 across India. The next test will be on Friday, 18 October. The test will be conducted over a period of 20 days from 16 October to 11 November 2013. "The first day of CAT 2013 testing has ended smoothly. Throughout the testing period, we will continue to focus on providing candidates with the best possible testing experience," said Soumitra Roy, managing director, Prometric India. The total registration of CAT this year is 1.94 lakh against 2.14 lakh last year. Gujarat ranks at the 10th position in terms of CAT 2013 registration. According to information shared by CAT 2013 convener and IIM Indore professor Rohit Kapoor, CAT registrations from Gujarat have dropped to 6,898 from around 7,500 in 2012 and close to 6,900 in 2011.
CHENNAI: IIT-Madras on Thursday announced that Infosys co-founder and alumnus of the institute, Kris Gopalakrishnan, has joined
sation in TYBA, I can download every question paper meant for arts students. This way, we can accommodate any student who comes to our centre. But this is not how exams are conducted," said a principal. The system works thus: every college has a login ID and a password. Once these are entered, a link with question papers of all the exams on that day, all patterns and subject choices gets listed. Colleges can click on the link and a .rar file gets downloaded. More than an hour before the examination, the varsity generates a password and sends it to the college so that the file can be opened. A word file lists all the question papers, their code, date and the exam time. Each question
paper is on a .pdf file. "But let's assume my centre has biotechnology students, the rar file will also contain papers for genetics, botany and other exams of that day. Why must I or any principal be given access to all the papers?" asked a principal. College heads noted that some institutes do not even have approved or full-time principals. This too increases the chances of a paper leak. In many cases, say college heads, IT department officials handle the downloading work; the security of the question paper thus may not be foolproof. "There have been multiple failures during this examination season. Another one is just not affordable," said another principal.
NEW DELHI: Over half the kids described by the government as "children with special needs" or CWSN are not in school. In response to an RTI filed by lawyer-activist Khagesh Jha, of the 20,759 CWSN identified across the dozen school districts, 11,463 are out-of-school. Northeast district is the worstperforming in this regard, with 1,820 CWSN out of school, followed by the south district with 1,543 children. But in the south district, CWSN in school- 1,929-outnumber those out of it; it's the highest number in Delhi. Interestingly, the figure of
11,463 has featured in Directorate of Education (DoE) orders before. Over June-July 2012, the DoE had conducted a survey to identify CWSN of school-going age in Delhi. The fact that a year and two "special admission drive[s]" later, the status appears unchanged is startling. The first drive was conducted from November 7 to December 12, 2012. As per the order announcing the second one, issued on July 25, 2013, "1,249 have been placed in government schools." The RTI data-from October 2013-does not reflect this.
BANGALORE: The summer placements for the 17th batch of the PGP of IIM Kozhikode saw an increase in number of roles offered by regular recruiters. The placement process concluded on October 15, 2013. "A 20% increase in the number of offers per company resulted in lesser number of companies participating in the summer placements as compared to last year for almost same batch strength of 366. Average stipend increased by 36% over previous year with Rs 2 lakhs as the highest domestic stipend amount," said a release from the institute.
IIM Indore student TCS keeps FY15 campus hiring flat, rules out pay hike quits due to frustration
INDORE: A student of postgraduate programme (PGP) in management at Indian Institute of Management, Indore (IIM-I) has left from the course out of frustration due to the dumping of his business model. Divyank Anand, a 2012 batch student and an IIT passout, has shot a letter to the director of the institute N Ravichandran with a copy to PGP Chiar SK Ghosh alleging that the institute has crushed his dream by rejecting the model, which attracted interest of investors from Harvard Business School and others. The letter said, "I requested the PGP chair to exempt me from Himalaya trip. He crushed my ideas and called them bullshit. made of bunch of affluent students who try to keep others away from progressing." Anand had recently registered for an online electronic gadget shop with the name www.geekykart.com, which the institute authorities had allegedly undermined. Frustrated over not recognizing his ideas, Anand wrote, "Is this the kind of institute you want to create ... serve the Americans by inviting global companies and crush homegrown ideas ... if you want to throw me out the institute you can." The PGP chair confirmed that an email from the student has been received but the final decision will be taken by the institute director. "We have received an email from Anand. The director will take up the issue and take his decision. I cannot comment over it," said SK Ghosh.
MUMBAI: India's largest software exporter TCS has said that it will keep its campus hiring target flat at 25,000 next fiscal and also ruled out pay revision for those joining next year. "We have started visiting the campuses and will go to all the institutions in which we went last year. Typically, the offers are made during a student's seventh semester which is on now and students will join after completion of their courses starting next July," TCS global HR head Ajoy Mukherjee told reporters.
However, the salary levels for the trainees joining in FY15 would be at the current Rs 3.15-3.25 lakh per annum level, he said, but declined to comment on lateral hiring for FY15. The company had hired 25,000 such trainees last fiscal and 43,000 in the fiscal before that. Mukherjee said given the market conditions and some of the proactive initiatives it has undertaken, the company is witnessing a surge in the joining ratio, which has moved up from 69% to 74%. Over 6,300 of the trainees have already joined, he said.
