Introduction Purpose and structure of the report

The Site selection methodology paper (May 2009, revised August 2011)a outlines the process to be followed in order to create the preferred list of main tunnel sites. This process also applies to CSO sites. Paragraph 2.3.31 lists the type of general considerations that are addressed in each site suitability report. Whether a consideration is relevant to the assessment of a site depends on available information and professional judgement. This report was prepared by assessing information from the perspectives of a number of technical disciplines: engineering, planning, environment, property and community. The reports were prepared on the basis of the information listed in Appendix 1 Sources of information. This level of information is considered to be appropriate to this stage of assessment in the site selection process. The Site selection background technical paper (Summer 2011) sets out the requirements for different types of site, including the required sizes, and typical activities that would take place on-site. Each site suitability reports consider each site on its own meritsb. In addition, an Engineering options report (Spring 2012) sets out the main tunnel and connection tunnel options. Information from both the Site selection background technical paper and the Engineering options report informed the technical assessment of how well a site would work with the tunnel design options. The assessment ensured that the reasonable spatial distribution of combinations of sites across the length of the tunnel route in order to best assist with the construction, operation and maintenance of the main tunnel. Summaries of the technical assessments and outcomes are reported in the Section 48: Report on site selection process.

Background
The site selection process is set out in the Site selection methodology paper. All sites have passed through the following parts of Stage 1 of the process:

The amendments made in August 2011 did not change the site selection methodology process. The amendments only introduced a second phase of consultation (paragraphs 2.3.13-2.4.15) and minor factual updates. b The site selection methodology was developed in the absence of any statutory requirements or specific guidance other than general planning policy principles. We were aware of the various national level policy changes such as the introduction of the National Planning Policy Framework and the National Policy Statement for Waste Water, which is now the primary policy document for consideration of the Thames Tunnel (NPS) scheme. Overall, the approach taken in the methodology complies with the national policies and the NPS.

This report is a requirement under the final part of Stage 1. The elements that apply to all the sites on the final short list can be summarised as follows: a. Part 1C Creation of the preferred list of main tunnel (and CSO) sites site data, site visits, site suitability reports, engineering options report and optioneering workshops, which are reported in the Section 48: Report on site selection process.

1.2.3

The Site selection methodology paper also provides for a back-check process that states: If any sites for any of the main tunnel sites or intermediate sites (or CSO site) are eliminated for any reason, if there are significant changes of circumstances in relation to existing sites or combinations of sites, if new or replacement sites are required or found or if the engineering design develops in unexpected ways then a targeted repeat of stages 1-3 will need to be undertaken in order to fill in any site gaps (paragraph 2.5.6).

1.3.1

Consultation
Thames Waters approach to engagement and consultation for the Thames Tunnel project is outlined in the Statement of community consultation and the accompanying Community consultation strategy. Thames Water engaged regularly with all potentially affected London local authorities, other stakeholders and interested parties in respect of sites and the project as a whole. All the preferred and shortlisted sites and the Abbey Mills route were subject to phase two consultation. The analysis of the consultation responses is set out in the Report on phase two consultation. Any relevant comments in relation to site selection were considered at the post phase two consultation optioneering workshops. The outcomes of these workshops are reported in the Section 48: Report on site selection process. Following the workshops, the project continued to engage with key stakeholders in respect of sites and to develop the engineering design for sites.

Site information Site and surroundings

This section provides an overview of all the site information that will be used by one or more disciplines to assess the site in sections 3 to 9 of this report. Site S84NM is located to the south of the operational Thames Water Abbey Mills Pumping Station site. The site is within the London Borough of Newham. The site is to the south west of the existing Pumping Station F building and adjacent to the Lee Tunnel works currently taking place within the pumping station site. The Prescott Channel, Three Mills Lock and a number of allotments abut the western and north-western site boundaries of the site. To the east, the site is bounded by Abbey Creek and the Channelsea River. Further east, beyond these watercourses, is a small business development, a mosque, and disused land. Several railway lines run from west to east, some 50m to the south of the site. Beyond the railway lines, there are several gas-holding containers and a business park. The Greenway, a manmade embankment for the Northern Outfall Sewer, runs to the north of the Abbey Mills Pumping Station site. The closest dwellings are located on Riverside Road, Gay Road and Abbey Lane to the north. A site location plan is attached in Appendix 2 Site location plan. The site is covered by various planning designations and policies in the London Borough of Newham Core Strategy (adopted January 2012) and saved policies from the Councils Unitary Development Plan (adopted 2001). All the mapped designations are shown on the planning and environment plans in Appendix 3 Planning and environmental plans (where data was available). Photographs of the site and surroundings, together with an aerial photograph of the site, are attached in Appendix 4 Photographs of the site and surroundings. Road access to the site is from the entrance off Gay Road and the existing road within the site. West Ham rail and tube station is less than 1km away. Stratford rail, tube and DLR station is approximately 1.5km away. There is undeveloped wharfage along the Prescott Channel south of the lock (used for the Lee Tunnel). A number of preliminary transport plans for the site are attached in Appendix 5 Transport plan. Third-party assets and significant utilities are listed below and are shown on the services and geology plan in Appendix 6 Services and geology plan: a. A number of major trunk sewer tunnels run through the northern part of the site which feed into Abbey Mills Pumping Stations. However, the main tunnel shaft is located south of these tunnels.

The locations of other third-party assets, such as BT and fibre optic communication cables, are to be confirmed by further studies and utility searches. For this reasons, they may not be shown on the services and geology plan. Information on the specific geology of this site is provided in the services and geology plan in Appendix 6. This plan shows that the shaft would be in Chalk.

Proposed use of site: Construction phase

The proposed construction phase layouts for the main tunnel sites are provided in Appendix 7 Construction phase layout. They were based on a preliminary assessment of possible layouts. The construction phase layout drawings are illustrative only and show: a. b. c. the layout as a main tunnel drive site the layout as a main tunnel reception site potential access points.

3.1.2

3.1.3

The drawings provide initial preliminary schematic layouts that have not yet been optimised. If the site proceeds to the next stage as a proposed site, the construction phase layouts would be optimised in order to minimise potential impacts. Drawings of typical activities associated with the construction phase at main tunnel site are also provided in Appendix 7. Potential above-ground features (dependent on shaft type) of the construction phase include: a. b. c. d. e. f. hoarding around the site boundary approximately 3m high welfare facilities, temporary structures, approximately 3m high for the single drive site option stock and work yard facilities grout plant including silos approximately 3m to 5m high mobile crane approximately 30m high gantry crane approximately 8m high.

4 Proposed use of site: Operational phase

4 4.1
4.1.1

Proposed use of site: Operational phase Introduction

An indicative operational phase layout for both main tunnel site options is provided in Appendix 8 Operational phase layout. It was based on a preliminary assessment of a possible layout. The operational phase at Abbey Mills is in the context of being a very small part of a major Thames Water operational pumping station complex. The generic elevations of structures on the operational phase layout are provided in Appendix 8 and illustrate typical examples of the permanent structures which are applicable to main tunnel sites. The underground infrastructure at this site would likely comprise a shaft and a small area of hardstanding only. The above-ground infrastructure would likely comprise a ventilation pipe connection to an existing odour control unit, and an electrical kiosk. Hydraulically, the top of the shaft would be finished to a minimum level of 104.5m tunnel datum (TD) (4.5mAOD). Since the mean ground level in the area of the shaft is 106mTD (6mAOD), the top of the shaft would be flush with the ground level. Refer to Appendix 8 for further information on the generic layout of this top structure. An area of hardstanding would be provided around the top of the shaft. The site would not be separately fenced as it is within the Abbey Mills Pumping Station complex boundary. Preliminary data associated with the operational phase are provided in Table 4.1. Table 4.1 Operational phase data Level of inspections and maintenance and likely working hours, ie, (night/day/ weekend) frequency of visits No. of traffic movements One daytime visit every six months for electrical/instrument inspection. An additional one-week maintenance period for tunnel/shaft inspection required every ten years that could be night/day/weekend working.

5 Engineering assessment

5 5.1
5.1.1

Engineering assessment Access

This section should be read in conjunction with Section 7.2.

Road
5.1.2 The route from the A12 (TLRH strategic highway network) to the site would be via the A11, Abbey Lane and Gay Road. The route runs through a residential area and under a flyover (on return to site) with no visible restrictions. Distance to the TLRN is 1.1km. Gay Road and Abbey Lane are both residential roads, with a school and a park, and parking bay suspensions may be required to allow HGV use. Operational maintenance access 5.1.3 Once the works are complete access would be from the existing TW operational site, which is reached from the A11 via Abbey Lane and Gay Road.

Rail
5.1.4 West Ham rail and tube station is less than 1km away. Stratford rail, tube and DLR station is approximately 1.5km away. These would provide access for construction personnel.

River
5.1.5 The Abbey Mills site is remote from the River Thames but accessible via tributaries off the River Lee (Three Mills River or Prescott Channel). The river wall south of Prescott Lock was used for shaft spoil removal for the Lee Tunnel, but required a temporary footbridge over the Prescott Channel to divert a footpath. Because of the limited type/size of barge that can be used due to the limited water depth, narrow and winding waterway has only about 3 hours access on each tide and this would limit the number of possible barge movements per day. Experience from the Lee Tunnel indicates that river transport is difficult but feasible for a reception site but is likely to be undesirable for the volumes of spoil arising from a sustained main tunnel drive. River transport for some materials delivery is possible, given a suitable source with river access.

5.2
5.2.1

Construction works considerations

The site working area has been used as the working area for the Lee Tunnel works at Abbey Mills, so no further demolition or site clearance would be required. Data available on third-party assets and significant utilities show that there are no particular concerns in this area. There are some tunnels, which feed into Abbey Mills Pumping Stations, but these assets are remote from the proposed shaft location and impact on them should not be significant. The Lee Tunnel Shaft F is within the working area. Construction methods

5.2.2

Site suitability report S84NM

5 Engineering assessment would be adopted, as appropriate, to mitigate potential settlement of these assets. 5.2.3 It is likely that the proposed works can be constructed within the overall construction programme.

5.3
5.3.1

Permanent works considerations

At Abbey Mills Pumping Station (S84NM) the top structure would be finished flush with ground level. A ventilation duct and control kiosk would be above ground level.

5.4
5.4.1 5.4.2

Health and safety

The Abbey Mills PS working area would be fenced off from the TW operational area. There are no other unusual health and safety issues at this site.

6 Planning assessment

6 6.1
6.1.1

Planning assessment Introduction

The planning assessment builds on the advantages and disadvantages set out in Table 2.3 assessment in the Site selection methodology paper and covers the following areas: a. b. c. Planning applications and permissions Planning context Planning comments.

6.2
6.2.1

Planning applications and permissions

An initial desktop search of the London Borough of Newham online planning applications database identified the following planning applications submitted within the last five years applicable to the site. The Lee Tunnel and Beckton Sewage Treatment Works Extension scheme is a proposed sewage storage and transfer tunnel (the Lee Tunnel) between Abbey Mills Pumping Station and Beckton Sewage Treatment Works, and an extension to Beckton STW. Planning permission 08/01159/LTGDC, and its subsequent amendments and approval of details applications, is currently being implemented at Abbey Mills Pumping Station. A number of other minor planning and listed building consent permissions are in place at Abbey Mills Pumping Station but none are considered to be of relevance to the consideration of the site at this stage.

6.2.3

6.3

Planning context London Borough of Newham

6.3.1

The following provides a summary of the relevant local planning policies and designations affecting the site. They are taken from the London Borough of Newhams Core Strategy (adopted January 2012), and saved policies from the Councils Unitary Development Plan (adopted 2001). The indicative route of the proposed Thames Tunnel and the Lee Tunnel are shown on the Core Strategy Key Diagram at Abbey Mills Pumping Station (U2). Core Strategy Policy INF3 Waste and Recycling states the Council will support proposals for additional storage and pipeline capacity in the proposed Thames Tunnel and Lee Tunnel that will reduce incidences of storm water overflow into the Thames and Lea river system. Core Strategy Policy S2 Stratford and West Ham states new and rejuvenated communities providing approximately 19,700 new additional homes will be developed in Stratford and West Ham Community Forum Area. The majority of these will come forward on identified Strategic Sites, three of which are close to the site at Abbey Mills. Strategic Site S07 Sugar House Lane and Three Mills lies to the west of the Abbey Mills site. The site is identified for mixed use to include creative

6 Planning assessment and cultural employment uses, residential development, community uses, supporting services and local amenity space. 6.3.5 Strategic Site S10 Abbey Mills to the east of the site, on the opposite bank of Abbey Creek and Channelsea River. The site is identified for a mix of residential and employment uses which contribute to the creation of a new local centre in the vicinity of West Ham station. Strategic Site S11 Parcelforce lies to the south of the site on the other side of the railway. This site is identified for employment-led mixed use development linked to the existing Cody Road industrial area. Part of the Abbey Mills Pumping Station site contains a Site of Importance to Nature Conservation (SINC) which extends over the whole of Abbey Creek, Channelsea River (Metropolitan Importance) and the Prescott Channel (Borough Importance Grade I). Core Strategy Policy SC4 Biodiversity states that biodiversity will be protected and enhanced. Development will only be permitted where it can be demonstrated that significant adverse impact on species and habitats is avoided. Sites of Importance to Nature Conservation (SINCs) will be protected, and the designation of new SINCs will be supported. The entire site is included within the Three Mills Conservation Area, and contains a number of listed buildings including the Grade II* listed Abbey Mills Pumping Station. It is also located within an Archaeological Priority Area. Core Strategy Policy SP5 Heritage and other Successful Placemaking Assets states the value of heritage and other assets (natural, cultural, architectural, and infrastructural) which contribute to local character and successful places will be recognised by their protection, conservation, and enhancement of the assets and their settings. In relation to archaeological remains, where excavation is unavoidable, the expectation will be that appropriate recording, analysis and dissemination of findings is undertaken. A number of Open Space policies are of relevance to the Abbey Mills site. Whilst not identified as open space itself, Three Mills Green to the west of the site is identified as a local park and the pumping station site is within the wider Lee Valley Regional Park. Core Strategy Policy INF6 Green Infrastructure states that green infrastructure will be protected and strengthened. Deficiencies in quantity, quality and access to open space in the borough will be addressed. Key priorities include proposed new publicly-accessible Metropolitan Open Land (MOL) along the Lower Lea Valley (Lea River Park) and improving access to the Lea Valley Regional Park from surrounding areas, with improved spaces, opportunities for access to nature and visitor attractions within and adjacent to the borough. Abbey Mills Pumping Station falls within an area of search for the new MOL. The River Lea and its tributaries form part of the designated Blue Ribbon Network. The objective of Policy INF7 Blue Ribbon Network is to protect and enhance the network, contributing to the regeneration of the Borough. The Policy sets out a number of design criteria that new developments on or near the Blue Ribbon Network should take into account.

6 Planning assessment

6.4
6.4.1

Planning comments
A number of planning designations are applicable both on and adjacent to the site. These designations are identified and described in Section 6.3. The designations of most relevance to the proposed development options relate to nature conservation, open space and built heritage. The comments below relate to each of the options under consideration. In so far as they have potential to affect planning designations at the site, both the main tunnel drive and reception site options are similar. As the site area for both options is contained within the operational pumping station site, it is not considered that the development would have any impact upon nearby regeneration designations (Core Strategy Policy S2). Part of the Abbey Mills Pumping Station site contains a SINC which extends over the whole of Abbey Creek, Channelsea River (Metropolitan Importance) and the Prescott Channel (Borough Importance Grade I). Neither of the site areas extends into this designation but the potential access for barges, in the Prescott Channel, would. Given the proposed siting of the construction works away from Abbey Creek, and given sensitive design and appropriate mitigation, it is unlikely that there would be a conflict with this designation. A detailed assessment is included in Section 7. The entire site is also designated as a conservation area and there is a cluster of listed buildings in the heart of the site, including the Grade II* listed Abbey Mills Pumping Stations. The proposed works are situated on the southern and western fringes of the site, away from the listed buildings. The works associated with main tunnel drive site do extend closer to the listed structures than main tunnel reception site, but in both cases, it is considered these will not have an unacceptable impact on the setting of the listed buildings or the appearance of the conservation area. A detailed heritage and landscape assessment is provided in Section 7. Furthermore, the site is within an Archaeology Priority Area and Core Strategy Policy SP5 states where excavation is unavoidable, the expectation will be that appropriate recording, analysis and dissemination of findings is undertaken. Further appraisal of the archaeological potential on the site is provided in Section 7 of this report. As the site is not identified as open space it is not considered that the works associated with either option will physically impact upon open space designations. Despite falling within an area of search for a new area of MOL, the proposed use of the site is consistent with the existing operational nature of the pumping station, which does not provide the public accessibility, use or openness usually associated with MOL. It is considered with appropriate mitigation, amenity at nearby open spaces, including Three Mills Green, will not be unacceptably affected.

7.1.1

Environmental appraisal Introduction

The following sections summarise specialist assessments which are provided in Appendix 9 Environmental appraisal tables.

7.2
7.2.1

Transport
Main tunnel reception site The site is suitable as a main tunnel reception site. There is suitable road access to the TLRN (A12) for HGVs. The potential route to use rail facilities at Bow East is unknown and will require further investigation. There is no obvious route between the two except by road, so with the lower volume of spoil generated there would be no advantage to use rail and road. The site is located adjacent to the river channel with potential wharfage onto Prescott Channel. However, river transport is not essential for a reception site. There is the potential for the workforce to utilise public transport to access the site and some on-site parking could be provided for some of the workforce. Main tunnel drive site

7.2.2

7.2.3

The site is less suitable as a main tunnel drive site because only limited river access will be available to remove large volume of spoil from this site. There is suitable road access to the TLRN (A12) for HGVs, but sole use of road would result in a very number of HGV movements. The potential to use rail facilities at Bow East is unknown and will require further investigation. However there is no obvious route between the two except by road, so this would still involve a high number of local HGV movements. The site is located adjacent to the river channel with potential wharfage onto Prescott Channel. Experience from the Lee Tunnel suggests river access is possible but likely to be difficult but is likely to be undesirable for the volumes of spoil arising from a sustained main tunnel drive. There is the potential for the workforce to utilise public transport to access the site and some on-site parking could be provided for some of the workforce.

7.2.4

7.3
7.3.1

Archaeology
The site is suitable as either a main tunnel reception or a main tunnel drive site, although due to a lack of previous investigations in the area, the nature and extent of archaeological receptors cannot be confidently predicted. With currently available information it is possible that archaeological receptors of potential high or medium value may be present within the site. It is likely that archaeological advanced works and other excavations associated with the preceding Lee Tunnel will assist in defining the presence or absence of any such receptors. Investigations on

Site suitability report S84NM

15

7 Environmental appraisal adjacent sites suggest that alluvial deposits containing archaeological material will also be present.

7.4
7.4.1

Built heritage and townscape

This site is suitable as either a main tunnel reception or a main tunnel drive site, although it has the potential to directly affect the Three Mills Conservation Area and indirectly affect 10 listed buildings, one conservation area, one locally listed building and the local townscape character. Of these, the main tunnel reception has a smaller and better located layout due to the position of the construction works at the southern extent of the site. Mitigation in the form of a high quality scheme design and/or screening would reduce adverse impacts. Further detailed assessment is likely to be required to more precisely define the likely impacts upon the local townscape character and the character of the waterways surrounding the site. Mitigation through the scheme design and landscaping would reduce adverse impacts and could enhance the visual amenity of the site itself and that of the water frontage.

7.4.2

7.5
7.5.1

Water resources: Hydrogeology and surface water

The site is suitable as either a main tunnel reception or a main tunnel drive site, although construction of the shaft would be constructed in the Thanet Sand formation which may be in hydraulic continuity with the Chalk (principal aquifer), the site does not lie within the 400 day capture zone of licensed abstractions. No long term impact on the Chalk aquifer is expected, although temporary dewatering may be required during the construction phase. The Chalk piezometric head is likely to be approximately 28m above the base of construction and should be taken into account in the engineering design. The superficial deposits are Alluvium which is classified as a minor aquifer at the site and limited impact on flow in the shallow aquifer is anticipated due to diaphragm wall or caissons. The site is suitable as either a main tunnel reception or a main tunnel drive site in terms of surface water resources, because there is no direct pathway to the Prescott Channel, Abbey Creek or Channelsea River for pollution. Specific mitigation would be required to prevent pollution.

7.5.2

7.6
7.6.1

Ecology
The site is suitable as either a main tunnel reception or a main tunnel drive site, although any works affecting the foreshore mudflats and associated watercourses would require surveys. They are also likely to require negotiation with the Environment Agency and potentially mitigation such as compensatory habitat provision. At present, works within the foreshore are considered unlikely to be required.

7 Environmental appraisal

7.7
7.7.1

Flood risk
The site is suitable as a main tunnel reception or a main tunnel drive site because it is defended from flooding from the Prescott Channel, Abbey Creek and Channelsea River (to the 1 in 1000 year flood level) and there is likely to be space for surface attenuation sustainable drainage systems (SuDS). Further investigation is required to determine if the site is suitable for infiltration SuDS.

7.8
7.8.1

Air quality
The site is less suitable as either a main tunnel reception or a main tunnel drive site as there are residential properties in close proximity to the site. Therefore, there is potential for fugitive emissions of dust during construction to have a perceptible impact on these properties. These impacts could be minimised with standard dust control measures. There is potential for HGV movements on the local road network to cause localised air quality impacts. However this could be some mitigated by minimising the movement of HGVs during peak hours.

7.9
7.9.1

Noise
The site is suitable as a main tunnel reception site but less suitable as a main tunnel drive site. Although existing noise levels in the immediate surrounding area are relatively low, there is enough distance between the site and residential properties to the south and north from construction activities on the site. If the noisiest plant can be situated to the western area of the site, this would reduce the potential for disturbance at the residential properties. In addition, should use of this site be pursued, it is recommended that noisy construction activities, or activities which may cause vibration, be undertaken during daytime hours only to reduce the noise impact during night-time construction. However, during the construction of the main tunnel drive site, it is likely that there will be a high number of HGV movements to and from the site along residential roads, which will potentially run 24 hours a day. This could result in a substantial noise impact, particularly at night.

7.9.2

7.10
7.10.1

Land quality
The site is considered less suitable as either a main tunnel reception or a main tunnel drive site. This is due to the high potential for contamination of the site to have occurred, specifically from sewage pumping station operations, gas works, distillery, unknown storage tanks and historic landfill on and in the vicinity of the site. Contamination is also known to have been identified on the Abbey Mills site during works for the West Ham Storm Relief development. This potentially poses a risk to construction workers and adjacent human receptors through direct contact and inhalation exposure pathways as well as ground gas risks. Additionally, the potential exists for contaminants to be drawn to the deeper aquifer if deep drilling/construction is undertaken

8 Socio-economic and community assessment

8 8.1
8.1.1

Socio-economic and community assessment Introduction

The socio-economic and community assessment builds on the advantages and disadvantages set out in Table 2.3 assessment in the Site selection methodology paper and covers the following areas: a. b. Socio-economic profile Socio-economic and community issues and impacts.

8.2
8.2.1

Socio-economic profile
The site (S84NM) lies within the Stratford and New Town ward of the London Borough of Newham. Statistics from Office of National Statistics 2001 Census data show the following indicators for the ward, in comparison to the rest of Newham, London and England as a whole: a. A higher proportion of economically active aged population are fulltime employees than in Newham, but a lower proportion than in London and England as a whole. A lower proportion of the population are unemployed than in Newham, but a higher proportion than in London and England. A higher proportion of the population has achieved Level 4 or 5 educational qualifications, compared to Newham or England as a whole, but a lower proportion than London. A lower proportion of the population has not achieved any qualifications at all compared to Newham and England, but a higher proportion than in London. Age profile for the ward is roughly similar to that of the borough as a whole and England. The majority of the population describe themselves as white British but, the area also has significant proportions of African and Caribbean people.

b. c.

d.

e. f.

8.2.2

Overall, these findings indicated that the population in the Stratford and New Town ward, although less deprived than the majority of the borough, is still well below the national averages in terms of employment. The ward is also ranked well below the national average in terms of the income and health of the local population. Educational standards are, however, in line with the national average. In view of the diversity in the borough, community centred open spaces such as the allotments in the vicinity of site (S84NM) are likely to be important for community integration and a source of shared community pride, therefore contributing to community cohesion in the area.

8.2.3

8.3
8.3.1

Issues and impacts

Due to the proposed location of the main tunnel drive works, the greatest potential impacts of the proposed works on the local community would

Site suitability report S84NM

19

8 Socio-economic and community assessment likely be on those using the allotments located along the western and north western boundary of the site. The West Ham Societys official website shows that the allotments are highly valued by the local community of West Ham and the rest of Newham. 8.3.2 Residents living in properties on Gay Road near the proposed site entrance, towards the southern end of Riverside Road and the western end of Bisson Road are likely to be affected by site works due to their proximity to the site. The school and residential properties located along Abbey Lane are likely to also face disruption due to the likely frequency of HGV movements to and from the site. The impact of the traffic movements would be significantly more for a main tunnel drive site due the volumes of spoil arising, which would potentially be removed 24 hours a day by road. The Three Mills Studios complex is directly opposite the main works area across Prescott Channel and so they may experience some level of disturbance. The potential access for barging operations, which may be used to remove some materials, is proposed opposite Three Mills Studios, so if used this may also lead to some disruption. The Channelsea Business Centre, which includes a Further Education College, and the mosque, may also be affected. However due to the distance from Centre to the works, it should be possible to mitigation any potential impacts. There is also the potential for the public open space at Three Mills Green to be affected by noise and other disruption from the works. If the site is used as a main tunnel reception site, the same sensitive receptors are likely to be affected as identified for a main tunnel drive above, but the severity of any impacts is likely to be less due to the reduced scope of works. Residents living on Gay Road and Abbey Lane appear less likely to be affected by a main tunnel reception site as there would be much fewer HGV movements than associated with a main tunnel drive site. Also, the residential properties towards the southern end of Riverside Road and the western end of Bisson Road appear unlikely to be affected due to the fact the site works are at a greater distance from these properties. If the river can be used to transport some of the materials from the reception site then the potential community impact of this option could be reduced.

9 Property assessment

9 9.1
9.1.1

Property assessment Introduction

This report builds on the advantages and disadvantages set out in Table 2.3 assessment in the Site selection methodology paper and provides more up-to-date information. The site is an operational pumping station. The site is owned and managed by Thames Water within the London Borough of Newham.

9.1.2

9.2
9.2.1

Crown land and special land comments

The site is Thames Water operational land for the purposes of its statutory undertaking and is therefore likely to be classified as special land for the purposes of section 17 of the Acquisition of Land Act 1981, and acquisition could be subject to special parliamentary procedure. However, given the ownership of the site by Thames Water, it is considered unlikely that an objection would be made to use of the site as there would be no detriment to the operation of the Abbey Mills Pumping Station complex. Therefore the acquisition risk is regarded as low. The two construction layouts for the site in Appendix 7 do not include the adjacent allotment land, which was the case in the previous site suitability report, as it is not needed during the construction phase for a main tunnel drive or reception site options. This change improves this aspect of property assessment as the site only relates to Thames Water owned land.

9.2.2

9.3
9.3.1

Land to be acquired
On the basis that Thames Water owns the site, it is assumed the land required for the project will be made available and that no acquisition costs would be incurred. It is further assumed that use of the site will not affect the existing operational use as a pumping station, although this is an internal matter for Thames Water

9.3.2

9.4
9.4.1

Property valuation comments

Again on the basis that Thames Water owns the site, there is no valuation sum to be assessed.

9.5
9.5.1

Disturbance compensation comments

The site is owned by Thames Water and use of land within the site is not expected to give rise to any claim for disturbance.

9.6
9.6.1

Discretionary purchase costs comments

There is a residential area immediately northwest of the site. There is therefore potential that discretionary purchase costs may be incurred, particularly if the site is used as a main tunnel drive with 24 hour working, although the main tunnel shaft and focus of activity is approximately 200

Site suitability report S84NM

21

9 Property assessment metres from the nearest residential property. Appropriate mitigation measures will be required to limit the impact of construction activity on the neighbouring residential properties.

9.7
9.7.1

Offsite statutory compensation comments

For the main tunnel drive and reception options under consideration there should be limited potential for offsite statutory compensation under Section10 of the Compulsory Purchase Act 1965, as it is unlikely that there would be any physical interference with public or private property rights. The existing recording studios at Three Mills will however be within 120 metres of the main construction site and it is possible that a compensation claim could arise. There is also limited potential for claims under Part 1 of the Land Compensation Act 1973, as it is unlikely that the completed works would result in diminution in the value of property.

9.7.2

9.8
9.8.1

Site acquisition cost assessment

There is unlikely to be any statutory acquisition costs as Thames Water is the owner of the site, and no additional land is required for the main tunnel drive or reception site options.

10 Site conclusions by discipline

10 10.1
10.1.1

Site conclusions by discipline Introduction

The conclusions set out in this section are drawn from each disciplines assessment. They are designed to inform the workshop reach a final conclusion is reached on whether or not the site should move forward as a potential preferred site, subject to the consideration of possible drive options for this section of the main tunnel.

10.2
10.2.1

Engineering
This site is less suitable as a main tunnel drive site, because although the area is large enough and there are no particular constraints on third-party assets and there is no need for any demolition, but the Lee Tunnel experience has demonstrated that river access is undesirable for tunnel spoil volumes. Road access through existing Thames Water land onto Gay Road is in current use for the Lee Tunnel project for low volumes and is acceptable. River access would be constrained by being shallow, narrow and winding, with only limited access on each tide, and this would limit the number and type of barge movements. The Lee Tunnel project has demonstrated that river access for a reception site is feasible if difficult, given adequate spoil storage, however, river access for a drive site is undesirable and it is likely road access would also be required for spoil removal. This site is suitable for use as a main tunnel reception site, because the area is large enough, there are no particular constraints on third-party assets, there is no need for any demolition, and Lee Tunnel experience has demonstrated that river access is adequate for shaft spoil volumes.

10.2.2

10.2.3

10.3
10.3.1

Planning
The site is suitable as a main tunnel reception site and less suitable for use as a main tunnel drive site. .Use as a main tunnel reception site would have a smaller construction works footprint and lower numbers of lorry movements when compared to the drive site option. The assumed higher numbers of lorry movements associated with a main tunnel drive site and restricted ability to use the river, coupled with the requirement for 24 hours a day working for the tunnelling operation, would be likely to result in a much greater impacts on residential amenity and therefore greater potential for policy conflict in this respect. There are a number of designations at Abbey Mills Pumping Station which are applicable to both options. It is considered that, with appropriate siting and mitigation if necessary, there should be no unacceptable impacts on the nature conservation, open space, or heritage designations at, or around, the site.

10.3.2

10.3.3

Site suitability report S84NM

23

10 Site conclusions by discipline

10.4
10.4.1

Environment
Based on current information, the site is suitable for both site types from the perspectives of archaeology, built heritage and townscape, water resources (hydrogeology and surface water), ecology and flood risk. The site is also suitable as a main tunnel reception site from the perspective of transport and noise. This site is considered less suitable for both site types from the perspectives of air quality and land quality. The site is also less suitable as a main tunnel drive site from the perspectives of transport and noise. Overall, the site is considered suitable, subject to further investigation of whether air quality and land quality impacts can be adequately mitigated. In the case of the main tunnel drive site, transport and noise would also require adequate mitigation. Likely mitigation considerations would include the following: a. b. Air quality measures to ensure dust is adequately mitigated for the closest receptors. Land quality any required remediation of contamination (at this high risk site) and/or measures to ensure no mobilisation of contaminants retained in situ. Transport river transport is likely to be limited for the main tunnel drive site and so the feasibility of using rail transport should be investigated. Noise mitigation for the high number of HGV movements per day which are anticipated for the main tunnel drive site.

10.4.2

10.4.3

c.

d. 10.4.4

If transport investigations found that main mode of transport would have to be by road then it is likely that overall the site would be less suitable for both site types.

10.5
10.5.1 10.5.2

Socio-economic and community

The site is suitable as a main tunnel reception site and less suitable for use as a main tunnel drive site. The works associated with a main tunnel drive site are likely to create a number of significant impacts, including the users of the adjacent allotments, residential properties located near the sites access and to the school and properties along the transport route to the site. There would a much lower level of impact for the works associated with a main tunnel reception site. It appears likely that the use of the site would have some impact on the Three Mills Studio due to its proximity to the main area of works. The Channelsea Business Centre, which includes a Further Education College and various businesses and Three Mills Green, may also be affected by the works. However the relative distance of these receptors from the main works area makes this less likely, and if necessary, could be mitigated.

Property
This site is considered suitable for both main tunnel drive and reception site options. The advantages of the site include: a. b. The site is owned by Thames Water. There is need for any additional land. There are residential properties close to the north western boundary of the site and there is a possibility that discretionary purchase costs will be incurred, particularly when 24 hour working is envisaged for the main tunnel drive option.

10.6.3

The potential disadvantages of the site include: a.

10.7
10.7.1

Next steps in the site selection process

It should be noted at this point that the above conclusions do not represent an overall recommendation on the suitability of a site. The next step for the disciplines is to discuss their site suitability report conclusions at an optioneering workshop. Followed by a consideration of the drive options for this section of the main tunnel, which entails comparing sites in different main tunnel zones in order to determine the preferred site and use. Summaries of the assessments and outcomes will be reported in the Section 48: Report on site selection process.

Transport Main Tunnel Reception Site considerations Access to road network Comments Both construction and permanent site accesses utilise existing access to Abbey Mills Pumping Station on Gay Road. Site access is considered suitable for use by HGVs. Gay Road is a residential road subject to a 30mph speed limit and is street lit. The route from the A12 (TLRH strategic highway network) to the site via the A11, Abbey Lane and Gay Road. The route runs through a residential area and under a flyover (on return to site) with no visible restrictions. Distance to the TLRN is 1.1km. See Transport Access Plan in Appendix 5. Mitigation required and conclusions Site access suitable. The route to the TLRN (A12) runs through a residential area. Distance to the TLRN is 1.1km Main Tunnel Drive Comments Same as main tunnel reception site, see left Mitigation required and conclusions Same as main tunnel reception site, see left. However sole use of road would result in a very high number of HGV movements and where there is little opportunity to offset it with river use.

Site suitability report S84NM: Appendix 9 Transport Main Tunnel Reception Site considerations Access to river Comments Located directly adjacent to Prescott Channel leading to the river Lee and then the Thames. River access is not essential for a main tunnel reception site. Mitigation required and conclusions River access is not essential. Excavated material will be transported away by road. Main Tunnel Drive Comments Main tunnel drive site located directly adjacent to Prescott Channel leading to the River Lee and Thames. Potential wharfage could be constructed onto Prescott Channel to the west of the site. Experience from the Lee Tunnel suggests river access is possible but likely to be difficult but undesirable for the volumes of spoil arising from a sustained main tunnel drive. River transport for some materials delivery is possible, given a suitable source with river access. Same as main tunnel reception site, see left. However due to volumes of spoil arising Mitigation required and conclusions Located adjacent to channel leading to river with potential wharfage onto Prescott Channel. Experience from the Lee Tunnel suggests river access is possible but likely to be difficult.

Access to rail

The route then follows the A11 to the junction with the A12 where vehicles must u-turn and head back onto the A11 eastbound to access Marshgate Lane and Pudding Mill Lane. Route runs under a flyover with no visible restrictions. Distance to rail facility at Bow East 1.8km from site. Bow East is an existing rail siding that has recently been used for construction of the Olympic Park. Potential use of Bow East as a rail facility is unknown and further investigation required. Parking Some parking could potentially be provided on site for the workforce. Additional on street parking along Riverside Road and surrounding roads is not Mitigation required and conclusions Bow East as a rail siding is unknown and would require further investigation. Site suitability report S84NM: Appendix 9 Transport Main Tunnel Reception Site considerations Summary Mitigation required and conclusions The site is suitable as a main tunnel reception site. There is suitable road access to the TLRN (A12) for HGVs. The potential route to use rail facilities at Bow East is unknown and will require further investigation. There is no obvious route between the two except by road, so with the lower volume of spoil generated there would be no advantage to the use rail and road. The site is located adjacent to the river channel with potential wharfage onto Prescott Channel. However, river transport is not essential for a reception site. Comments There is the potential for the workforce to utilise public transport to access the site and some on-site parking could be provided for some of the workforce. Main Tunnel Drive Mitigation required and conclusions The site is less suitable as a main tunnel drive site because only limited river access will be available to remove large volume of spoil from this site. Experience from the Lee Tunnel suggests river access is possible but likely to be difficult. Comments There is the potential for the workforce to utilise public transport to access the site and some on-site parking could be provided for some of the workforce.

Site suitability report S84NM: Appendix 9 Archaeology Site considerations Designations, including Archaeological Priority Areas Summary of historical uses Main tunnel drive and reception site options Comments The site is within the Newham Archaeological Priority Area. The site is shown as agricultural land on the 1st ed O.S map (1868). It is marked as Abbey Mills. The area of the proposed site was known as mill meads and was not developed. The pumping station was built in the late 1800s and has remained to the present day along with the allotments to the south of the site. A Desk based Assessment on the site has been completed in the recent past. Mitigation required and conclusions Not applicable.

A detailed desk based assessment is required to sufficiently understand the archaeological resource and define risk to potential development.

However, borehole data for the area indicates a significant localised depth of made ground. Detailed design proposals, and an outline method statement will be required to enable initial assessment of development impacts, and to inform mitigation proposals. With the currently available information it is not possible to highlight specific potential issues. Mitigation required and conclusions sufficiently understand the archaeological resource and define risk to potential development.

Potential issues

Summary:

Mitigation methods could include: Desk based assessment (review of recent work) Production of deposits model Archaeological monitoring of geotechnical investigations Archaeological evaluation Archaeological watching brief Archaeological excavation. Investigations on adjacent sites suggest that alluvial deposits containing archaeological material will also be present.

Site suitability report S84NM: Appendix 9 Built Heritage and Townscape Site considerations Main tunnel drive and reception site options Comments There are no registered historic parks and gardens within 250m. Locally Listed Parks and Gardens There are no locally listed parks and gardens within 250m. Protected Views There are no protected views within 250m. There is the potential for eight listed buildings (one Grade II* and seven Grade II) and one conservation area (the Three Mills Conservation Area) to be directly affected by the development. These assets are located within the site boundary and form part of the Abbey Mills Pumping Station complex. However, all of these listed structures are located some distance from the proposed working areas (along the south and west sides of the site boundary) and are therefore unlikely to experience a physical impact from construction or operation. However, given their relative proximity to the working area there remains the potential for all eight structures to experience an impact upon their setting. Because the options are located within the Three Mills Conservation the development has the potential to affect the special character or appearance of the designated area. Not applicable. Mitigation required and conclusions

Potential receptors of medium to very high importance with the potential to be directly affected

Mitigation in the form of a high quality scheme design and/or screening is likely to be required to minimise any adverse impacts upon the conservation area. In addition, a more detailed assessment of the site is likely to be required in order to assess the potential of the development to affect the character or appearance of the conservation area and to establish suitable mitigation measures. Any changes to the working area which physically impact on the listed buildings should be avoided and would require additional planning consents.

56

Site suitability report S84NM: Appendix 9 Built Heritage and Townscape Site considerations lesser importance with the potential to be directly affected Potential receptors of medium to very high importance with the potential to be indirectly affected There is the potential for 18 listed buildings (one Grade II* and 17 Grade II listed) and two locally listed buildings to be indirectly affected by the development. However, due to the urban context of the site, only 10 will share a relationship with it. This is reduced even further for the operational elements. Although some screening is provided by existing buildings and mature vegetation around and within the site, there exists the potential for construction and operation to affect the setting of these listed structures. There is the potential for the Sugar House Lane Conservation Area to share a visual relationship with the working areas. There is the potential for the two locally listed buildings within 250m to share a visual relationship with the site during construction. However, the operational elements will only be visible from the locally listed The Still, Three Mills Distillery. Mitigation in the form of a high quality scheme design and/or screening is likely to be required to reduce any adverse impacts upon these structures and areas. Main tunnel drive and reception site options Comments Mitigation required and conclusions

Other receptors of lesser importance with the potential to be indirectly affected

Mitigation in the form of a high quality scheme design and/or screening may be required to reduce any indirect impact upon the structures. The locally listed pedestrian bridge will not share a visual relationship with the working areas of the site and no mitigation will therefore be required. The proposed site is designated as Green Space to be protected and is adjacent to Prescott Channel, and the Channelsea River. The Green Chain and cycleway run along the southern boundary of the site. To the west is Three Mills Island which is located within the Lee Valley Regional Park. The Park continues along the southern boundary of the site, along the Channelsea River. To the north are residential properties along Riverside Road and industrial estates are located to the east, south and west beyond Greenway, the Channelsea River and Three Mills Island respectively. Three Mills Green has recently been renovated and forms part of a long distance chain of green space through the Lee Valley. The proposed construction area is generally open with the main buildings of the Pumping Station to the east. Some mature vegetation is located beside the Prescott Channel and the Channelsea River to the south. Loss of mature vegetation beside these waterways would increase openness of the site. The presence and operation of machinery, materials stores and buildings plus the loss of mature vegetation would potentially result in temporary, adverse direct impacts on the character of the site and the frontage of the Prescott Channel and Channelsea River. Construction activities would also result in temporary, adverse indirect impacts on Mitigation required and conclusions and shrubs, hoarding and appropriate lighting would minimise temporary adverse impacts. An introduction of an appropriate landscape scheme to include appropriate surface treatments and planting to replace lost vegetation and enhance the frontage of the Prescott Channel and Channelsea River without interrupting the Green Chains and cycleway to the south of the site would help the permanent structures to be integrated into the site. Retained trees to be protected in accordance with BS 5837. The site is considered suitable as temporary adverse impacts associated with the construction phase would be replaced with an industrial structure within a suitable landscape scheme incorporating both proposed and existing planting, maintaining the water frontage along Prescott Channel and Channelsea River.

Permanent elements would have an adverse impact on the character of the frontage of the Prescott Channel and Channelsea River resulting in an indirect impact on Three Mills Green and Island. Vegetation growing beside Prescott Channel, Channelsea River and within the allotments to the north of the site filter views towards the construction area from adjacent water channels, bridges across the Prescott Channel, Three Mills Green, residential areas to the north and the railway line and Channelsea Business Centre to the south. Open views are available from within the site, from adjacent buildings of the Abbey Mills Pumping Station. The construction site prior to development is seen as an open area within the industrial complex of the Abbey Mills Pumping Station. During construction, views of tall construction equipment including cranes would be available from neighbouring areas above the enclosing vegetation resulting in temporary adverse impacts. On completion, the permanent elements would be visible as part of an existing industrial skyline above the intervening vegetation from neighbouring areas. Mitigation required and conclusions

Potential views likely to be affected

During construction retention of existing on-site vegetation, the use of hoardings and appropriate lighting would minimise visual impact. Careful design of the permanent structures and implementation of an appropriate landscape scheme to include surface treatments and planting to strengthen existing vegetation would assist in screening the development and improving integration into the existing industrial Abbey Mills Pumping Station site. The site is considered suitable as although construction activities would have an adverse temporary impact, implementation of an appropriate mitigation scheme to include careful design of the permanent structures and an appropriate landscape scheme would filter and screen views, allowing the development to become part of the existing industrial skyline. Any permanent structures would need to be of a

The design and location of any permanent structures within the site will need to be given careful consideration and some screening during construction and operation may be required. Permanent structures at the site also have the potential to have an adverse impact on the character of the frontage of the Prescott Channel and Channelsea River and the site. Construction and operation of the development could result in a direct impact upon one conservation area and an indirect impact upon 10 listed buildings, 1 Conservation Area, 1 locally listed building and the local townscape character (particularly the character of the surrounding waterways). However, there is the potential to mitigate any adverse impacts through a high quality scheme design, screening and townscape design. Mitigation required and conclusions high quality design, sensitively located and/or screened in order that any physical and visual impacts upon the Three Mills Conservation Area, 10 listed buildings and locally listed building are minimised in accordance with planning policy and English Heritage guidance.

Potential issues

The scheme design would need to be of a sufficiently high quality and may need to incorporate some screening in order that potential direct and indirect impacts on the built heritage resource are mitigated. Particular attention may need to be paid to the location of constructional and operational features within the site.

Summary

This site is suitable as either a main tunnel reception or a main tunnel drive site, although it has the

Summary:

The site is suitable as either a main tunnel reception or a main tunnel drive site, although construction of the shaft will take place within the Thanet Sand formation which may be in hydraulic continuity with the Chalk (principal aquifer) the site does not lie within the 400 day capture zone of licensed abstractions. In terms of surface water resources, the site is suitable as either a main tunnel reception or a main tunnel drive site because there is no direct pathway to the Prescott Channel, Channelsea River or Abbey Creek for pollution although standard mitigation would be required.

attenuation (if necessary), there is no reason why noise from the ventilation column and top chamber should result in adverse noise impacts to nearby sensitive receptors. The site is suitable as a main tunnel reception site but less suitable as a main tunnel drive site. Although existing noise levels in the immediate surrounding area are relatively low (we acknowledged that currently there is noise generated by the Lee Tunnel works), there is enough distance between the site and residential properties to the south and north from construction activities on the site.

Site suitability report S84NM: Appendix 9 Land Quality Site considerations Potential contamination pathways to site (Conceptual Site Model)3 Contamination category Summary Main tunnel drive and reception site options Source 1: A1, A2, A3, B4, C5 Source 2: D6, E1, F7 Category 3 Assessed as High Risk The site is considered less suitable as either a main tunnel reception or a main tunnel drive site based on the high potential for contamination of the site to have occurred, specifically from sewage pumping station operations, gas works, distillery, unknown storage tanks and historic landfill on and in the vicinity of the site. Contamination is also known to have been identified on the Abbey Mills site during works for the West Ham Storm Relief development. This potentially poses a risk to construction workers and adjacent human receptors through direct contact and inhalation exposure pathways as well as ground gas risks. Additionally, the potential exists for contaminants to be drawn to the deeper aquifer if deep drilling/construction is undertaken on the site and for migration to surface water receptors to occur through groundwater transport and appropriate mitigation will be required.
