Background
The site selection process is set out in the Site selection methodology paper. All sites have passed through the following parts of Stage 1 of the process:
The amendments made in August 2011 did not change the site selection methodology process. The amendments only introduced a second phase of consultation (paragraphs 2.3.13-2.4.15) and minor factual updates. b The site selection methodology was developed in the absence of any statutory requirements or specific guidance other than general planning policy principles. We were aware of the various national level policy changes such as the introduction of the National Planning Policy Framework and the National Policy Statement for Waste Water, which is now the primary policy document for consideration of the Thames Tunnel (NPS) scheme. Overall, the approach taken in the methodology complies with the national policies and the NPS.

This report is a requirement under the final part of Stage 1. The elements that apply to all the sites on the final short list can be summarised as follows: a. Part 1C Creation of the preferred list of main tunnel (and CSO) sites site data, site visits, site suitability reports, engineering options report and optioneering workshops, which are reported in the Section 48: Report on site selection process.

The Site selection methodology paper also provides for a back-check process that states: If any sites for any of the main tunnel sites or intermediate sites (or CSO site) are eliminated for any reason, if there are significant changes of circumstances in relation to existing sites or combinations of sites, if new or replacement sites are required or found or if the engineering design develops in unexpected ways then a targeted repeat of stages 1-3 will need to be undertaken in order to fill in any site gaps (paragraph 2.5.6).

Consultation
Thames Waters approach to engagement and consultation for the Thames Tunnel project is outlined in the Statement of community consultation and the accompanying Community consultation strategy. Thames Water engaged regularly with all potentially affected London local authorities, other stakeholders and interested parties in respect of sites and the project as a whole. All the preferred and shortlisted sites and the Abbey Mills route were subject to phase two consultation. The analysis of the consultation responses is set out in the Report on phase two consultation. Any relevant comments in relation to site selection were considered at the post phase two consultation optioneering workshops. The outcomes of these workshops are reported in the Section 48: Report on site selection process. Following the workshops, the project continued to engage with key stakeholders in respect of sites and to develop the engineering design for sites.

The locations of other third-party assets, such as BT and fibre optic communication cables, are to be confirmed by further studies and utility searches. For this reasons, they may not be shown on the services and geology plan. Information on the specific geology of this site is provided in the services and geology plan in Appendix 6. This plan shows that the shaft would be in Chalk.

The drawings provide initial preliminary schematic layouts that have not yet been optimised. If the site proceeds to the next stage as a proposed site, the construction phase layouts would be optimised in order to minimise potential impacts. Drawings of typical activities associated with the construction phase at main tunnel site are also provided in Appendix 7. Road
5.1.2 The route from the A12 (TLRH strategic highway network) to the site would be via the A11, Abbey Lane and Gay Road. The route runs through a residential area and under a flyover (on return to site) with no visible restrictions. Distance to the TLRN is 1.1km. Gay Road and Abbey Lane are both residential roads, with a school and a park, and parking bay suspensions may be required to allow HGV use. Operational maintenance access 5.1.3 Once the works are complete access would be from the existing TW operational site, which is reached from the A11 via Abbey Lane and Gay Road.
Rail
5.1.4 West Ham rail and tube station is less than 1km away. Stratford rail, tube and DLR station is approximately 1.5km away. These would provide access for construction personnel.
River
5.1.5 The Abbey Mills site is remote from the River Thames but accessible via tributaries off the River Lee (Three Mills River or Prescott Channel). The river wall south of Prescott Lock was used for shaft spoil removal for the Lee Tunnel, but required a temporary footbridge over the Prescott Channel to divert a footpath. Because of the limited type/size of barge that can be used due to the limited water depth, narrow and winding waterway has only about 3 hours access on each tide and this would limit the number of possible barge movements per day. Experience from the Lee Tunnel indicates that river transport is difficult but feasible for a reception site but is likely to be undesirable for the volumes of spoil arising from a sustained main tunnel drive. River transport for some materials delivery is possible, given a suitable source with river access.

The following provides a summary of the relevant local planning policies and designations affecting the site. They are taken from the London Borough of Newhams Core Strategy (adopted January 2012), and saved policies from the Councils Unitary Development Plan (adopted 2001). The indicative route of the proposed Thames Tunnel and the Lee Tunnel are shown on the Core Strategy Key Diagram at Abbey Mills Pumping Station (U2). Core Strategy Policy INF3 Waste and Recycling states the Council will support proposals for additional storage and pipeline capacity in the proposed Thames Tunnel and Lee Tunnel that will reduce incidences of storm water overflow into the Thames and Lea river system. Core Strategy Policy S2 Stratford and West Ham states new and rejuvenated communities providing approximately 19,700 new additional homes will be developed in Stratford and West Ham Community Forum Area. The majority of these will come forward on identified Strategic Sites, three of which are close to the site at Abbey Mills. Strategic Site S07 Sugar House Lane and Three Mills lies to the west of the Abbey Mills site. The site is identified for mixed use to include creative

6 Planning assessment and cultural employment uses, residential development, community uses, supporting services and local amenity space. 6.3.5 Strategic Site S10 Abbey Mills to the east of the site, on the opposite bank of Abbey Creek and Channelsea River. The site is identified for a mix of residential and employment uses which contribute to the creation of a new local centre in the vicinity of West Ham station. Strategic Site S11 Parcelforce lies to the south of the site on the other side of the railway. This site is identified for employment-led mixed use development linked to the existing Cody Road industrial area. Part of the Abbey Mills Pumping Station site contains a Site of Importance to Nature Conservation (SINC) which extends over the whole of Abbey Creek, Channelsea River (Metropolitan Importance) and the Prescott Channel (Borough Importance Grade I). Core Strategy Policy SC4 Biodiversity states that biodiversity will be protected and enhanced. Development will only be permitted where it can be demonstrated that significant adverse impact on species and habitats is avoided. Sites of Importance to Nature Conservation (SINCs) will be protected, and the designation of new SINCs will be supported. The entire site is included within the Three Mills Conservation Area, and contains a number of listed buildings including the Grade II* listed Abbey Mills Pumping Station. It is also located within an Archaeological Priority Area. Core Strategy Policy SP5 Heritage and other Successful Placemaking Assets states the value of heritage and other assets (natural, cultural, architectural, and infrastructural) which contribute to local character and successful places will be recognised by their protection, conservation, and enhancement of the assets and their settings. In relation to archaeological remains, where excavation is unavoidable, the expectation will be that appropriate recording, analysis and dissemination of findings is undertaken. A number of Open Space policies are of relevance to the Abbey Mills site. Whilst not identified as open space itself, Three Mills Green to the west of the site is identified as a local park and the pumping station site is within the wider Lee Valley Regional Park. Core Strategy Policy INF6 Green Infrastructure states that green infrastructure will be protected and strengthened. Deficiencies in quantity, quality and access to open space in the borough will be addressed. Key priorities include proposed new publicly-accessible Metropolitan Open Land (MOL) along the Lower Lea Valley (Lea River Park) and improving access to the Lea Valley Regional Park from surrounding areas, with improved spaces, opportunities for access to nature and visitor attractions within and adjacent to the borough. Abbey Mills Pumping Station falls within an area of search for the new MOL. The River Lea and its tributaries form part of the designated Blue Ribbon Network. The objective of Policy INF7 Blue Ribbon Network is to protect and enhance the network, contributing to the regeneration of the Borough. The Policy sets out a number of design criteria that new developments on or near the Blue Ribbon Network should take into account.

Planning comments
A number of planning designations are applicable both on and adjacent to the site. These designations are identified and described in Section 6.3. The designations of most relevance to the proposed development options relate to nature conservation, open space and built heritage. The comments below relate to each of the options under consideration. In so far as they have potential to affect planning designations at the site, both the main tunnel drive and reception site options are similar. As the site area for both options is contained within the operational pumping station site, it is not considered that the development would have any impact upon nearby regeneration designations (Core Strategy Policy S2). Part of the Abbey Mills Pumping Station site contains a SINC which extends over the whole of Abbey Creek, Channelsea River (Metropolitan Importance) and the Prescott Channel (Borough Importance Grade I). Neither of the site areas extends into this designation but the potential access for barges, in the Prescott Channel, would. Given the proposed siting of the construction works away from Abbey Creek, and given sensitive design and appropriate mitigation, it is unlikely that there would be a conflict with this designation. A detailed assessment is included in Section 7. The entire site is also designated as a conservation area and there is a cluster of listed buildings in the heart of the site, including the Grade II* listed Abbey Mills Pumping Stations. The proposed works are situated on the southern and western fringes of the site, away from the listed buildings. The works associated with main tunnel drive site do extend closer to the listed structures than main tunnel reception site, but in both cases, it is considered these will not have an unacceptable impact on the setting of the listed buildings or the appearance of the conservation area. A detailed heritage and landscape assessment is provided in Section 7. Furthermore, the site is within an Archaeology Priority Area and Core Strategy Policy SP5 states where excavation is unavoidable, the expectation will be that appropriate recording, analysis and dissemination of findings is undertaken. Further appraisal of the archaeological potential on the site is provided in Section 7 of this report. As the site is not identified as open space it is not considered that the works associated with either option will physically impact upon open space designations. Despite falling within an area of search for a new area of MOL, the proposed use of the site is consistent with the existing operational nature of the pumping station, which does not provide the public accessibility, use or openness usually associated with MOL. It is considered with appropriate mitigation, amenity at nearby open spaces, including Three Mills Green, will not be unacceptably affected.

Transport
Main tunnel reception site The site is suitable as a main tunnel reception site. There is suitable road access to the TLRN (A12) for HGVs. The potential route to use rail facilities at Bow East is unknown and will require further investigation. There is no obvious route between the two except by road, so with the lower volume of spoil generated there would be no advantage to use rail and road. The site is located adjacent to the river channel with potential wharfage onto Prescott Channel. However, river transport is not essential for a reception site. There is the potential for the workforce to utilise public transport to access the site and some on-site parking could be provided for some of the workforce. Main tunnel drive site

The site is less suitable as a main tunnel drive site because only limited river access will be available to remove large volume of spoil from this site. There is suitable road access to the TLRN (A12) for HGVs, but sole use of road would result in a very number of HGV movements. The potential to use rail facilities at Bow East is unknown and will require further investigation. However there is no obvious route between the two except by road, so this would still involve a high number of local HGV movements. The site is located adjacent to the river channel with potential wharfage onto Prescott Channel. Experience from the Lee Tunnel suggests river access is possible but likely to be difficult but is likely to be undesirable for the volumes of spoil arising from a sustained main tunnel drive. There is the potential for the workforce to utilise public transport to access the site and some on-site parking could be provided for some of the workforce.

Archaeology
The site is suitable as either a main tunnel reception or a main tunnel drive site, although due to a lack of previous investigations in the area, the nature and extent of archaeological receptors cannot be confidently predicted. With currently available information it is possible that archaeological receptors of potential high or medium value may be present within the site. It is likely that archaeological advanced works and other excavations associated with the preceding Lee Tunnel will assist in defining the presence or absence of any such receptors. Investigations on

7 Environmental appraisal adjacent sites suggest that alluvial deposits containing archaeological material will also be present.

Ecology
The site is suitable as either a main tunnel reception or a main tunnel drive site, although any works affecting the foreshore mudflats and associated watercourses would require surveys. They are also likely to require negotiation with the Environment Agency and potentially mitigation such as compensatory habitat provision. At present, works within the foreshore are considered unlikely to be required.

Flood risk
The site is suitable as a main tunnel reception or a main tunnel drive site because it is defended from flooding from the Prescott Channel, Abbey Creek and Channelsea River (to the 1 in 1000 year flood level) and there is likely to be space for surface attenuation sustainable drainage systems (SuDS). Further investigation is required to determine if the site is suitable for infiltration SuDS.

Air quality
The site is less suitable as either a main tunnel reception or a main tunnel drive site as there are residential properties in close proximity to the site. Therefore, there is potential for fugitive emissions of dust during construction to have a perceptible impact on these properties. These impacts could be minimised with standard dust control measures. There is potential for HGV movements on the local road network to cause localised air quality impacts. However this could be some mitigated by minimising the movement of HGVs during peak hours.

Noise
The site is suitable as a main tunnel reception site but less suitable as a main tunnel drive site. Although existing noise levels in the immediate surrounding area are relatively low, there is enough distance between the site and residential properties to the south and north from construction activities on the site. If the noisiest plant can be situated to the western area of the site, this would reduce the potential for disturbance at the residential properties. In addition, should use of this site be pursued, it is recommended that noisy construction activities, or activities which may cause vibration, be undertaken during daytime hours only to reduce the noise impact during night-time construction. However, during the construction of the main tunnel drive site, it is likely that there will be a high number of HGV movements to and from the site along residential roads, which will potentially run 24 hours a day. This could result in a substantial noise impact, particularly at night.

Land quality
The site is considered less suitable as either a main tunnel reception or a main tunnel drive site. This is due to the high potential for contamination of the site to have occurred, specifically from sewage pumping station operations, gas works, distillery, unknown storage tanks and historic landfill on and in the vicinity of the site. Contamination is also known to have been identified on the Abbey Mills site during works for the West Ham Storm Relief development. This potentially poses a risk to construction workers and adjacent human receptors through direct contact and inhalation exposure pathways as well as ground gas risks. Additionally, the potential exists for contaminants to be drawn to the deeper aquifer if deep drilling/construction is undertaken

Socio-economic profile
The site (S84NM) lies within the Stratford and New Town ward of the London Borough of Newham. Statistics from Office of National Statistics 2001 Census data show the following indicators for the ward, in comparison to the rest of Newham, London and England as a whole: a. A higher proportion of economically active aged population are fulltime employees than in Newham, but a lower proportion than in London and England as a whole. A lower proportion of the population are unemployed than in Newham, but a higher proportion than in London and England. A higher proportion of the population has achieved Level 4 or 5 educational qualifications, compared to Newham or England as a whole, but a lower proportion than London. A lower proportion of the population has not achieved any qualifications at all compared to Newham and England, but a higher proportion than in London. Age profile for the ward is roughly similar to that of the borough as a whole and England. The majority of the population describe themselves as white British but, the area also has significant proportions of African and Caribbean people.

Overall, these findings indicated that the population in the Stratford and New Town ward, although less deprived than the majority of the borough, is still well below the national averages in terms of employment. The ward is also ranked well below the national average in terms of the income and health of the local population. Educational standards are, however, in line with the national average. In view of the diversity in the borough, community centred open spaces such as the allotments in the vicinity of site (S84NM) are likely to be important for community integration and a source of shared community pride, therefore contributing to community cohesion in the area.

8 Socio-economic and community assessment likely be on those using the allotments located along the western and north western boundary of the site. The West Ham Societys official website shows that the allotments are highly valued by the local community of West Ham and the rest of Newham. 8.3.2 Residents living in properties on Gay Road near the proposed site entrance, towards the southern end of Riverside Road and the western end of Bisson Road are likely to be affected by site works due to their proximity to the site. The school and residential properties located along Abbey Lane are likely to also face disruption due to the likely frequency of HGV movements to and from the site. The impact of the traffic movements would be significantly more for a main tunnel drive site due the volumes of spoil arising, which would potentially be removed 24 hours a day by road. The Three Mills Studios complex is directly opposite the main works area across Prescott Channel and so they may experience some level of disturbance. The potential access for barging operations, which may be used to remove some materials, is proposed opposite Three Mills Studios, so if used this may also lead to some disruption. The Channelsea Business Centre, which includes a Further Education College, and the mosque, may also be affected. However due to the distance from Centre to the works, it should be possible to mitigation any potential impacts. There is also the potential for the public open space at Three Mills Green to be affected by noise and other disruption from the works. If the site is used as a main tunnel reception site, the same sensitive receptors are likely to be affected as identified for a main tunnel drive above, but the severity of any impacts is likely to be less due to the reduced scope of works. Residents living on Gay Road and Abbey Lane appear less likely to be affected by a main tunnel reception site as there would be much fewer HGV movements than associated with a main tunnel drive site. Also, the residential properties towards the southern end of Riverside Road and the western end of Bisson Road appear unlikely to be affected due to the fact the site works are at a greater distance from these properties. If the river can be used to transport some of the materials from the reception site then the potential community impact of this option could be reduced.

This site is less suitable as a main tunnel drive site, because although the area is large enough and there are no particular constraints on third-party assets and there is no need for any demolition, but the Lee Tunnel experience has demonstrated that river access is undesirable for tunnel spoil volumes. Road access through existing Thames Water land onto Gay Road is in current use for the Lee Tunnel project for low volumes and is acceptable. River access would be constrained by being shallow, narrow and winding, with only limited access on each tide, and this would limit the number and type of barge movements. The Lee Tunnel project has demonstrated that river access for a reception site is feasible if difficult, given adequate spoil storage, however, river access for a drive site is undesirable and it is likely road access would also be required for spoil removal. This site is suitable for use as a main tunnel reception site, because the area is large enough, there are no particular constraints on third-party assets, there is no need for any demolition, and Lee Tunnel experience has demonstrated that river access is adequate for shaft spoil volumes.

Planning
The site is suitable as a main tunnel reception site and less suitable for use as a main tunnel drive site. .Use as a main tunnel reception site would have a smaller construction works footprint and lower numbers of lorry movements when compared to the drive site option. The assumed higher numbers of lorry movements associated with a main tunnel drive site and restricted ability to use the river, coupled with the requirement for 24 hours a day working for the tunnelling operation, would be likely to result in a much greater impacts on residential amenity and therefore greater potential for policy conflict in this respect. There are a number of designations at Abbey Mills Pumping Station which are applicable to both options. It is considered that, with appropriate siting and mitigation if necessary, there should be no unacceptable impacts on the nature conservation, open space, or heritage designations at, or around, the site.

Environment
Based on current information, the site is suitable for both site types from the perspectives of archaeology, built heritage and townscape, water resources (hydrogeology and surface water), ecology and flood risk. The site is also suitable as a main tunnel reception site from the perspective of transport and noise. This site is considered less suitable for both site types from the perspectives of air quality and land quality. The site is also less suitable as a main tunnel drive site from the perspectives of transport and noise. Overall, the site is considered suitable, subject to further investigation of whether air quality and land quality impacts can be adequately mitigated. In the case of the main tunnel drive site, transport and noise would also require adequate mitigation. Likely mitigation considerations would include the following: a. b. Air quality measures to ensure dust is adequately mitigated for the closest receptors. Land quality any required remediation of contamination (at this high risk site) and/or measures to ensure no mobilisation of contaminants retained in situ. Transport river transport is likely to be limited for the main tunnel drive site and so the feasibility of using rail transport should be investigated. Noise mitigation for the high number of HGV movements per day which are anticipated for the main tunnel drive site.

The site is shown as agricultural land on the 1st ed O.S map (1868). It is marked as Abbey Mills. The area of the proposed site was known as mill meads and was not developed. The pumping station was built in the late 1800s and has remained to the present day along with the allotments to the south of the site. A Desk based Assessment on the site has been completed in the recent past. Mitigation required and conclusions Not applicable.

Locally Listed Parks and Gardens There are no locally listed parks and gardens within 250m. Protected Views There are no protected views within 250m. There is the potential for eight listed buildings (one Grade II* and seven Grade II) and one conservation area (the Three Mills Conservation Area) to be directly affected by the development. These assets are located within the site boundary and form part of the Abbey Mills Pumping Station complex. However, all of these listed structures are located some distance from the proposed working areas (along the south and west sides of the site boundary) and are therefore unlikely to experience a physical impact from construction or operation. However, given their relative proximity to the working area there remains the potential for all eight structures to experience an impact upon their setting. Because the options are located within the Three Mills Conservation the development has the potential to affect the special character or appearance of the designated area. Not applicable. However, due to the urban context of the site, only 10 will share a relationship with it. This is reduced even further for the operational elements. Although some screening is provided by existing buildings and mature vegetation around and within the site, there exists the potential for construction and operation to affect the setting of these listed structures. There is the potential for the Sugar House Lane Conservation Area to share a visual relationship with the working areas. There is the potential for the two locally listed buildings within 250m to share a visual relationship with the site during construction. However, the operational elements will only be visible from the locally listed The Still, Three Mills Distillery. Mitigation in the form of a high quality scheme design and/or screening is likely to be required to reduce any adverse impacts upon these structures and areas. The proposed site is designated as Green Space to be protected and is adjacent to Prescott Channel, and the Channelsea River. The Green Chain and cycleway run along the southern boundary of the site. To the west is Three Mills Island which is located within the Lee Valley Regional Park. The Park continues along the southern boundary of the site, along the Channelsea River. To the north are residential properties along Riverside Road and industrial estates are located to the east, south and west beyond Greenway, the Channelsea River and Three Mills Island respectively. Three Mills Green has recently been renovated and forms part of a long distance chain of green space through the Lee Valley. The proposed construction area is generally open with the main buildings of the Pumping Station to the east. Some mature vegetation is located beside the Prescott Channel and the Channelsea River to the south. Loss of mature vegetation beside these waterways would increase openness of the site. The presence and operation of machinery, materials stores and buildings plus the loss of mature vegetation would potentially result in temporary, adverse direct impacts on the character of the site and the frontage of the Prescott Channel and Channelsea River. Construction activities would also result in temporary, adverse indirect impacts on Mitigation required and conclusions and shrubs, hoarding and appropriate lighting would minimise temporary adverse impacts. An introduction of an appropriate landscape scheme to include appropriate surface treatments and planting to replace lost vegetation and enhance the frontage of the Prescott Channel and Channelsea River without interrupting the Green Chains and cycleway to the south of the site would help the permanent structures to be integrated into the site. Retained trees to be protected in accordance with BS 5837. The site is considered suitable as temporary adverse impacts associated with the construction phase would be replaced with an industrial structure within a suitable landscape scheme incorporating both proposed and existing planting, maintaining the water frontage along Prescott Channel and Channelsea River.

Permanent elements would have an adverse impact on the character of the frontage of the Prescott Channel and Channelsea River resulting in an indirect impact on Three Mills Green and Island. Vegetation growing beside Prescott Channel, Channelsea River and within the allotments to the north of the site filter views towards the construction area from adjacent water channels, bridges across the Prescott Channel, Three Mills Green, residential areas to the north and the railway line and Channelsea Business Centre to the south. Open views are available from within the site, from adjacent buildings of the Abbey Mills Pumping Station. The construction site prior to development is seen as an open area within the industrial complex of the Abbey Mills Pumping Station. Summary

Contamination is also known to have been identified on the Abbey Mills site during works for the West Ham Storm Relief development. This potentially poses a risk to construction workers and adjacent human receptors through direct contact and inhalation exposure pathways as well as ground gas risks. Additionally, the potential exists for contaminants to be drawn to the deeper aquifer if deep drilling/construction is undertaken on the site and for migration to surface water receptors to occur through groundwater transport and appropriate mitigation will be required.
