In our desire to enhance capacities of legislative staff for a more empowered secretariat services journeying towards excellence, PLEASES will be holding this years final conference and seminar on Enabling Roles of the Sanggunian Secretary for Effective Legislation. The concept of enabling is very timely as democracy seeks for new ways to harmonize governments in the context of decentralization. The enablement of actors and its functions to support development and transformative local legislation is imperative among politicized economies and rural communities. This is because the political and development environment in the Philippines has become so complex and many of the issues cannot be answered by current practices.

The conference will also be highlighted by the oath-taking and induction ceremonies of the PLEASES officers for 2014 to 2015, and the ceremonial turn over of the League from the incumbent leadership to their respective successors. In addition, the Local Legislative Support Management Institute (LLSMI) in the League to be dubbed as The PLEASES Academy shall be launched. With the end in view of enabling roles of Secretaries to the Sanggunian in lawmaking assistance and support, I humbly request your honor to allow the attendance and participation of your Secretaries, Assistant Secretaries, Board Secretaries and other legislative staff of the Sanggunian Panlalawigan, Sangguniang Panlungsod, Sangguniang Bayan and Sangguniang Barangay; Barangay Secretaries; honorable members of the Sanggunian Panlalawigan, Sangguniang Panlungsod, Sangguniang Bayan and Sangguniang Barangay; and other interested local government officials and personnel, to participate in the subject conference and seminar.
