With the IMSI-Based Handover feature, operators can divide a network into multiple areas under BSCs based on location areas. These areas are called shared handover areas. The operators configure the mapping between the international mobile subscriber identity (IMSI) ranges and the shared handover areas to specify the areas to which an MS can be handed over. During an intra-BSC handover, the BSC allows an MS to be handed over to a cell in the shared handover area that maps to the IMSI range to which the IMSI of the MS belongs.

3.1 Usage Scenario
When the IMSI-Based Handover feature works with the RAN Sharing feature, one BSC is shared by multiple operators and each operator may have different partnered operators. When initiating a handover or receiving an incoming BSC handover request, the BSC uses the IMSI of the MS to determine the shared handover area to which the MS can be handed over. This ensures that the MS is handed over only between the networks of partnered operators. When the IMSI-Based Handover feature does not work with the RAN Sharing feature, to meet network planning and service requirements, operators can divide their networks into multiple areas and configure the mapping between IMSI ranges and shared handover areas. This limits the handover area of certain MSs. When certain events, such as a natural disaster or an emergency, happen, the IMSI-Based Handover feature enables operators to configure IMSIs so that only a few authorized MSs can access the area where the event happened. This ensures that these MSs have sufficient network resources.
If IMSIHOCTRL is set to YES(Yes), the BSC obtains the list of shared handover areas based on the IMSI of the MS. Then, the BSC selects the target cell by filtering out the neighboring cells that are not in the shared handover area list.

6.1 When to Use IMSI-Based Handover
The IMSI-Based Handover feature is recommended when an operator needs to limit the areas to which MSs can be handed over.
MS category
MSs are classified into different categories, each of which maps to an IMSI range. The MS category determines the area within which the MSs in the category can move.
To decrease call drops due to limited service areas for specified MSs, shared handover areas should be continuous.
