Notwithstanding the above, it will be CONTRACTORs intention to provide COMPANY with all necessary engineering information and documentation to enable COMPANY to efficiently plan, operate and maintain the working plant in a safe and efficient manner following hand over of the Plant. This engineering information / documentation referred to as FINAL DOCUMENTATION will reflect the Plants Final / As-Built (as designed/constructed and commissioned) status. For the FINAL DOCUMENTATION, CONTRACTOR will provide COMPANY in accordance with the requirement CONTRACT unless specifically stated otherwise. The electronic FINAL DOCUMENTATION will be accompanied by the document index prepared for submitted files to migrate into the COMPANY EDMS. The indexing is based on the attributes defined according to the COMPANY requirement. CONTRACTOR utilizes CDMS system during all phases of the work. All formal issues of electronic files will be registered in the CDMS. The CDMS will be the repository of all issued documentation. In principle, the CDMS system will manage image files. An approved hard copy, formally hand signed, will be scanned into the CDMS and the image will be utilized for view and annotation purposes. Image formats will ensure a single consistent access for all view and annotation activities. Where necessary to meet legal or contractual obligations the approved hard copy will be retained in a project environment offering controlled access from secure facilities. Within CONTRACTORs understanding of the current legal frameworks and CONTRACTORs experience, CONTRACTOR considers that scanning of approved documents provides the same level of auditability and protection as offered by traditional records and information management practices. The above-mentioned practice may be subject to change to allow the CDMS handle native files instead of image files when agreed between COMPANY and CONTRACTOR. Working copies of engineering documentation and the electronic native files will be generated and updated externally to the CDMS. CONTRACTOR will use its internal electronic document management systems like Bentley Systems ProjectWise since the system is designed global work sharing using native files on the internet and just fit for the purpose. Access to the system by COMPANY personnel can be arranged to fulfill the specific needs. CONTRACTOR will set up dedicated CDMS databases for the Project, so that the CDMS systems are completely independent from the other projects and the information security is assured. Vendor/subcontractor documentation will be accepted in either hard copy or electronic formats. Native electronic files provided by the vendors/ subcontractors may be registered in the CDMS. Vendor/subcontractor documentation reviewed and commented by CONTRACTOR will also be registered in the system, in principle as image files, so that the latest information is always available. Vendor/subcontractor will submit their documentation in signed official hard copies for record or at any time requested by CONTRACTOR to meet legal or contractual obligations. An added benefit of using CDMS is to provide a single consistent access for all view and annotation activities of the latest revision of documents. All deliverables are comprehensively attributed within the system and provision is already made for client-specific requirements, e.g. document numbering, types and transmittal numbering. DRAWING AND DOCUMENT CONTROL SYSTEM Introduction CONTRACTOR will establish the drawing and document schedule for the particular SO based project at very beginning stage of the project. In this manner, CONTRACTOR will proceed with the engineering work in schedule conscious under the necessary and adequate time pressure. Based on the drawing and document control system described hereinafter, the drawing and document schedule can be well controlled and handled not only by CONTRACTOR, but also by COMPANY who can chase CONTRACTORs activities timely. The vendors and subcontractors drawing/document schedule will also be incorporated in CONTRACTORs control system. For control of those documents and drawings, CONTRACTOR will establish immediately after the effective date its Project Coordination Procedure including; a. b. c. d. e. Correspondence Procedure, Review and Approval Procedure, Document/Drawing Numbering Procedure, Document Control Procedure, and Review and Control Procedures for Vendor Prints and Subcontractor Documents.

7.1

In addition to above CONTRACTOR will use the Electronic Document Management System (EDMS) for efficient document control in accordance to Section 6.10 of this procedure

7.2

Engineering Documents The documents and drawings to be prepared by CONTRACTOR will be properly coded in accordance with Document Numbering Procedure (RGP-S-00-1130-004). These documents and drawings will be issued to the appropriate internal discipline for review and finally COMPANY under a document transmittal stating the purpose of the issue, such as for REVIEW, for APPROVAL, or for INFORMATION. Issue of the document transmittal will automatically trigger an update of the status of each document or drawing in the document register and control. Because engineering, procurement and construction activities are on the critical or sub-critical paths of the schedule for this Project, the issuance, control, and COMPANYs REVIEW and APPROVAL of documents or drawings are most important to CONTRACTOR. To shorten the time from the document drafting by discipline engineers to COMPANYs REVIEW and APPROVAL, the daily close communication between COMPANY and CONTRACTOR will be essential to the effective work. When changes to documents or drawings are agreed and subsequently made, the nature of the change will be clearly identified and revised portion will be marked in an appropriate manner and according to the procedure. The last revision status of each document or drawing is most important for all work on the project and it will be regularly monitored by the Document Controller of CONTRACTOR. Typical flow of engineering documents is shown hereinafter. The originals of drawings will be held by Document Control and before distribution checks are made to ensure that they are consistent with specified requirements, (i.e., numbering, title, revision code, approval signatures, etc.). Under this flow, documents / drawings revisions and revision dates, as well as original documents / drawings and originated date, are registered into the database and issued the documents to COMPANY under the control of the Document Controller of CONTRACTOR. Incoming documents from COMPANY will also be registered into the database by the Document Controller of CONTRACTOR. 7.3 Vendor Documentation Vendor drawings/documents, externally generated, by vendors will also be handled by the system in a similar way as Engineering Documents above. Input to the database covers document type, number, origin and submission due dates; as with distribution matrices residing in the database with the relevant transmittals being printed by the system. A range of Schedule Exception Reports generated in the system is available to identify overdue documents both internal review and submission from vendors. Other reports include status of vendor documentation, such as, received/ rejected/ returned with comment/ approved/ overdue, etc. This enables Discipline Engineers/Engineering Managers to monitor and report the progress of Vendor Documentation for Procurement Services. Typical Incoming/outgoing flow of the Vendor drawings is as shown below. Vendor drawings requiring approval by CONTRACTOR will be returned with comment or approval under cover of a standard transmittal generated from the system. The correspondence activity including registration of the drawing and its status into the system will be executed by either Document Control Group in CONTRACTORs Doha Office and CHIYODAs Yokohama office, according to its responsibility for review and approval on the vendor drawing. However, the status of all vendor drawings will be monitored by both CONTRACTORs Doha Office and CHIYODAs Yokohama office in the system. By this way, from a viewpoint of the Vendor drawing control in addition to the engineering document control, CONTRACTOR will also be in a position as the operating center of the Project, and be capable for a single communication point with COMPANY.
