DOTs Context Sensitive and Sustainable Solutions approach provides a unique perspective to the traditional transportation engineering. It incorporates activities that foster workforce growth and development; reflects the communitys cultural, aesthetic, and historic interests; maintains mobility and safety; ensures sound stewardship of the natural environment; and promotes cost-effective decisionmaking. The desired result of the bridge program is an improved state transportation infrastructure that reduces transit-based limitations on trade and economic progress while instilling a socially and environmentally responsible culture of sustainability.

he Oregon Department of Transportation is primarily known for its highways and bridges, but the agency also oversees other modes of transportation, such as rail, and we are always on the lookout for opportunities to update routes for pedestrians and cyclists as we work on the motor vehicle infrastructure. Bundle 210, I-84: Sandy River to Jordan Road, gave us a chance to improve the safety and accessibility of a juncture for several popular paths on the edge of the Columbia River Gorge National Scenic Area. The project lies just south of the delta of the Sandy River with the Columbia River, adjacent to the often-visited U.S. Forest Service Thousand Acres park. Scenic bike routes intersect there that run along both rivers. To travel between these routes, cyclists and pedestrians were negotiating a single narrow tunnel and local roadways with blind corners and no bike lanes, or riding alongside vehicles travelling at highway speeds. We were able to vastly improve these hazardous situations as part of the design and construction of the new I-84 bridges. Both east- and westbound cyclists can now ride on a 16-foot-wide multi-use path separated from the eastbound interstate bridge by a barrier railing that meets design guidelines for projects in the scenic area. Below the new bridges, two tunnels will allow access between Thousand Acres, north of the I-84 bridges, and Lewis and Clark State Park and its parking and picnic facilities south of the bridges; they are parallel to but separate from Jordan Road, for safety. Final paving of all paths will take place in summer 2014, as construction on the westbound bridge winds down. West of Bundle 210, ODOT Region 1 will continue improving cyclist and pedestrian access in this area with a Jobs and Transportation Act project for I-84 exit 17 in Troutdale. A marked bike lane and a sidewalk will be added to the west side of Marine Drive under the interstate. We are happy to be able to help keep all kinds of traffic moving in Oregon. Regards,

As illustrated in Figure 1, there were no design jobs in August, and program management jobs dropped back to a lower level. Construction sustained 292 jobs, 99 more than in July but 297 fewer than one year ago. Indirect and induced jobs totaled 460, an increase of 112 over July but 420 less than August 2012. Figure 2 shows the forecasted bridge program jobs based on the budget approved by the Bridge Oversight Committee and the cost-loaded schedule for delivery of the bridge projects. Program management as a portion of the total jobs is based on the July quarterly cash flow analysis.

Based on the IMPLAN model, between 2009 and 2011 the average number of jobs associated with the bridge program was just under 2,150 annually. Job numbers in 2012 were nearly identical to those in 2011 and will continue to decline as the bridge program nears completion in 2014.

The bridge program created or sustained nearly 1,100 jobs in 2011 and approximately the same number in 2012. For the duration of the bridge program, the average number of jobs created or sustained annually is forecast to be about 2,200.
Estimating the Impact of the OTIA III State Bridge Delivery Program
The bridge program generated more than $3.3 million in total income and just under $267,000 in tax revenue for state and local governments in August (jobs and income data are derived from IMPLAN, using expenditures from the ODOT TEAMS Report). August 2013 figures are significantly lower than those of August 2012 due to reduced construction expenditures, which is expected. Expenditures will continue to fall as bundles are completed. Figure 3 shows income and taxes paid in August for the bridge program; Figure 4 shows income and taxes paid to date.

Investing in Oregon
Oregonians and Oregon-based companies continue to benefit from activities related to the bridge program. Work is progressing on Bundle 220, I-5: Willamette River Bridge, with both spans now open to traffic and only minor tasks remaining before the project reaches second note. The most recent payment data for the project shows that prime contractor Hamilton Construction has spent 93 percent of its funds on Oregon companies. Thus far, Hamilton has paid out more than $86 million, and $80.4 million of that has gone to Oregon-based companies. Two of the Oregon firms benefiting from the expenditures were Deerwood Building Supplies of Eugene and EZ Grade Inc. of Stayton.

Figure 10 shows the annual forecast of when bridge program bridges will be free of construction work zones. Figure 11 shows the remaining number of loadrestricted bridges in the bridge program and when they are scheduled to be removed from the Restricted State Bridges List maintained by ODOTs Bridge Engineering Section Load Rating Unit.

Environmental Programmatic Permitting
The bridge program took advantage of a streamlined process for environmental permitting to design projects that are sensitive to their environment, save money and accelerate the completion of work. Figure 12 summarizes the programmatic permitting for bridge program projects.

Notes: 1) Two bridges in Bundle 215 were permitted before transitioning to no work; therefore, the number of completed permits is 208. 2) Bundle 210 followed the programmatic process. Due to design constraints, that project ended up obtaining individual permits, but they met and followed the intent of bridge program standards and therefore will be recorded as complete. Regulatory agencies have approved the necessary documentation.

Project Bundle Scope Summary: This bundle consists of two replacement bridges (06875 and 06875A) and two repair bridges (06945 and 06945A). Work also includes a pedestrian tunnel at Jordan Road. Project Bundle Status: Programmatic Permits: The Sandy River bridges (06875 and 06875A) are outside the parameters for programmatic permits due to the large volumes of fill material required. Individual permits for Department of State Lands and US Army Corps of Engineers have been acquired. Project Bundle Activities/Accomplishments: Eastbound Sandy River Bridge: Finish work on the eastbound Sandy River Bridge is ongoing which includes painting the splice plates and staining. Class 3 preparation will be required for areas of the existing bridge deck. Because a portion of this work will occur over railroad right of way, the contractor will require a Right of Entry. ODOT will have to compensate the contractor for obtaining the ROE and for the additional insurance not required in the original contract. The ROE from Union Pacific is still pending.
