Checklist for Self Assessment / ROs / MMDs inspections The owner / operator before undertaking towing shall examine the table below and verify its experience, capability, knowledge and understanding of towing and related implications. The owner/ operator shall also identify the nature of assessment applicable to his case and accordingly, be guided for assessment, inspection, verification and permissions as per the procedures stipulated in this notice. * Vide self assessment checklist as per Annex-1. ** Information on application forms, ROs (Recognized Organizations), reporting and relevant NT Branch circular etc. is available on DGS website. *** Information on application forms MMDs (Mercantile Marine Departments) reporting and relevant NT Branch circulars etc. is available on DGS Website. # Adequate insurance means Hull and Machinery insurance cover for ship, Protecting and Indemnity (P&I) for crew and third party liabilities (which may include collision, property damage, wreck removal and pollution liabilities including Towage liabilities, etc.). Risks are classified as L1 (Low), M2 (Medium) H3 (High). Permissions from MMDs to be obtained in case of uncertified tow with or without cargo but manned or wherever the services of ROs are not available on the coast of India. Permission for cases dealing with foreign flag ships and cases not cover in the above matrix shall be referred by the owner/ operator to the Directorate General of Shipping (NT Branch) for their consideration.
