$n res%onse to &'F(s %osition statement, $ offer t)e following fa*ts t)at su%%ort m+ %osition $ was t)e ,i*tim of retaliation for !ringing forward information &'F-D did not want dis*losed. $n .une 200/, &'F-D failed to ta0e a%%ro%riate a*tion against an em%lo+ee w)o t)e+ 0new was in,ol,ed in a %u!li*i1ed se2 s*andal at t)e -as*o Hernando Communit+ College %oli*e a*adem+ 3-HCC4. For se,eral mont)s, &'F-D allowed t)is %oli*e offi*er to *ontinue )er em%lo+ment and %ro*eed t)roug) )er field training. Howe,er, w)en &'F-D *ommand staff learned $ would dis*o,er t)is information t)e+ !egan a series of retaliator+ a*ts, w)i*) resulted in m+ termination from t)e de%artment. July 2008 &'F -oli*e De%artment )ires one of t)eir dis%at*)ers, 5.T., as a %oli*e offi*er trainee. T)e -as*o Hernando Communit+ College -oli*e A*adem+ 3-HCC4 !egan in .anuar+ 200/. 5.T. will attend t)is a*adem+ and is %art of -HCC law enfor*ement *lass 66/. 7+ t)e end of .une 200/, 5.T. )ad graduated from -HCC *lass 66/ and was on )er wa+ towards t)e &'F-D field8training %rogram. $ do not 0now t)e e2a*t date s)e !egan )er training. Beginning of November of 2008 5.C., m+ wife, used to wor0 as a &'F-D dis%at*)er. ')e was on t)e 9o! for 1: +ears !efore lea,ing to raise our 2 +oung *)ildren. Fi,e +ears )ad %assed and our *)ildren are now in s*)ool. 5.C. de*ided to go !a*0 to wor0 in a field t)at s)e en9o+ed, law enfor*ement, !ut t)is time s)e wanted to !e a %oli*e offi*er. ')e !egan t)e %ro*ess for student admission into t)e -as*o Hernando Communit+ College -oli*e A*adem+ 3-HCC4. $n order to !e a**e%ted into t)is a*adem+ s)e )ad to ta0e t)e F7AT, a %)+si*al e2am, attend an orientation at t)e a*adem+, was e,aluated !+ a %s+*)ologist, and *om%leted an a*adem+ a%%li*ation !a*0ground %a*0et in t)e )o%es of !eing a**e%ted into t)is a*adem+. -HCC onl+ %ro,ides two full8time ;<= a*adem+ *lasses a +ear. <a*) *lass is limited to a%%ro2imatel+ 2: students. A%%li*ants are not automati*all+ guaranteed admittan*e into t)e a*adem+. After 5.T. %assed t)is ma0eu% test, s)e met t)e instru*tor in )is offi*e after )e te2ted )er to meet )im. A**ording to 5.T.(s statement, @He unzipped his pants and I performed oral sex on him." wit)in t)e *onfines of t)e a*adem+ guidelines. $t is of im%ortan*e to note, ;t. )as ne,er taug)t in an+ %oli*e a*adem+.4 He *ontinues !+ sa+ing 5.T. said @you owe me for this help now" and with that she thought there were some expectations.@ He *ontinues, @'ut it sounded to me" also" like she became in!ol!ed in a relationship with this person. (m" I asked her specifically about how it in!ol!ed our agency) whether it was our time" our facilities" our e*uipment" anything in!ol!ed with this. +he said no.@ ;t. T)is arti*le mentions t)at t)e -as*o Count+ ')eriff(s =ffi*e was in,estigating a *om%laint from anot)er instru*tor w)o re%orted t)e a**used instru*tor to t)eir su%er,isors. July 2, 2009 (See ttachment #1) Two da+s after FD;<(s Donna 'ueret) sends )er email a!out t)e in*ident at -HCC, &'F-D C)ief ;ongo and 'ueret) sign off on 5.T.(s C.'TC form :/ 3=ffi*er Certifi*ation A%%li*ation4. T)e signers of t)is form attest t)at t)e offi*er )as met t)e %ro,ision of F'' /A?.1?31483104. /A?.1? After reading t)ese arti*les, $ !egan to wonder if an+ of t)e )a1ing in*idents )a%%ening to t)e *urrent a*adem+ *lass *ould )a,e an+ relations)i% or !e retaliation for t)e four mont) long in,estigation t)at led to t)e t)ree administrators !eing fired. $ dis*ussed t)is wit) m+ wife. Ge !ot) Buestioned w)et)er an+ instru*tors s)e *urrentl+ )ad mig)t !e identified in t)e -C'= re%ort. $ de*ided at t)is time to loo0 into getting a *o%+ of t)e %oli*e re%ort. $ figured sin*e t)e news%a%er was running t)ese arti*les, t)e %oli*e in,estigation must !e *om%lete and it would t)erefore !e %u!li* re*ord. $ wanted to 0now w)at )ad )a%%ened at t)e -HCC %oli*e a*adem+, !e*ause m+ wife was *urrentl+ attending t)e same

Howe,er, due to m+ wor0 s*)edule, $ would not !e a!le to get t)e re%ort until t)e following wee0. 7ctober 28, 2009 (1659 hour%) &'F-D Ma9or Git)row a%%roa*)ed me in t)e %ar0ing lot at wor0 as )e was lea,ing and $ was arri,ing for m+ s)ift. He 0new m+ wife was *urrentl+ enrolled in t)e -HCC ;aw <nfor*ement A*adem+. He as0ed if m+ wife )ad )eard an+t)ing a!out w)+ t)e administrators, and in %arti*ular a friend of )is, Dan Driffit) t)e -HCC a*adem+ *oordinator, )ad !een fired. Ma9or Git)row told me )e and Dan Driffit) sat on a @!oard@ toget)er. At t)e time, $ )ad no 0nowledge a!out w)+ t)e instru*tors got fired ot)er t)an w)at $ )ad read in t)e news re%orts from earlier in t)e da+. $ mentioned t)e )a1ing issues to Ma9or Git)row. $ told )im $ wondered if a *adet )ad *om%lained a!out t)ose issues also. $ mentioned w)at m+ wife said a!out FD;< *oming in and *learing out t)e offi*es and !eing on t)e a*adem+ *am%us t)e %re,ious wee0. $ also mentioned t)e se2 s*andal issue t)at was re%orted in t)e news !a*0 in .uneI.ul+ 200/ and most re*entl+ on t)is date. Ma9or Git)row told me )e )o%ed )is friend, Driffit), wouldn(t !e *aug)t u% in an+ t+%e of issue li0e t)at !e*ause )e )as 0nown )im for a long time and seemed li0e a good %erson. $ told Ma9or Git)row t)at $ was t)in0ing a!out getting t)e %oli*e re%ort on t)e matter !e*ause it was )itting @too *lose to )ome@ wit) m+ wife !eing in t)e a*adem+ and all. T)ere were %u!li* *on,ersations, !etween offi*ers of differing ran0s, a!out t)e %otentiall+ *areer damaging and de%artment damaging affe*ts of t)e t)ree *adet(s a*tions. <,er+one )a,ing t)ese *on,ersations was of t)e same o%inionJ a *adet t)at )ad to use se2 to %ass a %oli*e a*adem+ s)ould )a,e no !usiness in law enfor*ement. At t)is time, $ along wit) e,er+one in,ol,ed in t)ese *on,ersations, )ad no 0nowledge nor did we )a,e an+ reason to !elie,e =ffi*er 5.T. was in an+ manner in,ol,ed in t)e re%orted se2 s*andal. =ffi*er 5.T. was %resent for man+ of

t)ese *on,ersations. =ffi*er 5.T. ne,er made an+ *omments during t)ese *on,ersations and ne,er reBuested we sto% dis*ussing it. Also, most *owor0ers 0new m+ wife was *urrentl+ enrolled at t)e -HCC a*adem+. $ was as0ed if m+ wife e2%erien*ed an+ su*) in*idents at t)e a*adem+. $ told t)em s)e )ad not !ut dis*ussed some of t)e )a1ing issues. ')e said during one of t)e *lass !rea0s, as s)e was standing near t)e %)otos of %re,ious -HCC a*adem+ *lasses, two male *adets a%%roa*)ed )er. T)e+ %ointed at t)e t)ree female *adets in t)e *lass 6 6/ %)oto and said t)ose are t)e t)ree girls in t)e se2 s*andal. T)e+ %ointed to 5.T.(s %)oto and said s)e is t)e &'F s%onsored *adet. T)e+ told )er t)e &'F *adet was t)e one in t)e se2 ,ideo. After *lass t)at da+ m+ wife as0ed one of t)e %eo%le w)o s%o0e to )er earlier near t)e %)otos if )e was %ositi,e 5.T. was in,ol,ed !e*ause s)e was in dis!elief t)at someone s)e 0new and )ad trained as a dis%at*)er at &'F-D was in,ol,ed in t)is se2 s*andal.
