The equal importance to structural as well as non-structural mitigation measures keeping in view the aspect of better coordination within overall disaster management system. The non-structural mitigation measures need to be complemented by structural mitigation measures in order to modify or reduce some disaster effects.
The government and the local population should focus on Preparedness and possibilities for action to reduce risks and losses The better coordination mechanisms between all actors involved (Governments, NG and communit! people at the grass"root level# during all phases of disaster

Legislation, olicy and lan should be made whose aim should be establishing a machinery working through the !tate and Local "overnments and public corporations and clarification of where responsibilities lie, and providing for the formulation of disaster management plan and policy relating to preparedness and emergency measures and rehabilitation programmes to deal with disaster and thus ensuring an effective and organi#ed administration of comprehensive and systematic disaster management with view to the preservation of social order and the security of public welfare.

The local people should be trained in the first aid that if the disaster comes the! are enabling to give first aid to the persons who are victims of disaster.

&uildings need to be designed and constructed as per the building by laws to withstand the disaster . 'rchitectural and engineering inputs need to be put together to improve building design and construction practices. The soil type needs to be analy#ed before construction. &uilding structures on soft soil should be avoided (f in any area the disasters came regularly then the )eteorological records for wind, rainfall, earth temperature should be given importance so that it can help in giving warning There should be the safe place in the area where regular disasters come and that consists of shelter houses , hospital and school so that in case of emergency the people can move to safer place. The local resources and local capabilities should be assessed so that during the disaster that can be helpful in reducing the impacts of the disaster and the local should use there own resources The areas that are dangerous and has a chance of disaster occurrence and that areas should be avoided so that to minimi#e the life and infrastructural losses.
The food to the safe place should be stored so that in case of disaster the situation of drought may not take place.
