Introductory Note.

THE

title "Journals of the Houfe of Burgeffes" has been retained for the prefent

volume, which is the 13th and laft of the feries of Journals in the publication of which the Virginia State Library has been engaged fince the year 1904,

though, fo far as the contents of this book are concerned, it is not entirely

accurate. The material found in this volume is not made up altogether, or even in the main, of entire Journals of the Houfe of Burgeffes or of excerpts from thefe Journals,

but of a few fuch excerpts, it is true, and of fuch papers of the Houfe and of the General

or Grand Affembly as a whole as are extant and have been found by the editor of the

volume. Thefe papers include petitions, letters, and ftatements fent by the Houfe or

by the Affembly to the authorities in England, and communications made to the Affem-

bly, as well as fuch portions of the Journals as have been preferved, the latter being, unfortunately, diftreffmgly meagre, though, even at that, of the very higheft importance

hiftorically. It was thought by the editor that the "papers" of the Houfe and of the

Affembly fhould, in the abfence of the Journals, be printed, becaufe they are clofely affociated with the Journals, which have been loft, and with the laws, the majority

of which for this period have,been printed in Hening's "Statutes at Large," though,

unfortunately, many of thefe, too, have been loft. It was thought that all the material

which would be of help in the reconftru(5lion of the activities of the Houfe and of the

Affembly for the earlieft period fhould be prefented in one place. The material in this

volume is fimilar to that in the firft 118 pages of the preceding volume, and not fimilar,

except in places, to the material making up the bulk of that volimie, namely, the com- plete Journals from 1680 through 1693 , printed from contemporary copies of thefe Journals

fent to England at the clofe of each feffion and there, with one or two exceptions, pre-

ferved. The book contains, alfo, the orders of the Affembly for the period covered. Thefe orders are of the nature of laws rather than of journal material, being the aftual

judgments of the Affembly in regard to a multitude of local and private matters, in

reference to which it was not deemed fuitable to ena(5l a law. They, however, frequently

contain much of what in later times would appear in the Journals, and not by any means all of them have been printed by Hening.'

It was thought beft, however, to retain for this volume the title given to the feries,

rather than attempt to give it a title more truly defcriptive of its contents, becaufe, firft,

it actually does contain all the journal entries that have come down from thofe early days, and, fecondly,
