Angara Centre for Law and Economics

he Angara Centre for Law and Economics (Angara Centre) is the first and only Philippine policy and academic think-tank that is dedicated to the scientific analysis and international assessment of Philippine and regional legislation, policies, and public sector programs. It aims to provide independent research, of an internationally verifiable academic standard and publishable scholarly quality, on the basis of which it submits timely and relevant policy recommendations for Philippine government, oriented towards: Strengthening the rule of law and the quality of macroeconomic decisionmaking in the Philippines Promoting Filipinos economic development and their informed participation in democratic institutions, and Aiding the Philippines towards full compliance with international commitments, while assisting its leadership of, and cooperation with, regional initiatives and institutions for governance It hopes to professionalize the science of government legislation and policymaking, by drawing from the best of the growing ranks of internationally trained Philippine scholars, and enabling them to continue academic and policy research according to the rigors of international standards. It is also committed to welcoming and encouraging the scientific and scholarly contributions of Filipinos around the world who have excelled in their respective academic fields and disciplines and who intend to devote their intellectual abilities and achievements to constructive policy, legal, and economic reforms for the Philippines. The Angara Centre honors the legacy of public reform, technocratic expertise, and patriotic leadership of Senator Edgardo J. Angara by creating an enduring institutional and pluralist haven for the Philippines best and brightest from key academic disciplines all over the world, working together to devise the best feasible solutions for Philippine economic progress, democratic development, and political- legal reforms.

SENATOR EDGARDO J. ANGARA is the longest serving Senator of the Post-EDSA Senate. Throughout his long and storied career as a legislator, he advocated and spearheaded the passage of landmark legislation on agriculture, education, health, arts and culture, science and technology, good governance, financial reforms, and social welfare. Angara is best known as the Philippines Public Reformer, widely credited with having brought technocratic expertise to bear upon the formulation of timely and relevant Philippine legislation.

JAMES ROBINSON David Florence Professor of Government Department of Government, Institute for Quantitative Social Science, Harvard University

r. James Robinson is David Florence Professor of Government at Harvard University and a faculty associate at the Institute for Quantitative Social Science and the Weatherhead Center for International Affairs. He studied economics at the London School of Economics, the University of Warwick and Yale University. He previously taught in the Department of Economics at the University of Melbourne, the University of Southern California and before moving to Harvard was a Professor in the Departments of Economics and Political Science at the University of California at Berkeley. His main research interests are in comparative economic and political development with a focus on the long-run with a particular interest in Latin America and Sub-Saharan Africa. He is currently conducting research in the Democratic Republic of the Congo, Sierra Leone, Haiti and in Colombia where he has taught for many years during the summer at the University of the Andes in Bogot. Professor Robinson is a member of the Canadian Institute for Advanced Researchs program on Institutions, Organizations and Growth. JOHN V.C. NYE Executive Director Angara Centre for Law and Economics

r. John V.C. Nye holds the Frederic Bastiat Chair in Political Economy at the Mercatus Center at George Mason University and is Research Director at the Higher School of Economics, Moscow. His primary research interests include European economic history and new institutional economics. Dr. Nye was a founding member of the International Society for the New Institutional Economics and has been on the editorial board of the Journal of Economic History. He was coeditor of Frontiers in the New Institutional Economics. His articles have been published in a variety of journals. In 1997, he was a National Fellow at the Hoover Institution at Stanford University. In 2003, Dr. Nye received the ArtSci Council Faculty Teaching Award. His current projects include research into the Anglo-French wine trade, the political economy of state intervention in trade, and detecting collusion in championship chess. Recent publications include Did the Soviets Collude?: A Statistical Analysis of Championship Chess 194078 with Charles Moul, in Journal of Economic Behavior and Organization, 2008. His current projects include research into the Anglo-French wine trade, the political economy of policy reform, and collusion in international sporting tournaments. His book, War, Wine, and Taxes: The Political Economy of Anglo-French Trade 1689-1900 was published in 2007 from Princeton University Press. Dr. Nye received his B.S. from the California Institute of Technology and his M.A. and Ph.D. from Northwestern University. Dr. Nye is Executive Director of the Angara Centre.

FELIPE MEDALLA Member, Monetary Board, Bangko Sentral ng Pilipinas

r. Felipe Medalla is currently Monetary Board Member, Bangko Sentral ng Pilipinas. He was formerly Director General of the National Economic Development Authority (NEDA) and Secretary of Socio Economic Planning. He also served as Dean of the School of Economics of the University of the Philippines. He also held various important positions, among them, Director of PNOC-Exploration Corporation, Chairman of the Foundation for Economic Freedom, and President of the Philippine Economics Society. He has undergraduate degrees in Economics and Accounting from De La Salle University, an MA in Economics from the University of the Philippines and a Ph.D. in Economics from Northwestern University.

GERARDO SICAT Emeritus, School of Economics University of the Philippines

r. Gerardo P. Sicat is the countrys first Director-General of the National Economic Development Authority, serving as its head from 1972 to 1980. Remaining as the countrys foremost economist, he also later worked for the creation of the Philippine Institute for Development Studies (PIDS) and Philippine Center for Economic Development (PCED). Dr. Sicat is currently Professor Emeritus of the University of the Philippines School of Economics and is a renowned scholar and author of many economic books and textbooks. He is a graduate of the UP School of Economics and the Massachusetts Institute of Technology. He is also a recipient of a grant from the Rockefeller Foundation and the UP President Edgardo J. Angara (PEJA) Fellowship.

MARIA RESSA Chief Executive Officer RAPPLER

s. Maria A. Ressa has been a journalist in Asia for more than 25 years, serving as CNNs bureau chief and lead investigative reporter focusing on terrorism in Southeast Asia, later writing Seeds of Terror: An Eyewitness Account of al-Qaedas Newest Center of Operations in Southeast Asia (Free Press, 2003). She has since worked for every major television network in the Philippines and is one of the founders of independent production company, Probe. In 2005, she took the helm of ABS-CBN News and Current affairs, for 6 years managing more than 1,000 journalists for the largest multi-platform news operation in the Philippines. Her work aimed to redefine journalism by combining traditional broadcast, new media and mobile phone technology for social change. She is now Executive Director and Chief Executive Officer of Rappler.

BERNARDO VILLEGAS Senior-Vice President, University of Asia and the Pacific Chairman, Center for Research and Communication

r. Bernardo Villegas is currently Chairman of the Center for Research and Communication, Senior-Vice President and University Professor at the University of Asia and the Pacific. Dr. Villegas was a member of the Constitutional Commission that drafted the Philippine Constitution under the administration of President Corazon Aquino. He finished his undergraduate degree De La Salle University and his doctorate in economics at the Harvard University, and was one of Harvards youngest teaching fellow at age 21. A recipient of the Ten Outstanding Young Men (TOYM) award, he is also member of the founding Executive Board and is Trustee of the Makati Business Club. Dr. Villegas was also visiting professor at IESE Business School in Barcelona.
