A memorandum of understanding between Montana Fish, Wildlife & Parks and the U.S. Department of the Interiors Bureau of Reclamation allows about 3,700 acres of federal land near Wagner in Phillips County (a few miles west of Malta with much of it being Milk River bottom) to be specifically designated as being open to the public. According to Acting FWP Region 6 Hunting Access Coordinator Tim Potter Jr., the new 20-year agreement covers federal lands associated with Reclamations Milk River Project. The Milk River Project was authorized by Congress for the primary purpose of irrigation, but the Project also provides incidental benefits for public recreation, fish and wildlife and flood control along the HiLine. Provisions are included in the agreement to allow it be renewed for an additional 20 years later if both parties concur. The South Phillips BOR signing project will be the first of many projects FWP and Reclamation would like to pursue, Potter explained. The agreement allows FWP employees to install, monitor, and maintain signs along these

Reclamation lands to facilitate public access for hunting and other recreational use. FWP will be responsible for all related planning, development, purchasing, and operation and maintenance activities associated with the new public signing project.
This agreement will allow multiple signs to be placed on the Reclamation lands that will help hunters and other recreationists know for sure when they are on public property in the area, Potter said. Maps of the lands will be available through FWPs Region 6 offices.

THURSDAY POTLUCK
Glasgows Dan Carr just received the following card in the mail from the United States Senate, Washington, D.C. (dated November 7th, postmarked November 15th): Dear Danny, I want to commend you for your interest in serving the citizens in your community. While you didnt win your recent race, it takes a lot of courage to put yourself out there and run for office.
I wish you all the best in your future endeavors. Be well, and keep in touch. Sincerely, Jon Needless to say, Dan found this card sent from the office of U.S. Senator Jon Tester quite amusing. Dan was actually the top vote getter in the November 5th election for those running for Glasgow City Council, winning Ward #3 (running unopposed) with 349 votes! And then you get to thinking about the whole thing. Do these cards from Senator Tester go to all the local political election losers (and winners) statewide? And what about the other 98 senators representing the other 49 states (Max probably didnt bother because hes not going to run for another term)? And who pays for these cards (pretty fancy ones at that, with gold foil embossment), and who flips the bill for the postage stamps? Hmmmmm..... suppose the taxpayers of America picks up the tab? At a time when the national debt is soaring its way to $18 trillion (this morning it was at $17.2 trillion and rolling far faster than the digital readout on a gas pump), is this the best way to be spending money when our military faces even more budget cuts? ($41 billion so far this year, another $52 billion in the January forecast.) Perhaps a quick call to Dan from an office staffer with a good cell phone plan would have been cheaper. However, it was good to see that the ivory-colored vellum watermarked (Liberty) paper and matching envelope sent by Senator Tester is 50% recycled. Dan says hes going to frame it and hang it on his wall.
