ANNUAL REPORT 2012 CROP POTATO CERTIFICATION ASSOCIATION OF NEBRASKA

The Association serves as the official state agency for the certification of seed potatoes in Nebraska. This report covers activities and finances during our fiscal year, July 1, 2012 through June 30, 2013. State law has assigned the responsibility for seed certification to the Vice Chancellor, Institute of Agriculture and Natural Resources, University of Nebraska. His office has designated this Association, by contract, as the agency responsible for seed potato certification in Nebraska.

ACREAGE ENTERED BY VARIETY

In 2012, 6162.34 acres were entered for certification, an increase of 933 acres from 2011 (5229 acres, 2010:4949 acres). Russet Norkotah, including all of the strains had the most acreage with 1518.23 acres, an increase of 21.4 acres over 2011. The Frito Lay varieties had 2592 acres, up 372 acres and included the white variety of greatest acreage. Outside the Frito Lay varieties, Dakota Pearl displaced Atlantic as the high white with 341 acres, up 186 acres. Red LaSoda was the most popular red variety with 136 acres, up 13. Russet varieties totaled 2028 acres, up 49. Red varieties totaled 148 acres, up 21. White varieties totaled 3931 acres, up 807. Nuclear Generation (Field Year 1) had 78 acres (down 8.5), Generation 1 (Field Year 2) had 416.94 acres (down 123), Generation 2 (Field Year 3) had 2263.69 acres (down 52), Generation 3 (Field Year 4) had 2679.12 acres (up 592), Generation 4 had 720.43 acres ( up 659) and Generation 5 (Field Year 6) had 1.0 acres (down 138). 232 acres were rejected during field inspections in 2012: for mosaic in excess of tolerance (124 acres), excess weeds (128 acres). 464 acres were downgraded to commercial use only. After field inspections were complete, a total of 5311.74 acres were approved for certification. No detections of Bacterial Ring Rot have occurred since 1992. No detections of Late Blight have occurred since 2004. In 2012, Nebraska growers withdrew 781.6 acres prior to the storage inspection, for use in the processing industry and for the table market (2011:779 acres, 2010:963). Total certified seed potato production was 1,748,530 cwt., which is up from the 2011 production level of 1,305,097 cwt. (2010:1,227,953 cwt.) Total seed shipment for 2012 was 954,442 cwt., which was up from the 862,386 cwt shipped in 2011 and 698,671 cwt. shipped in 2010. Statistical and historical data are shown in table 3, page 9.

FIELD INSPECTIONS
Field inspections were conducted by Steven Marquardt. Troy Sorensen assisted during this first years field inspection training. Field inspection began in May and were complete in September. The season started early with very warm conditions. Ground temperatures allowed rapid emergence and greatly increasing Potato Psyllid incidence. Very high temperatures for extended periods delayed bulking. Aside from that, the 2012 crop had excellent growing conditions.

SUMMER DISEASE (VIRUS AND BACTERIAL) TESTING

Industry demand and national and international structure has shaped the way Nebraska does virus and bacterial testing. Testing materials currently used are purchased from a commercial laboratory and testing is performed using standard protocols. Plant material is collected from field or storage and brought back to the lab for processing. Potato Certifications protocol is to test Prenuclear seed lots (tissue culture plantlets, greenhouse plants) and Nuclear seed lots for virus and bacteria. Any additional testing will be in accordance with the MOU (Memorandum of Understanding), between USDA-APHIS and all State Certification Agencies. Nebraska signed the MOU in June of 2007, and the Nebraska SNHP Manual was accepted by APHIS May 2012. Nebraska follows all disease testing requirements of the MOU, as well as the leaf testing protocol found in our rule book and manual. Later generation seed lots (year three through year six) were tested at the growers request for necrotic strain (PVYN, NTN, N:O) viruses. All lots of varieties showing mild to no symptoms of mosaic or leafroll are also screened (latent expressers). 5,020 test wells were used in 2012 (2011:5614). Growers submitted 2,410 samples to Certifications lab for summer virus testing (2011:3094). During testing, 140 lots were screened for one or more ELISA tests for virus and/or bacterial testing (2011:147, 2010:226). Ninety-five seed lots tested positive for PVY in 2012 (2011: 25, 2010: 9). All PVY positives were further probed and typed for strain.

Psyllid Survey
A potato psyllid {Bactericera cockerelli (Sulc) (Hemiptera:Triozidae)} survey was continued formally during the 2012 season with 8 growers in Nebraska and Wyoming participating. The first week of formal monitoring from the Certification offices was the week of May 4th and the monitoring season ended the week of August 27th. There were 32 fields monitored, comprising 3728 acres spread across the state and into Wyoming. Monitoring consisted of weekly samples of 100 leaves and changes of 4 traps per field. Samples and traps were examined at the Certification offices and results published weekly. A total of ~19,775 adult potato psyllids were detected on the yellow sticky traps, 18,427 eggs, 5,700 small nymphs and 2,461 large nymphs were found during the season on the leaves. The first psyllid was caught on March 31st from an office trap location and continued to be found early in sprouting cull pile. Less than 0.20% of psyllids tested were found positive for Liberibacter (Candidatus Liberibacter solanacearum [Lso]), the Zebra Chip pathogen. This survey was and has been coordinated and held in conjunction with the High Plains psyllid monitoring network for the past two years. This network covers northern Colorado, most of SouthCentral Nebraska, and some Kansas and Texas Panhandle interests. 143 fields were monitored with 4 sticky traps, 100 leaves were also analyzed for psyllid eggs and nymphs in 45 fields. Leaf samples and traps were examined by personnel in the High Plains region. Approximately 29,000 adults, 4870 eggs, 2620 small nymphs and 418 large nymphs were reported. Not all psyllid testing for Lso is completed at this publication, however at least 6 bulk psyllid samples tested positive.

STORAGE INSPECTION
Bin Inspections are required for Certification:
I. CERTIFICATION

A. Certification is a voluntary agreement between the grower and the Potato Certification Association for the purpose of producing and distributing top quality seed tubers in approved and properly tagged containers to potato growers. The standards specified are enforced by the Potato Certification Association of Nebraska, as authorized by State Law (see preface of Rules and Regulations for Certification of Nebraska State Seed Potatoes). Certification of a lot is complete only when all requirements have been fulfilled in field, bin and grade inspections, as determined by inspectors. Inspections for internal quality and bin separations were done on all seed lots requiring storage inspection. Storage inspections began in late October and were concluded in December. Acres accepted after putting the potatoes in storage were 4,461. Statistical and historical data are shown in table 3, page 9.

WINTER TEST
The 2012 post-harvest winter testing was conducted in Homestead, Florida on property owned by the State of Maine. With the help of Troy Sorensen and our part time staff, Marquardt organized, dipped and gassed the samples before sending them to Florida with a commercial load of seed potatoes from Nebraska. Marquardt traveled to Florida in November to plant the 198 lots submitted for testing. In late December and January, leaf samples for virus testing were collected by Marquardt and parttime help, with additional help from Troy and Mary Dagen of CSS Farms/Cody. The virus tests were conducted on site by Marquardt. Growing conditions at Florida was markedly better than the previous year as warmer temperatures and adequate moisture allowed for better growth. No Post-Harvest Test trial was conducted in Yuma, Arizona this year as growing conditions were not favorable in this area for the past 3 years for this purpose.

Results for the Florida plot were: 237 Lots Possible for Entry (approx. 5326 Acres) 190 (80%) Entered, 3699 (72%) Acres 9 (5%) Failed, 218 (6%) Acres 181 (95%) Passed, 3,481 (94%) Acres 26 (14%) Not Recommended, 796 (22%) Acres

GRADE INSPECTION & SHIPMENTS

Shipping point inspections were conducted by permanent and seasonal Association staff. Staff from the Wyoming Department of Agriculture again performed most Wyoming inspections. The association staff and Wyoming growers very much appreciate the help of Polly Cross, Dale Heggam, Wes Brown and Todd Styles and inspections in Pine Bluffs and LaGrange. -Shipping point inspections are required for Certification:
