I spoke with|_ J Senior Intelligence Officer in the Intelligence Liaison Unit, which is
part of the INS'$ cabbie communication center. I asked him how State's revocation cables were
distributed witjiinfthe agency. He said that if cables come in that are addressed directly to the
Lookout Unit ^ndfmarked "urgent," that they will be faxed directly tol |in the Lookout
Unit. He said fhatfany alien names mentioned on urgent cables addressed to the Lookout Unit will
be checked by intelligence officers in the communication center to see if the names are in INS's
lookout system, NAILS. If they are not, they will add the names to NAILS.

L Jsaidfthat any cables that reference visas or visa revocations are routed through the
Inspections division, since that is the division of INS that the Lookout Unit is part of. If the cables
are not markedf urgent" or "action" or addressed specifically to the Lookout Unit, then they will be
printed out and| given to the Inspections division. He said that all cables destined for Inspections
are printed outfon a daily basis and given to Inspections. The Inspections division is then
responsible foif distributed the cable within that division (such as the Lookout Unit).

I told |_ jthat 124 of the 240 revocation cables from State had not been received at the
Lookout Unit.? He said that this was because State's revocation cables are marked "information I
only," and nof "action" or "urgent." If they had been marked "action" or "urgent," they would navel
been sent immediately to the Lookout Unit. Since State's revocation cables are information-only I
cables, they fvould have been printed out and given to the Inspections division first. The ^)
Inspections tinit should have then sent them to the Lookout Unit.

Jsaid after March 1, 2003, the communication center became part of BICE. The
Lookout Unit is part of BCBP. He said that he did not know if State's revocation cables were now
being sent to BCBP (or Customs) too.
