Foreword
"Money, which represents the prose of life, and which is hardly spoken of
in parlors without an apology, is, in its effects and laws, as beautiful as roses."
-Ralph Waldo Emerson, 1844
Over the years, I have been astounded at the undue attention that my readers, and most
Americans, it seems, have about money. I remember writing about the American soldiers dying
needlessly in Vietnam; about the totalitarian socialist influences behind riots in the streets, and
socialism, insolvency and surrender of the American values. My efforts, apart from a large cadre
of patriots, seemed to fall upon disinterested ears. Yet my 1968 Almighty Buck, a lesson about
the difference between "legal tender" and "lawful money," ran for a dozen printings. Those folks
who followed my suggestions in those days, bought silver coin at face value and sold it at four
times face value in 1973, and then bought gold coin at $58.00 per ounce. They then sold it, or
part of it, at $800.00 per ounce. Even those who held it, have made 700% on their money. As
Emerson stated, if you know money's effects and laws, it can be as beautiful as roses. Smell the
roses, but don't love the money.

* Some legal authors write this as united States, with the lower case " u" to
distinguish it from the federal United States. That is fine with me, but somehow I
prefer proper names to be capitalized and I will keep the capital 'U' herein. {{I am one
such individual... united States of America.}}

The Republic And The District
In my recent pamphlet, Sui Juris {pardon me but... #5}, I went into considerable detail
concerning the two United States as defined at law and set forth in Black's Law Dictionary.
{{Although my sixth edition of Blacks contains a definition for the term United States, I notice
that the seventh edition does not. Im relatively certain that its part of the disinformation set
forth by those in control... and Ill leave it at that.}} The President of the United States lawfully
governs two different countries, two nations, if you will, operating under two different sets of
laws. {{If you have read Sui Juris... pardon me but #5, or Perceptions, you are already aware of
this fact.}} Both of these nations are legitimate and sovereign. They were set up that way for
very good, and lawfully proper reasons by our Founding Fathers. If you will bear with me for the
benefit of the hundreds of new readers since September, 1994, the Republic of the United*
1
States is one nation under God consisting of the several states, now numbering fifty. There is
some controversy concerning Hawaii and Alaska as being "legitimate" states of the Republic
since they are not contiguous, that is, connected together by land boundaries. My personal belief
is that these two states may well be lawfully part of the other nation, the Legislative Democracy
of Washington, District of Columbia, as are Guam and the Virgin Islands, and other islands of
that nation identified at law as The District. So, there exists the federal United States consisting
of Washington, DC, The District, with its states sitting on islands around the world which we
have obtained by military conquest, and Alaska which was purchased with funds originating
from Washington, DC. So, since Washington, The District, bought Alaska from Russia, it
seems to be reasonable to assume, unlike the Louisiana Purchase from France consisting of
contiguous lands, that The District still owns what it paid for. Whether or not Alaska and
Hawaii are part of the Republic or The District is not really critical to this article, but it is
something to seriously think about in these times of political deception.
There has been a lot of loose talk in recent years, especially by wolf pastors such as the
Rev. J esse J ackson, that Washington, DC, The District, ought to be made into the 49th State
{{presumably he meant the 51 State}}, so that its federal residents might enjoy all the same
st
rights as are held by the national citizens of the Republic. The Bill of Rights, those glorious Ten
Amendments of the Constitution of The National Republic, do not apply, and have no lawful
standing in any other nation, including within The Federal District. The District, The Federal
United States, operates under Roman Civil Law, and extends only certain "civil rights" {{not
unalienable rights}} to its subjects, individuals and persons {{you should look up the definition
of person in Blacks Law Dictionary}}. The District cannot, and does not even pretend to
-5-
extend to its subjects, individuals and persons the Republic's National Constitutional Rights.
It is only to those persons, subjects and individuals whose American citizenship
originates from The District that are subject to the Individual Federal Income Tax, even if they
choose to live in various parts of the fifty states as a matter of personal preference. Bonafide
citizens of the national Republic are not subject to the income taxing regulations imposed upon
the individuals, persons and subjects of the federal nation known as The District, any more than
they would be subject to the taxes imposed upon the citizens of Germany or Mexico. If you do
not think of The District as another nation, and that you are a nonresident alien to it, even
though governed by the same Congress that you elected by vote for your Republic, you will have
missed the point and will remain forever confused. {{Boy thats the right term... confused. The
term non-resident alien is a creation of IRS laws. To understand its use you must come to grips
with the fact that the District is a foreign jurisdiction. Foreign to the Republic of the united
States of America. The jurisdiction of the District of Columbia is not inclusive (within the
Republic, it is exclusive (outside <without>the Republic). This jurisdiction has its own laws
which include the income tax laws. The jurisdiction of the District is corporate, municipal in
nature, but still a corporation. The Buck Act (a corporate statute), paved the way for the several
states to also become corporations, municipal in nature, under the laws of the District of
Columbia, making the corporate states subject to its jurisdiction, that is the Districts jurisdiction.
Thus the several states have also become corporations, municipal in nature, followed by the
counties of the states and in most cases, the cities. All of these corporations tracing their
existence to District law.
Now we need to understand Reside. You reside when... you live in an area that is not the home
of your citizenship. If you were a Frenchman living in California, you would reside in California
because France is the home of your citizenship. If you are a citizen of the District (a United
States citizen) living in California, you too reside because the home of your citizenship is in the
District. Now, if you are a natural individual (a legal term) and are a Citizen of the Republic of
the united States of America ONLY, then when you live in California, you are not residing for
you are living in the home of your Citizenship... the California Republic. Notice I used the term
ONLY. Thats because you may have dual citizenship. The fourteenth Amendment provided
such dual citizenship to the freed slaves. Read it for reference if you like.
With that understood, we are close to understanding the term non-resident alien. As you
probably know, most businesses are licensed. But you need to remember the origin of the license
is one of those municipal corporations... either the city, the county or the state... sometimes even
the Federal Government. All existing under District law, making their license and business
existence foreign to the Republic, or looking at it in reverse, making the citizen of the Republic
foreign (or Alien) to their jurisdiction. Since the Citizen of the Republic does not reside when he
is living in the Republic, he becomes (in District IRS Tax Law), a non-resident alien. But that is
fonce again, from their point of view, from the outside looking into the Republic. Hopefully that
explains it well enough to no longer be confused.}}

This is the common $5.00 note that you carry in your pocket. It was issued as debt against
the citizens of The District by the private Federal Reserve Bank. It is not lawful money and is
not covertible into lawful money. It is not a certificate of any assets. but it is a dishonored
evidence of federal debt. Its classification of being Federal and a note is shown on the top
of the note.
The very reason why millions of Americans pay billions of their hard-earned money to
the nation known as The District, when they may not be lawfully required to do so, is that they
have never been taught the difference between the national Republic and The Federal District
{{thank you public school system}}. Since citizens of the Republic are not lawfully required to
pay the Federal District taxes, The District has given them the option to voluntarily pay the
Federal Income Tax if they wish to do so, providing they sign certain forms so that The District
can legally accept their money. All of this was taught very carefully in my Sui J uris pamphlet.
These 40 high-attention-span pages are available from our office for $3.00 post paid. Sui J uris is
not only an interesting pamphlet and legal document, but it is my personal letter to The District
Director of the Internal Revenue Service, Inc., when The District unlawfully attempted to claim
me as one of their persons or individuals and thus "shanghai" me from The Land to The Sea, and
coerce me to pay their taxes or be keelhauled. The sordid matter pursuant to The District versus
Nord Davis, J r. is not yet formally resolved. Perhaps I should put it this way: It is resolved in
my mind but not yet in theirs. Because of the intrinsic dishonesty of both the nature of the IRS
regulations and the amoral agents The District carefully selects to enforce them, this matter may
never be resolved. So, here, at least, you have two $5.00 bills which clearly distinguish between
the two nations in the realms of currency and commerce. I only wish that the political and
citizenship distinctions were so easy to see and understand.
There is yet another way of demonstrating these two nations and the fact that our political leaders
know full well what I am teaching here. Flip back to the cover for a moment and examine the
Lady on the top and notice her foot extending below her skirt. Do you see that she is walking?
Where do you walk? You walk on the land. {{The point being made here is that there is the law

direct deposits into the U.S. Treasury and not circulated as debt by the Federal Reserve Bank.
of the land (the Common Law - the law of the Republic) is entirely different than the law of the
sea (Admiralty Maritime law - also known as Roman Civil Law... the law of a Democracy and
the law of the corporate United States). Remembering that a Democracy is two wolves and one
sheep sitting down to discuss what they are going to have for dinner (majority rule). But in a
representative Republic, the wolves have no more power or authority than the individual sheep
does (rights are individual not collective and might (numbers) does not make right).}} George
Saint-Gaudens is the famous sculptor who set forth the likeness of the Lady of Christian America
shown here as a Lady of The Land. Thinking for a moment in Christian and Biblical terms, do
you see her as a Lady with her hair as her "covering?" Mr. Saint-Gaudens lived from 1848 to
1907, and you will note that this Lady of Liberty is wearing a typical formal or wedding dress of
that era, an exciting significance that I will teach in the new lessons of Star Wars.
The Law of The Land is the law of substance, quid pro quo, something for something. You
exchange your labor for silver and gold coin under the Law of the Land. You have heard the
term, as such and so is "the law of the land," haven't you? Why do you think that this phrase is
used? Is there any other kind of law, for heaven's sake? Yes, there is the Law of the Sea, the law
of international commerce and the law of nations. When it comes to how we deal with other
nations at law, such as those laws about bringing back citizens who have fled prosecution, for
instance, what laws do we use? Not the Constitution of the Republic, but this law of nations,
sometimes called Admiralty Law, or the Law, of the Sea. Another term for it is The Roman Civil
Law. Under Roman Civil Law, which is a terrible blend of civil and criminal statutes, there is no
such thing as Rights of the accused. Such a legal concept as individual Rights is almost unheard
of anywhere but in our Republic. You will be happy to learn that all of the United Nations laws,
and the soon enforcement of them under {{those of the same ilk as}} J anet Reno, have the

understand that we are not a source for research information. We are not standing by
anticipating 20,000 sets of Twenty Questions. In the last three years, we have distributed
over 600,000 pamphlets. Therefore, we cannot answer in copious detail all the letters that are
thus generated. We are not going to even try. Our recent pamphlet, Sui Juris, has already
passed the 40,000 copy mark and our reprint edition is scheduled to be off the press by April
1,1995. You must understand that there are times when it is almost impossible to keep
abreast of the acknowledgments to the letters we receive. If you can accept a short, hand-

write that note. Those of you who are ordering printed materials should write the word
" Order" on the front of the envelope. Only those letters designating that they are placing
orders will be processed ahead of our general mail. If you have a meeting coming up, order

character of the Law of the Sea. If you like the IRS tactics, you will love what's coming next.*
The IRS Codes are not law. {{ While true, this one is going to be difficult for most people to
comprehend. By virtue of the constitution, Congress was given exclusive legislative authority
over an area of ten miles square that the constitution calls the District. Later to become
Washington, District of Columbia. This means that Congress may make law for the District as
well as for the Republic of the united States of America. It gives Congress a dual character.
Therefore, how do we, the people, distinguish the difference between laws for the Republic and
corporate laws passed for the jurisdiction of the District? Good question! Go to any law library
and pick up a book of United States Code, printed by the government printing office and not one
of the other law book publishers, like West or Bancroft Whitney. On a couple pages you will
find listed by name, all fifty U. S. Titles. As you look at their names you will see that some have
an asterisk beside their name and some do not. When you look at the bottom of the page to see
what the asterisk means, you will see... this title has been passed as positive law. Positive Law
titles are passed in accordance with the constitution and its limitations, they are constitutional in
nature and they apply... to both citizens of the District and Citizens of the Republic. Titles
which are not Positive Law are not passed in accordance with the constitution and are not
constitutional in nature. They are corporate law and apply only to those persons who have
voluntarily placed themselves in that corporate jurisdiction.
You may have noticed that when the House of Representatives passes a measure it is identified
approximately as follows: HR1234. And in the Senate the measure might be identified as
SR5678. Because of Public Schools whose curriculum is controlled by government, most
Americans have no idea what meaning the R might have. The R stands for resolution. This
is corporate law, not law of the Republic. If Congress were passing law for the Republic, the
identifier would contain an H only for the House, and an S only for the senate as does every
-9-

talking about the American Republic and its regulations, debts, or courts, but a completely different
nation.
Act comprising Title 18.
Therefore, to enact a statute into law, meaning law of the Republic, it must pass constitutional
muster, otherwise it is not law... at least not law of the Republic. It might be law of some other
jurisdiction, but not of the Republic. Title 26, all of your IRS laws are non-positive law. That is,
they are not law of the Republic, but are law for the District. Therefore, Mr. Davis accurately
states... The IRS Codes are not law, meaning they are not law of the Republic to which an
individual who holds only Citizenship in the Republic would be subject. There is a BUT part to
this though. The BUT part is... but, you can be held subject to any body of law if you are not
willing to stand up, claim your rights and challenge their jurisdiction. Picking up where we left
off...}}
The IRS Codes are not law. Their statutes were never enacted as law for The Republic, but are
merely House/Senate J oint Resolutions for The District, under the concepts of the Law of the
Sea. Under the Law of the Sea, you do not deal in substance, i.e. silver and gold coin, or
instruments convertible to silver and gold coin, but you deal only in paper. As the signs on our
banks properly state: Your deposits are fully backed by the faith and the credit of the U.S.
Government. Faith? Faith? Good grief, who feels secure knowing that his money is backed by
only the faith of the public in The District? Yet, even faith in The District may be rational
when compared by the credit of The District.* The District has declared a secret but formal
bankruptcy at least four times since 1933, and never paid off its debts. The last time The
District declared bankruptcy was in 1992, if my memory serves me well. Any citizen who acted
in this irresponsible fiscal manner we would call a deadbeat {{and DO!}}. Well, that's how it is
with the Law of the Sea. International bankers cannot foreclose on a debtor nation. All they can
do is cause another nation who owes them money to go after them in war. War is "kingdom
towing." The war goes on long enough so that the citizens will submit to high enough taxes to
pay their nation's international debts.
Whenever you see any term preceded by the letters "U.S." you will know that it is referring to the
nation known as The District and it's agencies. For instance, the U.S. Navy is a Distract entity,
properly enforcing the Law of the Sea. I am not a U.S. Citizen, meaning a citizen of The
District. I am a Citizen of The United States of America, meaning a citizen of the Republic. My
Lady of Liberty is the Caucasian Lady, dressed as a Christian, seen on our {{silver}}coins, the
financial substance of the Republic.
Now let's look at the woman shown on the lower figure on the front cover. Where is this woman
standing? Is she standing on the land? She is standing on a monument, but where is this
monument located? She stands on an island, in the sea and out of the sea, at the entrance to New

York harbor. She stands for the Law of the Sea, not the Law of the Land. Carefully look at her
countenance, an indication of her mood and emotions. Is she a victorious defender of liberty or
does she have another agenda? Does she appear as a bride inviting the Lord J esus Christ with a
motto such as, In God We Trust, or does she appear to be one of those women whom any man
would do well to stay clear of?
Before she was called the Statue of Liberty, she was formally called Liberty Enlightening The
World. True, the tablet in her left hand has the inscription of J uly 4, 1776. There were many
things going on at that time in our history besides the Revolutionary War. The Unitarian Church
was spawned and had a Chair at Harvard Divinity School by the year 1800, challenging the great
Rock-solid thought-theology of the Scottish Covenanters with the Puritan work ethic. More than
40 of the 57 men who signed the Declaration of
Independence held this almost forgotten Christian
position for life and government. This was also known
as the Age of Enlightenment, a philosophical antithesis
of Christian liberty. This was the general philosophy
that spawned socialism, and Karl Marx's work entitled
the Communist Manifesto. It was the age of Darwin
and C. I. Scofield, and the shifting of the Christian
Church from its moorings under the Protestant
Reformation identified by the Puritans and the Pilgrims,
to the "enlightened higher criticism" of the Bible. This
Lady of Liberty did not seek those who had in their
genes a proven track record of hard work, inventive
genius and scholarship under the Protestant Work Ethic.
Instead she sought to attract "huddled masses" who
were acclimated {that is accustomed to...}} to the
Roman Civil Law from whence they came. They were
well adjusted to being told what to do {{good sheep in
other words}}. Spring as they did from their old
European false matriarchal thought theologies, they
would become good subjects of The District and
fodder for their continuous wars {{and have}}.
Perhaps it is important here to show that this
Enlightened Liberty was first proposed by a
Frenchman right after the American Civil War. It has
been said by many historians that before the War
Between the States, we were called Virginians or
Vermonters. After this Roman Civil War, however, we lost our state distinctions and became
simply Americans. Why? Well, the Frenchman Edward de Laboulaye knew, if most Americans
today do not, that the Roman Civil War dramatically altered the American form of government.
The sovereign status of the Republic of the States, was subordinated by virtue of the South losing
-11-
the war, to that of The District which had won that war. The Constitution was amended to
reflect these subtle changes. The Law of the Land, which provided unheard of prosperity, was to
be gradually eroded to be supplanted by the Law of the Sea, the enlightened self-interest of those
who held one of the various competing international government philosophies. George Bush
called his enlightened philosophy "1,000 points of light" and some of us knew for sure what his
agenda was to be.
Digging in even deeper, we find that the Statue of Enlightened Liberty was designed by a J ewish
French sculptor, named Frederic Auguste Bartholdi. It is commonly believed that he used his
J ewish mother as his model. The cartoon printed on the previous page was first published in Life
Magazine in 1907 with a circulation of over 2 million. It was more recently published by the
Hebrew Union College, a J ewish Institute of Religion in Cincinnati, Ohio, in their pamphlet J ews
In American Satire and Humor. While Christian Americans may be astounded, be assured that
the J ews among us know who their Lady of Enlightened Liberty is and what she really stands for.
As you look at the Lady of Enlightened Liberty, what is that hat or crown that she is wearing?
Where in the world did the artist or sculptor come up with that design? In all your life, did you
ever see any other lady wearing such an unusual hat? Here are a couple of thoughts for you to
consider.
Do you suppose that the Prophet Daniel ever saw the United States in his interpretation of
Nebuchadnezzar's curious dream? He correctly forecast the fall of ancient Babylon, with its head
of gold and the rise of Medo-Persia, with its breast of silver, as the 2nd Kingdom that was even
greater than Babylon. Next, he saw the rise of the 3rd Kingdom which we now know was the
Greek Empire, with its belly of brass, under Alexander, The Great. Finally Daniel told us of a
curious 4th Kingdom, identified as having legs of iron. It was this 4th Kingdom, the Roman
Empire, that was in power at the time of Christ's life on earth. With the allegory of the two legs,
we know this Kingdom would be made up of two parts, which was first the military Roman
Empire covering all the then known world, at least so far as the Romans were concerned.
Following its collapse, it would become the Holy Roman Empire ruled by what has evolved into
the Catholic Church. If Daniel was correct, that second part of the 4th Kingdom would reign, in
one way or another, until Christ returns to set up His Kingdom here on the earth. Christ's
Kingdom is the same as Daniel's 5th Kingdom. So timing world events from "head to toe" down
Daniel's allegory in time, where are we now? Are we not in the time of the toes? Isn't Christ's
Kingdom, however you have been taught to understand it, right around the corner? Are we not
now in the exciting toes of time? More about that in the next section of Star Wars. {{If your
first impression is the same as mine, you immediately think this would be a document on the
high tech conquest taking place in space... it is not. Star Wars would be better titled the War of
the Stars. Meaning the five point Christian Star and the six point Star of David (the J ewish Star).
The goals and underlying philosophies of these two stars is no where near the same.}}
I am working on a future pamphlet titled 'The Toes Of Time," which will deal extensively with
this 4th Kingdom as it fades out and the 5th Kingdom as it has begun to develop on the earth.
-12-
Remember, we pray in The Lord's Prayer that ...Thy Kingdom come, thy will be done, on earth
as it is in heaven. That prayer will be fully answered when His Kingdom is established here.
The 4th Kingdom held power for more than 2,000 years, but during its power those foundations
for the 5th were already being laid. The "toes of time" is that span of time when there began the
rise of Christian influences around the earth, and the beginning of the decline of the Roman
influences that we see across the world. No Roman Catholic nation anywhere in Europe or
below the Rio Grande in the West, is considered today as even a minor power in the earth. Gone
is the flower and power of Italy/Rome, Spain, France and Portugal, of the 16th and 17th Century,
for instance. Why? Their lands are defiled by allowing Christians to be tortured and burned at
The Stake. {{Christians have paid a hell of a price to establish one nation, under God,
indivisible, with liberty and justice for all.}}
As we will be proving beyond a shadow of doubt in the next section of Star Wars, the J ewish
influences and control of the Roman Catholic Church began before the year 1,000 AD and the
holocaust, [a J ewish and Roman Catholic, but not a German, term] of the Spanish Inquisition
was brought about by these J ews in the name of the Catholic Church. In the 4th Kingdom's final
fling, we see the J ewish Lady of Enlightened Liberty with her eternal flame, similar to that on
the grave of the late Catholic President Kennedy, beckoning the huddled masses of Roman
Catholic southern Europe to partake of the good life established upon the land of this Wilderness
by those holding the religious beliefs of the Reformation. So, the J ewish Lady of Enlightened
Liberty stands at the gateway to the J ewish Banks of New York which now bleed the world of
the substance of its labor in the form of forbidden usury. {{If you are familiar with the bible, you
may remember that usury is forbidden. Usury is the charges for the use of private commercial
paper (Federal Reserve Notes) and is the foundational basis for the reason you must pay income
tax.}} Remember as you think of the nation's debt, it is not a national debt, no matter how often
you hear that term on TV. There is a huge, four trillion dollar federal debt owed to these
international bankers by The District. The District, and those of you who put your allegiance
there, have the Lady of Enlightened Liberty. The Republic has the true Lady of Liberty, an
Anglo-Saxon beautiful Christian Lady as depicted on our lawful money from the loving hands of
Augustus Saint-Gaudens of Cornish, New Hampshire.

Remarks Concerning Sul Juris...
{{Before we begin, you may need a heads up if youve not yet read Sui Juris, pardon me but...
#5. In this writing, Mr. Davis states that the IRS is a private corporation, not a government
agency and that its phone listing is generally found in the private business section of the phone
book. And he provides an example of this from a phone book. This is where we now pick
up...}}
-13-
No sooner than we had mailed Sui J uris than we began getting pages torn out of telephone books
showing a listing for The IRS, Inc. under the United States Government. Are you surprised?
Millions of people, especially in large cities, still think that the IRS, Inc. is a government agency,
and subsequently call the telephone operator when they do not find it listed there. So, as one
phone company official told me, they have began printing the IRS listing under U.S. Government
as a convenience to their customers. I asked him if it was not really a convenience to the phone
company so as to stop wasting their operator's time. That too, he admitted.
I have a reader who travels and lectures all over America. I had her check the phone books
everywhere she went. She told me that the vast majority of phone books throughout America list
the IRS with the "I" names and not under U.S. Government. Most large cities now list IRS
under U.S. Government. Our new phone book here in Cherokee county, North Carolina still
lists the Internal Revenue Service, Inc. in its proper place with all the rest of the "I" private
names. Once Sui Juris is more widely distributed, I certain we can expect the Internal Revenue
Service, Inc. to exercise its influence and force its name to be listed under the U.S. Government.
Now, with all the evidence in Sui Juris proving that the IRS must be, and in fact is, a private
corporation under the Uniform Commercial Code pursuant to the Clearfield Doctrine, I think that
this should settle the matter. We are not going to let our pamphlet hang or fall based upon where
some phone company listed the IRS phone numbers. {{Understanding the Clearfield Doctrine
can not be overstated. It is a most powerful tool when properly used. Read it, learn it,
understand it!}}
Come on, folks, study our footnotes and look up our references. Everything is there for you, but
we are not going to spoon-feed you. We now have footnotes upon footnotes, and we are not
going down to a third level in Sui J uris. I do plan to publish a companion to Sui J uris someday
soon, but do not write for it until you see your first copy in the mail. Suggestion: Why don't you
call the telephone company in your area and ask them why they put a private corporation in the
phone book under U. S. Government?
Getting out of the system
We have had hundreds of letters asking us for information, and some procedure for them to get
out of the system so as to stop paying income taxes when they work for some employer. We did
not answer them. Instead, here is my answer to these folks. First, let me make it plain: I am not
in the business of suggesting that every reader stop filing returns and paying income taxes if your
status requires you to do so. However, if you wish to be Sui J uris, maybe you should quit that
job if your employer insists upon going by the IRS contractual regulations. After all, you signed
a W-4 IRS contract form, didn't you? If you are under a contract, even f you do not understand
said contract, perhaps you will find it easier and less stressful to pay The District's debts to the
International Monetary Fund, through the Federal Reserve and the Internal Revenue Service, Inc.,
a private collection agency, whatever they want. You gave them permission to take your hard-
earned money from your wages or salary, didn't you? Freeman and Sui J uris status is not an easy
-14-
road, and it will not be the course to follow for everyone. Even if you know all the rules of
football, you would not be wise to get into the scrimmage line opposite one of the Green Bay
Packer's line men. Most our forefathers of ancient Israel preferred making bricks for the
Egyptians to wandering the deserts as freemen, wondering where the next meal was coming
from. However, we have provided you with enough information where, with study of the books
recommended and after the fifth time you have read Sui J uris, hopefully you will know how to do
what you feel is necessary, or know where to get that information. If you remain confused, or
fearful, then my suggestion is that you remain a dutiful slave, and indentured servant, of The
District.
{{While I sympathize with Mr. Davis, I also have feelings for the sincere individual who wants
to be free, not just avoid the financial obligation of paying taxes. In short, and being a bit blunt,
what Mr. Davis is saying is that you cant be stupid and free at the same time. I would add to
this, you cant be timid either. I will give you a little help (maybe its help). All states have right
to work laws. You can not be denied a right to work if you have no social security number (your
contractual nexus). If you have no social security number, you would file a W8 with the people
for whom you work. A W8 is a certificate of foreign status. Remember our discussion earlier
about non-resident alien and the foreign jurisdiction of the District? If youve read this far and
you dont remember that, you may very well have Attention Deficit Disorder and may be well
advised to remain in your current status. Im sorry to be so blunt, but being free requires that
youre awake and can think. One last piece of advice... dont lie, dont fill out any forms that
amount to a lie. Do your homework and change your status.}}
The Internal Revenue Service, Inc.
Some write stating that there was an IRS established in 1862. That is true, but in those days we
had silver and gold coin, and instruments convertible to silver and gold, as the Constitution
directs. Once America went exclusively to paper instruments, pursuant to the Clearfield Doctrine
and the UCC, the IRS had to become privately incorporated. This Internal Revenue Service
income taxing scheme was over-turned by the Supreme Court as unconstitutional. Look it up. It
is known as the Pollack case in the 1890's. The subject of the Internal Revenue Service, Inc. is
far deeper than can be addressed here, or in Sui J uris, because of certain Federal bankruptcies and
the War Powers Acts that are involved. I plan to explore these in the upcoming companion to
Sui J uris. You know, when you read Supreme Court cases, and their dissenting opinions, you are
struck with the fact that often six intelligent jurists came to one opinion, and three equally
intelligent and learned jurists came to an opinion in opposition to the majority. Their dissenting
opinions have great value and this is why they are included in The Record. Likewise, there are
intelligent and learned legal minds who have differed in one area or another concerning the thesis
of Sui J uris. In the next section of this work, we will leave the realm of a letter and its footnotes
to top officials in the Internal Revenue Service, Inc. and venture into other areas that bear upon
my Sui J uris theory of the case. To be fair with all who read our work, we will provide those
well-researched and concise dissenting opinions.
-15-
Warning: The next time anyone thinks that I am so obliged because he paid $2.00 for my Sui
Juris, my truthful testimony will be so phrased that it will not be helpful to the Defendant. So,
friends and enemies both: Caveat.
The reason I spent so many pages in this On Target! on the subject of Which Lady? is because
I want you to understand, as clearly as I can state it, and you can envision it, the difference
between citizens of the land with their money of substance, and the subjects of the sea and their
unbacked paper debt instruments.
I have a copy of a so-called IRS Corporation, incorporated in the State of Delaware. However I
do not now believe, based upon legal inputs since Sui J uris was published, that this is the formal
IRS Corporation to which some of you are paying your taxes pursuant to your IRS 1040 Label
Form contract. Some lawyers have suggested to me that this is only a corporation allowing the
IRS to operate within the State of Delaware, a convenient location near The District. When you
think about it,
the Internal Revenue Service, Inc., because it is an entity of The District, must have the situs of
its corporation within The District, and, as with so many other such entities, you will not be able
to find it. We know it exists as a private corporation because of the way it acts pursuant to the
Uniform Commercial Code and The Clearfield Doctrine, which is a 1942 stare decisis
foundation of law.
The Trial: U. S. vs. Phil Marsh, et al
We have one reader who thought so much of Sui Juris that he wanted me to be one of his defense
witnesses in a trial that was going on at the very moment he got the copy of my pamphlet. [U. S.
v. Phil Marsh, et. al. in San Francisco]. I told his people that I did not practice law; did not get
involved in The District Court matters; and that I really would prefer not being a defense witness
at his IRS trial. However, if Mr. Marsh felt that I would be even a minor value to help his case,
of course I would come. However, I told his agent, Send a subpoena through my Sheriff here,
and do not use the Federal Marshal Service. For security reasons, I did not want that agency or
the FBI to know that I might be away from my office for a week or more.
Well, the next thing I knew, I was called on the phone by the Asheville, North Carolina Federal
Marshals informing me that they had a subpoena for me. I informed them that no Federal Agents
are ever allowed on my wife's property. Would they serve me instead by FAX and let me
acknowledge the subpoena by FAX? Reluctantly, they agreed.
The subpoena demanded that I be a defense witness; that I pay all my own expenses up front,
including a $1,320 round-trip airfare, and the $50.00 per night hotel expenses and meals. They
demanded that I put out my money, and then send a bill to the Federal Marshals with the hope
that they repay me. Rather than take The District's money for any reason, I told them that I
-16-
*Of course I cannot prove, and it would be unwise to even suggest, that Brother Weyer's
death was anything but a natural one. I can say that his death only four days after testifying
for the defense in the highest profile IRS case in 1994 is extremely unusual. This is especially
curious in view of the IRS threats prior to his going of San Francisco. As we used to say in
Latin America, "La historia cambio en la sierra. [ The story changes in the jungle.] I simply
wonder if he had apple pie for his supper meal. There is a unique poison used by intelligence
forces that makes a death appear to be heart attack.
would pay my own expenses. Angry as I was about this breach of my security, I fully intended to
do the best I could for the Defendants this one time. I love these people and would do almost
anything for them. As it happened, the J udge imposed a strict time limit of only five more days,
and I was excused from testifying, much to my relief. I did not want that high profile, and as you
will see, it may have saved my life.
As the U.S. v. Marsh trial worked out, the Internal Revenue Service, Inc., and The District, took
a beating. There were multiple defendants all linked together in various alleged conspiracies
with some 80+different charges in all. All of the minor defendants were acquitted of all charges.
In the matter of Phil Marsh and his lovely wife Marlene, her daughter J ill and son-in-law, Darrell
Spencer, the jury was hung with 11 for acquittal and 1 for conviction. People who watched this
long and confusing trial have told me that the Marsh case was saved primarily by one defense
witness who did what I would have done, only better than I could, for all matters of the IRS was
his primary interest. The District has spent millions of dollars trying to get Phil Marsh, et al,
and had really lost. Usually, in a 11 to 1 hung jury, the case is not tried again.
The Death of a Witness
My readers, especially those who love Sui J uris, need to know about this man whose testimony
had destroyed the IRS's fraudulent case against the Marshes. His name was J ames A. Weyer.
Prior to going out to San Francisco to testify on behalf of Phil Marsh, J im Weyer had completed
beating the IRS in a legal action on behalf of another citizen and the IRS was forced to return all
confiscated assets and pay all associated fees. He then instituted a multi-million dollar lawsuit
against the IRS which is currently being handled by attorney Don George. One week before he
was to leave for the Phil Marsh trial, two IRS agents from the criminal investigation unit out of
Mansfield, Ohio, came to J im Weyer's home and threatened him with criminal prosecution if he
continued speaking out and beating them in court. He went west and shattered the IRS's case by
quoting their own regulations against them. Mr. Weyer returned home, changed his clothes, and
headed out for a high-powered tax seminar in Cincinnati, Ohio. Brother Weyer was found dead
in his Cincinnati hotel room on Friday night, October 7, 1994, only four days after his testimony
at the Phil Marsh trial. The authorities quickly ruled the cause of his death as a heart attack.* He
was only 53 and believed by everyone who knew him to have been in perfect health. Lots of
people die while in perfect health...
-17-
However, with the untimely death of Mr. Weyer, the IRS is free to move again against all of
these defendants in what The District characterizes as "A Second Superceding Indictment. So,
on February 6, 1995, The Federal Grand J ury returned a second indictment against Phil Marsh, et
al, on another set of the same, or similar, charges. All defendants are going to have their trial all
over again. Phil Marsh is an old man and in poor health. He is now bankrupt as a result of the
IRS taking all his assets. I cannot imagine even The District feeling that a second trial is
advantageous to the cause of the Internal Revenue Service, Inc. The first Marsh trial cost
millions!
Greater love hath no man than this; that he lay down his life for his friends. Brother J im knew
the risks when he went to the Marsh trial.
The up-dated Sui J uris will be dedicated in loving memory of Ohio patriot J ames A. Weyer.
J im, we will see you first thing in The Morning...
Do you really want to be involved?
I would hope that Mr. Marsh's attorney does a careful study of the Supreme Court decision
known as Bretz vs. Crist [436 U.S. 908]. It is a landmark decision pursuant to the issue of
double jeopardy. I have not read the Marsh case, and would not presume to comment on it even
if I had read it, but I might have them consider a pretrial hearing on the matter of jurisdiction.
We must have fifty people who are in dire circumstances with the IRS. They can be helped, but
of course we cannot help them. Frankly, I do not feel that the IRS is an issue that The Lord
would have me spending my time and abilities working on. However, after watching again the
Geraldo Show on the IRS, and other videos, I have long felt that there must be something
constructive that Northpoint Teams should be doing. I do not know what incident will trip your
wire, but the unmerciful treatment of Phil and Marlene Marsh has done it for me.
This is just for you to think about...
If you have problems with the IRS, they are going to deprive you of property without due process
of law. By then, you may not have enough funds left to hire a real good IRS attorney, should you
determine that this the only option left open to you. Mr. Marsh, a millionaire in his own right
when I first knew him, has been reduced to pauper status. Even his trial attorneys were Court
appointed public defenders, for heaven's sake! If you
ever have trouble with the IRS, you may be looking
at an attorney's retainer fee of $25,000.00 or more.
You could almost graduate from law school for that
kind of money. Think about it: Is that what you
really want to do? If all the information you have on
the IRS, Inc. is what you have learned in Sui J uris,
and you do not begin a year of study before taking
action, you are playing "leap-frog" with a unicorn!

quoting my U.C.C. citations from the
1984 Andersons Edition, and there
have been some changes in the 1994

around $800.00 so I do not have it.
Hopefully our new law Library will one
day be able to afford it. How can
Anderson Publishing sell lawyers new
sets of books if they do not change
them around at least once every ten
years? Students write us in a hot rage
because some citation I have given
does not say what I said it did. So on

Likewise, on page 31. 3-403:42 is

books, they give a Title 26 U.S.C.
citation such as the famous 7203. You
need to know that 26 USC 7203 is also
set forth in the Code Of Federal
Regulations as 27 CFR 70.42. For
those of us who are "leap-froging"
unicorns, this will be vital information for
you.
Please read this whole pamphlet before
you consider the suggested action to be
taken in this column. 1) For a very
limited time I have an exact duplicate of
the newsprint Sui J uris published on
bond paper with a leatherette cover.
We only printed 1,000 copies, so they
will be a "collectors item" some day. If
they are all gone, your money will be
refunded. While they still state the
cover price as $2.00, this beautiful
edition is $10.00 including postage. If
not satisfied in every way, return for a
refund. I have published this in an effort
to recover some of my Boston Mutual
losses so I can leave something for Mrs.
Davis. 2) On page 22, I have asked my
Northpoint Team members to pray that
God's Will be done regarding IRS
Agent, Mr. Loy. Wouldn't it be
wonderful if folks from all over America
would send Mr. Loy a nice greeting
card, or a picture postcard from your
area, that wishes him well and that your
group has been praying for him? Sign
your first name only, unless you are a
J ohn Hancock type. Send your cards
to: IRS, 151 Patton Ave, Asheville, NC.
Don't be a wise guy or make any
comments on my case. Be polite:
Remember, you represent the very best
of Northpoint Tactical Teams.
Whenever you spend time in prayer,
naming him specifically before Our
Heavenly Father, send Mr. Loy another
card. Those of you wonderful Team
Members who, it seems, have only
military solutions to every problem, will
you do me a favor and sit this one out?

How Our Northpoint Tactical Team Office Operates
Or The Most Important Part of This On Target!
It is most important, because it lets us help you better and save countless hours of our time. We
must repeat again: We do not take orders for our pamphlets over the telephone. This practice has
always caused too much confusion here. Whenever I violate my own rule because one of you
gets me up in the middle of the night, invariably when the Team Member sends in his money, he
fails to record the fact that he has already given his order to me and that it was being sent. So,
Betty Lou quite properly sends out a duplicate order and the reader has to either pay again or
send it back. One Saturday when I was gone all day, I returned to find 26 calls on my answering
machine. I went through them, and only two were of an urgent nature, and not orders. All the
rest were orders, relating to prices. "How many copies will $42.00 buy? Others leave some
instructions for me to call some number, usually without disclosing the nature of call. I do not
return these calls. Three that day called for legal advice on an IRS problem beginning their
recorded message with "I know that you do not practice law and you do not provide advice...
and then they start right off asking me to practice law and give advice. Another day call #2
began with a litany of his traffic court case and he was still talking when the tape ran out.
Naturally, I was unable to take any other messages that day.
We handle orders only by mail, and then in the daily sequence received. As we have stated for at
least seven years, if you are placing an order with your letter to us, write the word "Order" on the
front of the envelope. When we see the word "Order" we pull those out of the mail and handle
them first. If you have a very urgent need for pamphlets, as for a meeting, put your order in a
"Priority Mail" packet and send it in. Spend the $3.00! Your order will be filled and mailed the
same day. We do not send over-night air, and there is no FED-EX here. It will be helpful if you
will put your return address, including your zip code on your envelope, your letter and your check
or money order. If you have not followed all of these clear and specific instructions, do not call
us asking about your order. It will be in the mail that is in our backlog and we will not have the
faintest idea where it is until we come to it.
The prices are listed on page two of Sui J uris and our other publications. The reason why we
suggest orders of 25, 50 and 100 is that we have shipping boxes sized to fit these orders, and we
have several dozen of each size already made up ready to go. When you write in asking for
$17.00 or $37.00 worth of Sui J uris you have thrown a monkey wrench into our well-oiled
machinery. We will fill your order, of course, but these odd orders are always my job, instead of
Betty Lou's, to figure out how to get boxes to fit, etc. We can and do get it done, but you can be
very helpful to us if you remember this little detail.
With rare exceptions; I do not read the hundreds of legal briefs sent to me by others' Personally.
I am not interested, for I have seen most of these arguments in endless repetition for the past
-20-
twenty years. Even worse, do not send your briefs, your books or video tapes for us to review
and return to you. Come on! You should think of our office as some sort of "huge black hole"
where, so far as you are concerned, things strangely disappear into some vortex. Use your head,
please. We have lost count over the past five years, but over half a million pamphlets have been
printed and mailed out all over America, Canada, Mexico and various other countries of the
world. Of that 500,000+pamphlets, how many letters do you suppose are thus generated? Often
we are swamped with mail, and about then someone wants 100 copies of something on
consignment and he will send the money if and when he sells them. Or the reader sends in some
book, such as how to raise African violets, and wants an equal value of the book in an assortment
of our pamphlets. Perhaps the worst offenders are those who write four pages on a computer or
typewriter with a faded-out ribbon and places his order somewhere in the text of that letter. If we
cannot read it, we cannot help you very much and may not even try. Please think of our eyes
when you write to us.
No wonder the patriots are losing! Why slow us down so that it takes ten minutes to fill your
order only because you refuse to use a zip-code and we cannot figure the postage on your
package without it? Betty Lou has my instructions to return any order that does not have a proper
zip-code with it. We do not have time for silly games with such things as zip-codes and c/o in
your addresses. Where is the case law for all these quasi-legal schemes, philosophies and scams
that would require a five line address label when three lines will do it for you? When they shot
and killed Vicki Weaver, they did not do so because her husband, Randy, used a zip-code, had a
driver's license, or failed to put the notation c/o before his address.
The problem is that patriots are copying each other and never going back to find out if that pet set
of arguments ever won in any District court case much less upheld on appeal. One Guru from
Oregon wrote that Sui J uris was all bunk, though he used a different expletive. Guess what? In
fifteen years ,or so, that man has never won a case. Well, for that matter, neither have I, for I
have never had to appear. If, as is so often the case, you are asking my opinion, once again I do
not practice law and give opinions or advice. Socrates gave advice, and they poisoned him. See
what you can learn from history? What if I reported that your brief "looks great" and some
District judge later shoots it down in flames? Any of you who suppose that you can raise
Constitutional legal questions in a Federal District court, have yet to reach first grade in IRS
matters. You are in District court pursuant to some contract, or alleged contract, violation, and
Constitutional questions do not apply. Furthermore, the Federal District Court tribunal never
operates under Constitutional law, even in non-contract matters, for their jurisdiction, if they
really have any, originates from Roman Civil Law. Please try to resist the temptation to write us
asking for our opinion, or even our praise, for your skillful ability with the language of law,
especially until you have won the District court case.

Vultures In Eagle's Clothing I
Years ago, when I was a younger warrior on the Nicaragua frontier, when someone caused me, or
one of my Team members grief, our people would go physically after that person. One was
Sandinista Commandante Anna Maria Morales, who ordered the torture and murder of our
courier, Karen Sacasa Debeye, a niece of President Somoza. One night Senorita Morales was
found sleeping in her apartment in Managua, and my assigned Team filled her startled body with
60 rounds from two well directed AK-47's. Using these weapons we make it look like another
Sandinista had done the national cleansing deed and he was tried by a Sandinista court-martial
and shot. Alas, poor Reggio, la historia cambio en la sierra. The Sandinistas understood far
better the nature of our dedication when we took out their lovers and sweethearts. Ladies, if you
were married to a Sandinista, or some other brand of Communist, your life was in grave danger.
The 28 people involved in the torture of Karen, when she would not betray us, were all
terminated.

*Boston Mutual Life Insurance Company,
120 Royall Street, Canton, MA 02021, 617-
828-7000. Their legal expert is Mr. Brian
J oyce. He has made the legal determination
that the IRS has the 'right' to take the cash
value built up over some 25+years. Some of
you may want to call this man, or Donna
Butler, Supervisor of Customer Services and
find out if this is really true.
Today, I have found that national cleansing often takes place by simply putting that person on the
very top of my prayer list. Such people then find a way to self-destruct by doing foolish enough
things such as flying his plane into the ground or driving her car into a tree. Several have
disappeared into bankruptcy, and still more suddenly find themselves going down under the
overwhelming burden of a terminal illness. Once I put them on the top of my prayer list, the
situation, quite frankly, is out of my hands. It is no longer my problem.
There is a particularly distasteful IRS operative working out of the Asheville, North Carolina
office named Mr. Loy. He was that agent that went after my friend, Team Member, Ted
J ablonski to whom I dedicated my pamphlet Hope's Husband a few years ago. It was Mr. Loy
who confiscated the J ablonski home which was property owned by a Trust. It was Mr. Loy who
sold that home in an illegal one bidder auction for only $31,000, about 25% of its real value. The
bidder was a Baptist minister imported by the IRS from 200 miles away. I put him on the top of
my prayer list, and he was dead within a year. It was Mr. Loy who confiscated Mrs. J ablonski's
car and sold it for only $800.00 so that she could not take their Downs Syndrome daughter, age
20, to her special school. It was Mr. Loy who created the situation where J oan J ablonski finally
divorced Ted. It is Mr. Loy who makes it his business to go after patriots, wiping them out
financially if he can do so. We know of a few others whose names need not be mentioned here
who have come under the hob-nailed boots of Mr. Loy. We have to pray for that man that God's
Will be done in his, wretched life!
Naturally, as out-spoken as I am about the IRS, I have always known that Mr. Loy was there in
the shady background. As I stated early in this On Target!, the matter is not closed between the
IRS and Nord Davis, J r., DOB 10/28/31. For the record, my former SS#is 018-26-1669, just in
case one or more of the three-letter boys may be on my mailing list and wish to run a background
check on me.
Well, I must confess to my readers of Sui J uris, there was one remaining area of my life in which
I was really not Sui J uris. I had not even thought about it until I did not get my usual monthly
bill from Boston Mutual Life Insurance Company. I thought it must have been lost in the mail.
When the December and J anuary bill did not show up, I called Boston Mutual Life Insurance
Company* and was informed by a Secretary there that my policy #392425, which had been in
force since I was a young man, that is more
than 25 years, had been "surrendered by
me" for its cash value. This, I was told,
terminated the policy. That is why I had not
received any further premium bills. All the
premiums had been paid. I denied that I
had ever surrendered my 25 year standing
policy, and there must be some mistake:
No, she told me, a certain Mr. Loy, of the
IRS from the Asheville, North Carolina
office had demanded and got all cash value,
-23-
representing thousands and thousands of dollars. So, now, with respect to my Sui J uris status,
one more tie to the system has vanished. As a former cancer patient, and 63, I am now
uninsurable.
However, you need to understand that there still exists a
contract that was made 25 years ago between Boston
Mutual Insurance Company and Nord Davis, J r. This
contract did not include the Internal Revenue Service, Inc.
So, the remarks of Boston Mutual's people not
withstanding, they have violated my contract, and gave
over money which they had a fiduciary responsibility to
protect and which they cannot lawfully release prior to an
action in The District Court, where they have no lawful
jurisdiction over me. I do not know what the future holds
for me, but if you someday learn that I have had some
kind of serious encounter with the Internal Revenue
Service, Inc., for those of you who may be looking, you
will find Mr. Loy lurking somewhere in the shadows.
Leave Mr. Loy to The Lord, and follow with me Christ's
orders to "Love your enemies and do good to those who
despitefully use you. However, the Grand Theft by Mr.
Loy, acting under the color of law, is another matter, for
Mr. Loy has violated one of God's National Laws. With
our proper prayers, Our Heavenly Father will hold Mr.
Loy's feet to the fire in ways that you and I cannot possibly
imagine.
Naturally, those of you who own a life insurance policy with Boston Mutual Life Insurance
Company, might want to borrow most of its cash value out of it. My goal is to bring about the
withdrawal from Boston Mutual Life Insurance Company of at least $1 million dollars. This
tactical project will be carried out by my Massachusetts Northpoint Teams over the next 2-3
years. If Boston Mutual does not take it upon themselves to reinstate my policy with no harm or
injury to me, and have its cash value returned, we will do whatever it takes to make this the most
expensive Corporate policy mistake that Boston Mutual Insurance Company ever made. Mr. Loy
did not rob me, because I will not be here to collect! Mr. Loy robbed my wife and I do take that
personally.
The Extremely High Risk of Straight Life Insurance
I have done my due diligence by calling other Life Insurance Companies and have learned, from
those who will discuss the matter with me, that they "feel obliged" by IRS regulations, that when
-24-
{{Editors Comment: I think that the point
made here is that it is unwise to have any
assets that are visible to the government
and/or the Internal Revenue Service, Inc.}}
requested, they are permitted to wipe out a policy holder's cash value without notice. Then, the
money taken is regarded as a loan by the policy holder from the insurance company. In some
cases, if the policy holder wishes to be reinstated, he must pay a year's premium in advance.
They will deduct the value of the "loan" plus 5% interest from the payment at the time of the
policy holder's death. That is their position, but the fact is that if the IRS can unlawfully take the
money the first time, and the Company violates its own contracts with the policy holders, I am
certain that the IRS will have a lien with the company; and take it all as soon as the policy holder
dies.
Is it not the nature of vultures to get their spoils from the dead? It never occurred to me, twenty-
five years ago, that I might have a problem with the Internal Revenue Service years into the
future, and wind up having no coverage exactly when I need it the most. I was never informed
that the Company had the right to waive their contract with the policy holder, and in the event of
a on-going illness that they could deny that policy holder his insurability in his later years.
My conclusion to this whole matter is that I
do not advise anyone to hold whole life or
pay life insurance policies. Their value could
vanish over night, with no recourse, in the
event the policy holder has a problem with
the Internal Revenue Service, Inc. If you are
approached by any life insurance salesman,
why not find out their company's legal determination about the true validity of their policy
contract. If you find one whose policy is not to deliver their policy holder's cash value to the
IRS, please let me know. These are not the financial times when using an insurance policy as a
form of savings is really worth the high risks involved. Cash your policies now or make a loan
against them to the limit. Let's see how many insurance companies we can start a financial run
on. Watch out for the "Mr. Loy" in your home town. There will always be one there.
Vultures In Eagle's Clothing - II
On page 37 of Sui J uris, I listed seven source books that I thought would be helpful in
understanding your American status. Please understand that I do not necessarily endorse every
line or stated fact in any of these books. I am now adding another to the list. I suggest you buy
Vultures In Eagle's Clothing, by Lynne Meredith. Here is one patriot lady who has done a
really wonderful job, even though you will find that she differs with Sui J uris here and there. For
instance, she has the meaning of national and federal reversed. Order it anyway, for she is
correct on 95% of what I have been able to read. It has large print, and double spaced lines for
easy reading. It has a 211 page +Appendix consisting of Freedom Forms. There are dozens of
good typical letters all done for you. How about a
-25-
Written Request for IRS Determination Letter? How much of your time would it take to prepare
such a letter? How about a Certified Demand for Proof of Jurisdiction Letter? Would you know
how to compose such a letter, and get it right? Lynne Meredith has done your homework for
you. This is a basic book at the beginning so that all Americans who read it will understand the
issues and why some of us are so adamant about what we believe. You do not have to be a
rocket scientist or a legal student to understand her book. I wish I had known about it at the time
I wrote Sui J uris, for it would have saved me hundreds of hours of research work. I cannot think
of a better person to dedicate this announcement of
Vultures In Eagles Clothing
to than Asheville's notorious Mr. Loy.
Vultures In Eagle's Clothing costs $40.00 +$3.00 postage. Almost any page in this book is
worth the money if you are ensnared by an alleged contract with the IRS. Write: We, The
People, 17011 Beach Blvd., Suite 900, Huntington Beach, California Republic, 92647. Say
Northpoint sent you, though I have not asked for nor do I expect, any form of commission. As
you read "Vultures...," pray for both Mr. Loy and Nord Davis, J r.
Nord Davis, Jr. Inducted Into The International Hall Of Fame
After disclosing the bad news about my Boston Mutual Life Insurance Policy losses, this is
probably as good a place as any to give you the good news of this humbling Award for our
activities in Amman, J ordan before and during the Desert Storm War. The background to this
Award can be found in my book, Desert Shield and The New World Order. [$5.00 +$2.00 for
postage and packaging.] The District had other plans in the war with Iraq than turned out. They
did not appreciate that only a few hundred Americans died when it had been estimated that some
39,000 of our best men would perish there. Desert Shield and The New World Order gives you
the truth and the Northpoint Tactical Team part which we played in it. Soon after that, there
began a renewed effort on the part of the IRS to stop and silence Nord Davis, J r. Hence, we see
the plunder of my wife's insurance estate by Mr. Loy, and the perfidy of Boston Mutual Life
Insurance Company. Critics of our publications must understand that the Northpoint Tactical
Teams, and Nord Davis, J r. are not boasting when we make these announcements as with this
wonderful Award and recognition. There are other people, new readers as well as old enemies,
who need to know exactly what we are doing for America and the resultant Awards and honors
bestowed upon us. In Sui J uris, the mention of these activities had to be put there, as a witness
for any jury that may one day be reading it in its official capacity. How can they convict a man
who is known to have found the means to prevent the terrible expected losses of American
servicemen's lives in the Persian Gulf War? My International Hall Of Fame Award is an
Honorary Doctorate of Humanities. So, formally, it is Nord Davis, J r. Ph.D. I have held a
-26-
Doctorate since 1975 in Naturapathic Medicine, but feel that of all that is out there, I know so
very little, that I have never used Dr. before my name. As scholars know, the term doctor really
means teacher. So, please think of me as only a teacher of natural healing and a teacher of
humanities through my publications only. Do not write or call me about your aches and pains,
please. As with our non-practice of law, we do not practice naturapathy.
The District's Federal Income Tax Loopholes
As I have stated in Sui J uris, the Freeman status will not be for everyone who supports the
Northpoint Teams. Anyone over 55 who is in The District system, should probably sit this
battle out on the sidelines. Why, after paying into Socialist Security all these years, would you
want to abandon this financial protection for the rest of your life? Likewise, if you are a young
person with a family, and working at a good job or profession, but are close to the edge
financially, the Freeman route may not be a wise move for you. Your first God-given duty is to
support your family. There is no excuse for failure to do that!
After Sui J uris was published, we have received hundreds of letters and scores of phone calls
asking us for direct help with their problems. We cannot do that! Until you have studied the
seven books on page 37 in Sui J uris, and studied Lynn Meredith's "Vultures," I do not want to
hear from any of you regarding any problems. However, there are hundreds of you who want
help in saving money while you are filing IRS 1040 Label Forms. So, along that line, there is a
338 page book listing an incredible number of legal loopholes, enough to probably reduce the
Income Tax liability to almost nothing for most Americans. I am not compromising my position
in Sui J uris. I will never back down from what I know to be the truth, even if Mr. Loy manages
to strip me of everything I have, and has me confined stark naked in a solitary cell. He would
like to do that, you know. The difference between me and younger people is that my children are
grown, and I have taken steps so that Mrs. Davis will be well taken care of.
Remember, the wealthy folks who draw up the confusing language of the IRS regulations, are not
going to pay any more than they have to. Half of the Fortune 500 Companies, the wealthiest
Corporations in America, pay no Federal Income Tax at all! Mr. Loy's job is not to go after the
wealthy, but to undercut the prosperity of the working and professional middle class. The
wealthy do not remain wealthy by paying out 50% of their assets or earnings every year. There
are some special tactics and deductions which they use, so that these rich keep on getting richer.
You can keep the vultures away by doing things a whole lot smarter. The name of the book is
Tax Loopholes. Everything The Law Allows. It is published by Boardroom Classics, PO Box
11401, Des Moines, IA 50336-1401. The published price is $50.00, but for a short time, it is
available for only $35.00. Tell them when you write that Mr. Loy of Asheville recommended
this book to you.

A Captain Of Destiny
First Published by Nord Davis, J r. in April, 1986
The wind was blowing briskly over the chimney top drawing the
smoke from his hearth, as a father of four sat thinking, the heat of
the fire glazing his eyes. It was the Spring of 1775. As the twilight
began to fall on his modest home in Acton, Massachusetts, this
young man wondered just what tomorrow would bring. His daily
chores were done and an extra pile of wood had been stacked
inside, handy for Hannah. He expected to be gone for awhile. The
leak around the chimney would have to wait for another day. There
were important things to be doing in the morning...
This young father had married his sweetheart, a lady named Hannah Leighton of Acton. He had
learned the gun-smithing trade. His personal future looked pretty good, and why not? He had
built his own home, had a nice family, and a steady business repairing firearms. It had been a
warm Spring that year. According to the records, Hannah was occupied that evening with the
children's colds. Even the youngest of just fifteen months was letting the household know of her
suffering and plight. The young man was left with his thoughts: Less than a dozen hours to
muster. But, with Spring in the air, everything going better than expected, how could he
complain? How good it is to be free! We will settle some things tomorrow...

*Although my family home is in
Shirley Center, Massachusetts, about
25 miles from Acton, Captain Issac
Davis is not related to our family.
Here on flying Colors Memorial Drive,
we have erected a Memorial to
Captain Isaac Davis. Data about
Lucy Hosmers diary are provided
here through the courtesy of Mary
Hosmer Lupton of the Albemarle
Chapter, Daughters of the American
Revolution, Charlottesville, Virginia.
We might expect that any young man, as unusually
blessed with home, family and business, might tend to
overlook the problems being created by some of the
King's Men [which is to say... the governments men].
After all, what could one man do about such complex
and far-reaching problems? Wasn't his first duty to his
family? Yes, but according to the Scriptures, there
always comes a point when the affairs of the nation
must come ahead of the needs of the family. This was
one of those times. Fortunately, this was not a young
man who simply looked to the rewards and the
pleasures of the day. He was not one to close his eyes
in a dream world of security, but was one whose eyes,
for his family's sake, were fixed on the years ahead. Something had to be done about the Red
Coats who were presuming [asserting] themselves into the affairs of free men.
The Lord, he knew with certainty, had put him into a vital position to do some good. The Lord
had called him to be a leader of men and, as a gunsmith, his trade was to be needed in the cause
of liberty. Liberty, as he told Hannah, is never given by legislatures. It has always been
obtained, and will be held only, by those who are willing to fight and die for it. When men cease
to be willing to fight for it, it will only be a matter of time before free men are once again slaves
of others. Months and months before, this young man -- who had everything to both lose and to
fight for -- organized a Company of Minutemen in his home town of Acton, Massachusetts.
Acton? Who today has ever heard of such a place? Yes, we remember our history lessons about
the brave men of Lexington and Concord. We know about the midnight ride of Paul Revere and
his group called the "Committee of Safety. We can think of many others... but this young man
and his Acton Militia, is generally unknown to even our most ardent patriots today. His name
was Captain Isaac Davis.
As Captain Davis sat watching the sparks crawling
along the soot on the back of his fireplace that night,
over in Concord a young wife, Mrs. Lucy Barnes
Hosmer, was entering her concerns about the next day.
A copy of her diary* for Tuesday, April 18, 1775, is in
my library.- Mrs. Hosmer wrote:

Lucy Hosmer was quite correct. Abner Hosmer was not only an Acton Minuteman, but Captain
Davis's right-hand man! J ust before dawn on April 19, 1775, Captain Davis quietly mustered his
men. All equipment was checked out. Abner Hosmer was there and his training was to meter
out the cadence on his drum ---120 beats to the minute. Carrying a drum, he would go into the
battle unarmed. J ames Haywood was there. The fifer, Luther Blanchard, got there just as the red
morning sun stabbed its welcome light through the naked .trees surrounding the Davis
homestead. This was the day that this Company had been training for, and the Acton men were
ready. Captain Davis had not only trained his men well, but as you will learn here for the first
time, instilled in them an unusual spirit of dedication to Christ and Country.
"All present or accounted for, Sir! a
sergeant quietly called out, and the small
band of men moved out for their six mile
march to Concord. Every second, on the
second, came the beat of Abner Hosmer's
drum. The fifer was silent. It was in
Concord that The King's Men were
searching house to house for arms --but
now you know where they were -- in
Deacon Hosmer's barn in Acton. and
driven there by a courageous woman
named Lucy just the night before! Yes,
yes, there was the serious matter
concerning taxation, and certain other
grievances against the King, but at the level
of the Acton and Concord Minutemen, the
issue ,was the confiscation of firearms.
Today, they would be called assault
weapons.
Well, you know much of the rest of the story. Some three hundred patriots converged on
Concord from all the surrounding towns to confront the Red Coats. It was about 10 AM and the
village of Concord was nearly deserted. The women and children had left to be safe with friends.
All the Minutemen were assembled on the north side of town near the North Bridge where six
Companies of British soldiers were poised to attack. Lucy Hosmer wrote:

I have inserted this information from Lucy to show you that during the early days of America, not
only the Old North Church in Boston was involved in the cause of Christian liberty but so were
the ministers throughout the Colonies who were directly involved.. Pastor Emerson was there,
and Deacon Hosmer was hiding arms, and had his son right out there in front. Those were the
Good Old Days... The Red Coats, over-confident as agents of Admiralty government have a fatal
tendency to be, sent in some men to the abandoned Concord village and began to steal whatever
they could find from the abandoned homes. Lucy Hosmer then gives us an insight into what
happened that many of us have not known about before and a lesson that we can all use today:

Here is the interesting part! The patriots over
by the North Bridge could not see what was
going on in town, but they did see the
billowing smoke which continued as the Red
Coats were giving the widow a hard time.
Imagine, the only one who dared to confront
the Red Coats was this frail old lady. That
pattern is being seen again and again today in
Christian America. However, as recorded in Lucy Hosmer's J ournal, it was the smoke of the

burning Liberty Pole and the Court House roof that actually triggered the Minutemen into
combat?
Understand, the Red Coats were on the Concord side of the North Bridge, and to take Concord to
save the town, it was necessary for the Minutemen to cross the bridge in the face of British fire.
Since the immediate military mission was to save Concord, the honor of leading the troops fell to
the Concord Company. Instead, according to historical facts, the Concord Captain asked to be
excused on the grounds that some of his men were not prepared, and others were afraid.
Confusion and doubts were beginning to spread among the men. At that moment the steel voice
of Captain Isaac Davis came thundering over and through the confusion. It was the only direct
statement of his that has ever been recorded, but it was the right one at exactly the right time in
American history:
"I haven't a man who is afraid to go!"
Immediately, he marched his Acton Company to the head of the column of Minutemen. Lucy

This first organized attack against the Red
Coats, and King George's Admiralty
regulations was led by an Acton,
Massachusetts man whose name, Isaac
Davis, is all but forgotten today. He led the
attack from the Northpoint of Concord, one
of the historical significance's of what we
call today, The Northpoint Teams. The
other place called Northpoint, was Northpoint, Maryland, where the British land forces were
stopped by the Independent Blues. That military effort created the situation wherein Francis
Scott Key wrote our National Anthem. Let the record show that this stirring song was never
called the Federal Anthem. Caveat! History has a way of repeating itself, and if it is to begin, let
it begin just outside of Boston.
One history book carries this account of those fateful two minutes that initiated the course of
American liberty:
"As they marched toward the Red Coats, the shrill and stirring music of Luther
Blanchard's fife pierced the morning air. Weapons were loaded and primed.
Hammers were cocked as they got into range of the British rifles. Bang! A puff
of smoke appeared followed closely by the report of a British rifle. Two more
followed in quick succession. Fifer Blanchard was hit and the fife was heard
no more. A strange silence hung about three feet off the ground for about
thirty seconds, and then came the first volley from the British. Captain Isaac
Davis and the drummer Abner Hosmer, were killed instantly. The war, hardly
begun, was over for them."
For a few moments, the death of Captain Davis and Fifer
Hosmer stunned the Acton Company. This was now the real
thing! Over it all came the thundering voice of Major
Buttrick, the Commanding Officer of the Concord Company:
"Fire, fellow soldiers, for God's Sake, Fire!"
So, fire they did. That battle near Concord's North Bridge was the one which set the stage for the
greatest land of liberty that mankind has ever known. The battle began when King George's
-35-
International Military Forces, very similar to the so called
Multi-J urisdictional Task Force IMJ 771 now operating
unlawfully throughout America, attempted to disarm the
Americans. This almost unknown military group {{the Multi-
J urisdictional Task Force}}, as well as that group known as
"The ATF {{Bureau of Alcohol, Tobacco and Firearms}}," are
not American, but are under the command of the United
Nations New World Order. Such international forces have the
trademark of burning things, from the Liberty Pole in Concord
in 1775, to Waco in recent times. Is anyone "burning your
Liberty Pole" yet?
'Victory on April 19, 1775, was not inspired by such great
patriots as Washington, Revere and J ohn Adams. If Boston
Mutual Life Insurance Company were commanding the affairs
on the North Bridge, we might all still be Tories! They would
have informed the patriots that they must be loyal to the King,
no matter what! In the very beginning, the very first shots
were inspired by one long forgotten man, Captain Isaac Davis,
who was ordained of God to die so that you and I would enjoy
the liberty we have. French's History of Concord states that:
"...it was the bravery and devotion of Captain Davis that began the memorable
war which, with the help of God, was to bring independence to the thirteen
colonies perched precariously on the shores of the Great American Wilderness."
In the Providence of Almighty God, whose skillful Hand determines the affairs of all men,
Captain Isaac Davis was not called to be among those long remembered as a hero of the War for
Independence. Most Americans have never heard of Acton or its gallant Isaac Davis. Although
his name is almost never associated with it, the famous Minuteman statue is of this unsung hero,
the father of a young family of four. Apparently in the Great Plan of a merciful Father, his was to
be one single purpose -- at exactly the right moment in history to say:
"I haven't a man who is afraid to go!"
May The Lord be as gracious to each of us as He was to Captain Isaac Davis.

funds from one person and gives it to a third party. Attorney J oyce "attorned" my property, i.e. the

as 'a permissible successor party' to the contract. That is only one sign that the Red Coats are

Epilogue
In seventy days, it will be April 19, 1995, two
hundred and twenty years since Captain
Davis, Abner Hosmer, the drummer, and the
fifer Blanchard took the first shots at the
Northpoint of Concord. After a long day in
my study, I often wonder about tomorrow. I
know that nothing can happen to me, as with
Captain Davis, that The Lord has not already
determined. I remember the story of the
Baptist who inquired of the Puritan why he
carried his musket to church. If you believe
all is predestined and foreordained (Romans 8
& 91, if it is intended by The Almighty for the
Indian to get you, he will regardless of the
musket. If he is not foreordained to kill you,
then the musket certainly will not be
necessary. The Puritan's reply was that he
carried the musket to church just in case he
ran across an Indian whose time had come.
How will my readers know just when the Red Coats are coming, and our time for the terrible
action that is surely to come? What will be the sign that someone is about to burn down our
Liberty Pole?
If we wait until we see military in Red Coats or the devil in a Red Suit, we will have waited until
it is too late. We need to watch out for the military in Federal Black uniforms and devils in
Black Robes sitting behind The District Court benches. It will be seen in the attitudes of

empathy in their voices for this one policy holder's loss. That, too, is an indicator that the Red
Coats are here in the form of the Internal Revenue Service, Inc., whose "Mr. Loys" have our
people afraid to do even the right and moral thing.
One of the problems today's Christian patriots have
overlooked is that we have a far different America than
that which existed 225 years ago. In those days,
America was primarily of one race and one culture. We
were that specific race that had the Laws of God written
in our hearts and minds as set forth in Hebrews 8:8-10.
There was none of this nonsense that "God's Laws had
been done away with... In those days, traitors and murderers were hanged or shot. Thieves
were whipped or put into stocks and left out in the weather day and night. Everyone in the town
could take a good look at them and take notice of who they were. Captain Isaac Davis, his men
and his society were taught the uplifting Puritan Work Ethic and were Calvinistic in Bible
doctrine. Make no mistake about it, it was this concept of the sovereignty of God in the affairs of
men and nations that brought about, as a natural fruit, the Liberty that we say we hold so dear. In
reality, most Americans give Liberty rather poor lip-service. {{This last sentence is sad but true.
Freedom requires that one be responsible for themselves and in so many ways, we Americans
wish to be children and have others (generally the government) take care of us so that we dont
have to be responsible for ourselves.}}
In researching again the story of The Captain Of Destiny, I discovered something that I did not
know. As you know, there was no direct daily communication between the Colonies, such as we
have today. There was no way, for instance that the Colony of Connecticut could have possibly
known of the great events to be taking place on April 19th. Paul Revere, and the riders of the
Committee of Safety, didn't even know about it until the lantern signals on April 18th. Not
realizing what was to happen in Concord at Northpoint, the Governor of Connecticut proclaimed
on the same day, April 19, 1775, to be a day of fasting and praver. The Proclamation read in

Now you know why the bullets which killed Captain Isaac Davis, and drummer Abner Hosmer
were the shots heard around the world. Once again, the Red Coats are coming --just as they
are, even now amongst us, as vultures in eagle's clothing. Do you not see the smoke of the
burning Liberty Pole? Where is everyone? Muster the troops! Muster the troops!
Under the unction of the Holy Spirit, all of Connecticut was praying for America, but notice that
they were doing so after the battle of North Bridge was already over! The battle was not over for
the rest of the Minutemen that day. Lucy Hosmer writes:

When I entered the military service during the

Korean War, there was a certain ceremony in
which I pledged to defend America ...against
all enemies, foreign and domestic. Who
would expect that most of my life would be
spent in fighting the domestic enemies. My
task is not to tell you what to do or how to do
it. I am but a Watchman who calls attention to the billowing smoke of the Liberty Pole and the
potential destruction of the Common Law Court House. -Nord Davis, J r., Northpoint
