REGION III COUNCIL

BACKGROUND
This implementing rules and regulations shall be used as a guide in selecting the next set of aspirants for the regional executive officers and aspirants for the respective regional commission on election, which shall be in charge on all matters regarding the said election.

OBJECTIVES
To establish standard procedures for application and admission as aspirants for the next set of Regional Officers. To define the necessary requirements including the documents that shall be submitted by the aspirants for the Executive Board and aspirants for RCOMELEC of the Organization. To define rights, responsibilities and duties of the applicants under this IRR. To define other matters related to the Election.

REGIONAL COMMISSION ON ELECTION (RCOMELEC)


There shall be a Regional Commission on Elections referred to as the RCOMELEC. It shall supervise and conduct the electoral process of the officers for the Regional Executive Officer.

QUALIFICATIONS AND REQUIREMENTS


A. Documentary Requirements: (all soft copy) 1. 2. 3. 4. He/she must be a bona fide member of NFJPIA-R3 for the current federation year. He/she must not be a graduating student. He/she must have a good oral and written communication skills. He/she must submit the following requirements: i. Duly accomplished Application Form ii. Comprehensive Rsum iii. Certification of good moral character from the JPIA adviser of his Local Chapter or the Office of the Student Affairs iv. Two (2) 1x1 colored picture with white background and in corporate attire

B. Deadline of Submission of Application 1. The deadline of submission of application form is on November 29, 2013. Deadline of other requirements will be on December 06, 2013.

2. Send the application form and other requirements to nfjpiar3.vpmembership1314@gmail.com on or before the set deadline. The subject of the mail should contain the following format: RCOMELEC_(AppliForm/Others)_<surname>_<school> 3. For queries and suggestions regarding RCOMELEC matters, kindly contact Enrico C. Rivera, Regional Vice President for Membership either through e-mail, nfjpiar3.vpmembership1314@gmail.com, or through his mobile number, 0905-964-3674. Confirmation email or message shall be sent to respective applicant regarding the verification of the files sent and the Election committee headed by the Regional Vice for Membership shall confirm the files and documents submitted. If the applicant did not receive any confirmation regarding the submission of files, it means that the Regional Council did not receive any file from the respective applicant. 4. All applicants are required to follow the prescribed format of the Council. Templates and prescribe formats shall be available in the social networking sites for reference. The Regional Executive Officers shall appoint a Chairman, a Vice Chairman and Regional Commissioner of the RCOMELEC on the 2nd week of December 2013. The Regional Executive Officers shall have the sole power to decide on matters concerning protests filed against any member of the RCOMELEC and their decisions are final and executory. With such recognition, the RCOMELEC shall rule on any decision to be deemed subject to monitoring of the Regional Executive Officers upon the query of the Local Chapter representatives. In case of Election, their decision shall be made superior to that of Local Chapter Representatives.

MEMBERSHIP AND TENURE


A. The RCOMELEC shall be composed of three (3) commissioners, not of the same school, with only two (2) coming from the same province. B. The RCOMELEC function shall take effect after the appointment and shall end after the new RCOMELEC is appointed.

POWERS AND DUTIES OF THE RCOMELEC


The RCOMELEC shall have the following duties and powers: A. It shall organize a Meeting de Avanc at a specified date set by the Executive Board. Otherwise, during the Annual Regional Convention. B. It shall be the duty of the RCOMELEC to conduct election in an efficient and effective manner. C. Such election shall be based on established procedures duly promulgated by the RCOMELEC and for which the same shall be circulated by the RCOMELEC at least one (1) month prior to the date of the Election Day. D. Be the sole judge of all election protests that shall include objections to the qualification of the aspirants, protest on the conduct of election campaign, casting of votes, canvassing of votes, canvassing of election

returns, and violation of rules and regulations. Only the Local Chapter Representative shall have the right to question an aspirant and the RCOMELEC shall resolve and decide the case. E. Report the result of the election to the NFJPIAns. F. If the RCOMELEC happens to be a Local Chapter President, he shall lose his voting right and waive it to his other officer. G. The RCOMELEC shall be given reasonable benefit for the purpose of discharging their function to the Regional Election. 1. 50% discount on payment for the ARC and RMYC of the following year; 2. Free transportation and food expense during any event related to the Election; 3. Be given a Certificate of Recognition after the Election proper.

OTHER IMPORTANT MATTERS


The RCOMELEC shall decide on the date, time and place of election of the officers for the Regional Executive Officers. Otherwise, it shall be done during the Annual Regional Convention. In case of special elections, the RCOMELEC shall be given the power to design procedures concerning the special elections but in case of vacancy because of failure of elections, the voters shall be the incoming representative.

REGIONAL EXECUTIVE OFFICER (REO)


The Regional Executive Officers forms the Regional Council. The Regional Council shall be the regional administrative coordinating and supervising body of the National Federation.

COMPOSITION
The following shall be applied position in the Regional Council Executive Officers: a. Regional President b. Regional Vice President

GENERAL QUALIFICATIONS AND REQUIREMENTS


A. No member shall be allowed to run for any regional office unless he possesses the following qualifications: a. b. c. He/she must be a bona fide member of any JPIA Local Chapter duly recognized and accredited by the Federation at least one (1) year; He/she must be enrolled for the current semester (2nd semester 2013-2014); He/she must not be a graduating student.

He/she must be an accounting major/accounting-related course student with good moral character; He/she must not have any failing grade in any semester He/she must not hold any major position in any organization after elected. He/she must have an excellent oral and written communication skills; He/she must be proficient in using MS Office (e.g MS Word and MS Excel); He/she must submit the following requirements; 1. Duly accomplished application form for candidacy given by the COMELEC (soft copy); 2. Comprehensive rsum (containing summary of Leadership positions held and participation in the organization) 3. Endorsement of the incumbent JPIA President and/or adviser; 4. Certificate of good moral character from the Office of Student Affairs and/or Office of the Prefect of Discipline; 5. Academic Evaluation or temporary transcript of record (certified true copy and signed by the Registrar); 6. Two (2) wallet size pictures with white background in corporate attire (colored); 7. Certification from the Office of the Student Affairs that the student is not holding any major position in the candidates respective school; and 8. Two (2) endorsements from the Regional Council before the pre-panel interview. 9. An essay on the topic to be given by the RComElec. He/she must have attended at least two (2) major activities of the Regional Council and/or one (1) major activity of the Federation; Preferably must have had at least one (1) year experience working as a Local Chapter Officer or Region 3 Standing Committee or Working Committee. It is borne upon the aspirants responsibility to have considerable knowledge of the by-laws and constitution of the council.

B. Deadline of Submission of Requirements 1. Deadline of submission of application form for candidacy is on December 06, 2013. No application form shall be entertained after the said date and the filing of candidacy will be closed as well. The other requirements (soft and hard copy), except the endorsement from 2 REOs, shall be passed 5 days before the Livelihood and Outreach program on December (exact date TBA); 2. Send the application form to nfjpiar3.rcomelec1314@gmail.com on or before the set deadline. The subject of the mail should contain the following format: ASPIRANT_<position>_<surname>_<school>;

3. The panel interview will be held on the Livelihood and Outreach program on December. All the aspirants are required to attend such activity. Failure to attend such activity would mean disqualification to run as a Regional Executive Officer; 4. For queries and suggestions regarding Election matters, kindly contact Enrico C. Rivera, Regional Vice President for Membership/Election Head either through e-mail, nfjpiar3.vpmembership1314@gmail.com, or through his mobile number, 0905-964-3674. A maximum of two (2) representatives per Local Chapter is allowed to run for the Regional Election for regular and special elections subject to the provisions of this section. Aspirants for officership to the Regional Executive Office must conform to and shall be subject to the following qualifications and requirements set forth above at the Article XI, Section 6 of this Constitution and By-Laws. 2. Only the representative or his duly authorized substitute present during the election shall have the capacity to vote. 3. Regional Executive Officer present during the election shall have the capacity to vote. 4. No officer of the Regional Executive Officers is allowed to occupy the same position for more than two (2) years successive terms. 5. In case that the candidate has no opponent either in the regular or in the special election, the RCOMELEC shall declare him as elected if he garnered majority of the votes. 6. Only three (3) aspirants will be allowed to run for presidency.

TERM OF OFFICE
All officers shall hold office for a term of one federation year starting from May 1 of the present year to April 30 of the following year or until such time the successors have been duly qualified and elected.

SUFFRAGE CRITERIA
The criteria will be used in declaring the new set of Regional Executive Officers of Region Three.

40% from the votes canvassed by the RCOMELEC from the Local Chapter Presidents. Provided that the number of Local Chapter Presidents eligible to vote at a certain time being reaches the quorum of the population; otherwise, no election shall be deemed official; 50% from the votes canvassed by the RCOMELEC from the Outgoing REOs; 10% from the comprehensive review (under here are the panel interviews and the assessment of skills). The RCOMELEC will announce the incoming Regional Executive Officers and the top seven (7) aspirants after the canvassing of votes. The incoming Regional President will appoint the Regional Vice Presidents from the top seven aspirants. The sole prerogative/responsibility on the appointment of secretary general is borne by the newly-elected president provided that he/she is an aspirant on the elections.

INCOMING LOCAL CHAPTER OFFICERS


We recommend that all the Local Chapters will have their next set of Officers before the Federation year ends, and if the Local Chapters school administration did not allow such matter to exist, we encourage the Local Chapter to have at least the prospective set of officer for the next federation year. The Local Chapter Officers is required to inform the Council about the new set of officers. The final decision will be vested by the Local Chapters school admin, but still we highly recommend such practice to commence.

LIMITATIONS
The implementing rules and regulations (IRR) or Official Memorandum to be drafted by the incumbent Commission on Elections must be under the approval of the Regional Executive Officers. Otherwise, such rules promulgated must not be deemed official in any form.

ENFORCEMENT OF THE IMPLEMENTING RULES AND REGULATIONS


A. B. It shall be the primary duty of the Regional Vice President for Membership and the Council to effectively enforce the provisions of this Implementing Rules and Regulations. The Council also has the sole right to interpret the contents of this Implementing Rules & Regulations and their decision will be binding and irrevocable. The Regional Adviser or his duly designated representative shall act as legal adviser to the Regional Vice President for Membership and the Council and shall render legal assistance as may be necessary in carrying out the provisions of this Implementing Rules and Regulations.

AMENDMENTS OR REVISIONS
A. B. The Council shall be vested with the exclusive power to revise and amend the Implementing Rules and Regulations. Any amendments to or revisions to this Implementing Rules and Regulations may be proposed by any member of any local chapter upon a written request of such member, stating the reasons thereto.

The Regional Vice President for Membership must initially review any request for amendments and revisions as well as proposed amendments then to be forwarded to the Regional Executive Officers for discussion, editing and final approval and to be noted by the Regional Adviser. The Regional Executive Officers shall have the right to debunk any proposed revisions and amendments, submitted to them by the Regional Vice President for Membership, which are deemed unnecessary. The final decision on any inclusions and exclusions to this Implementing Rules and Regulations must be determined by a majority vote of all Regional Executive Officers in which the Regional Vice President for Membership is included. Amendments to particular provisions in this Implementing Rules and Regulations shall be allowed provided that such amendments will be communicated to stakeholders at least two weeks before it could take effect.

SEPARABILITY CLAUSE
If any clause, provision, paragraph or part of this Implementing Rules and Regulations shall be declared unconstitutional or invalid, such judgment shall not affect, invalidate, or impair any other part hereof, but shall be merely confined to the clause, provision, paragraph or part directly involved in the controversy in which such judgment has been rendered.

REPEALING CLAUSE
Any rule and regulation or resolution or part/s thereof inconsistent with the provisions of this Implementing Rules and Regulations are hereby repealed or modified accordingly.

EFFECTIVITY
This Implementing Rules and Regulations shall take effect immediately after its presentation and approval from the Assembly. Promulgated in the City of Pampanga this 13th day of November, 2013.
