LEGACY DATA CONVERSION TO PEOPLESOFT HR & PAYROLL

Background

As part of the Year 2000 solutions, our client had migrated their human resources and payroll applications from a custom developed (now legacy) AS/400 system to a more robust PeopleSoft ERP HCM package. However due to the press of time and IT resources, payroll history and human resources seniority data was never converted. Vital employment records were maintained on two separate systems in incompatible formats. Errors were common and both systems had to be accessed to get an employees complete job record. With the legacy hardware nearing the end of its useful life and with mounting costs for maintenance and repairs, the data had to be converted to the new PeopleSoft system. VisionIT was contracted to convert the data from the IBM AS/400 DB2 database to the Oracle PeopleSoft database.

Solution

VisionIT was contracted to define, design, and execute a migration of the legacy information on the AS/400 to PeopleSoft HCM. In the year since the data had been orphaned in the legacy system, key subject matter experts were no longer available, and definitional documentation was limited. VisionIT engaged the clients business and IT staff for information, and performed a detailed system analysis and due diligence to re-construct information on the legacy data. From this information, we created a gap analysis against the data requirements of PeopleSoft HCM including missing fields and definition mismatches. The results revealed a number of challenges: Data definitions from business resources had to be reconciled with the actual data captured in the old system Duplicate data in large amounts in the old system had to be matched and/or purged Data fields needed for keys in the PeopleSoft HCM database were duplicated, nulled, or incomplete There had been inaccurate checks and balances for data VisionIT developed a data migration plan using the gap analysis and the manual reconciliation. The conversion team included business analysts with expertise in PeopleSoft HCM, DBAs for both the DB/2 (DB400) and Oracle database experience, as well as developers with skills in AS/400 COBOL, Oracle PLSQL, and SQL. Using a transition database structure closely resembling PeopleSoft HCM, we converted the largely static legacy databases. Volume conversion work was assigned to the development team using a series of conversion routines. Data elements with low volume or extreme variability were converted manually. We also enhanced PeopleSoft databases with data available solely from legacy AS/400 systems for future reference if needed. The team used a test environment with both legacy data access and with PeopleSoft HCM, the business test team was able to compare the two data results, and verify results. The VisionIT project team maintained a log of recommended data changes, and when confirmed, fine-tuned the data conversion until approved. The teams also instituted new edits and controls to assure that data remains consistent.

Results

DPS retired the legacy databases and system environment along with its associated costs once the legacy information was converted to the PeopleSoft HCM system, and we completed retention of un-mapped data. New ease of access to human resources and payroll data improved the accuracy of critical analysis through consolidated, consistent data definitions. The potential for future data loss was also diminished, and the client had reduced operating costs for HR and payroll information.
